According to Drik Panchang, the best time to tie Rakhi and perform rituals on Raksha Bandhan is during Aparahna, which is late afternoon or Pradosh time.

Purnima Tithi will begin at 10.38 am on 11th August and will end at 7.05 am on 12th August.
