Mehbooba: govt arresting people without proof to cover up their failure

Former J&K chief minister Mehbooba Mufti has called the recent civilian killings in Kashmir a failure of the govt and accused it of trying to cover it up by arresting people without evidence. 

The PDP chief was referring to detention of over 700 people by the J&K police in connection with killings of civilians, including minorities, by militants. 

7 civilians were killed in the first week of October following which police detained hundreds people claiming they were over-ground workers of banned religious or militant groups
