Over 200 farmer unions from Punjab and Haryana are planning a 'Delhi chalo' march on February 13.
Farmers want a legal guarantee of minimum support price for crops, calculated using the Swaminathan Commission formula.
Farmers are also demanding pensions and waiver of loans taken for the purpose of agriculture.
The unions also want police to withdraw cases against farmers and "justice" for victims of the Lakhimpur Kheri violence.
Centre had committed to MSP guarantee when the farmers protested against the now-repealed farm laws.
Three union ministers will hold a second round of talks with the farmers on Monday in a bid to pacify them.
Almost 20,000 farmers are expected to enter Delhi with tractors. Police fear they may also use cars, two-wheelers, Metro or buses.
Security has been intensified along the Singhu, Ghazipur and Tikri borders. Large gatherings have also been banned in the national capital.
Punjab-Haryana borders in Ambala, Jind, and Fatehabad districts have been sealed and internet suspended in seven districts.
