Thousands of South Korean citizens gathered in downtown Seoul to hold candlelight vigils for the victims of the crowd crush last week.
The citizens also criticized the South Korean government for the lack of proper guidelines for the disaster and failure to manage the crowd on the night of the crush.
It has been a week since the tragedy, in which more than 150 people lost their lives.
South Korea's police chief admitted on Tuesday the authority had failed to prevent crowd surge during the festivities in Seoul, saying that officers didn't effectively handle earlier emergency calls about the impending disaster.
