United Nations Secretary-General Antonio Guterres on Thursday toured areas outside Kyiv left devastated after the Russian offensive on the Ukrainian capital.
With the war now in its third month, he visited both Bucha and Irpin which have seen some of the most horrific attacks of the war.
Speaking to journalists, Guterres urged Russia to cooperate with the International Criminal Court over alleged war crimes committed by its troops.
Numerous bodies of civilians were found in areas once held by Russian forces, some shot with their hands bound.
War was "evil" and "an absurdity" in the 21st century, Guterres said.
He added his heart was with the civilian victims, who always paid "the highest price” in any conflict.
