NYT reported the nod for missiles is a high-stake gamble, will expose US assets worldwide. Russia has changed its nuclear doctrine as NATO talked about missile-use permission.

"It is proposed that aggression against Russia by any non-nuclear state, but with the participation or support of a nuclear state, be considered as their joint attack on the Russian Federation." Vladimir Putin, Russian President said.

Joe Biden has been accused of giving-in to Putin's threats, emboldening the Russian leader. Biden's top advisory advised lethal response from Putin if the US permits missile use. Allowing Kyiv to use long-range missiles won't make much impact given the limited supply experts said.

Putin earlier said that allowing missile use would mean the West has entered war theatre. He had said NATO would’ve to send its troops to fire such missiles. Ukrainian troops don’t know how to use such arms, who will fire them? Putin asked.
