Blue bioluminescent waters continue to glow in Southern California as dolphins swim through it and boats full of tourists venture out into the Pacific Ocean to see the phenomenon.

The bioluminescence is caused by photosynthetic plankton blooms that have been occurring with increasing frequency in the coastal waters, according to Jessica Roame, an educator with Davey’s Locker Whale Watching.
