Uttarakhand Chief Minister Pushkar Singh Dhami on Thursday virtually inaugurated the three-day Pugraon Mahotsav from the Secretariat, seeking the divine blessings of Adishakti Maa Kokila Kotgadi Bhagwati.

Organized by the Pungraon Ghati Mahotsav Samiti in Pankhu, Pithoragarh, the festival aims to promote the region’s folk culture, sports, education, and local talent.

Emphasizing the cultural significance of such events, the Chief Minister stated, "This event is a powerful medium to promote our rich folk culture, sports, educational development, and local talents. This historic initiative will further strengthen our cultural roots." He highlighted that such festivals not only provide entertainment but also preserve traditions, engage youth with their heritage, and give local art and culture a new identity.

Expressing his regret at not being able to attend in person due to official commitments, the Chief Minister assured, "My heart is with all of you. Soon, I will come to worship Mala Kotgadi Bhagwati." He also instructed officials to take necessary steps for the construction of the Thal-Dharamghar-Pankhu motor road and the reopening of ITI. To support the festival, he announced financial assistance of ₹5 lakh for its successful organization.

The Chief Minister reiterated his government’s commitment to rural empowerment alongside urban development. He mentioned that under Prime Minister Narendra Modi’s leadership, various initiatives like the Vibrant Village Program, Pradhan Mantri Gram Sadak Yojana, and Amrit Mission are making villages self-reliant. He also highlighted the government’s efforts to bring internet connectivity to remote villages, allowing youth to excel in online education and startups.

He further emphasized the role of sustainable tourism in boosting the state’s economy, saying, "For the first time in Uttarakhand, tourism is being developed as a green economy, directly benefiting villages. The Home Stay Scheme and promotion of organic products are key steps in this direction, bringing economic empowerment to women." He proudly stated that the daughters of the hills would not remain confined to homes but would emerge as successful tourism entrepreneurs.

Speaking on preserving Uttarakhand’s religious and cultural heritage, he noted that under the Manas Khand Mandir Mala Mission, restoration and beautification of ancient temples in the Kumaon region are in progress. "Maa Kotgadi Temple will also be developed in the second phase of this mission," he added, emphasizing that increased religious tourism would generate employment and boost local businesses.

Highlighting the government’s commitment to women’s empowerment, the Chief Minister mentioned large-scale efforts to promote women’s self-help groups. Under the Lakhpati Didi Yojana, rural women are being encouraged to become economically independent through herbal farming, organic products, horticulture, and folk art. He also noted that under the Ek Janpad Do Utpadan Yojana, local self-employment opportunities are being created as part of the Vocal for Local initiative.

The festival reflects the state’s dedication to cultural preservation, economic empowerment, and sustainable development, ensuring that Uttarakhand’s rich traditions continue to thrive for generations to come.
