As of April 1st, significant changes in health insurance regulations have come into effect, leaving many policyholders wondering about the implications for their coverage. These alterations, made by the insurance regulator, touch upon key aspects of health insurance policies, potentially reshaping the landscape for insurers and consumers alike.
One of the most notable changes revolves around the removal of the maximum entry age limit of 65 years for health insurance policies. Amit Chhabra from Policybazaar explained that this move eliminates age-related restrictions, allowing individuals of all ages, including senior citizens, to procure health insurance policies. While this change offers more options for senior citizens, it still remains at the discretion of insurance companies whether to extend coverage based on individual health conditions.
Another significant amendment concerns the waiting period for pre-existing diseases, which has been reduced to three years. Previously, policyholders had to wait longer before coverage for pre-existing conditions kicked in. While this change is favourable for consumers, it may lead to a slight increase in premiums due to the expanded coverage.
Additionally, the moratorium period, during which insurers could reject claims based on non-disclosure, has been shortened from eight years to five years. The rule, which came into effect on April 1, 2024, involves the opening of e-Insurance accounts for policyholders, with one of four repositories. All types of insurance policies - life, health, and general - will be stored in these accounts in a format similar to demat accounts used for shares.
Decoding e-Insurance regime
In this episode of Invest Smart, Sajja Praveen Chowdary, Director of Policybazaar, shared his insights into the implications of this transition. Chowdary highlighted the advantages of digitalising insurance policies, foremost among them being the drastic reduction in paperwork for insurers and policyholders alike.

"In terms of data perspective, insurance is a highly regulated space and we have a very strong regulator in the country. So from that perspective, the kind of measures that they put across in terms of information security guidelines or measures that the insurance companies have to take with respect to consumers, that's already there. So when you're referring to digital policies, it even further reduces the amount of data that flows outside of an ecosystem", said Sajja Praveen Chowdary.

With retail and do-it-yourself (DIY) investors increasingly drawn to small-cap funds based on past performances, SEBI's intervention seeks to prevent potential losses should a market correction occur.

She highlighted a concerning trend revealed in a recent survey conducted by her company, FinSafe, indicating that many women overlook the need for adequate health coverage, often relying solely on employer-provided insurance.
Agarwal emphasised the necessity for women to secure personal health insurance policies, recommending coverage ranging from Rs 10 to 20 lakhs to mitigate potential financial burdens associated with medical emergencies.
"The first thing that I would say is that women need to have at least Rs 10 to 20 lakhs (cover). And why women, I'm saying? Generally a family of four needs to have at least Rs 10 to 20 lakhs of health insurance cover given the cost of treating large illnesses, right? And of course, do not rely only on the employer cover because in case of separation from the company, how are you going to ensure that you have the continuity of the cover then?" said Mrin Agarwal
Discussing the intricacies of health insurance selection, Agarwal cautioned against opting for policies solely based on affordability, urging women to scrutinise policy wordings for exclusions, sub-limits, co-payments, and waiting periods for pre-existing conditions. Talking about investment strategies, Agarwal underscored the role of equity funds in wealth creation, and highlighted the need for women to invest strategically to combat inflation effectively. Citing survey data, Agarwal underscored divergent attitudes among women towards equity investments, ranging from risk aversion to a desire for active stock trading. She advocated for a balanced approach, recommending mutual funds managed by experts as a prudent investment avenue.
Agarwal recommended a minimum investment horizon of 7 to 10 years for equity funds, cautioning against attempting to time the market. "I would say that, you know, if you absolutely don't know where to invest, then an index fund or a Balanced Advantage fund or a flexi cap fund, these all three are a good starting point", said Mrin Agarwal

<h3>Returns from equity investments&nbsp;</h3>
First and foremost, Rustagi advices investors to tone down their expectations as the share markets can't give 'extraordinary returns' like it did in 2023, every year. However, he also points out that there is no need for the investors to worry yet, as the volatility has been going on only for a few days now.
He goes on to say that the prospects of share markets are promising given the possible rate cuts by the RBI and the money flow into the Indian economy.&nbsp;
"With the fundamentals improving, with liquidity in the market, I think the prospects of markets look still very promising", says Hemant Rustagi.
<h3>Small, Mid-caps exposure</h3>
For investors, Rustagi has an important advice of investment in small, mid and large caps in the right proportion. Deciding the right proportion depends on experience, level of equity understanding and the size of portfolio, notes Rustagi.
For those who invested more in the small and mid cap trying to take advantage of the good run the segments had last year, Rustagi suggests re-balancing the portfolio.
On SIP investment, Rustagi mentioned that though the volatility could be unnerving for an investor, SIPs allow investment at different levels, tackling ups and down.
<h3>Recommendation for beginners</h3>
Rustagi recommends investment in multi-cap funds as it covers all the three segments (small, mid and large cap) of the market. Through this fund, a minimum of 25% is invested in all the segments and the other 25% is invested as per the discretion of the fund manager.
The second recommendation from Rustagi is investment in large and mid cap. Finally he recommends, investment in flexicap fund for beginners.

<h3>Cashless Treatment</h3>
Suresh Sadagopan praises the cashless facility, emphasising its role in alleviating the burden for policyholders who previously had to wait for reimbursement of expenses incurred at hospitals outside the insurance company's network.
Sadagopan also expresses concerns about the 48-hour time-frame given to insurance companies to approve cashless treatments. Additionally, it's important to note that policyholders must inform the insurance company at least 48 hours prior to admission for elective procedures and within 48 hours for emergency procedures.
Despite concerns about the approval timeline, Sadagopan describes the initiative as 'consumer-friendly' and expresses optimism that any hiccups could be resolved within 2-3 years.
He also suggests standardising the online authorization form across various medical insurance companies. He argues that this would improve efficiency for hospitals.&nbsp;
<h3>Benefits of cashless facility</h3>
The cashless facility is not beneficial just for the policyholder but also for the insurance company. Suresh Sadagopan points out that over a period of time, insurance companies can control the expenses.
"Once they (insurance company and hospitals) get into a comprehensive agreement on all possible procedures, hospitalisation and intervention, it is much easier for them to control the expenses. So over a period of time the outflow from the medical insurance companies to the hospitals is expected to come down", says Suresh Sadagopan.
The medical insurance penetration is also expected to go up, says Sadagopan.&nbsp;
"If they (General Insurance Council) popularise it, more and more people will take up this concept of medical insurance because they know they can go to any hospital and get treated", says Suresh Sadagopan.

Baijal noted that the government&rsquo;s focus is likely to remain on the simplified tax regime introduced in previous years. To encourage more taxpayers to adopt this regime, he suggested that the government might increase the standard deduction from ₹50,000 to ₹1,00,000, or even higher for senior citizens, to account for escalating medical and living costs. Currently, only 15-20% of taxpayers have embraced the new regime, with most still preferring the old one due to available deductions under Chapter 6.
Baijal also emphasized the need for simplifying the income tax slabs. He proposed reducing the number of slabs from five to three, with rates of 10%, 20%, and 30%, which could make the tax system more accessible and encourage the transition to the new regime.
