A petition seeking the implementation of the so-called Manmohan-Musharraf formula for Jammu and Kashmir invited the Supreme Court's ire.

On 9 September 2022, the Supreme Court reportedly imposed a fine of ₹50,000 on the petitioner, an IIT graduate. A two-judge bench said that the petition was a waste of the court's time.

The petitioner, Prabhakar Venkatesh Deshpande, reportedly argued that a military solution to the Kashmir dispute between India and Pakistan is not viable. He reportedly sought implementation of the 4-point nascent formula devised during the tenures of former India Prime Minister Manmohan Singh and former Pakistan President Pervez Musharraf. The formula involved autonomy, joint control, demilitarisation and porous borders.

The Supreme Court said that it cannot enter the domain of policy, and refused to entertain the petition.
