Furthermore, Chautala mentioned that applicants benefiting from this policy would not qualify for incentives under the CleanSGST Refund Scheme of HEEPS-2020.

Haryana to roll out 2024 vehicle scrap and recycling incentive policy: Deputy CM

Deputy Chief Minister Dushyant Chautala announced the implementation of the Haryana Registered Vehicle Scrap and Recycling Incentive Policy 2024, aiming to promote recycling and create employment opportunities for the youth. The policy focuses on retrieving intrinsic value from End-of-Life Vehicles (ELVs) through reuse, recycling, and recovery, contributing to a circular economy. Chautala emphasized the need to remove old and unfit vehicles in an organized and environmentally friendly manner, aligning with the central government's Motor Vehicles (Registration and Functions of Vehicles) initiative.

The policy, aligned with the 2023-24 budget announcement, aims to provide incentives for vehicle scrap recycling and rejuvenation. Chautala highlighted the policy's goal to transition towards electric vehicles, addressing the global need for sustainable transportation and reducing environmental pollution. The initiative also includes establishing Eco-Parks/Recycling Parks and enhancing collaboration with Automotive Original Equipment Manufacturers (OEMs) for setting up Authorized Vehicle Scrapping Centers (AVSCs) and Authorized Recycling Facilities (ARFs).

Chautala instructed officials to identify suitable locations for recycling parks outside populated areas to minimize inconvenience for the public. The policy emphasizes regularizing informal and unorganized vehicle recycling facilities in Haryana. Incentives will be granted when a new vehicle is purchased from the state's OEM dealers and registered. Fitness fees will be applicable as per the Central Motor Vehicle Rules after a vehicle's significant age.
