      Parliament: ban on placards, pamphlets after protest ban advisory and 'unparliamentary' words list

      After a list of "unparliamentary" words and a ban on protests inside the Parliament premises, a fresh advisory barring pamphlets and placards in the House was issued.

      The Lok Sabha secretariat issued the advisory, stating that any literature, questionnaire, pamphlets, press notes, leaflets, etc should not be distributed without the Speaker's permission. The advisory said that placards are "strictly prohibited" inside the Parliament House Complex.

      The latest advisory followed a political controversy over other advisories regarding behaviour in the Parliament. MPs were earlier told not to stage demonstrations, dharnas, strikes, fast, or religious ceremonies at the Parliament.

      Before this, the Lok Sabha Secretariat had issued a booklet of words and phrases which would be considered unparliamentary according to the context. The list reportedly included words like 'corruption', 'Jumlajeevi', 'tanashah', 'Dictator', 'black', 'Khalistani', 'ashamed', 'abused', 'betrayed', 'criminal', 'drama', 'bloodshed', 'hooliganism', 'hypocrisy', and 'incompetent'.

      The Opposition has called the advisories an attempt by the Narendra Modi government to silence criticism in the Parliament. The government has claimed that the advisories are nothing new, and have been periodically issued in the past as well.

      The central legislature is set to convene on 18 July for the 2022 Monsoon Session.
