The Punjab Vigilance Bureau (VB), during its ongoing drive against corruption in the state, on Monday arrested Amit Kumar Kakkar, Inspector, Punjab State Warehousing Corporation, posted in Ferozepur, for accepting a bribe of Rs 45,000.
An official spokesperson of the VB disclosed that the accused was arrested following a complaint lodged by Mohan Lal, a commission agent from Ferozepur.
The complainant alleged that the accused official had been demanding a bribe for clearing bills related to labour and sewing charges for purchased paddy bags at Rs 2 per bag. However, the deal was settled at Rs 1.30 per bag, amounting to Rs 45,000.&nbsp;
An official spokesperson informed that after a preliminary enquiry into this complaint the VB team laid a trap during which the accused Inspector has been arrested while he was accepting a of Rs. 45,000 from the complainant in presence of two official witnesses and bribe money was also recovered. In this regard a case has been registered against both the accused under Prevention of Corruption Act at VB police station Ferozepur range and further investigation into this case was under progress, he said.

He informed that the Agriculture Department had already written to Dr. S.K. Singh, Deputy Agriculture Marketing Adviser and convener of the drafting committee at GoI, requesting a minimum of three weeks to submit comments on the draft policy.
Reaffirming the Punjab government&rsquo;s commitment under Chief Minister Bhagwant Singh Mann to ensure the welfare of farmers, the Agriculture Minister directed officials to conduct an in-depth study of the draft policy. He stressed that no point should be overlooked, as any lapse could adversely impact the farming community in the short or long term.
The minister also instructed officials to focus on critical issues such as MSP, market fees to further strengthen the Mandi Board, and the state&rsquo;s agricultural marketing infrastructure. He underlined the need to safeguard farmers&rsquo; interests against big corporates while ensuring a secure and supportive environment for them.

In a significant development amidst the ongoing crackdown on organized crime, the Punjab Anti-Gangster Task Force (AGTF), in collaboration with SAS Nagar Police, arrested four operatives linked to Canada-based terrorist Arsh Dalla and another foreign handler. The operatives were found in possession of three .32 caliber pistols and 16 cartridges.
The arrested individuals have been identified as Gagandeep Singh and Navjot Singh alias Nishu, both residents of Amloh in Fatehgarh Sahib, and currently residing in Kharar; Lakhwinder Singh, a resident of Bhadson in Patiala; and Vipanpreet Singh, from Faridkot. Police also seized their white Swift car, which they were traveling in.
DGP Gaurav Yadav stated that the accused confessed to opening fire at a car accessories showroom in Phase 11, Mohali, on the night of December 1-2, with the intent to intimidate the shop owner and extort money. The attack was directed by their foreign-based handler, Daljit Singh alias Ninda, a history-sheeter who fled to the USA using fake documents.
Yadav added that the module had ties with the radical Arsh Dalla and was planning further crimes at his command. All arrested individuals have an extensive criminal record, with several cases registered against them. Investigations are continuing to uncover more individuals involved in this operation.
The AGTF, led by ADGP Promod Ban and supported by local police, utilized CCTV footage and technical evidence to swiftly identify and arrest the suspects. Further, Gagandeep was also wanted in a dacoity case in Amloh, while Vipanpreet had prior involvement in shooting incidents in Jalandhar and Faridkot.
A case has been registered under sections of the Bharatiya Nyaya Sanhita (BNS) and the Arms Act at SAS Nagar Police Station.

In order to ensure that necessary arrangements for the conduct of free, fair and peaceful election have been made as per provisions of Law and to oversee the electoral process with strict vigilance, the State Election Commission, Punjab has deputed 22 IAS Officers as Election Observers in different Districts of the State. Out of these, five officers will oversee elections in 5 Municipal Corporations (with one officer in each Municipal Corporation).
Disclosing this on December 11, an official spokesperson of the Punjab State Election Commission said that remaining Observers will supervise Municipal Council/ Nagar Panchayat Elections in different Districts of the State. These Observers were directed to reach their allotted Districts latest by 11 AM on 12 December 2024 (i.e. last day of nominations) to review all arrangements and necessary activities pertaining to the elections.
He further informed that these Observers shall review law and order arrangements made by the District Administration with regard to elections, elections related complaints, quantity of elections material, commissioning of EVMs, training of polling staff, enforcement of Model Code of Conduct, Videography/CCTV arrangements etc. They would be available in their allotted Districts, till the counting process is over. This is for the information of general public, and candidates.

Baljeet Kaur, the Minister of Social Security, Women and Child Development (WCD) of Punjab, announced new regulations on Wednesday aimed at ensuring the health, safety, and overall well-being of children aged three to six attending private play schools and nurseries in Punjab. These standards will be enforced within the next six months as part of the state's efforts to regulate and improve its early childhood education and care system.
The Department of WCD will now require all private play schools and nurseries to comply with these new guidelines, focusing primarily on the children's health and safety. The regulations stipulate a maximum teacher-student ratio of 1:20, with trained caretakers responsible for meeting the necessary child care standards.
In addition to managing the teacher-to-student ratio, the guidelines mandate safe and conducive learning environments, including secure school boundaries, well-ventilated classrooms, adequate play areas, and designated sleep rooms for children.
A significant emphasis will be placed on hygiene, with schools required to maintain clean, gender-separated washrooms, provide safe drinking water, and regularly clean facilities. Kid-friendly toilets must also be installed. Minister Kaur further stressed the need for CCTV cameras to ensure continuous monitoring of the children's safety.
The guidelines also shift the focus from traditional learning methods to a more child-centered approach, emphasizing learning through play and interactive tools such as audio-visual aids, rather than relying on books, pencils, and strict discipline. Minister Kaur specifically emphasized that children would not face physical or mental harassment, and teachers would be encouraged to nurture a positive and supportive learning environment.
Health and wellness are also prioritized, with all children required to undergo regular health check-ups to detect and address any early childhood health issues. The government will also ensure that vaccinations are up-to-date and closely monitored.
The new regulations encourage healthy eating habits by advising parents against sending junk food to school and establishing a Parent-Teacher Association (PTA) to raise awareness about nutritious food. Financial transparency is another key component, with schools prohibited from charging arbitrary fees or gifts, ensuring parents are not financially burdened.
Finally, the admissions process will be monitored to ensure children with physical or mental health challenges are not excluded. The new norms aim to enhance early childhood care and education in Punjab, catering to the growing demand for child care services in households with working parents. With approximately 40 lakh children under the age of six in the state, the government is committed to fostering a safe, healthy, and supportive environment for young learners.

Disclosing this, an official spokesperson of the department said that keeping in view the weather conditions and status of crops, the Punjab Government has decided to close the Bist Doab Canal from 20 December, 2024 to 21 January, 2025 (both days inclusive) for 33 days.&nbsp;
He further said that the state government has already issued notification in this regard under Rule 63 of Rules framed under the Northern India Canal and Drainage Act, 1873 (Act No.VIII of 1873).

It is also informed that 21st December, 2024 (Saturday) has been declared as a "Dry Day" in the revenue jurisdiction of the Municipal Bodies which are going to the polls.

In order to ensure due opportunity to voters to exercise their franchise in these local body elections, the following information is being shared with the general public.
Disclosing this here today, an official spokesperson of the Punjab State Election Commission said that 21 December (Saturday) would be declared as a public holiday in all Punjab Government offices situated in the jurisdiction of the Municipal Bodies where elections are going to be held under the Negotiable Instruments Act, 1881.
He further informed that Special leave to government employees and other workers who are voters of these municipal bodies which are going to the polls but employed elsewhere would be allowed as per rules. &nbsp;In addition, he added that holiday would be declared in all the schools whose buildings are being used for election purposes.
It is for the information of the general public that 21st December, 2024 has been declared as a 'Close Day' within the jurisdiction of the Municipal Bodies which are going to the polls under the provisions of the Punjab Shops and Commercial Establishments Act, 1958, and the Factories Act, 1948 to enable workers of such shops, factories, and commercial establishments located in the revenue jurisdiction of the concerned Municipal Body to cast their vote.
It is also informed that 21st December, 2024 (Saturday) has been declared as a "Dry Day" in the revenue jurisdiction of the Municipal Bodies which are going to the polls.
Furthermore, he added that Guru Nanak Dev University Amritsar, Punjabi University Patiala, and Panjab University, Chandigarh have informed that they have postponed all those annual and semester exams which were scheduled to be held on 21st &nbsp;December, 2024 to some other date.
Students who were to appear in various exams on these dates may refer to the concerned University Website for details of the fresh dates.
The Commission has made all suitable measures for the conduct of the polls in a free and fair manner and encourages all voters whose names are entered in the electoral rolls to exercise their franchise.

The Farishtey Scheme, launched by the Punjab government to provide immediate, hassle-free treatment to road accident victims, has proven to be a boon in saving precious lives.

Punjab: Over 200 accident victims treated under Farishtey scheme

Under the Farishtey Scheme, 494 hospitals, including 90 tertiary care hospitals, have been specifically empaneled to cover a 30 km stretch along national and state highways/roads.

The Farishtey Scheme, launched by the Punjab government to provide immediate, hassle-free treatment to road accident victims, has proven to be a boon in saving precious lives.
According to the National Crime Records Bureau (NCRB), approximately 1,400 road accidents and 400 deaths occur every day in India, with Punjab alone accounting for around 5,000 accidental deaths annually. The Farishtey Scheme aims to address this critical issue by providing comprehensive treatment to accident victims, without any capping on the amount.
The state flagship scheme, aimed at reducing the mortality and morbidity rates resulting from injuries sustained in roadside accidents and to provide immediate, hassle-free treatment in government and empaneled private hospitals, was notified on January 25, 2024. The scheme is applicable to all the victims and sufferers of road accidents that happened in the territory of the state of Punjab irrespective of the caste, creed, nationality and place of birth of the victims and provides comprehensive treatment to accident victims, without any capping on the amount.
Divulging details, Chief Executive Officer (CEO) State Health Agency (SHA) Punjab Ms Babita said that to encourage common people to come forth and help accident victims and save the lives of the victims, such &ldquo;Farishteys&rdquo; are being felicitated with cash rewards, commendation certificates and provided immunity from legal complications and police inquiries. &ldquo;Any person who voluntarily rescue the accident victims and help them in saving their lives, will be considered as &lsquo;Farishta&rsquo; and conferred with commendation certificate and a cash prize of Rs 2000,&rdquo; she said.
The CEO said that since its launch, the scheme has provided free medical treatment to as many as 223 accident victims, showcasing its effectiveness in reducing mortality rates resulting from road accidents. So far, 66 "Farishtas" (good Samaritans) have been registered with the State Health Agency (SHA) Punjab, she added.
She said that the Chief Minister of Punjab has recognised the selfless efforts of 16 Farishtas, by awarding them a cash incentive of Rs 2000 per victim on August 15, 2024, and a commendation certificates, with their awards aptly named the "Farishey Award". The remaining Farishtas have also been recognised, receiving their awards from the Deputy Commissioners in their respective districts, she added.
Under the Farishtey Scheme, 494 hospitals, including 90 tertiary care hospitals, have been specifically empaneled to cover a 30 km stretch along national and state highways/roads, ensuring treatment during the critical golden hour.
Ms Babita said that these hospitals are integrated with the Mapple application (a mobile app), a mobile app that helps the people to search and navigate to the nearby empaneled hospital.
The scheme is also linked to emergency helplines, including 108, 1033, and 112 Sadak Surakhiya Force (SSF), which use IT systems to locate the nearest hospital for quick transportation, with hospitals within a 30 km radius providing immediate care within the golden hour, she said, while adding that the 108-ambulance staff have been trained to manage and transport accident victims to the nearest hospitals.
The CEO said that if an empaneled hospital demands payment, beneficiaries can file a complaint with the SHA Punjab or register their grievance at 104 Medical helplines.

Jalandhar Commissionerate Police have successfully returned seized case properties worth over Rs 13 crores to their rightful owners, said Director General of Police (DGP) Punjab Gaurav Yadav.

In a significant move to strengthen police-public relations, Jalandhar Commissionerate Police have successfully returned seized case properties worth over Rs 13 crores to their rightful owners, said Director General of Police (DGP) Punjab Gaurav Yadav on Wednesday.
A special event &ldquo;Arpan Samaroh&rdquo; was organised under the leadership of Commissioner of Police (CP) Jalandhar Swapan Sharma at Police Lines in Jalandhar.
DGP Gaurav Yadav said that as part of the event, Jalandhar Commissionerate Police successfully returned 413 vehicles, 85 mobile phones, numerous household items, jewellery, and other domestic goods, which had been part of 583 different cases registered in the city over the past year.
Additionally, around 100 lost smartphones, valued at Rs 20 lakhs, were also handed over to their owners after being traced through the Central Equipment Identity Register (CEIR) portal, he added.
The DGP said that Punjab Police continues its efforts to ensure justice, security, and trust, working proactively to safeguard the interests of the community.
Sharing more details, CP Swapan Sharma said that this initiative was designed to foster trust among citizens by returning hard-earned belongings that had been either stolen, snatched, or involved in various criminal cases.
He said that the camp saw the participation of numerous complainants, who attended eagerly to reclaim their lost properties. The event was supported by 14 jurisdictional Station House Officers (SHOs) and SHOs of the Women&rsquo;s Police Station, who worked diligently to ensure the return of the seized items to their rightful owners, he added.
Emphasising the importance of returning seized properties in a timely manner, the CP said that this ensures the property retains its value and remains in a usable condition.
Meanwhile, the grateful recipients expressed their appreciation to the police for their dedicated efforts. Baljeet Kaur, one of the beneficiaries, said, &ldquo;I had lost all hope of recovering my stolen smartphone, but thanks to the Jalandhar Police, I have got it back.&rdquo; Similar sentiments were echoed by other beneficiaries, including Manjit Singh, Jyoti, Rakesh Kumar, and Arvind Kumar.

&nbsp; On Monday, Lok Sabha member from Sangrur, Gurmeet Singh Meet Hayer, raised the issue of farmers in Parliament, accusing the Narendra Modi government of not fulfilling its promises. He highlighted that farmers are being prevented from entering the national capital, with veteran leader Jagjit Singh Dallewal on a 21-day hunger strike. Meet Hayer emphasized that, despite the government's written promise to guarantee MSP after the repeal of controversial laws, this has not been fulfilled. He also pointed out the government's preferential treatment to a few industrialists while neglecting farmers' welfare.
Hayer criticized the government's handling of farmers&rsquo; issues, stating that while India is now the world&rsquo;s fifth-largest economy, it ranks 141st in per capita income, with most people earning less than Rs. 25,000 per month. He reminded the government of its promise in 2014 to double farmers' income, a promise that has not been addressed in the 11 subsequent budgets.
He also raised concerns about the treatment of Punjab&rsquo;s farmers, noting that despite their significant sacrifices for the nation, they are being denied the right to peacefully protest and come to the national capital. Hayer urged the government to honor its promises and guarantee MSP to prevent further loss of farmers&rsquo; lives.
