In order to ensure that necessary arrangements for the conduct of free, fair and peaceful election have been made as per provisions of Law and to oversee the electoral process with strict vigilance, the State Election Commission, Punjab has deputed 22 IAS Officers as Election Observers in different Districts of the State. Out of these, five officers will oversee elections in 5 Municipal Corporations (with one officer in each Municipal Corporation).
Disclosing this on December 11, an official spokesperson of the Punjab State Election Commission said that remaining Observers will supervise Municipal Council/ Nagar Panchayat Elections in different Districts of the State. These Observers were directed to reach their allotted Districts latest by 11 AM on 12 December 2024 (i.e. last day of nominations) to review all arrangements and necessary activities pertaining to the elections.
He further informed that these Observers shall review law and order arrangements made by the District Administration with regard to elections, elections related complaints, quantity of elections material, commissioning of EVMs, training of polling staff, enforcement of Model Code of Conduct, Videography/CCTV arrangements etc. They would be available in their allotted Districts, till the counting process is over. Baljeet Kaur, the Minister of Social Security, Women and Child Development (WCD) of Punjab, announced new regulations on Wednesday aimed at ensuring the health, safety, and overall well-being of children aged three to six attending private play schools and nurseries in Punjab. These standards will be enforced within the next six months as part of the state's efforts to regulate and improve its early childhood education and care system.
The Department of WCD will now require all private play schools and nurseries to comply with these new guidelines, focusing primarily on the children's health and safety. The regulations stipulate a maximum teacher-student ratio of 1:20, with trained caretakers responsible for meeting the necessary child care standards.
In addition to managing the teacher-to-student ratio, the guidelines mandate safe and conducive learning environments, including secure school boundaries, well-ventilated classrooms, adequate play areas, and designated sleep rooms for children.
A significant emphasis will be placed on hygiene, with schools required to maintain clean, gender-separated washrooms, provide safe drinking water, and regularly clean facilities. Kid-friendly toilets must also be installed. Minister Kaur further stressed the need for CCTV cameras to ensure continuous monitoring of the children's safety.
The guidelines also shift the focus from traditional learning methods to a more child-centered approach, emphasizing learning through play and interactive tools such as audio-visual aids, rather than relying on books, pencils, and strict discipline. Minister Kaur specifically emphasized that children would not face physical or mental harassment, and teachers would be encouraged to nurture a positive and supportive learning environment.
Health and wellness are also prioritized, with all children required to undergo regular health check-ups to detect and address any early childhood health issues. The government will also ensure that vaccinations are up-to-date and closely monitored.
The new regulations encourage healthy eating habits by advising parents against sending junk food to school and establishing a Parent-Teacher Association (PTA) to raise awareness about nutritious food. Financial transparency is another key component, with schools prohibited from charging arbitrary fees or gifts, ensuring parents are not financially burdened.
Finally, the admissions process will be monitored to ensure children with physical or mental health challenges are not excluded. The new norms aim to enhance early childhood care and education in Punjab, catering to the growing demand for child care services in households with working parents. With approximately 40 lakh children under the age of six in the state, the government is committed to fostering a safe, healthy, and supportive environment for young learners.

Bains emphasized that Schools of Eminence are being established across Punjab, ensuring that students in government schools have access to facilities comparable to be found in convent schools. He highlighted that Shaheed-E-Azam Sukhdev Thapar School of Eminence, located at Bharat Nagar Chowk in Ludhiana, is one of the most esteemed institutions, currently educating around 2000 students. He said that this would be the second school of Eminence of Ludhiana city that would have all ultra modern facilities.
The Minister also revealed that five new Schools of Eminence (SOEs) will be inaugurated for the people in the coming months by Punjab Chief Minister Bhagwant Singh Mann.
Significant efforts are already underway to ensure high-quality infrastructure in government schools, including boundary walls, furniture, sports facilities, and more. He also discussed the Business Blaster initiative aimed at cultivating an entrepreneurial spirit among students, motivating them to transition from job seekers to job creators. By involving students in practical business ventures, the program promotes essential skills such as creativity, problem-solving, and critical thinking. Under this scheme, each selected student receives seed funding of Rs 2,000 to develop their business ideas. Additionally, he also mentioned Mission Samarth, which aims to enhance foundational literacy and numeracy skills for children in grades 3 to 8.&nbsp;

Addressing the gatherings, Cabinet Minister Hardeep Singh Mundian said that Punjab Government led by Chief Minister Bhagwant Singh Mann has been ensuring all out &nbsp;efforts to provide clean drinking water to the houses of the people. in compliance with all the schemes of the Water Supply and Sanitation Department are being successfully implemented. He said that an estimated budget demand of Rs 160 crore has been submitted to the Punjab Government for the construction of new water supply schemes in 144 villages of the state, which is expected to be approved soon.
He said that under this mission, Rs. 25.61 crore has already been approved previous year, for 37 villages of Sangrur district, in which 87,053 villagers have been provided with potable drinking water. He also added that projects worth Rs. 28.32 crore are under approval for the construction of water supply schemes in 24 villages of Sangrur district.
Cabinet Minister, while inaugurating the water supply schemes prepared at a cost of Rs. 4.21 crore in Bishanpura Akalgarh, Tolewal &nbsp;and Dhadrian villages, said that overhead water tanks, tubewells, 29 km of new pipeline and solar system have been installed under these schemes, that ensured uninterrupted supply of pure drinking water to 7218 villagers.

Amidst the ongoing drive to make Punjab a safe and secure state, Commissionerate Police (CP) Amritsar has successfully averted a possible grenade attack on a police establishment in Batala area with the arrest of 10 persons including four key operatives of cross-border terror module being operated by Pak-based Harvinder Rinda and foreign-based Happy Passian, Jeevan Fauji and Jashanpreet Singh alias Lal, said Director General of Police (DGP) Punjab Gaurav Yadav on Friday.
The four arrested key operatives have been identified as Arjanpreet Singh of Awan Ramdas in Amritsar, Lovepreet Singh alias Love of Perhewal in Amritsar, Basant Singh and Amanpreet Singh alias Aman, both residents of Baba Bakala Sahib in Amritsar. While, the six handlers, who were involved in providing logistic support, have been identified as Barinderpal Singh alias Mani &nbsp;and Rajbir Singh alias Raju, both residents of Katle in Amritsar; Vishvas Masih alias Bhabbo of Bhaganpura in Amritsar; Dilpreet Singh alias Manna, Harjot Kumar alias Mithu and Joyal Masih alias Rohan alias Nony, trio residents of Dera Baba Nanak in Batala.
DGP Gaurav Yadav said that police teams have also recovered three pistols&mdash; including two .30 bore and one .32 bore, one hand grenade and one drone from their possession. Further investigations are ongoing to establish forward and backward linkages in this case, he added.
Sharing more details, CP Amritsar Gurpreet Singh Bhullar said that acting on credible inputs about the module&rsquo;s activities, Amritsar Commissionerate has launched an intel-based operation and arrested all the accused persons from different areas including Ramdas area of Amritsar Rural, Batala and Amritsar City. Recoveries were effected from village Khana Chamara in Dera Baba Nanak, Village Awaan in Ramdas and Vallah area of Amritsar city, he added.
The CP said that with arrest of accused persons Basant Singh and Amanpreet Singh alias Aman, Amristar Commissionerate Police has also solved the case of an attack on a police officer&rsquo;s residence in Batala, which took place on November 28, 2024.&nbsp;
He said that police teams have also identified another main operative of this module and police teams are on manhunt to apprehend him.
A case FIR No. 191 dated 03.12.2024 has been registered under sections 111(1), 111(2), 111(3), 111(4), 249 and 253 of the Bhartiya Nyaya Sanhita (BNS), sections 13, 16, 17, 18, 19 and 20 of the Unlawful Activities (Prevention) Act (UAPA) and sections 25(6) and 25(7) of the Arms Act at Police Station Cantonment, Amritsar.

Addressing the gathering after dedicating newly upgraded Sugar Mill at Batala, the Chief Minister bemoaned that the progressive and fertile border region of the state has lagged behind in the pace of development due to apathetic attitude of the traditional political parties. He said that the leaders of these parties ruined the younger generations of the state by implicating them in false cases by misusing their power. Bhagwant Singh Mann that the residents of border districts of the state are brave people who have always safeguarded the unity and sovereignty of the country.
The Chief Minister said that this is the sacred land blessed by great Gurus and is inhabited by brave and hard working people who have suffered due to political vendetta of traditional parties. He said that this region which had produced great patriots and nationalists had not witnessed the development during the regime of traditional parties. Bhagwant Singh Mann bemoaned that despite their enormous contribution the people of this region have been deceived by the traditional parties.
However, the Chief Minister said that his government is working tirelessly for development of this region due to which this upgraded sugar mill has been constructed at a cost of Rs Cost 296 crore. He said that the mill has a capacity of crushing 3500 tons of sugar and houses a co-generation plant of 14 Mega Watts. Bhagwant Singh Mann said that refined sugar will be produced in this mill adding that this will be the first cooperative sugar mill of the state to do so.
The Chief Minister said that the mill has a target of crushing 35 lakh quintal sugarcane in the current season adding that it is a very environmentally friendly plant. He said that this is the first of its kind Sugar Mill in India where 100% of gas will be injected in the pipeline. Bhagwant Singh Mann said that the capacity of the mill was 14000 Cubic meters daily and it will prevent pollution equal to that caused by 30,000 cars in the environment.
The Chief Minister said that it will process over 150 tons of waste daily and will produce 20 tons of the best organic fertilizer thereby giving impetus to the local economy. He said that it is a matter of immense pride and satisfaction that Bahadurpur is the first village in Punjab to have a pipeline to deliver cooking gas. Bhagwant Singh Mann said that this mill has been equipped with the latest available technology across the globe adding that it will immensely benefit the sugarcane cultivators of the region.

Bhagwant Singh Mann said that Punjabis have always opposed tyranny, injustice and oppression by cementing the bond of love and harmony.
The Chief Minister said that AAP is credited for bringing sectors like health, education, power, water and infrastructure at the centre stage of national politics. Taking a jibe at the Akali leaders, the Chief Minister said that despite of tall lip service, these leaders failed to deliver anything tangible to the people. He said that due to such misdeeds only the Akali leaders are now facing public wrath adding that in a democracy the power of a common man is supreme. Bhagwant Singh Mann said that those who claimed that they will rule for 25 years have been sent to political oblivion by the people.
The Chief Minister said that the state government is setting up such projects to generate employment opportunities for the youth. He said that the state government is making concerted efforts to ensure that the jobs are given to local youth. Bhagwant Singh Mann said that this will help in reversing the trend of people migrating abroad in search of jobs thereby making youth an active partner in social economic progress of the state.&nbsp;

He highlighted that farmers are being prevented from entering the national capital, with veteran leader Jagjit Singh Dallewal on a 21-day hunger strike. Meet Hayer emphasized that, despite the government's written promise to guarantee MSP after the repeal of controversial laws, this has not been fulfilled. He also pointed out the government's preferential treatment to a few industrialists while neglecting farmers' welfare.
Hayer criticized the government's handling of farmers&rsquo; issues, stating that while India is now the world&rsquo;s fifth-largest economy, it ranks 141st in per capita income, with most people earning less than Rs. 25,000 per month. He reminded the government of its promise in 2014 to double farmers' income, a promise that has not been addressed in the 11 subsequent budgets.
He also raised concerns about the treatment of Punjab&rsquo;s farmers, noting that despite their significant sacrifices for the nation, they are being denied the right to peacefully protest and come to the national capital. Hayer urged the government to honor its promises and guarantee MSP to prevent further loss of farmers&rsquo; lives.

The Punjab Vigilance Bureau (VB), during its ongoing drive against corruption in the state, on Monday arrested Amit Kumar Kakkar, Inspector, Punjab State Warehousing Corporation, posted in Ferozepur, for accepting a bribe of Rs 45,000.
An official spokesperson of the VB disclosed that the accused was arrested following a complaint lodged by Mohan Lal, a commission agent from Ferozepur.
The complainant alleged that the accused official had been demanding a bribe for clearing bills related to labour and sewing charges for purchased paddy bags at Rs 2 per bag. However, the deal was settled at Rs 1.30 per bag, amounting to Rs 45,000.&nbsp;
An official spokesperson informed that after a preliminary enquiry into this complaint the VB team laid a trap during which the accused Inspector has been arrested while he was accepting a of Rs. 45,000 from the complainant in presence of two official witnesses and bribe money was also recovered. In this regard a case has been registered against both the accused under Prevention of Corruption Act at VB police station Ferozepur range and further investigation into this case was under progress, he said.

Punjab Agriculture and Farmers Welfare Minister S. Gurmeet Singh Khudian, on Monday, held detailed discussions with senior officers of the department on the draft of the National Policy Framework on Agricultural Marketing at his office. He decided to call an immediate meeting with farmers and other stakeholders within the week.

Gurmeet Singh Khudian, along with Additional Chief Secretary of Agriculture and Farmers Welfare Anurag Verma, Chairman of Punjab State Farmers' &amp; Farm Workers' Commission Dr. Sukhpal Singh, and Secretary of Punjab Mandi Board Ramvir, directed department officials to convene a meeting with farmer representatives, agriculture experts, and other stakeholders to analyze and consult on the draft policy shared by the Government of India (GoI).
The minister emphasized that the draft policy required thorough analysis and consultation, as it could have serious implications for the state and its farmers. He informed that the Agriculture Department had already written to Dr. S.K. Singh, Deputy Agriculture Marketing Adviser and convener of the drafting committee at GoI, requesting a minimum of three weeks to submit comments on the draft policy.
Reaffirming the Punjab government&rsquo;s commitment under Chief Minister Bhagwant Singh Mann to ensure the welfare of farmers, the Agriculture Minister directed officials to conduct an in-depth study of the draft policy. He stressed that no point should be overlooked, as any lapse could adversely impact the farming community in the short or long term.
The minister also instructed officials to focus on critical issues such as MSP, market fees to further strengthen the Mandi Board, and the state&rsquo;s agricultural marketing infrastructure. He underlined the need to safeguard farmers&rsquo; interests against big corporates while ensuring a secure and supportive environment for them.
The high-level meeting was attended by Director of Agriculture Jaswant Singh, Head of Economic and Sociology (PAU) Dr. Jitender Mohan Singh, and senior officials of the Punjab Mandi Board and Agriculture Department. &nbsp;

Punjab Chief Minister Bhagwant Singh Mann on Monday announced that the state government will organize a series of events to commemorate the upcoming 350th martyrdom day of the ninth Sikh Guru, Sri Guru Teg Bahadur Ji.
While chairing a review meeting of the Tourism department, the Chief Minister shared that the state government would observe the 350th martyrdom day of Sri Guru Teg Bahadur Ji on a large scale. A series of functions would be held across the state, and comprehensive development of places associated with the Guru would be ensured. Bhagwant Singh Mann instructed the Tourism department to prepare a detailed program for the events to mark the martyrdom day.
The Chief Minister emphasized that Guru Teg Bahadur Ji had sacrificed his life to protect the right to worship and preserve human and secular values. In a significant development amidst the ongoing crackdown on organized crime, the Punjab Anti-Gangster Task Force (AGTF), in collaboration with SAS Nagar Police, arrested four operatives linked to Canada-based terrorist Arsh Dalla and another foreign handler. The operatives were found in possession of three .32 caliber pistols and 16 cartridges.
The arrested individuals have been identified as Gagandeep Singh and Navjot Singh alias Nishu, both residents of Amloh in Fatehgarh Sahib, and currently residing in Kharar; Lakhwinder Singh, a resident of Bhadson in Patiala; and Vipanpreet Singh, from Faridkot. Police also seized their white Swift car, which they were traveling in.
DGP Gaurav Yadav stated that the accused confessed to opening fire at a car accessories showroom in Phase 11, Mohali, on the night of December 1-2, with the intent to intimidate the shop owner and extort money. The attack was directed by their foreign-based handler, Daljit Singh alias Ninda, a history-sheeter who fled to the USA using fake documents.
Yadav added that the module had ties with the radical Arsh Dalla and was planning further crimes at his command. All arrested individuals have an extensive criminal record, with several cases registered against them. Investigations are continuing to uncover more individuals involved in this operation.
The AGTF, led by ADGP Promod Ban and supported by local police, utilized CCTV footage and technical evidence to swiftly identify and arrest the suspects. Further, Gagandeep was also wanted in a dacoity case in Amloh, while Vipanpreet had prior involvement in shooting incidents in Jalandhar and Faridkot.
A case has been registered under sections of the Bharatiya Nyaya Sanhita (BNS) and the Arms Act at SAS Nagar Police Station.
