The court also pointed out the failure of the investigation officer to serve an arrest warrant, making the arrest &ldquo;procedurally unsound.&rdquo;</p>

<p>Delhi airport operator DIAL on Friday said the four-decade-old Terminal 2 (T2) will be closed for four to six months in the next financial year for refurbishment works that are expected to be completed in the September quarter. T2 was constructed 40 years ago by the Airports Authority of India (AAI). "The decades-old terminal will undergo significant upgrades aimed at elevating the passenger experience and increasing the airport's capacity to meet future growth demands," the release said. DIAL CEO Videh Kumar Jaipuriar said the refurbishment of the four-decade-old T2 is the need of the hour. He also said the overall passenger experience will be enhanced by upgrading key infrastructure, improving operational efficiency, and elevating passenger comfort. <p>&ldquo;We, too, should have such a cadre base which is committed to the ideology of Chhatrapati Shahu Maharaj, Mahatma Phule, BR Ambedkar and Yashwantrao Chavan,&rdquo; Pawar said.</p>
<p>Reflecting on the Nationalist Congress Party (SP)&rsquo;s severe drubbing in the November assembly polls in Maharashtra, he said, &ldquo;We became complacent after the Lok Sabha election success, while the ruling alliance (BJP-led Mahayuti) took immediate steps to contain its reverses in the parliamentary polls.&rdquo;</p>
<p>The Sharad Pawar-led party put up a good performance in the Lok Sabha polls in Maharashtra held in April-May, winning eight of the 10 seats it contested. However, in the November assembly polls, the party could win just 10 of the nearly 90 seats where it fielded candidates.</p>
<p>&ldquo;We failed to communicate to the OBCs (a major vote bank) what we did for their uplift,&rdquo; the former CM noted.</p>
<p>He stressed the need for social engineering to end the caste divide in Marathwada, the epicentre of the Maratha quota movement, especially after the death of a Dalit man in judicial custody in Parbhani district and the brutal murder of a village sarpanch in Beed district.</p>
<p>Both districts are located in Marathwada, a region in central Maharashtra.</p>

It makes registration of all marriages and live-in relationships mandatory.</p>
<p>"We have formulated the Uniform Civil Code law in Devbhoomi Uttarakhand. This is the state's first honour and will be implemented within this month," Dhami said during the inauguration of the 29th Uttarayani Mela in Bareilly.</p>
<p>He compared the UCC to India's sacred rivers such as Sharda, Ganga, Saraswati and Kaveri, stating that just as they sustain life across the country, the UCC will work similarly.</p>
<p>Regarding the state's tourism and infrastructure initiatives, Dhami said, "In Haridwar and Rishikesh, we are planning to develop the Ganga Corridor. Work on a corridor along the Sharda River has also begun."</p>
<p>He added that Uttarakhand continues to see an increasing influx of devotees and tourists which would be bolstered by the reconstruction efforts in Kedarnath and the master plan underway at Badrinath Dham.</p>
<p>Dhami also announced beautification and restoration efforts for temples in the Kumaon region and development at Purnagiri.</p>
<p>"It gives me immense joy that more devotees from Uttar Pradesh visit Purnagiri. We are creating the Sharda Corridor, which will enhance the ghats and beautify the area," he said.</p>
<p>The chief minister expressed hope for Uttarakhand becoming a hub for destination weddings and tourism, emphasising the state's growing reputation.</p>
<p>"Handicraft products from Uttarakhand are gaining recognition among multinational companies and women in the state are doing excellent work. Over one lakh women in Uttarakhand are now earning a substantial income. We will provide them with interest-free loans," he said.</p>
<p>On governance and security, Dhami shared progress on several legal reforms, including the anti-conversion law, the introduction of anti-riot legislation and measures to counter exam malpractice.</p>
<p>"We have taken strong steps by enacting an anti-riot law. Any damages caused during riots will be recovered from the perpetrators.</p>
<p>"Similarly, with our anti-cheating law, over 100 individuals involved in exam malpractice have been jailed. This ensures fair opportunities for deserving candidates," he added.</p>
<p>Dhami mentioned initiatives to combat "land jihad", stating that 5,000 acres of encroached land have been freed. He also discussed tackling issues like "spit jihad" with new laws to maintain public order.</p>
<p>Looking ahead, the chief minister announced that the 28th National Games would commence on January 28 in Uttarakhand, with Prime Minister Narendra Modi set to inaugurate the event.</p>
<p>Earlier, Dhami inaugurated the 29th Uttarayani Mela where he was accompanied by Bareilly MP Chhatrapal Singh Gangwar, Mayor Dr Umesh Gautam and Cantonment MLA Sanjeev Aggarwal.</p>
<p>The three-day fair, held at Bareilly Club Ground, showcases Uttarakhand's culture, music and dance, delighting attendees with performances by local artists and food stalls featuring traditional delicacies.</p>
<p>The UCC has been on the BJP's agenda nationally for many years. But the party's government in Uttarakhand became the first to take a concrete step towards implementing it just before the Lok Sabha elections last year.</p>
<p>An expert committee formed by Dhami and headed by retired Supreme Court judge Ranjana Prakash Desai submitted a comprehensive draft in four volumes to the state government in February 2024.</p>
<p>Acting on the draft, the state government presented the Uttarakhand Uniform Civil Code Bill in the Assembly a few days later and it was passed on February 7.</p>
<p>The UCC Act received President Droupadi Murmu's approval on March 11, making the hill state the first in independent India to have a UCC Act.</p>
<p>A nine-member state government-appointed panel, chaired by former chief secretary Singh to lay down the rules for the UCC's implementation panel, submitted its final report. Dhami has previously said in no unclear terms that the UCC will be implemented in January.</p>

<p>Andhra Pradesh Chief Minister N Chandrababu Naidu on Thursday visited the injured undergoing treatment in a hospital here following a stampede that left six people dead.</p>
<p>Six devotees died and nearly 40 more were injured in the stampede at Bairagi Patteda near MGM School in Tirupati on Wednesday night as hundreds of them jostled for tickets for Vaikunta Dwara Darshanam at Lord Venkateswara Swamy temple on Tirumala Hills.</p>
<p>Hundreds of devotees turned up from across the country for the 10-day Vaikunta Dwara Darshanam commencing from January 10.</p>
<p>"Chief Minister Chandrababu Naidu comforted devotees who were injured in yesterday&rsquo;s (Wednesday) stampede at SVIMS (Sri Venkateswara Institute of Medical Sciences (SVIMS)," said an official statement.</p>
<p>The CM spent 90 minutes in the hospital with the injured devotees. He visited one patient after the others and heard their grievances.</p>
<p>Earlier, Naidu visited the accident site where the stampede claimed six lives and injured many.</p>
<p>Accompanied by several ministers, Tirumala Tirupati Devasthanams (TTD) officials and others, the CM inspected the makeshift arrangements made to handle the multitudes of crowds arriving for the pilgrimage.</p>
<p>At the stampede site, Naidu demanded answers from TTD joint executive officer (health &amp; education) M Gowthami over the incident.</p>

<p>Assam's traditional Bihu dance has scripted history by setting world records and entering the Guinness Book.</p>
<p>Sharing the news on Twitter on April 13, CM Himanta Biswa Sarma informed that on the eve of PM Modi's visit to the state, 11,304 dancers and drummers performed Bihu at the Sarusajai Stadium in Guwahati.</p>
<p>There were over 7,000 dancers and more than 3,00 drummers and musicians from across the state.&nbsp;</p>
<p>The record for the largest Bihu dance performance and the largest performance by traditional folk musicians with was set on Thursday.&nbsp;</p>

<p>The Supreme Court on Friday refused to examine pleas challenging the delimitation clause in the 2023 Nari Shakti Vandan Act which reserves one-third seats for women in Lok Sabha and state assemblies.</p>
<p>A bench of Justices Bela M Trivedi and P B Varale was not inclined to entertain the petitions filed by one Jaya Thakur and the National Federation of Indian Women (NFIW) under Article 32 of the Constitution.</p>
<p>The bench pointed out Jaya Thakur's petition challenged the bill, which had become the Act, whereas the NFIW challenged the delimitation clause of the law.</p>
<p>While Thakur's plea was dismissed as infructuous, the court was not inclined to examine NFIW's plea under Article 32 saying it could move the high court or any other appropriate forum.</p>
<p>The NFIW challenged the constitutional validity of Article 334A (1) or Clause 5 of the 2023 Act where it rendered delimitation of constituencies a prerequisite to the implementation of the Act.</p>
<p>On November 3, 2023, the top court while hearing Thakur&rsquo;s plea said it would be "very difficult" for the court to strike down a part of the women's reservation law which would come into effect after the census.</p>
<p>It refused to issue a notice on Thakur's plea and asked the counsel for the petitioner to serve the copy on the lawyer representing the Centre.</p>
<p>On September 21, 2023, the watershed bill to reserve one-third of the seats in the Lok Sabha and state assemblies for women received the parliamentary nod.</p>
<p>The constitutional amendment bill was passed by the Lok Sabha with near unanimity and the Rajya Sabha with unanimity.</p>
<p>The law would take some time before implementation as the next census and the subsequent delimitation exercise -- redrawing of Lok Sabha and assembly constituencies -- would ascertain the particular seats being earmarked for women.</p>
<p>The quota for women in Lok Sabha and assemblies would continue for 15 years and Parliament can later extend the benefit period.</p>
<p>While there was quota within quota for women from scheduled castes and scheduled tribes, the opposition demanded the benefit to be extended to other backward classes.</p>
<p>There were efforts to pass the bill in Parliament since 1996 and a last such attempt was made in 2010, when Rajya Sabha approved a bill for women's reservation, but it could not be passed in Lok Sabha.</p>
<p>Data showed women MPs account for nearly 15 per cent of the Lok Sabha strength whereas their representation was below 10 per cent in many state assemblies.</p>
<p>On September 29, 2023, President Droupadi Murmu gave her assent to the bill.</p>

This decision came after the Joint Admission Board (JAB) initially announced on November 5 that students who passed their Class 12 exams in 2023, 2024, or 2025 would be eligible for the exam. However, the board amended the eligibility criteria on November 19, stating that only students who had cleared their exams in 2024 or 2025 could apply.</p>
<p>Some students who had dropped out between November 5 and 18 claimed they had qualified based on the original announcement. The Supreme Court ruled that these students should not be penalised for relying on the initial information provided.</p>
<p>The bench, comprising Justices B R Gavai and A G Masih, highlighted that the November 5 press release made a clear promise regarding eligibility, and this should not be retracted to the students&rsquo; detriment. The court stressed that students who dropped out with the understanding that they could appear for the exam should not suffer because the promise was later withdrawn.</p>
<p>Solicitor General Tushar Mehta, representing the Board, argued that while students typically have only two chances to sit for JEE (Advanced), this year&rsquo;s exception was made and later rescinded in the students' best interest. The court, however, clarified that it was not questioning the merit of the two-year eligibility limit but allowing students who withdrew between November 5 and 18 to register for JEE (Advanced).</p>

<p>The plea challenged a November 19, 2024 order by the Senior Division Civil Judge of Sambhal, which permitted the appointment of an advocate commissioner for surveying the mosque. The committee argued that the survey led to violence and loss of life, necessitating urgent intervention from the Supreme Court.</p>
<p>Senior Advocate Huzefa Ahmadi, representing the mosque committee, stressed the historical importance of the well, which has been used by the mosque for water for generations. He also raised concerns over a notice referring to the site as "Hari Mandir" and any plans for religious activities at the well, which the court stated must not be allowed.</p>
<p>The bench, headed by Chief Justice Sanjiv Khanna, maintained that no action could be taken regarding the well without the court&rsquo;s permission and ordered that the status quo remain. Advocate Vishnu Shankar Jain, representing the Hindu side, argued that the well is outside the mosque&rsquo;s boundaries and has been used for worship. However, the mosque management clarified that the well is partly inside and partly outside the mosque premises, presenting a Google Maps image as evidence.</p>
<p>The plea filed by the mosque committee contested the local court's order, which had allowed the second survey of the mosque and led to violence. The committee requested the District Magistrate of Sambhal be instructed to maintain the status quo and not take any further actions without court approval.</p>

<p>Delhi Police has detained a Class 12 student for allegedly sending bomb threats to more than 23 schools in the national capital over the past few weeks as he did not want to write his exams, sources said on Friday.</p>
<p>Around 10 educational institutes received bomb threats on Thursday, the latest in a series of such incidents in the city.</p>
<p>The sources said the south district police apprehended the Class 12 student, a minor, Thursday evening in connection with the threats.</p>
<p>Earlier in the day, officials said police will address a press conference at its headquarters to share more details but it was later cancelled.</p>
<p>The sources said the accused had sent bomb threats to 23 different schools as he did not want to take school examinations. He used this method to trigger panic.</p>
<p>"The student got the idea from previous incidents and hatched a plan to change his IP address by using Virtual Private Network (VPN) and send threat e-mails to different schools. Further investigation is underway," said a source.</p>

<p>Public broadcaster Prasar Bharati's radio division Akashvani on Friday launched 'Kumbhvani'-- an FM channel dedicated to disseminating information related to the Maha Kumbh 2025, an official statement said.<br>&nbsp; &nbsp; &nbsp;Uttar Pradesh Chief Minister Yogi Adityanath inaugurated the FM channel at the Circuit House during the second day of his Prayagraj tour ahead of the mega religious congregation.<br>&nbsp; &nbsp; &nbsp;"Prasar Bharati has launched the OTT-based Kumbhvani FM channel to disseminate comprehensive information about the Maha Kumbh. Broadcasting at a frequency of 103.5 MHz, the channel will be on air from January 10 to February 26, operating daily from 5.55 am to 10.05 pm," the UP government said in the statement.<br>&nbsp; &nbsp; &nbsp;CM Adityanath expressed confidence that 'Kumbhvani' would not only reach new heights of popularity but also extend the spirit of the Maha Kumbh to remote villages where many people, despite their desire, cannot physically attend the event.<br>&nbsp; &nbsp; &nbsp;He emphasised that the channel would serve as a vital medium to deliver all relevant information about the Maha Kumbh to these distant communities.<br>&nbsp; &nbsp; &nbsp;"Such efforts would enable those in far-flung areas to experience and understand the grandeur of the Maha Kumbh," he said, noting the importance of live broadcasting.<br>&nbsp; &nbsp; &nbsp;Adityanath said this would allow them to share the pride of this grand celebration of 'Sanatan Dharma' with future generations.<br>&nbsp; &nbsp; &nbsp;He also thanked Prime Minister Narendra Modi, the Ministry of Information and Broadcasting and Prasar Bharati for their efforts in launching Kumbhvani.<br>&nbsp; &nbsp; &nbsp;Adityanath noted that Akashvani was the first medium to connect people with folk traditions and culture. Recalling his childhood memories, he shared how he would listen intently to broadcasts of the Ramcharitmanas on Akashvani.<br>&nbsp; &nbsp; &nbsp;As technology advanced, Doordarshan introduced visual mediums, allowing people to experience these cultural narratives visually, he said.<br>&nbsp; &nbsp; &nbsp;He said that while many private channels later emerged, Prasar Bharati took proactive steps to adapt to the evolving media landscape.<br>&nbsp; &nbsp; &nbsp;Considering the challenges of reaching remote areas with limited connectivity, Prasar Bharati launched the special FM channel Kumbhvani during the Kumbh festivals in 2013, 2019 and now again in 2025, ensuring that the spirit of the Maha Kumbh reaches even the most distant regions, he added.<br>&nbsp; &nbsp; &nbsp;"The Maha Kumbh is not merely an event but a monumental celebration of Sanatan Dharma's pride, glory, and unity," Adityanath remarked, describing it as "a grand confluence where the essence of Sanatan Dharma can be witnessed."<br>&nbsp; &nbsp; &nbsp;He urged those who view Sanatan Dharma through a narrow lens or those who perpetuate divisions based on communal differences, caste or untouchability to visit the Kumbh.<br>&nbsp; &nbsp; &nbsp;"Here, there are no barriers of sect, caste or gender. People from all walks of life gather to bathe in the same waters, united in faith, carrying the message of Sanatan pride to the entire world," he said.<br>&nbsp; &nbsp; &nbsp;This, he said, is the spiritual message of the Kumbh -- a global congregation that symbolises harmony and inclusivity.<br>&nbsp; &nbsp; &nbsp;The CM also highlighted the growing interest of international visitors who seek to understand the profound depths of spirituality by immersing themselves in the Maha Kumbh.<br>&nbsp; &nbsp; &nbsp;"It is a remarkable moment, and Prasar Bharati has beautifully captured its essence through Kumbhvani," he said.<br>&nbsp; &nbsp; &nbsp;The Kumbhvani FM channel will not only broadcast live coverage of the daily events but will also share religious references and stories related to the Mahakumbh in remote villages, making the spiritual essence of the event accessible to all, according to the statement.<br>&nbsp; &nbsp; &nbsp;Reflecting on the power of media to amplify cultural pride, he recalled how Doordarshan's broadcast of the Ramayana during the Covid-19 lockdown saw a significant resurgence in viewership.<br>&nbsp; &nbsp; &nbsp;"Today, FM channels are immensely popular among the youth, and Kumbhvani will undoubtedly benefit from this trend," he added.<br>&nbsp; &nbsp; &nbsp;Also present at the occasion were Union Information and Broadcasting Minister Dr L Murugan, UP's deputy chief minister Brajesh Pathak, Jal Shakti Minister Swatantradev Singh, Industrial Development Minister Nand Gopal Gupta Nandi, Om Prakash Rajbhar, chief secretary Manoj Kumar Singh and Prasar Bharati Board Chairman Navneet Sehgal.</p>
