Dehradun: Health Secretary Dr. R Rajesh Kumar has directed officials to stay alert, citing increased risk of dengue and chikungunya during summer and monsoon seasons.
Comprehensive surveillance and field action guidelines have been issued for all districts to tackle the diseases effectively. Health Secretary Dr. R. Rajesh Kumar said, - "Cleanliness is the first step in preventing mosquito-borne diseases like dengue and chikungunya. Until we control the source, i.e., source reduction, mosquitoes cannot be fully controlled. Therefore, all concerned departments have been directed to conduct continuous cleaning campaigns and involve the community in this effort. Municipal corporations and municipal bodies have also been directed for this purpose."
Separate dengue isolation wards will be established in all districts. These will have adequate number of beds with mosquito nets, trained doctors, nursing staff and necessary equipment.
Timely supply of platelets, ELISA test kits and other medical supplies has been made mandatory for serious patients (DHF/DSS).
When a positive case is found, space spray/focal spray action will be taken within a 50-meter radius of the patient's house.
Helpline and control room system to be strengthened The Health Secretary informed that helpline 104 has been issued for public assistance.
Control rooms will be established in all districts during the dengue infection period and their numbers will be made available to the State NVBDCP unit.
All districts have been directed to ensure daily reporting by 4 PM every day, whether there are cases or not.

Chandigarh, April 15: In a major stride toward its goal of eliminating tuberculosis (TB) as desired by the Chief Minister Bhagwant Singh Mann, Health and Family Welfare Minister Dr Balbir Singh flagged off an advanced van equipped with handheld X-ray machine and fluorescent microscope from Directorate of Health and Family Welfare here on Tuesday.

Notably, the Indian Oil Corporation Limited (IOCL) under its Corporate Social Responsibility (CSR) initiative, in collaboration with the People-to-People Health Foundation has donated two handheld X-ray machines and two fluorescent microscopes to the Punjab Health Department.
While expressing gratitude to the IOCL, Dr Balbir Singh said that these machines will strengthen diagnostic capabilities in Sangrur and Malerkotla districts.
Underlining the need of early detection, Dr Balbir Singh said that, in Punjab, the 2020-21 survey revealed a prevalence-notification ratio of 2.8:1, underscoring the critical need for enhanced screening efforts.
Notably, the survey also found that over 40% of notified cases were asymptomatic and detected through X-ray findings, emphasizing the vital role of this diagnostic tool.
Recognizing the limitations of traditional fixed X-ray machines in reaching underserved populations, Punjab has embraced innovative solutions like handheld X-ray technology. Highlighting the importance of these machines, the Health Minister said that these compact and portable devices proved their effectiveness during the recent 100-day intensified TB campaign, where approximately 1.49 lakh X-rays were conducted in the field.
The addition of these two new handheld units, alongside two fluorescent microscopes also provided by IOCL, will empower healthcare workers in Sangrur and Malerkotla to conduct wider screenings and facilitate early diagnosis and treatment initiation among vulnerable communities.
"We are immensely grateful to IOCL and the People-to-People Health Foundation for their invaluable support in our mission to eliminate TB from Punjab," said Health Minister Dr. Balbir Singh during the flagging-off ceremony.
"These handheld X-ray machines represent a significant leap forward in our diagnostic capacity. Their portability will allow us to reach individuals in remote areas, work places like factories and congregation settings like old age homes, orphanages etc ensuring that more cases are detected early, leading to better treatment outcomes and ultimately saving lives.
&rdquo; The Health Minister emphasised the importance of public-private partnerships in tackling the TB crisis and lauded IOCL's commitment to this crucial public health issue.
He expressed confidence that these new resources would be effectively utilized to screen a larger population in Sangrur and Malerkotla, bringing the state closer to its TB elimination goals.
The Health Minister also acknowledged the potential of Artificial Intelligence in augmenting X-ray diagnostics, as recommended by the WHO, for faster and more accurate results. Chandigarh, April 15:&nbsp; In order to streamline public services and eliminate any kind of corruption within the Revenue Department, Punjab Finance Minister Advocate Harpal Singh Cheema on Tuseday announced a series of transformative measures including clearing all pending cases regarding attestation of uncontested mutations, copying service, issuance of income certificate and inspection of Revenue records beyond the stipulated timelines on a campaign basis by April 30, 2025.
Addressing a press conference held here at Punjab Bhawan, Finance Minister Harpal Singh Cheema, accompanied by Revenue Minister Hardeep Singh Mundian and Additional Chief Secretary-cum-Financial Commissioner Revenue Anurag Verma, revealed that the Revenue Department has received 8,42,362 applications regarding attestation of uncontested mutations, 31,164 regarding copying service, 5,33,054 regarding issuance of income certificate and 1,73,149 regarding inspection of Revenue records during last one year out of which 26658, 17400, 4362 and 2123 were pending respectively beyond the stipulated timelines.

He said that all these pending cases would be resolved by April 30. Announcing to reduce the stipulated time for attestation of uncontested mutations from 45 to 30 days from May1, 2025, Finance Minister Harpal Singh Cheema announced that the Deputy Commissioners will now monitor the pendency of overdue cases on a daily basis, ensuring regular oversight of pending applications.
He said that the stipulated timeline for the copying service is 10 days, for the income certificate is 15 days, and for inspection of Revenue records is 7 days.

The Finance Minister further added that the accountability of the concerned government official or employee of the Revenue Department has been fixed to deliver services as per stipulated timelines and in case of any undue delay strict action would be taken against them under the Chief Minister Bhagwant Singh Mann led Punjab Government's zero-tolerance policy towards inefficiency and corruption.
Highlighting the online module allowing citizens to submit requests for Mutations directly through the Revenue Department's website, www.jamabandi.punjab.gov.in., Finance Minister Harpal Singh Cheema said that this digital approach aims to simplify procedures and reduce reliance on physical visits to government offices, enhancing efficiency and accountability.
He said that the earlier cumbersome process of obtaining Mutations often required individuals to navigate through multiple layers of bureaucracy involving Patwaris, Kaungoes, and Tehsildars. He said that this not only leaded to undue harassment but also opened avenues for corrupt practices.
&ldquo;Similarly, services such as Copying Service, Income Certificate issuance, and Inspection of Revenue Records, though available through Sewa Kendras, were plagued by inefficiencies, forcing citizens to visit various offices like DC offices, Tehsils, and Municipal Committees after submitting their applications&rdquo;, he added.

In addition, he instructed that cooks, helpers, and other staff should be given formal training on hygiene and standards. The Chairman also reviewed the health check-up programs in schools and instructed that proper records be maintained. He said that a bright future for children can be secured through nutritional security. The Additional Deputy Commissioner shared that 1,30,683 students in the district are currently benefiting from the mid-day meal scheme, and all government schools have kitchen sheds, gas connections, gas stoves, and fire extinguishers. Chakankar on Tuesday held a review meeting about issues related to women's safety at the Pune collector office.
It was attended by Dr Eknath Pawar, dean of the government-run B J Medical College and Sassoon General Hospital, and deputy commissioner of police Nikhil Pingle, among others.
Deenanath Mangeshkar Hospital came under fire after it allegedly denied admission to a pregnant woman, Tanisha Bhise, over non-payment of a deposit of Rs 10 lakh in the last week of March.
The woman died at another hospital after giving birth to twin daughters.
Asked by reporters about the earlier adverse reports against the Mangeshkar hospital, Chakankar said, "Three reports have been submitted to the government.
The final report by the Sassoon Hospital team is to be submitted tonight. A case will be registered once the fourth report is submitted. Chief Minister Devendra Fadnavis has assured me that strict action will be taken in the case."
Dr Eknath Pawar too said the report would be submitted by Tuesday night. "It took a little longer as each and every line is extremely important," he said.

BJP&nbsp;released a list for the <a href="https://www.editorji.com/west-bengal-assembly-election" target="_blank" >West Bengal assembly elections</a> on Tuesday, and in a surprising move it seems that actor turned politician Mithun&nbsp;Chakraborty's&nbsp;name is missing.
Reports had earlier said that Mithun&nbsp;would contest from Rashbehari, but the BJP has fielded retired Lieutenant General Subrata Saha.
Mithun&nbsp;in preparation has also enlisted as a voter in Kolkata, transferring his voting card from Mumbai.

Shiv Sena (UBT) chief Uddhav Thackeray on Wednesday asserted he has not turned his back on the Hindutva ideology, but his former ally BJP's "mouldy" Hindutva was not acceptable to him.
Speaking at his party's gathering at Nashik in north Maharashtra, he also suggested that the BJP-led government in the state turn the Raj Bhavan premises in Mumbai into a memorial of Chhatrapati Shivaji Maharaj while shifting the governor to some other place.
If the BJP has genuine respect for the 17th century warrior king, the Union government should declare a country-wide holiday on his birth anniversary, said the former Maharashtra chief minister.
Without the undivided Shiv Sena, the BJP would not have reached a stage where it could build a Ram temple in Ayodhya, said Thackeray who parted ways with the saffron party in 2019.
The BJP spread the fake narrative that the Shiv Sena (UBT) has ditched Hindutva, he said, adding that Muslims backed his party only because as chief minister he treated everyone equally.
"I parted ways with the BJP and not with Hindutva. I will not abandon Hindutva even if I die," Thackeray said.
The Shiv Sena (UBT)'s Hindutva meant nationalism, he said, adding that `mashal' (burning torch) might be the party's election symbol but `bhagwa' (saffron colour) is its identity.
"I do not accept the BJP's mouldy Hindutva," Thackeray added, in response to the jibes of his former ally that he gave up Hindu nationalism after severing the ties with the BJP and joining hands with the Congress in Maharashtra.
"Show me where I have abandoned Hindutva. It is a fake narrative that BJP is a Hindutva party," Thackeray said, noting that the BJP formed alliance with the Telugu Desam Party as well as the Janata Dal (United) whose chief Nitish Kumar had once sought "RSS mukt Bharat (India without RSS)." Thackeray also took a swipe at the BJP over its announcement to distribute 'saugat-e-Modi' gift kits during Ramzan. It was done with an eye on elections in Bihar, while in Maharashtra the same party gave the slogan `batenge toh katenge' (divided we will perish), he said.
When the Babri mosque was demolished in 1992, BJP leaders Atal Bihari Vajpayee and L K Advani apologised for it while Shiv Sena founder Bal Thackeray declared that he was proud if his party's workers had demolished the structure, Uddhav said.
The Muslim community in Maharashtra supported him because as chief minister he treated everyone equally, he said.
On his party voting against the Waqf (Amendment) Bill, Thackeray said it opposed the legislation because there was no connection between Hindutva and Waqf Boards.
He pointed out that the BJP recently announced an alliance with the AIADMK, which too opposed the Waqf (Amendment) Bill.
The Sena (UBT) chief alleged that Mumbai was being "looted" as all big-ticket projects were being diverted to Gujarat.
Thackeray reiterated that he did not accept the results of the November 2024 Maharashtra assembly elections in which the Opposition suffered a rout.
If elections were held through ballot paper, the Opposition will get a mandate bigger than the one secured by the ruling Mahayuti coalition, he claimed.
He also cited the booth management of the BJP, and said his party needs to work on it.
The former CM, however, conceded that the Opposition alliance could not dispel the "illusion" created by the BJP and convey to the people the good work done by his government.
Targeting the Rashtriya Swayamsevak Sangh, he also asked how many of its chief were Dalits or Muslims, echoing a recent statement of state Congress chief Harshwardhan Sapkal.

The Dwarka court was evacuated Wednesday morning after it received a bomb threat, which later turned out to be a hoax, a police officer said.
According to police, the court's Chief Judicial Magistrate had received an email at 3.11 am on Tuesday about there being a bomb planted in the court's premises.
The court made a call to police at 10.50 am on Wednesday, the officer said, adding that it was declared a hoax after a thorough search of the premises.
The mailer threatened to blow up the courts if an investigation into the Rs 2,000 crore drug bust, in which a Tamil film producer was identified as the mastermind in 2024, is not stopped, a police source said.
The bomb threat led to judicial proceedings being halted and the emptying of courtrooms.
Advocate Anirudh Yadav, an eyewitness, said that around 11 am, the court received a bomb threat, following which the judges left and the court staff adjourned the listed matters.
"All entry and exit gates were sealed. The bomb-disposal squad conducted floor-by-floor checking of each courtroom," Yadav said.
Dog and bomb detection squads were rushed to the spot for a thorough check for the bomb, which wasn't there.
Police in a statement said the mailer said an RDX-based explosive device was planted in the court.
"Having received the security threat, local police, with senior officers along with Bomb Disposal Squad (BDS), immediately reached the court premises," it said.

Robert Vadra, businessman and brother-in-law of Leader of Opposition in Lok Sabha Rahul Gandhi, on Wednesday claimed he is being targeted by probe agencies as he is part of the Gandhi family and that things would have been different had he been part of the BJP.
Vadra, whose wife Priyanka Gandhi made her electoral debut last year, said he is almost an activist now and will soon join politics as he has been working with people since 1999.
The businessman, who was questioned by the Enforcement Directorate (ED) for the second straight day on Wednesday in a 2008 Haryana land deal-linked money laundering case, said he is being asked the same questions.
He said all this is being done even after the Haryana government has given him a clean chit in the case.
The 56-year-old Vadra reached the ED office around 11 am accompanied by his wife and Congress MP from Wayanad Priyanka Gandhi. He was allowed to go home for lunch around 1:10 pm. The questioning is expected to continue after the lunch break.
"I am part of the Gandhi family, who always fights for the people. Obviously, the BJP has to go for (target) the Gandhi family and me. They have also charge-sheeted my family -- my mother-in-law Sonia Gandhi and Rahul Gandhi.
"The more you trouble us, the stronger we become... We will fight anything that comes our way," Vadra told PTI.
He said he and his family are one unit and such instances only strengthen his relationship with his wife.
It is very unfortunate that probe agencies are being "misused" by the government, he said.
"I feel that people don't believe in the agencies anymore because everyone in the country has realised that the ED and other agencies are being misused to put pressure on those who expose the government's wrongdoings. The government is trying to create a divide between Hindus and Muslims. All of this is done to distract from the real issues," he charged.
Vadra said he has become the voice of the people and will continue to fight.
"They can see I have become the voice of the people. I am almost like an activist now. This happened because I responded to the government and continue to fight back against the constant false accusations made against me. The people are with me, I serve them. People would like to see me in politics," he said.
Vadra said he has been campaigning and working for people since 1999.
"If I was to be in politics, I want to make a change. Yes, there will be a time when I will definitely be in politics. And I know that the truth will prevail," he asserted.
"Everybody who is hopeful of becoming a chief minister or wants to join politics is always troubled by agencies unless you join the BJP... No BJP leader or minister will be summoned by the agencies," he claimed.
Vadra said the BJP's Haryana government has given him a clean chit in the case as "no wrongdoing has happened".
"I don't understand what this is about and asking me the same kind of questions. I have answered all these questions in 2019. The case pertains to 2008 and why this delay of 17 years," he said.
The probe against Vadra is linked to a land deal in Haryana's Manesar-Shikohpur (now Sector 83) in Gurugram.
As part of the February 2008 land deal, Skylight Hospitality Pvt Ltd, where Vadra was a director earlier, purchased 3.5 acres of land in Shikohpur from Onkareshwar Properties for Rs 7.5 crore.
A Congress government led by chief minister Bhupinder Singh Hooda was in power in Haryana at that time.
In September 2012, Skylight Hospitality Pvt Ltd sold this 3.53 acres of land to realty major DLF for Rs 58 crore.
The land deal ran into controversy in October 2012 after IAS officer Ashok Khemka, then posted as the director general of land consolidation and land records-cum-inspector general of registration of Haryana, cancelled the mutation, categorising the transaction as violative of state consolidation Act and some related procedures.&nbsp;

Addressing the gathering, Shri JP Nadda stated that &ldquo;convocation ceremony is a special occasion which marks recognition for the achievements made by students.&rdquo;

He reiterated the central government&rsquo;s commitment to providing world-class healthcare for the citizenry.
&ldquo;The government is focused on providing healthcare which is not only curative but also preventive, palliative and rehabilitative&rdquo;, he stated.
Highlighting the achievements of the Union Government in the health sector, Shri Nadda stated, &ldquo;today, 1.75 lakh Ayushman Arogya Mandirs are operational across the country providing a range of services pertaining to healthcare and wellness. In the last 10 years, there has been a 101% increase in medical colleges, totaling 780 across the country.
There has been a 130% increase in MBBS seats while PG seats have seen an increase of 138% in the last 10 years&rdquo;.
&ldquo;Similarly, to cater to the paramedics, 157 nursing colleges are also being established, to be co-located with the medical colleges&rdquo;, he further stated.
The Union Health Minister appreciated AIIM Rishikesh for effectively utilizing the helicopter and drone services by rescuing 309 critical patients using the services.
He also congratulated AIIMS Rishikesh for being one of the best institutes in the country for using digital services like telemedicine (eSanjeevani) to serve the remote and underserved areas of the state.
Shri Nadda concluded his address by encouraging students to approach their work with compassion, integrity, and dedication. Emphasizing that the government spends between Rs. 30-35 lakh for every MBBS student, he urged the new doctors to shoulder more responsibilities as they embark on their professional careers.
During the event, Shri Nadda inaugurated several healthcare facilities to enhance the institute's medical services, including Integrated Medicine in the Ayush Department, a PET scan machine in the Nuclear Medicine Department, PACS facility in the Radiology Department, and a Centre for Advanced Pediatrics in Pediatric Care.
During the ceremony, Shri Nadda awarded gold medals and degrees to 10 medical students from MBBS, DM, MSc Nursing, BSc Nursing, and BSc Allied Health Sciences programs.
A total of 434 students received degrees during the convocation including 98 MBBS students, 95 BSc (Hons) Nursing students, 54 BSc Allied Health Sciences students, 109 MD/MS/MDS students, 17 MSc Nursing students, 1 MSc Medical Allied student, 12 Master of Public Health students, 40 DM/MCh students, and 8 PhD students. Speaking on the occasion, Shri Pushkar Singh Dhami said that India&rsquo;s healthcare sector has seen a significant uplift in the last decade with the launch of initiatives like Ayushman Bharat and establishment of new AIIMS and medical colleges.
He stated that AIIMS Rishikesh is providing quality and affordable healthcare services and facilities to people from across the state.
He stated that the institute is providing advanced medical treatment like robotic surgery, neuro surgery and radiation therapy to patients. He also highlighted the inauguration of Heli-ambulance services in AIIMS Rishikesh.
Shri Dhami also highlighted that today more than 5,000 Gram Panchayats in Uttarakhand are TB free. He stated the government is working to set up a medical college in every district of the state and expand the network of Jan Aushadi Kendras in the state.
