Chandigarh, April 15: In a major stride toward its goal of eliminating tuberculosis (TB) as desired by the Chief Minister Bhagwant Singh Mann, Health and Family Welfare Minister Dr Balbir Singh flagged off an advanced van equipped with handheld X-ray machine and fluorescent microscope from Directorate of Health and Family Welfare here on Tuesday.

Notably, the Indian Oil Corporation Limited (IOCL) under its Corporate Social Responsibility (CSR) initiative, in collaboration with the People-to-People Health Foundation has donated two handheld X-ray machines and two fluorescent microscopes to the Punjab Health Department.
While expressing gratitude to the IOCL, Dr Balbir Singh said that these machines will strengthen diagnostic capabilities in Sangrur and Malerkotla districts.
Underlining the need of early detection, Dr Balbir Singh said that, in Punjab, the 2020-21 survey revealed a prevalence-notification ratio of 2.8:1, underscoring the critical need for enhanced screening efforts.
Notably, the survey also found that over 40% of notified cases were asymptomatic and detected through X-ray findings, emphasizing the vital role of this diagnostic tool.
Recognizing the limitations of traditional fixed X-ray machines in reaching underserved populations, Punjab has embraced innovative solutions like handheld X-ray technology. Highlighting the importance of these machines, the Health Minister said that these compact and portable devices proved their effectiveness during the recent 100-day intensified TB campaign, where approximately 1.49 lakh X-rays were conducted in the field.
The addition of these two new handheld units, alongside two fluorescent microscopes also provided by IOCL, will empower healthcare workers in Sangrur and Malerkotla to conduct wider screenings and facilitate early diagnosis and treatment initiation among vulnerable communities.
"We are immensely grateful to IOCL and the People-to-People Health Foundation for their invaluable support in our mission to eliminate TB from Punjab," said Health Minister Dr. Balbir Singh during the flagging-off ceremony.
"These handheld X-ray machines represent a significant leap forward in our diagnostic capacity. Their portability will allow us to reach individuals in remote areas, work places like factories and congregation settings like old age homes, orphanages etc ensuring that more cases are detected early, leading to better treatment outcomes and ultimately saving lives.
&rdquo; The Health Minister emphasised the importance of public-private partnerships in tackling the TB crisis and lauded IOCL's commitment to this crucial public health issue.
He expressed confidence that these new resources would be effectively utilized to screen a larger population in Sangrur and Malerkotla, bringing the state closer to its TB elimination goals.
The Health Minister also acknowledged the potential of Artificial Intelligence in augmenting X-ray diagnostics, as recommended by the WHO, for faster and more accurate results. Chandigarh, April 15:&nbsp; In order to streamline public services and eliminate any kind of corruption within the Revenue Department, Punjab Finance Minister Advocate Harpal Singh Cheema on Tuseday announced a series of transformative measures including clearing all pending cases regarding attestation of uncontested mutations, copying service, issuance of income certificate and inspection of Revenue records beyond the stipulated timelines on a campaign basis by April 30, 2025.
Addressing a press conference held here at Punjab Bhawan, Finance Minister Harpal Singh Cheema, accompanied by Revenue Minister Hardeep Singh Mundian and Additional Chief Secretary-cum-Financial Commissioner Revenue Anurag Verma, revealed that the Revenue Department has received 8,42,362 applications regarding attestation of uncontested mutations, 31,164 regarding copying service, 5,33,054 regarding issuance of income certificate and 1,73,149 regarding inspection of Revenue records during last one year out of which 26658, 17400, 4362 and 2123 were pending respectively beyond the stipulated timelines.

He said that all these pending cases would be resolved by April 30. Announcing to reduce the stipulated time for attestation of uncontested mutations from 45 to 30 days from May1, 2025, Finance Minister Harpal Singh Cheema announced that the Deputy Commissioners will now monitor the pendency of overdue cases on a daily basis, ensuring regular oversight of pending applications.
He said that the stipulated timeline for the copying service is 10 days, for the income certificate is 15 days, and for inspection of Revenue records is 7 days.

The Finance Minister further added that the accountability of the concerned government official or employee of the Revenue Department has been fixed to deliver services as per stipulated timelines and in case of any undue delay strict action would be taken against them under the Chief Minister Bhagwant Singh Mann led Punjab Government's zero-tolerance policy towards inefficiency and corruption.
Highlighting the online module allowing citizens to submit requests for Mutations directly through the Revenue Department's website, www.jamabandi.punjab.gov.in., Finance Minister Harpal Singh Cheema said that this digital approach aims to simplify procedures and reduce reliance on physical visits to government offices, enhancing efficiency and accountability.
He said that the earlier cumbersome process of obtaining Mutations often required individuals to navigate through multiple layers of bureaucracy involving Patwaris, Kaungoes, and Tehsildars. He said that this not only leaded to undue harassment but also opened avenues for corrupt practices.
&ldquo;Similarly, services such as Copying Service, Income Certificate issuance, and Inspection of Revenue Records, though available through Sewa Kendras, were plagued by inefficiencies, forcing citizens to visit various offices like DC offices, Tehsils, and Municipal Committees after submitting their applications&rdquo;, he added.
Reiterating Chief Minister Bhagwant Singh Mann led Punjab Government&rsquo;s unwavering commitment to improving governance and enhancing the quality of public services, Finance Minister Harpal Singh Cheema said that this initiative would eliminate corruption, deliver services within fixed timelines, and ensure that citizens are not subjected to unnecessary harassment when visiting government offices.

In addition, he instructed that cooks, helpers, and other staff should be given formal training on hygiene and standards. He stressed the importance of coordination between the Health Department and the School Education Department for this purpose. The Chairman also reviewed the health check-up programs in schools and instructed that proper records be maintained. He said that a bright future for children can be secured through nutritional security. The Additional Deputy Commissioner shared that 1,30,683 students in the district are currently benefiting from the mid-day meal scheme, and all government schools have kitchen sheds, gas connections, gas stoves, and fire extinguishers. He also stated that in Shahkot, which is an aspirational block, nutrition gardens have been developed in 30 Anganwadi centers.

Deenanath Mangeshkar Hospital came under fire after it allegedly denied admission to a pregnant woman, Tanisha Bhise, over non-payment of a deposit of Rs 10 lakh in the last week of March.
The woman died at another hospital after giving birth to twin daughters.
Asked by reporters about the earlier adverse reports against the Mangeshkar hospital, Chakankar said, "Three reports have been submitted to the government.
The final report by the Sassoon Hospital team is to be submitted tonight. A case will be registered once the fourth report is submitted. Chief Minister Devendra Fadnavis has assured me that strict action will be taken in the case."
Dr Eknath Pawar too said the report would be submitted by Tuesday night. "It took a little longer as each and every line is extremely important," he said.

The matter has been taken seriously and officials have been directed to carry out an immediate investigation and take necessary action, she said.
"No school has the right to harass parents over fees or remove students unfairly," she said, adding that all schools are expected to follow set rules and regulations, and any violation will result in action.
"A zero-tolerance policy is in place for any kind of injustice, exploitation or irregularity-- no negligence will be accepted. Our commitment is clear that every child deserves justice, dignity and quality education," Gupta said.
She emphasised that the Delhi government remains committed to transparency, equal opportunity and protection of children's rights in education.

Complainant's lawyer Santosh Kumar Pandey said a witness was supposed to testify on Tuesday.
"The witness had come to court but could not record the statement due to ill health. Upon my request, the judge set April 28 as the next hearing date," he added.
The case dates back to 2018, when local BJP politician Vijay Mishra filed a defamation suit over Gandhi's alleged objectionable remarks against BJP leader Amit Shah during the Karnataka assembly elections.
After five years of legal proceedings, the court issued a warrant against Gandhi in December 2023.
The Rae Bareli MP surrendered before the court in February 2024, and was granted bail on two sureties of Rs 25,000 each by the special magistrate. On July 26, he recorded his statement before the court, claiming innocence and calling the case a political conspiracy.
Earlier this year, multiple hearings were postponed due to a strike by lawyers and the ill health of Gandhi's counsel.
On February 11, Gandhi's lawyer Shukla completed the cross-examination of the complainant.

The police arrested the accused last week in connection with the crime that occurred two years ago, an official said.
He said the victim, Siddhivinayak alias Prakash Bidwakal, a resident of Chendwan in Kudal, went missing from his home in 2023, and based on a complaint lodged by his family, the police registered a case a few days ago.
A special investigation team (SIT) was formed on the instructions of Superintendent of Police Saurabh Kumar Agarwal, and a probe revealed that Bidwakal worked for Siddhesh Ashok Shirsat, a local office-bearer of the Shiv Sena.
The official said the police team found that Bidwakal had borrowed money from Siddhesh Shirsat and his friend Ganesh Narvekar.
According to the police, Siddhesh Shirsat and Narvekar kidnapped Bidwakal from his residence and confined him in a house belonging to another accused, Amol Shirsat, a resident of Pinguli.
The accused allegedly beat up the victim brutally and killed him, the official said, adding that the men also recorded a video of the assault.
The accused then destroyed the evidence by setting the body on fire in a crematorium, he said.
The official said Siddhesh Shirsat and his aides transported the remains in two gunny bags to Satarda village in a remote hilly area and threw them into the Terekhol River.
The accused, Siddhesh Shirsat (44), Ganesh Narvekar (33), Sarvesh Kerkar (29) and Amol Shirsat (32), were produced in court, and three of them were remanded in police custody.

Addressing the gathering, Shri JP Nadda stated that &ldquo;convocation ceremony is a special occasion which marks recognition for the achievements made by students.&rdquo;

Shri JP Nadda highlighted the achievements of AIIMS institutes across the country in medical education and services.
He stated that &ldquo;till the advent of this century, India only had on AIIMS in the country. Today, there are 22 AIIMS operating in the country.&rdquo;
He stated that AIIMS Rishikesh has carved a unique identity among healthcare institutes due to its superior services.
He reiterated the central government&rsquo;s commitment to providing world-class healthcare for the citizenry.
&ldquo;The government is focused on providing healthcare which is not only curative but also preventive, palliative and rehabilitative&rdquo;, he stated.
Highlighting the achievements of the Union Government in the health sector, Shri Nadda stated, &ldquo;today, 1.75 lakh Ayushman Arogya Mandirs are operational across the country providing a range of services pertaining to healthcare and wellness. In the last 10 years, there has been a 101% increase in medical colleges, totaling 780 across the country.
There has been a 130% increase in MBBS seats while PG seats have seen an increase of 138% in the last 10 years&rdquo;.
&ldquo;Similarly, to cater to the paramedics, 157 nursing colleges are also being established, to be co-located with the medical colleges&rdquo;, he further stated.
The Union Health Minister appreciated AIIM Rishikesh for effectively utilizing the helicopter and drone services by rescuing 309 critical patients using the services.
He also congratulated AIIMS Rishikesh for being one of the best institutes in the country for using digital services like telemedicine (eSanjeevani) to serve the remote and underserved areas of the state.
Shri Nadda concluded his address by encouraging students to approach their work with compassion, integrity, and dedication. Emphasizing that the government spends between Rs. 30-35 lakh for every MBBS student, he urged the new doctors to shoulder more responsibilities as they embark on their professional careers.
During the event, Shri Nadda inaugurated several healthcare facilities to enhance the institute's medical services, including Integrated Medicine in the Ayush Department, a PET scan machine in the Nuclear Medicine Department, PACS facility in the Radiology Department, and a Centre for Advanced Pediatrics in Pediatric Care.
During the ceremony, Shri Nadda awarded gold medals and degrees to 10 medical students from MBBS, DM, MSc Nursing, BSc Nursing, and BSc Allied Health Sciences programs.
A total of 434 students received degrees during the convocation including 98 MBBS students, 95 BSc (Hons) Nursing students, 54 BSc Allied Health Sciences students, 109 MD/MS/MDS students, 17 MSc Nursing students, 1 MSc Medical Allied student, 12 Master of Public Health students, 40 DM/MCh students, and 8 PhD students. Speaking on the occasion, Shri Pushkar Singh Dhami said that India&rsquo;s healthcare sector has seen a significant uplift in the last decade with the launch of initiatives like Ayushman Bharat and establishment of new AIIMS and medical colleges.
He stated that AIIMS Rishikesh is providing quality and affordable healthcare services and facilities to people from across the state.
He stated that the institute is providing advanced medical treatment like robotic surgery, neuro surgery and radiation therapy to patients. He also highlighted the inauguration of Heli-ambulance services in AIIMS Rishikesh.
Shri Dhami also highlighted that today more than 5,000 Gram Panchayats in Uttarakhand are TB free. He stated the government is working to set up a medical college in every district of the state and expand the network of Jan Aushadi Kendras in the state.

New Delhi: UAE Deputy Chief of Mission Majid Alnekhelavi met Ajay Mishra, Resident Commissioner of Uttarakhand, at the UAE Embassy in Uttarakhand Niwas, New Delhi, on Tuesday.

The meeting focused on potential areas of investment between Uttarakhand and the UAE, with a focus on economic cooperation in critical sectors. Ajay Mishra informed Alnekhelavi that after successfully organising the Uttarakhand Global Investors Summit 2023, the state has positioned itself as a new investment destination.

Mishra emphasised the state's improvements in law and order, robust infrastructure, convenient road connectivity, and a favourable policy environment, which have collectively earned the trust of both domestic and international investors.
He underscored how these factors have positioned Uttarakhand as an attractive destination for future investments. Mishra also highlighted key areas where mutual cooperation could benefit both Uttarakhand and the UAE.
These sectors include alternative energy, renewable energy, and the development of knowledge cities.
He also mentioned the significant opportunities for investment in corridor projects within Uttarakhand, stating that these projects have immense potential to contribute to the state's long-term growth and development.
A short film showcasing various sectors in Uttarakhand, such as tourism, wellness, biotechnology, food processing, renewable energy, road connectivity, and infrastructure development, was presented during the meeting.
The film also highlighted the local production efforts led by women's groups, further demonstrating the state's commitment to inclusive and sustainable growth.
India and the UAE share a strong history of bilateral relations, having established diplomatic ties in 1972. The UAE opened its Embassy in India in the same year, followed by the opening of the Indian Embassy in the UAE in 1973.
Over the years, both countries have built robust trade relations. This trade, initially dominated by traditional items such as dates, pearls, and fish, underwent a major shift following the discovery of oil in the UAE.
The UAE's economic emergence after 1971, coupled with India's economic liberalisation in the 1990s, led to a surge in trade, particularly after Dubai positioned itself as a regional trading hub.
The Indian expatriate community, approximately 3.5 million strong, constitutes the largest ethnic group in the UAE, making up about 35 per cent of the population.
This community plays a pivotal role in fostering strong economic, cultural, and social ties between the two countries. These longstanding bilateral relations continue to flourish, with both countries working together on various trade and investment fronts.

Dehradun: Health Secretary Dr. R Rajesh Kumar has directed officials to stay alert, citing increased risk of dengue and chikungunya during summer and monsoon seasons.
Comprehensive surveillance and field action guidelines have been issued for all districts to tackle the diseases effectively. Health Secretary Dr. R. Rajesh Kumar said, - "Cleanliness is the first step in preventing mosquito-borne diseases like dengue and chikungunya. Until we control the source, i.e., source reduction, mosquitoes cannot be fully controlled. Therefore, all concerned departments have been directed to conduct continuous cleaning campaigns and involve the community in this effort. Municipal corporations and municipal bodies have also been directed for this purpose."
Separate dengue isolation wards will be established in all districts. These will have adequate number of beds with mosquito nets, trained doctors, nursing staff and necessary equipment.
Timely supply of platelets, ELISA test kits and other medical supplies has been made mandatory for serious patients (DHF/DSS).
When a positive case is found, space spray/focal spray action will be taken within a 50-meter radius of the patient's house.
Helpline and control room system to be strengthened The Health Secretary informed that helpline 104 has been issued for public assistance.
Control rooms will be established in all districts during the dengue infection period and their numbers will be made available to the State NVBDCP unit.
All districts have been directed to ensure daily reporting by 4 PM every day, whether there are cases or not.

Bhagwant Singh Mann said that it is because the intent and will of the state government is clear to serve the people of Punjab with dedication, commitment and integrity.

The Chief Minister said that the earlier governments had never paid any heed towards such initiatives to serve the people in a better manner.
Bhagwant Singh Mann said that previously, the reign of the state was in the wrong hands earlier due to which the state had suffered adversely.
However, he said that ever since assuming the charge of office his government has been according top priority to such welfare works of immense public importance.

The Chief Minister said that the previous governments never paid heed towards imparting quality education to the students.
He said that the sons and daughters of big leaders used to study in convent schools at hills due to which the government schools were never their thrust areas.
Bhagwant Singh Mann said that instead of imparting education, the government schools were merely mid day meal centres during the previous regimes.
The Chief Minister said the Schools of Eminence are being constructed across the state with the sole aim of holistic development of the students and grooming them for futuristic needs.
He said that the students are being imparted education as per their interest so that they can acquire quality education and excel in life. Bhagwant Singh Mann said that the state government is realizing the dreams of the national leaders like Bharat Ratna Baba Sahib Dr BR Ambedkar.
The Chief Minister said that the state government is giving wings to dreams of students for soaring high in life by constructing these schools.
He said that Punjab is witnessing a major revolution in the field of education and these schools, equipped with ultra modern technology, are a reflection of that. Bhagwant Singh Mann said that this is a momentous occasion and the day is not far when Punjab will be a front ranking state in the country.
The Chief Minister said that this initiative of the state government will ensure access of students especially from poor and underprivileged sections to the quality education.
He said that the day is not far when students from these schools will excel in every field and bring laurels for the state. Mr. Bhagwant Singh Mann said that with this effort the process has begun to transform the destiny of students and hopefully it will produce desired results.
The Chief Minister said that it is a matter of immense pride and satisfaction that for the first time in the history of the state Punjab has got a Finance Minister from weaker and underprivileged sections of the society.
He said that earlier this post was reserved for affluent leaders who were known as &lsquo;Kaka ji&rsquo; in common parlance.
Bhagwant Singh Mann said that this is a historic transformation as power has been vested in the hands of the common man, which was the dream of our great national leaders.
The Chief Minister said that previous regimes had sheltered drugs, sand, transport, cable and other mafia just for the sake of their vested interests.
He said that these leaders had no sympathy with Punjab and Punjabis rather they had plundered the wealth of the state mercilessly. Bhagwant Singh Mann said that the people of state will never forgive these leaders for backstabbing Punjab and Punjabis.
Meanwhile, exhorting the girls to come forward and empower themselves through education, the Chief Minister said that the state government is leaving no stone unturned for it.
He said that nowadays girls have outnumbered boys in every field including those which were hitherto considered as fiefdom of the men.
Bhagwant Singh Mann said that women&rsquo;s empowerment is imperative to carve out an egalitarian society and in the larger interest of society and state.
The Chief Minister congratulated all the parents, teachers, students and others for this historic day when this excellent school is being dedicated to the masses.
He recalled his long association with the area where he had spent his childhood and even from where he was elected MP for the maiden time. Bhagwant Singh Mann said that a complete transformation of the government schools is being witnessed across the state as the Punjab government is providing opportunities to them.

Harjot Singh Bains today inaugurated developed infrastructure projects worth over Rs 84 lakh in ten schools of Sri Anandpur Sahib Constituency as a part of &ldquo;Sikhya Kranti&rdquo; initiative.
The Education Minister inaugurated infrastructure development projects in high, middle, and primary schools of the constituency.
The inaugurated projects include a boundary wall constructed with Rs 5.10 lakh and rooms renovated with Rs 6.31 lakh at Government Primary Smart School Majara, a boundary wall and renovation works worth Rs 12.6 lakh at Government Primary Smart School Lang Majari, new toilet block and renovation works worth Rs 5.67 lakh at Government Primary Smart School Chandesar, classroom renovation works worth Rs 7.33 lakh at Government Primary Smart School Mehroli, a boundary wall and other development works with Rs 8 lakh at Government Primary Smart School Khamera, classroom renovation with Rs 4.85 lakh at Government Primary Smart School Ghnaru, new classrooms and classroom renovation worth for Rs. 11.16 lakh at Government Primary Smart School Agampur, a boundary wall constructed with Rs. 2 lakh at Government Middle School Gara, and three classrooms and a boundary wall constructed at a cost of Rs. 21.53 lakh at Government High School Agampur.
