Uttarakhand Chief Minister Pushkar Singh Dhami on Friday stated that under the Pradhan Mantri Gramin Sadak Yojana (PMGSY), road connectivity is being extended to even the smallest villages in the state.&nbsp;
He emphasized that with the formation of clusters based on a standard population, roads will now reach low-population settlements as well. Work will soon begin under the fourth phase of PMGSY to further expand rural road networks.
The Chief Minister highlighted that the process of connecting settlements with a minimum population of 250 to all-weather roads has already started. The Central Government has issued guidelines for the fourth phase of PMGSY, under which the Uttarakhand Rural Development Department has completed a survey for the construction of 1,490 roads covering a total length of 8,750 km.&nbsp;
The PMGSY scheme, launched by the Central Government in 2000, aimed to connect villages with proper roads. The first three phases of the scheme successfully linked villages with a minimum population of 250, based on the 2001 census data.
Now, with the fourth phase guidelines issued, all settlements with a minimum population of 250 will be connected to roads based on the 2011 census data. In line with these guidelines, Uttarakhand has completed the survey for 1,490 rural roads spanning 8,750 km.
Secretary of Rural Development Radhika Jha informed that following the survey, the preparation of Detailed Project Reports (DPRs) for these roads has commenced and will soon be submitted to the Central Government for approval. Additionally, essential infrastructure such as culverts, causeways, and large bridges will be constructed as required.
As per the scheme&rsquo;s guidelines, population clusters will not be determined based on revenue villages or panchayats but by aggregating the population within a defined radius. In Uttarakhand, settlements within a 1.5 km radius will be considered together for road connectivity.
However, for development blocks near the international border, the population will be assessed within a 10 km radius. This approach will particularly benefit Uttarakhand, given its scattered and low-density population.

Punjab Police has intensified its efforts against drug networks, shifting focus from street-level peddlers to dismantling high-level suppliers and kingpins, following the ongoing "Yudh Nashian Virudh" campaign launched under the directives of Chief Minister Bhagwant Singh Mann.
Director General of Police (DGP) Punjab, Gaurav Yadav, stated in Chandigarh on Thursday that the crackdown on street-level drug distribution has significantly reduced availability, and now the police are targeting the major players in the narcotics trade.
"We are not stopping at street-level arrests of drug peddlers/smugglers. Punjab Police teams are now rigorously questioning all the arrested drug peddlers/smugglers to trace and identify the big fish in narcotics trade in the state," said the DGP during a press conference at the Punjab Police Headquarters, where he was joined by Inspector General of Police (IGP) Headquarters, Dr. Sukhchain Singh Gill.
This development follows DGP Punjab&rsquo;s directive to all Commissioners of Police (CPs) and Senior Superintendents of Police (SSPs) to identify and document key drug suppliers in their districts within seven days.
DGP Gaurav Yadav highlighted that the "Yudh Nashian Virudh" campaign, launched on March 1, 2025, has led to the arrest of 4,142 drug smugglers and the registration of 2,384 FIRs across Punjab. The campaign has also resulted in the seizure of 146.3 kg of heroin, 85.3 kg of opium, 19.95 quintals of poppy husk, 7.69 lakh intoxicant tablets/capsules, 1 kg of ICE, and ₹5.83 crore in drug money from smugglers.
He noted that with street-level supply disrupted, Punjab Police is now focused on tracking the masterminds behind drug distribution networks.
CPs and SSPs have been tasked with overseeing the mapping of key drug suppliers, using data from interrogation reports, intelligence inputs, public tips, Safe Punjab Helpline data, and investigations under the NDPS Act.
Mohalla Committees to Strengthen Anti-Drug Efforts in Urban Areas DGP Gaurav Yadav announced that Punjab Police will form Mohalla Committees in urban areas to intensify the war against drugs, taking inspiration from the success of Village Defence Committees (VDCs) in rural border areas.
"Just as VDCs strengthened rural policing in border areas, Mohalla Committees will empower urban communities to fight the drug menace collectively," he said, stressing the importance of public participation in the fight against drugs.
He also expressed gratitude to the people of Punjab for their support in this anti-drug drive and urged them to use the Safe Punjab Anti-Drug Helpline &lsquo;9779100200&rsquo; to report drug traffickers anonymously.

He announced that Punjab would soon host the Four Nations Hockey League and other prestigious events to boost sports in the state. He emphasized the need to engage youth in sports by developing playgrounds and gyms in every village to counter drug addiction.
He highlighted the state's aggressive campaign to nurture sports talent and ensure more Punjabi representation in international events. "Punjab has abundant sports talent, and we will leave no stone unturned to support players in winning medals for India," he said, adding that Punjab is the first state to provide funds for athletes preparing for international competitions.

However, his administration had revived 15,947 water channels, ensuring water supply to remote areas.
He stated that due to government efforts, groundwater levels had improved, with an official report from the Union government confirming a rise of one meter. He reiterated the government&rsquo;s zero-tolerance policy against corruption, vowing strict action against corrupt officers.

Under this scheme, each district would receive ₹5 crore annually, managed by the District Commissioners (DCs) and allocated based on recommendations from MLAs, community organizations, and citizen groups.
The scheme aims to drive development in key sectors such as infrastructure, healthcare, education, water supply, and sanitation. Mann highlighted that this was the first time such a provision had been made, with a budgetary allocation of ₹585 crore (₹5 crore per constituency).
He also lauded his government&rsquo;s achievement of providing 52,606 jobs to youth within 36 months, emphasizing that young, skilled professionals are crucial for Punjab&rsquo;s progress. He said this recruitment drive is aimed at propelling Punjab toward a high-growth trajectory.
Mann reiterated his government&rsquo;s commitment to providing free electricity, stating that from July onward, 90% of households in Punjab have been receiving free power. He also mentioned that, for the first time, the state government had acquired a private power plant to boost Punjab&rsquo;s electricity production.
Regarding the demand to confer the Bharat Ratna on Shaheed Bhagat Singh, Mann challenged the opposition to explain why their party never granted the honor while in power. He argued that awarding the Bharat Ratna to legendary martyrs would enhance its prestige. He criticized Congress, pointing out that while two former Prime Ministers from their party had recommended their own names for the honor, they never pushed for Bhagat Singh&rsquo;s recognition despite over 75 years of independence.

In a major move to promote renewable energy and reduce dependence on conventional power sources, Punjab New and Renewable Energy Sources Minister Aman Arora informed the Punjab Vidhan Sabha that solar photovoltaic (PV) panels have been installed on 4,238 government school buildings.
These panels have a total installed capacity of 21.19 MW, generating 2.89 crore units of clean electricity annually.
Responding to a query by MLA Harmeet Singh Pathanmajra regarding the repair of solar plants on government school buildings, Aman Arora explained that the Punjab Energy Development Agency (PEDA) has a five-year annual maintenance contract (AMC) with installation vendors. Under this contract, vendors are required to conduct quarterly inspections and address any technical issues within 72 hours of receiving complaints.
He emphasized that strict action would be taken against vendors failing to meet their obligations. The AMC for the initial 880 schools is set to expire in May 2026, and PEDA may extend it for the remaining 20-year lifespan of the rooftop solar power plants, provided the Punjab School Education Board agrees to pay the AMC charges.
Highlighting PEDA's efforts in renewable energy, he mentioned that 34 MW capacity rooftop solar panels have been installed on government buildings. To expand this initiative, work orders for an additional 2.70 MW under the CAPEX mode have already been placed.
Looking ahead, he stated that PEDA has ambitious plans to install 100 MW capacity solar PV panels on government buildings over the next two financial years. This initiative aligns with Punjab&rsquo;s larger goal of transitioning to renewable energy sources and reducing its carbon footprint.

In contrast, under CM Bhagwant Singh Mann&rsquo;s leadership, GST revenue has reached ₹64,253 crore in three years. He criticized the former Congress Finance Minister, now with BJP, for relying on poetic expressions instead of financial action. He also challenged former Congress Ministers Tript Rajinder Singh Bajwa and Aruna Chaudhary on whether they truly understood their budgets during their tenure.
Cheema attributed Punjab&rsquo;s financial challenges to the Congress-led government&rsquo;s reliance on GST compensation, which was counted as a loan by the Government of India. He revealed that Punjab still carries a ₹20,000 crore debt entry from GST compensation and argued that proactive revenue measures could have prevented the need for loans today. Rejecting opposition allegations of "tax terrorism," he pointed out that previous governments failed to set up tax intelligence units or introduce reward schemes like Bill Liyao, Inaam Pao, leading to revenue losses.
Comparing excise revenue collections, he highlighted that under the Akali-BJP government (2012-17), revenue stood at ₹20,545 crore, while the Congress government (2017-22) collected ₹27,395 crore. In just three years, the AAP-led government has already collected ₹28,000 crore and aims to generate an additional ₹25,000 crore in the next two years. He criticized past governments for failing to eliminate mafias, which hindered revenue growth. He also noted that AAP&rsquo;s crackdown on the land mafia has resulted in higher stamp and registration revenue, reaching ₹14,786 crore in three years&mdash;higher than both Akali-BJP&rsquo;s ₹12,387 crore and Congress&rsquo;s ₹12,459 crore over five years.
The Finance Minister reaffirmed the government&rsquo;s commitment to marginalized communities, announcing a ₹13,987 crore allocation under the Scheduled Caste Sub-Plan (SCSP) for 2025-26, representing 34% of the total development budget. He also introduced a loan waiver scheme for individuals who defaulted on Punjab Scheduled Castes Land Development and Finance Corporation (PSCFC) loans before March 31, 2020, benefiting 4,650 people.
Outlining Punjab&rsquo;s financial strategies, Cheema announced an ₹8,000 crore investment in the sinking fund to manage short-term loans. He detailed budget allocations, including ₹592 crore for medical colleges, ₹5,598 crore for health and family welfare, ₹17,975 crore for education, and ₹979 crore for sports. Under the war on drugs initiative, funds have been set aside for anti-drone technology (₹110 crore), drug tests (₹150 crore), emergency response vehicles (₹125 crore), and a new headquarters (₹53 crore). Additionally, 5,000 home guards will be deployed as a second line of defense.
For industrial growth, Cheema highlighted an increased allocation of ₹250 crore for financial incentives, the highest in Punjab&rsquo;s history. He criticized the Congress government for spending only ₹53 crore on industry incentives in five years, while the Akali-BJP government had allocated nothing. In comparison, the AAP-led government has set aside ₹3,426 crore for industries and commerce.
On capital expenditure, he showcased Punjab&rsquo;s progress under the current administration. The Akali-BJP government spent ₹14,641 crore, while the Congress spent ₹19,356 crore. In three years, the AAP government has already spent ₹19,810 crore, demonstrating its investment in infrastructure, schools, and hospitals.
He also touched on various initiatives, including solar subsidies, service centers, and employee concerns. Concluding his speech, Cheema emphasized that the "Badlda Punjab" budget reflects CM Bhagwant Singh Mann&rsquo;s vision to transform Punjab and enhance the well-being of its citizens.

Held under the guidance of Punjab Vidhan Sabha Speaker S. Kultar Singh Sandhwan and Health &amp; Family Welfare Minister Dr. Balbir Singh, the event saw participation from self-help groups, food industry innovators, dieticians from PGI, and other key stakeholders.
Dr. Balbir Singh highlighted the focus on millets and organic foods, with millet-based dishes such as khichri, shakes, and halwa served at the mela. Speaker S. In a significant breakthrough in Punjab Police&rsquo;s efforts to ensure a safe and secure state under the directives of Chief Minister Bhagwant Singh Mann, the Anti-Gangster Task Force (AGTF), in collaboration with Himachal Pradesh Police, has arrested four associates of the Harpreet Happo Gang.
They were wanted in connection with the murder of a gym trainer, Director General of Police (DGP) Gaurav Yadav announced in Chandigarh on Thursday.
The victim, identified as Gurpreet Singh alias Guri, was shot dead by four assailants in Kharar on January 31, 2025.
The arrested individuals have been identified as Amrit from Partapura in Phillaur, Onkar Singh alias Golu and Prince from Pandwa village in Kapurthala, and Gurpreet Singh alias Guri from Satnampura in Phagwara. Police teams have recovered two .32 bore pistols with magazines and 20 cartridges and have also impounded their Grey Maruti Ertiga (PB-01-D-2996).
DGP Gaurav Yadav stated that preliminary investigations indicate the accused were operating under instructions from foreign-based handlers and were assigned to carry out a targeted killing in Punjab. He also mentioned that all arrested individuals have a history of criminal activities, including cases related to murder, attempted murder, and violations of the Arms Act.
The investigation is ongoing to establish further links in the case, he added.
Providing details of the operation, ADGP AGTF Promod Ban said that based on reliable inputs, police teams, under the supervision of AIG Sandeep Goel and DSP Rajan Parminder, launched a joint operation with Himachal Pradesh Police. The teams, led by Inspector Vikram and Sub-Inspector Chandar, successfully apprehended all four accused from Mcleodganj in Kangra, Himachal Pradesh.
The ADGP further revealed that another suspect has been identified in the gym trainer&rsquo;s murder case, and police teams are conducting raids to arrest him.

Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday accused the opposition of acting as "barriers" in the state's development.
Addressing an event organised to mark eight years of the BJP government in the state, the chief minister said, "All those who are above 25 years of age will remember that before 2017, the public system of Uttar Pradesh was ruled by hooliganism and mafia.&rdquo;
He emphasised that the situation was especially dire for the youth, farmers, and the general public. &ldquo;The youth was facing an identity crisis, farmers used to commit suicide, and the poor used to die of hunger,&rdquo; he added.
Underscoring the progress made under his government, Adityanath said, &ldquo;This is the same state where the youth did not get jobs and when they went out of the state, they faced an identity crisis,&rdquo; he said.
He criticised the Congress and the Samajwadi Party for allegedly "opposing development".
"When it comes to the pride of Uttar Pradesh, these people first start making misleading comments," he said.
He alleged that the Congress and SP were "fighting against the government during the COVID pandemic". They were not happy with the consecration of Ram temple and "spread false propaganda regarding the Maha Kumbh," he added.
"When these people got the opportunity, the Congress, the Samajwadi Party, they never did any development and when it is happening in UP, they are becoming a barrier in the way of development," said the chief minister.
Claiming development in sectors like agriculture, Adityanath said, &ldquo;Farmers who once faced despair are now contributing to the state&rsquo;s development and no longer committing suicide.&rdquo;
Adityanath outlined the government's commitment to economic growth, citing initiatives such as &ldquo;One District, One Product&rdquo; and increased infrastructure development, particularly in expressways, metro systems, and airports.
&ldquo;Today, Uttar Pradesh is the largest producer of food grains, potatoes, sugarcane, and ethanol in the country,&rdquo; he said, adding, &ldquo;We have transformed Uttar Pradesh from a BIMARU state into a thriving economy.&rdquo;

The conviction stems from charges of raping a woman from Zirakpur, Punjab, after allegedly luring her with promises of assistance in traveling abroad. The sentence will be declared on April 1, while six other individuals have been acquitted in the case.
Singh, who is no stranger to controversy, recently made headlines when a video emerged showing him assaulting a man and a woman in his office.
The footage displayed Singh throwing objects and repeatedly slapping the man, before turning his attention to a woman, ultimately hurling a book-like object and hitting her.
In another unsettling incident reported on February 28, a 22-year-old woman accused Singh of sexual harassment. According to her complaint, she and her family began attending Singh's church in October 2017.
She claimed that Singh took her phone number and started sending her text messages.
Out of fear, she kept this from her parents. From 2022, Singh allegedly began isolating her in a cabin at the church, where he would hug and touch her inappropriately.
He reportedly threatened her with harm to her and her family if she reported his actions.
In a separate case in 2022, Singh faced accusations from a family in Delhi after accepting money to treat their ill daughter, who unfortunately passed away.
Adding to his troubles, Singh's premises were raided by the income-tax department in 2023.
Singh, who was born into a Jat family in Haryana, claims to have converted to Christianity over a decade ago. He currently operates churches in Jalandhar and Mohali and maintains a substantial following on social media.

"Concerned by the situation in the wake of the Earthquake in Myanmar and Thailand. Praying for the safety and wellbeing of everyone," Modi said on 'X'.
"India stands ready to offer all possible assistance. In this regard, asked our authorities to be on standby. Also asked the MEA to remain in touch with the Governments of Myanmar and Thailand," he said.
Thai Prime Minister Paetongtarn Shinawatra has called an emergency meeting to assess the impact of the quake.
Besides India and Thailand, the BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) comprises Sri Lanka, Bangladesh, Myanmar, Nepal and Bhutan.
At the Bangkok summit, the BIMSTEC leaders are expected to deliberate on ways and means to infuse greater momentum in cooperation among the member nations.

Uttar Pradesh Chief Minister Yogi Adityanath participated in the Viksit Bharat Youth Parliament at the Uttar Pradesh Legislative Assembly on Friday. Addressing the gathering, he shed light on the functioning of the legislature and the process through which laws are passed.
Highlighting the Youth Parliament initiative, CM Yogi emphasized that efforts began in 2019 to develop leadership qualities among young individuals. He noted that over 240 students from across the state have joined the event by participating in various competitions.
"Keeping in mind how to outline the future of youth, work has begun from 2019 to take forward this new resolution of Yuva Sansad with the objective of developing leadership qualities in every sphere of life. My Bharat Abhiyan, on which there was constant discussion for the last two years, and 240 such youth from across the state who have participated in various competitions are today participating in this program in the largest legislature of any state of the country," CM Yogi said.
Further, he highlighted the diversity of representation in the legislature, emphasizing how public representatives from different regions and backgrounds come forward to express their views.
"People's representatives from different backgrounds of the country or people's representatives elected from different areas of the state put forward their views here. The policies that are made here, the laws that are made and the policies that are discussed then go to the government and the executive works to implement them," he stated.
CM Yogi credited Prime Minister Narendra Modi for inspiring the Youth Parliament initiative, stating that it aims to prepare young minds for the future of India. He explained that democracy functions through the legislature, executive, and judiciary, and these institutions complement each other.
He further elaborated on the importance of the Youth Parliament, stating that its purpose is not just to create political leaders but to instill a spirit of leadership in every field.
"The objective of the Yuva MP is to bring passion in you too, not only to become a leader but also to work as an inspiration in other fields. This is leadership," CM Yogi remarked.
He also underscored PM Modi&rsquo;s commitment to constitutional governance, recalling how Dr. B.R. Ambedkar presented the draft Constitution on November 26, 1949.
"There was a time when there was a trend in the country that our demands should be fulfilled in the country, no matter what the compulsion is, all of them are fighting for existence. The Constitution gives us strength but also reminds us of our fundamental duty," he said.
Looking towards the future, CM Yogi reiterated PM Modi's vision for India to become a developed nation by 2047, as part of the five vows announced during the 75th Independence Day celebrations.
"PM has decided that in 2047, when the country will be celebrating 100 years of independence, India will be developed. PM had described it as five vows on 75th independence," he concluded.

Organized by the Pungraon Ghati Mahotsav Samiti in Pankhu, Pithoragarh, the festival aims to promote the region&rsquo;s folk culture, sports, education, and local talent.
Emphasizing the cultural significance of such events, the Chief Minister stated, "This event is a powerful medium to promote our rich folk culture, sports, educational development, and local talents. This historic initiative will further strengthen our cultural roots." He highlighted that such festivals not only provide entertainment but also preserve traditions, engage youth with their heritage, and give local art and culture a new identity.
Expressing his regret at not being able to attend in person due to official commitments, the Chief Minister assured, "My heart is with all of you. Soon, I will come to worship Mala Kotgadi Bhagwati." He also instructed officials to take necessary steps for the construction of the Thal-Dharamghar-Pankhu motor road and the reopening of ITI. To support the festival, he announced financial assistance of ₹5 lakh for its successful organization.
The Chief Minister reiterated his government&rsquo;s commitment to rural empowerment alongside urban development. He mentioned that under Prime Minister Narendra Modi&rsquo;s leadership, various initiatives like the Vibrant Village Program, Pradhan Mantri Gram Sadak Yojana, and Amrit Mission are making villages self-reliant. Highlighting the government&rsquo;s commitment to women&rsquo;s empowerment, the Chief Minister mentioned large-scale efforts to promote women&rsquo;s self-help groups. Under the Lakhpati Didi Yojana, rural women are being encouraged to become economically independent through herbal farming, organic products, horticulture, and folk art. He also noted that under the Ek Janpad Do Utpadan Yojana, local self-employment opportunities are being created as part of the Vocal for Local initiative.
