Radical Sikh preacher Amritpal Singh was taken out of Dibrugarh jail on July 5 to be sworn-in as a Lok Sabha MP. An eight-member team of the Punjab Police would escort the 'Waris Punjab De' activist to New Delhi, an official said.
Singh, who has won the Lok Sabha polls from the Khadoor Sahib constituency in Punjab, has been granted four-day parole for the swearing-in.
The police team, led by a Senior Superintendent of Police (SSP)-rank official, arrived here on Thursday afternoon and is scheduled to escort Singh, lodged in Dibrugarh Central Jail, to New Delhi in a special flight amid tight security for the swearing-in on Friday.
Singh's lawyer Rajdev Singh Khalsa said he would be taken to Delhi aboard a "military aircraft" for the swearing-in.
Singh's parole orders are stringent, prohibiting him or his relatives from making any public statements during his visit to New Delhi.
Moreover, any form of media coverage, including videography or circulation of statements, is strictly prohibited.
In addition, Singh has been instructed not to engage in any activities that might compromise national security.
The deployment of security personnel during his temporary release and presence in Delhi will be overseen by the SSP, Amritsar (Rural).
His parents, Tarsem Singh and Balwinder Kaur, and his wife Kirandeep Kaur, met the jailed activist in Dibrugarh Central jail last month after his poll win.
Amritpal won the Khadoor Sahib Lok Sabha seat by 1,97,120 votes as an Independent candidate by defeating Congress's Kulbir Singh Zira, while AAP's Laljit Singh Bhullar came third.
The jailed activist polled 4,04,430, while Zira got 2,07,310 votes and Bhullar 1,94,836 votes.
Ten members of the outfit, including Amritpal and one of his uncles, have been lodged in jail since last year after they were arrested under the National Security Act from different parts of Punjab following a crackdown on the outfit.

Amritpal's parents and his wife have been campaigning in Dibrugarh&nbsp;since the news of the Sikh preacher, who has openly expressed his sympathies with Khalistan groups, winning the Lok Sabha election from Khadoor Sahib in Punjab trickled on June 4.&nbsp; Photos on the internet showed Amritpal's parents distributing sweets among the prison staff and guards to celebrate their son&rsquo;s victory. His mother Balwinder Kaur said that she brought a new set of clothes and shoes for her son which he will 'need for his oath taking as a MP'.
While his family moved a plea for his temporary release for the oath taking ceremony, Amritpal will only be released after the approval of the District Magistrate and the jail authorities.&nbsp;

Amid the surprising and stellar performance by the INDIA bloc in the Lok Sabha elections 2024, the results also saw unusual winners--Pro Khalistani leader Amritpal Singh and Engineer Rashid.
Both jailed candidates won the Lok Sabha seats with significant margins. While Singh--who is currently lodged in Assam's Dibrugarh jail under NSA contested the Khadoor Sahib seat in Punjab as an independent candidate, Engineer Rashid, also an independent candidate beat seasoned politician Omar Abdullah from Baramullah.
Now that both these candidates have been elected to the lower house, question arises what next. How are these jailed MPs going to act as parliamentarians. What about their oath?
Both Amritpal Singh and Rashid's election victory means that they now have a constitutional mandate as parliamentarians, despite being in prison. However, both lawmakers face serious charges. While Singh is jailed under National Security Act (NSA), Rashid is behind bars under stringent Unlawful Activities Prevention Act (UAPA) in an alleged terror-funding case
To fulfil their role as parliamentarians--the first step they need to take is swearing-in. Which is possible.
Going back into brief history, in March, amid money laundering charges and incarceration in Tihar, Aam Aadmi Party leader Sanjay Singh received court approval to take his oath as a Rajya Sabha MP for a second term. The court directed the jail superintendent to ensure his secure transportation to Parliament and back.
In a similar vein, back in 2021, despite being in prison, Akhil Gogoi, after winning from Sibsagar, Assam, was permitted by an NIA court to briefly leave confinement for his Assam Legislative Assembly oath-taking ceremony.
It's crucial to understand that being granted permission to take oath doesn't equate to bail release but rather signifies a special parole for the day. Subsequently, the jailed lawmaker must inform the Speaker of their inability to attend proceedings, as per Article 101(4) of the Constitution, which mandates seat vacancy if an MP misses over 60 days without permission.
For participation in Parliament sessions or voting, the lawmaker must seek court approval. However, only a conviction resulting in a two-year or longer sentence would lead to parliamentary disqualification.

Bhagwant Singh Mann-led Punjab government Friday informed the Punjab &amp; Haryana High Court that the state has made it easier for Amritpal Singh, 'Waris Punjab De' chief to file his nomination for the upcoming Lok Sabha elections in the state.
Singh is currently detained in Assam's Dibrugarh jail under the National Security Act.&nbsp;
Arjun Sheoran, DAG Punjab informed the high court, "Two sets of nomination forms and other paper work were filled in and signed by the detenue on 09.05.2024. The detenue was allowed to meet his proposer and Advocate at Dibrugarh Central Jail on 09.05.2024.", Live Law reported.
Following which Justice Vinod S Bhardwaj said, considering that the prayers made in the petition had already been complied with, the petition would be &ldquo;infructuous&rdquo;, the report further added.&nbsp;
Earlier on May 7, the father of the radical preacher Tarsem Singh told PTI &nbsp;Amritpal Singh was reluctant to fight elections but changed his mind at the instance of the 'sangat' or community, which wanted him to enter the poll fray.&nbsp;

Legal experts suggest that preventive detention does not disqualify an individual from contesting elections under Indian law. However, they clarified that voting rights of those under preventive detention are maintained.

Amritpal's counsel and former MP Rajdev Singh Khalsa made the announcement on April 24 after meeting him at the jail, saying that he will contest the parliamentary elections as an Independent candidate.
"I met bhai sahab (Amritpal Singh) in Dibrugarh central jail today and during the meeting, I requested bhai sahab that in the interests of 'Khalsa Panth', he should fight elections this time from Khadoor Sahib to become a member of parliament," Khalsa said according to PTI news agency.
"Bhai sahab accepted my request in the Panthic interests... He will fight as an Independent candidate," claimed Khalsa.
Amritpal, who is the chief of the 'Waris Punjab De' outfit and a Khalistani sympathiser, was arrested in April last year and the stringent National Security Act was invoked against him.
The Punjab Police had launched the crackdown after the February 23 Ajnala incident last year in which Amritpal Singh and his supporters, some of them brandishing swords and guns, broke through barricades and barged into the police station on the outskirts of Amritsar city, and clashed with police for the release of Lovepreet Singh Toofan, one of his aides.
He and his associates had been booked under several criminal cases related to spreading disharmony among classes, attempts to murder, attacks on police personnel and creating obstructions in the lawful discharge of duty by public servants.&nbsp;

Security has been beefed up in Dibrugarh as Khalistani leader Amritpal Singh will be imprisoned in the central jail in the city after his arrest on Sunday morning.

Dibrugarh Traffic Police has also been alerted for road clearance from the airport to the prison, a 15-km stretch.

Security has been beefed up in Dibrugarh as pro-Khalistan radical preacher Amritpal Singh will be shifted to a prison in the Upper Assam town from Punjab on Sunday, police said.
Punjab Police Inspector General Sukhchain Singh Gill said Amritpal Singh will be taken to Dibrugarh under the National Security Act (NSA).
A multi-tier security arrangement has been made at the Central Jail in Dibrugarh where Singh will be lodged, a senior official told PTI.
"The jail compound has been surrounded by Assam Police's elite Black Cat Commandos, CRPF and jail security personnel. The security inside the prison has also been tightened," he said.
Dibrugarh Traffic Police has also been alerted for road clearance from the airport to the prison, a 15-km stretch. A special team is in place along with policemen in plain clothes.
According to sources, Singh is being brought aboard a special flight, which took off from Bathinda at 8.25 am.
Singh was arrested by the Punjab Police around 6.45 am from Rode village in the northern state after remaining absconding for more than a month.
Altogether nine of his associates are presently lodged at Dibrugarh Central Jail.
Security in and around the jail premises have been beefed up since March 19, when four members of the Waris Punjab De (WPD) were brought here in the first batch.

With suspicion growing that Pakistan's spy agency ISI has been propping up Amritpal Singh, Punjab appears to be witnessing a repeat of Islamabad's playbook already used in Kashmir, and even Myanmar.

One of the biggest reasons behind this was growing pressure on the country to crack down on terror financing by the global watchdog FATF.

In Punjab, a man who was living in Dubai for more than 10 years, suddenly emerges, becomes the chief of a fledgling organisation, and starts talking about separating the state from India.
With suspicion growing that Pakistan's spy agency ISI has been propping up Amritpal Singh, Punjab appears to be witnessing a repeat of Islamabad's playbook already used in Kashmir, and even Myanmar.
Ever since the revocation of Jammu and Kashmir's special status in 2019, the state-turned-Union Territory has seen mushrooming of several terror organisations. But these are actually just old outfits with new names, according to authorities.
The most prominent of these is The Resistance Front, which is an off-shoot of the Lashkar-e-Taiba, and some fighters drawn from other established terror groups like Hizbul Mujahideen and Jaish-e-Mohammad, as per intel agencies. Since 2020, TRF has been taking responsibility for many attacks, with other groups conspicuously silent.
Some of the other rechristened outfits are the People's Anti-Fascist Front, Jammu &amp; Kashmir Ghaznavi Force, Kashmir Tigers, and Kashmir Janbaaz Force.
Giving a new identity to old terror groups is a calculated move by Pakistan. One of the biggest reasons behind this was growing pressure on the country to crack down on terror financing by the global watchdog FATF. Another reason was to try to get international support for the terrorists by trying to show them as secular, local rebels, instead of religious warriors. Thus, names like Resistance Front and Anti-Fascist Front. But channels for funding and logistics stayed the same, as per reports.
The same strategy was reportedly used by Pakistan while creating radical Rohingya outfits in Myanmar, as per intel sources.
Now, Islamabad appears to be trying to implement its strategy in Punjab.
The state already has terror outfits operational for decades. These include Babbar Khalsa - the oldest Sikh militant group since Independence - which stormed back into headlines in 2022 after a grenade attack at the police's intelligence headquarters in Mohali. Around 9 groups, with operatives in 6 countries, have been trying to cause violence and spread terror in Punjab, according to a recent assessment.
And yet, it was a relative nobody who has allegedly been propped up by Islamabad to become the face of the artificially-propagated Khalistan movement. When Amritpal came back to India from Dubai in August 2022, he mysteriously became the chief of a young organisation named Waris Punjab De, which had been created by late actor-turned-activist Deep Sidhu. Beyond this, Amritpal was allegedly trying to create a new militia by the name of Anandpur Khalsa Fauj, according to sources cited in news reports.
Pakistan was removed from the FATF's grey list in October 2022. The developments in Punjab appear to be a sign of growing confidence in the Pakistan Army and ISI in this strategy of plausible deniability. More importantly, it shows Islamabad's desperation to get international attention on India-related issues - a move which has failed to get traction so far.

Amritpal Singh claims to be an ardent follower of Jarnail Singh Bhinderwala, a militant leader, who demanded Khalistan. Bhinderwala was killed in 1984 during Operation Blue Star.

Born in 1993, Amritpal Singh Sandhu hails from Jallupur Khera village in Baba Bakala tehsil of Amritsar district.
Singh was first noticed on social media during the farmers&rsquo; stir in 2021.
He lived in Dubai then, according to an Indian Express report, where he worked for his family-owned business for nearly a decade.
Singh was a supporter of Deep Sidhu and when Sidhu passed away in Feb 2022 in a road accident, Singh returned to India from Dubai. He was made head of Waris Punjab De in Sept 2022

Amritpal Singh&rsquo;s popularity was built over Facebook lives and other social media sessions, with his aggressive and controversial speeches against regional and national political parties, feminists, activists, Khalsa Aid, and even some pro-Khalistan groups such as Dal Khalsa.
Amritpal Singh is married to UK-based NRI Kirandeep Kaur, as per police records.
Called as "Bhindranwale 2.0", Singh is often seen moving around with armed men.
