The Centre and the states on Monday could not reach any consensus on the pending compensation issue&nbsp;at the 42nd Goods and Services Tax Council meet&nbsp;on Monday. This as Finance Minister&nbsp;Nirmala Sitharaman&nbsp;said compensation cess collected this year amounting to about ₹20,000 crore would be disbursed to all states by Monday night. Sitharaman said 21 states had opted for one of the two options the Centre had previously suggested for borrowing to meet the shortfall in GST collections.&nbsp;Briefing reporters after the GST meeting, Sitharaman said the GST Council had also discussed the long-pending issue of Integrated Goods and Services Tax.

Congress leader Rahul Gandhi on Sunday targeted the government over the Goods and Services Tax and blamed it for hurting the country&rsquo;s economic growth. In a tweet, Rahul said, a major reason for the historic decline in GDP is the Gabbar Singh Tax of the Modi government. He added GST wasted a lot, including the future of millions of jobs and youth, the economic situation of states. He said GST means economic apocalypse. He accused the government of allowing 15-20 businessmen of having the means to manipulate the tax payment and farmers, labourers and small businesses of not having the same leverage. &ldquo;Who has the means? India&rsquo;s biggest 15-20 industrialists. So, whatever tax law they want to change can easily be done in this GST regime,&rdquo; Rahul said in a video.
