Vice President Jagdeep Dhankhar highlighted the global concerns on food and energy security, and emphasised the role of the East Asia Summit (EAS) mechanism in promoting free, open and inclusive Indo-Pacific with freedom of navigation and overflight.
Addressing the 17th East Asia Summit (EAS) here, the vice president also called for the EAS members&rsquo; full contribution to the International Year of Millets in 2023.
Vice President Dhankhar underlined the growing global concerns on food and energy security, and emphasised the role of the EAS mechanism in promoting free, open and inclusive Indo-Pacific with freedom of navigation and overflight.
The US, India and several other world powers have been discussing the need to ensure a free, open and thriving Indo-Pacific in the backdrop of China&rsquo;s rising military manoeuvring in the region.
China claims nearly all of the disputed South China Sea, though Taiwan, the Philippines, Brunei, Malaysia and Vietnam all claim parts of it. Beijing has built artificial islands and military installations in the South China Sea. China also has territorial disputes with Japan in the East China Sea.

The Quad grouping of India, Australia, Japan and the United States has strongly opposed any unilateral actions that seek to change the status quo or increase tensions in the Indo-Pacific, amidst China's increasingly intimidatory behaviour in the region.
Dhankhar, who is in Cambodia on a three-day visit, also briefly interacted with US President Joe Biden on the sidelines of the summit.
The ASEAN (Association of Southeast Asian Nations) summit is taking place amid a geopolitical turmoil triggered by the Ukraine conflict and China's military muscle-flexing in the Taiwan Straits.
Cambodia is hosting these summits in its capacity as the current chair of the ASEAN.
This year marks the 30th anniversary of ASEAN-India relations and is being celebrated as the ASEAN-India Friendship Year.
Apart from the ASEAN member states, the East Asia Summit includes India, China, Japan, the Republic of Korea, Australia, New Zealand, the US and Russia.

President Joe Biden is formally kicking off his participation at a conference of southeast Asian nations on Saturday, looking to emphasise the United States' commitment in the region where a looming China is also working to expand its influence.
Biden's efforts at the Association of Southeast Asian Nations summit are meant to lay the groundwork ahead of his highly anticipated meeting with Chinese President Xi Jinping &mdash; the first face-to-face encounter of Biden's presidency with a leader whose nation the US now considers its most potent economic and military rival.
The two leaders will meet on Monday at the Group of 20 summit that brings together leaders from the world's largest economies, which is held this year in Indonesia on the island of Bali.
Traveling to Phnom Penh earlier on Saturday, national security adviser Jake Sullivan said Biden will raise issues such as freedom of navigation and illegal and unregulated fishing by China with the ASEAN leaders &mdash; aimed at demonstrating US assertiveness against Beijing.
Freedom of navigation refers to a dispute involving the South China Sea &mdash; where the United States says it can sail and fly wherever international law allows and China believes such missions are destabilising.
Sullivan said the US has a key role to play as a stabilising force in the region and in prevention of any one nation from engaging in &ldquo;sustained intimidation and coercion that would be fundamentally adverse to the nations of ASEAN and other countries.&rdquo; &ldquo;There's a real demand signal for that,&rdquo; Sullivan told reporters aboard Air Force One on Saturday.

Referring to the People's Republic of China, Sullivan continued, &ldquo;I think the PRC may not love that fact, but they certainly acknowledge it and understand it.&rdquo; One new initiative related to those efforts that Biden will discuss later on Saturday focuses on maritime awareness &mdash; specifically using radio frequencies from commercial satellites to better track dark shipping and illegal fishing, Sullivan said.
Biden's visit to Cambodia &mdash; the second ever by a US president &mdash; continues his administration's push to demonstrate its investments in the south Pacific, which was highlighted earlier this year when the White House hosted an ASEAN summit in Washington, the first of its kind.
He also tapped one of his senior aides, Yohannes Abraham, as the official envoy to the 10-country bloc that makes up ASEAN, another way the White House has highlighted that commitment.
ASEAN this year is elevating the US to a &ldquo;comprehensive strategic partnership&rdquo; status &mdash; a largely symbolic enhancement of their relationship but one that puts Washington on the same level as China, which was granted the distinction last year.
Biden will begin his day in Phnom Penh by meeting with Hun Sen, the prime minister of Cambodia, the host for the regional summit.
He'll then speak at the annual US-ASEAN summit and participate in the traditional family photo with southeast Asian leaders, and attend a gala dinner hosted by a parallel summit in Cambodia focusing on east Asia.
Another topic Biden will raise is Myanmar, where the military junta overthrew the ruling government in February 2021 and arrested its democratically elected leader, Aung San Suu Kyi.
While in Phnom Penh, the president will discuss with other leaders how they can &ldquo;coordinate more closely to continue to impose costs and raise pressure&rdquo; on the military, Sullivan said, as it continues to repress people of Myanmar, which had steadily headed toward a democratic form of governance before the coup.
Biden will participate in East Asia summit meetings on Sunday, including a gathering with the leaders of South Korea and Japan, before leaving for the Group of 20 summit in Bali.

External Affairs Minister S Jaishankar held a meeting with his Ukrainian counterpart Dmytro Kuleba where both the leaders discussed recent developments in the region, nuclear concerns and ways to end Russia&rsquo;s war on Ukraine.
Jaishankar met Kuleba on the sidelines of the ASEAN-India summit in the Cambodian capital.
"Pleasure to meet FM @DmytroKuleba of Ukraine. Our discussions covered recent developments in the conflict, the grain initiative and nuclear concerns," he tweeted.
Jaishankar's meeting with Kuleba came days after he went on a two-day visit to Russia amid growing global concerns over increasing hostilities between Russia and Ukraine.
It was Jaishankar's first visit to Moscow after Russia launched its invasion of Ukraine in February.
Jaishankar is accompanying Vice President Jagdeep Dhankhar who is leading the Indian delegation to the ASEAN-India Commemorative Summit and the 17th East Asia Summit here.
Ukraine Foreign Dmytro Kuleba took to Twitter and said that he discussed bilateral cooperation and ways to end Russia&rsquo;s war on Ukraine.

"My Indian counterpart @DrSJaishankar and I met to discuss bilateral cooperation and ways to end Russia&rsquo;s war on Ukraine. I emphasized that Russia must immediately cease deadly attacks, withdraw all troops from Ukraine, and commit to peace. We also focused on global food security," Kuleba tweeted.
India has not yet condemned the Russian invasion of Ukraine and it has been maintaining that the crisis must be resolved through diplomacy and dialogue.
Since the Ukraine conflict began in February, Prime Minister Narendra Modi spoke to Russian President Vladimir Putin as well as Ukrainian President Volodymyr Zelenskyy a number of times.
In a phone conversation with Zelenskyy on October 4, Modi said there can be "no military solution" and that India is ready to contribute to any peace efforts.
During his visit to Moscow from November 7 to 8, Jaishankar held wide-ranging talks with his Russian counterpart Sergey Lavrov and Deputy Prime Minister Denis Manturov.

Southeast Asian foreign ministers acknowledged that their efforts to bring peace to Myanmar haven't succeeded and agreed to increase their determination to end violence in the country, where a military takeover last year set off a crisis that threatens to destabilise the region.
Recent events in Myanmar, including a military air strike that reportedly killed as many as 80 members of the Kachin ethnic minority and the execution of political prisoners in July, have heightened worries among members of the Association of Southeast Asian Nations.
At a special meeting on Myanmar in Jakarta, Indonesia, ASEAN foreign ministers said their efforts haven't achieved significant progress and called for &ldquo;concrete, practical and time-bound actions&rdquo; to strengthen the implementation of a five-point consensus the group reached in April last year on ways to seek peace.
ASEAN, which includes Myanmar, has tried to play a peacemaking role since shortly after the country's military seized power in February last year, ousting the elected government of Aung San Suu Kyi.
The five-point consensus calls for the immediate cessation of violence, a dialogue among concerned parties, mediation by an ASEAN special envoy, provision of humanitarian aid and a visit to Myanmar by the special envoy to meet all concerned parties.
Myanmar's government initially agreed to the consensus but has made little effort to implement it, aside from seeking humanitarian aid and allowing ASEAN's envoy, Cambodian Foreign Minister Prak Sokhonn, to visit.
But it refused to allow him to meet with Suu Kyi, who was arrested and is being tried on a variety of charges that critics say are contrived to sideline her from politics.
In response, ASEAN has not allowed Myanmar's leaders to participate in its official meetings, though working-level officials have joined some.
&ldquo;The meeting agreed that ASEAN should not be discouraged, but even more determined to help Myanmar to bring about a peaceful solution the soonest possible,&rdquo; Prak Sokhonn, who chaired the meeting, said in a statement.
Indonesian Foreign Minister Retno Marsudi said the ministers expressed their concern and disappointment, and in some cases frustration, with the lack of significant progress in the implementation of the consensus. &ldquo;Instead of progressing, the situation was even said to be deteriorating and worsening,&rdquo; she said.
&ldquo;The acts of violence once again must stop immediately,&rdquo; Marsudi said. &ldquo;Without a cessation of violence, there will be no conducive conditions for the resolution of this political crisis.&rdquo;
A statement issued by Myanmar's Foreign Ministry said it &ldquo;will not be bound by the outcomes of the meeting&rdquo; because it was held by the other nine ASEAN countries without Myanmar's attendance.
It insisted that Myanmar's military government has been implementing the five-point roadmap by cooperating with ASEAN's special envoy, holding peace talks with ethnic rebel groups and providing humanitarian assistance.
The meeting came ahead of ASEAN's annual summit on November 11-13, where a top focus of the leaders will be the Myanmar crisis, which has threatened the group's unity.
ASEAN members traditionally avoid criticizing each other, and the violence unleashed by Myanmar's military is widely seen as exposing the group's powerlessness in dealing with a geopolitical and humanitarian emergency that could affect all of them.
Growing numbers of refugees are fleeing Myanmar and seeking asylum throughout the region.
The US-based group Human Rights Watch said an estimated 70,000 have fled to neighbouring countries since the military took power and urged Southeast Asian leaders to ensure their governments don't force people back to Myanmar.
&ldquo;Rather than protecting asylum seekers from the junta's violence and persecution, regional actors are forcing Myanmar refugees and other nationals back into harm's way,&rdquo; said Shayna Bauchner, a researcher for the group.
Malaysian authorities reportedly have accelerated deportations to Myanmar, returning over 2,000 people since April without allowing the United Nations refugee agency to assess their asylum claims, while Thai authorities have pushed asylum seekers back across the Myanmar border without verifying their protection needs, Human Rights Watch said.

A Group Captain commanding the missile unit, a Wing Commander, and a Squadron Leader were reportedly found responsible.
Meanwhile, a Senior Non-Commissioned Officer took quick action which helped avert a bigger disaster after the missile had been launched.
The incident expectedly caused concern among government officials.
Following the missile misfire, the Indian government reviewed standard operating procedures for missile units. Operations, maintenance, and inspection SOPs were reviewed and updated. Firing and training protocols were also revised for Indian Air Force missile units. Additional safety measures were also implemented.
The government was quick to take action because the BrahMos is a very important weapon, and not just for the country's defence.
The BrahMos is also a major part of India's defence diplomacy. The Philippines is buying 3 BrahMos batteries for $375 mn. Indonesia is also considering buying ship-borne BrahMos missiles. Vietnam is another nation in the region interested in acquiring the cruise missile system. India is also reportedly in talks with Argentina, Brazil, and South Africa for BrahMos export deals.
The BrahMos can also play a vital role in India's pushback against an aggressive China.
