The Punjab Government, under the leadership of Chief Minister Bhagwant Singh Mann, is not only working for the welfare of various communities but is also committed to the holistic development of children. In this regard, the Minister of Social Security, Women and Child Development, Dr. Baljit Kaur, has issued new guidelines for online registration for playway schools.
Sharing this information, Cabinet Minister Dr. Baljit Kaur explained that it is mandatory for these schools to have a play area, and it is also necessary for schools to have cameras installed.
Dr. Baljit Kaur appealed to parents to verify whether the school is registered before enrolling their children. Information regarding this will be uploaded on the official website of the Department of Social Security, Women and Child Development. She emphasized that the health of children aged 3 to 6 years in Punjab will not be compromised. Playway schools operating in a single room will be completely shut down.
The Cabinet Minister further stated that schools will ensure timely health checkups and maintain records of immunizations for children. &nbsp;Under the leadership of Chief Minister Sardar Bhagwant Singh Mann, the policy will now be effectively implemented at the ground level, with the launch of a robust online registration system for schools.
The Minister explained that playway schools will use games as a tool for early childhood development, which will enhance both the physical and mental growth of children. She also mentioned that to monitor children&rsquo;s health, parent-teacher WhatsApp groups will be established.

The meeting was attended by Secretary, Home Gurkirat Kirpal Singh, Special DGP, Punjab, Arpit Shukla and Jagjit Singh, Secretary, State Election Commission.
Disclosing this, State Election Commissioner Raj Kamal Chaudhuri said that Municipal elections would be held for 5 Municipal Corporations, 44 Municipal Councils/Nagar Panchayats, and Bye-elections for 43 wards of Municipal Councils, as well as for 6 Wards in other Municipal Corporations. &nbsp;There are total 1609 polling locations and 3717 polling booths; out of these, 344 are declared as hypersensitive and 665 as sensitive polling locations.
He further informed that adequate police force would be deployed in all the polling locations and booths as per the security norms. &nbsp;In all, about 20,486 Police personnel of Punjab Police and Home Guard Jawans would be deployed for these elections. &nbsp;500 patrolling parties and 283 Striking Reserves (DGP Punjab, Range &amp; District Headquarter, Sub-division GO and Police Station) would be deployed to secure the area, round the clock and for taking prompt action in case of any emergency. &nbsp;All Sub-Division GOs would supervise their area of jurisdiction to ensure smooth conduct of these elections and to avoid any untoward incident, he added.
In addition to above, there would be 74 Second Line of Defence Nakas, 87 Interstate Nakas and 257 Inter District/Intra District Nakas all over the stateround the clock, to check the movement of illicit liquor, cash, drugs and anti-social elements.
He further highlighted that Arpit Shukla, IPS, Special Director General of Police, Law &amp; Order, Punjab has been appointed to supervise all the security and law &amp; Order related arrangements for these elections. &nbsp;State Election Commissioner desired that the Commissioners of Police and Senior Superintendents of Police be detailed to ensure maintenance of law and order and take steps to keep tabs on and catch hold of notorious persons, trouble-makers, boot-leggers, bail/parole jumpers, proclaimed offenders and absconders, etc. on day to day basis.
Furthermore, he said that Fool proof security arrangements in all storage/counting centers in the state of Punjab would be made to secure in and around premises of building, where counting of votes will be done. It was decided to ensure strict vigil and carry out checking of vehicles during the 3 days before the date of poll to check the entry of undesirable elements, and to prevent the smuggling or distribution of liquor or drugs.
Raj Kamal Chaudhuri added that District Magistrates to take steps and initiate all preventive measures including issue of prohibitory orders to ensure that voters are not intimidated or obstructed from exercising their right to vote.

Bhagwant Mann meets Kejriwal in jail, says he is being treated like hardcore criminal

The Punjab chief minister said he was asked by Kejriwal to visit different places for campaigning for INDIA bloc candidates.

Punjab Chief Minister Bhagwant Mann met Delhi CM Arvind Kejriwal in Tihar jail on Monday and alleged the AAP chief was not being given amenities that are provided even to hardcore criminals.
Mann, who was accompanied by AAP Rajya Sabha MP Sandeep Pathak, said they met Kejriwal for half-an-hour but they were separated by a glass wall and interacted over a phone call.
"I became emotional seeing him. He is being treated like a hardcore criminal. What is his fault? Is it his fault that he built mohalla clinics?" said Mann.
The Punjab chief minister said he was asked by Kejriwal to visit different places for campaigning for INDIA bloc candidates.
He also said the Aam Aadmi Party will emerge a strong political force on June 4, when Lok Sabha election results are announced.
Pathak said Kejriwal was worried about the people of Delhi and was constantly inquiring whether they were getting subsidies.
"Even while being inside jail, he is worried about the people of Delhi. He said that from next week, he will call two ministers to discuss issues. He has also asked party MLAs to go out among people," Pathak said.
The meeting took place in the 'mulakat jangla,' a room divided with a glass wall, a Tihar jail official said.
Security was already heightened with local police being deployed outside Tihar jail, given that Mann is Z+ protectee.
The Delhi chief minister and AAP national convenor was arrested by the Enforcement Directorate (ED) on March 21. His current judicial custody is expiring on Monday.
The ED has accused Kejriwal of being involved in the "entire conspiracy of Delhi liquor scam, in drafting and implementation of the policy, for favouring and benefiting the quid pro receiving kickbacks and eventually using part of proceeds of crime generated out of the scheduled offence in the election campaign for Goa Assembly elections".&nbsp;

Punjab Chief Minister Bhagwant Mann on Sunday attacked the BJP-led Centre over the arrest of AAP supremo Arvind Kejriwal and alleged that freedom and the country's Constitution were in danger.
Mann, along with several ministers and AAP MLAs, gathered at Khatkar Kalan in Shaheed Bhagat Singh Nagar district for a day-long fast to protest the arrest after the Aam Aadmi Party gave the call for a nationwide collective fast.
Khatkar Kalan is the ancestral village of legendary freedom fighter Bhagat Singh.
Kejriwal, who is also the AAP national convener, was arrested last month by the Enforcement Directorate in an excise policy-linked money laundering case. He had been sent to judicial custody till April 15.
Recently, Yadvinder Sandhu, the kin of Bhagat Singh, had opposed Kejriwal's picture behind bars being flanked by portraits of the freedom fighter and BR Ambedkar, saying he felt bad that an attempt was being made to compare the AAP leader with the two icons.
The BJP on Sunday accused Mann of hurting the feelings of people by placing Kejriwal's picture at the birthplace of Shaheed Bhagat Singh.
Addressing the gathering at Khatkar Kalan, Mann alleged that the BJP was "unnerved" at the expansion of the AAP which became a national party in 10 years.

The kind of classrooms, laboratories and other facilities it has, I can say with challenge that if anyone had build such a school in private sector, they would have kept at least Rs 10,000 per month fees." He said now the children of labourers, poor, farmers, electricians, plumbers and others will get modern facilities in the School of Eminence.

"I keep visiting Punjab regularly. Two chief ministers (Mann and Kejriwal) are touring Punjab and visiting the government schools. Kejriwal said a common man only wants that his children receive good education and stand on their own feet.

"Ahmedabad district's Kishansinh Solanki is today suspended from the party for six years with immediate effect for anti-party activities by the order of state BJP chief CR Paatil," the statement said.
Gujarat BJP spokesperson Yagnesh Dave said Solanki had been a part of the state BJP media team and served as a spokesperson but was not holding any post as of now.
"He was a convener of the BJP media cell and appeared in TV debates on behalf of the party before he was removed from the post around six months ago," Dave said.
As per his Facebook profile, Solanki had also served as a national executive member of the BJP Kisan Morcha or farmers' cell.

Criticising the Governor's decision to withdraw the order for the summoning of the assembly session for a confidence vote, Delhi Chief Minister and AAP Convenor <a href="https://www.editorji.com/india-news/amid-drunk-allegations-arvind-kejriwal-backs-punjab-cm-bhagwant-mann-1663694320651">Arvind Kejriwal</a> tweeted: "How can the governor refuse a session called by the cabinet? Aam Aadmi Party (AAP) national convener Arvind Kejriwal on Tuesday defended Punjab Chief Minister Bhagwant Mann amid allegations that he was deplaned from a Delhi-bound flight at the Frankfurt airport as he was "drunk".

After 75 years, Punjab has got a 'kattar' honest and hard-working chief minister," he said.
He said the Opposition is indulged in mudslinging as it has failed to pick fault in Mann's work.
"All this is a lie, all nonsense. The Opposition is trying to stop Mann but people are watching. They are happy with his work," Kejriwal said.
Queried on the arrest of AAP MLA Amanatullah Khan, the Delhi chief minister said anyone who committed a mistake should be punished.
He targeted the Bharatiya Janata Party for holding press conferences on this issue.
"I have never seen a more useless party than the BJP. It has CBI, ED, Income Tax, and the police at its disposal. Despite this, they hold press conferences daily to accuse people. If we ever form a government at the Centre, we will send accused people to jail and not hold press conferences," he said.
Khan was nabbed by the Anti-Corruption Branch (ACB) on September 16 in connection with a graft case.

Aam Aadmi Party (AAP) national convener Arvind Kejriwal on Tuesday defended Punjab Chief Minister Bhagwant Mann amid allegations that he was deplaned from a Delhi-bound flight at the Frankfurt airport as he was "drunk".
Speaking to reporters in Vadodara in poll-bound Gujarat, Kejriwal said the Opposition is slinging mud at Mann and spreading lies as they cannot find a fault in his work.
Shiromani Akali Dal (SAD) chief Sukhbir Singh Badal on Monday alleged that Mann was deplaned from a Lufthansa flight at the Frankfurt airport because he was in an inebriated state.
Earlier in the day, Union Civil Aviation Minister Jyotiraditya Scindia said he will look into the allegations. Meanwhile AAP chief Arvind Kejriwal backed Mann and said: "What Mann Saheb had done in the last six months, no government in Punjab had done in the last 75 years. After 75 years, Punjab has got a 'kattar' honest and hard-working chief minister."
He said the Opposition is indulged in mudslinging as it has failed to pick fault in Mann's work.
"All this is a lie, all nonsense. The Opposition is trying to stop Mann but people are watching. They are happy with his work," Kejriwal said.
Queried on the arrest of AAP MLA Amanatullah Khan, the Delhi chief minister said anyone who committed a mistake should be punished.
He targeted the Bharatiya Janata Party for holding press conferences on this issue.
"I have never seen a more useless party than the BJP. It has CBI, ED, Income Tax, and the police at its disposal. Despite this, they hold press conferences daily to accuse people. If we ever form a government at the Centre, we will send accused people to jail and not hold press conferences," he said.
Khan was nabbed by the Anti-Corruption Branch (ACB) on September 16 in connection with a graft case.

Speculation is rife that the CM on his way back to India was deplaned on a Lufthansa flight for allegeldy being too drunk.

A website named Indiannarrative.com quoted an Indian co-passenger on the same flight who claimed that the Chief Minister was not steady on his feet as he had consumed excessive alchohol and had to be supported by his wife and security personnel.

Soon after the purported reports gained traction, Akali Dal leader Sukhbir Singh Badal took to Twitter saying Mann "embarassed and shamed Punjabis all over the globe."((use Badal's tweet)) 
The passenger, as per the report, also claimed that the flight was delayed by over 4 hours and Punjab government officials tried to prevail upon the Lufthansa flight crew not to deplane the Chief Minister due to his packed schedule on the next day. The airline, however, refused to compromised on their flight rules, the passenger added.
As per Luthansa's updated schedule, the flight took off about 4 hours late from its schduled departure. It was scheduled to depart at 1:40 pm on September 17 and land in Delhi at 12.55 am. However, the Frankfurt flight left at 5.52 pm and landed at about 4:30 am in Delhi on September 18.
Responding to the developments, Delhi Congress also accused the former MP of being 'heavily drunk' as they higlighted the purported report.

Meanwhile, NDTV quoted the airlines for a statement in which it outlined that the Frankfurt to Delhi flight departed later than originally planned to due to a delayed inbound flight and aircraft change.
AAP spokesperson Malwinder Singh Kang called the social media reports propaganda adding that the Opposition is rattled because Mann was successively getting some investment from his foreign trip.
The CM who was on an investment trip from September 11-18 on in Punjab, has had a story of repeated appearnces in inerbiated state, and during the run-up to the state assembly polls, he had vowed to quit drinking too.

Bhagwant Mann assures complete support to the army’s recently launched Agnipath scheme, a short-term military service, the matter came to the surface when army’s zonal recruitment office said it will recommend its headquarters "hold in abeyance" its recruitment rallies, due to lack of local administrative support for the smooth conduct of recruitment drive.
The army zonal recruitment officer general Sharad Bikram Singh in an official letter to the high-rank officials in Punjab administration had complained "We are constrained to bring to your kind attention that the support from the local civil administration is vacillating with no clear-cut commitments. They are usually citing their inadequacies due to lack of directions from the state government at Chandigarh or lack of funds".
The letter further mentions  "We are now thus compelled to bring to your kind notice that unless clear-cut commitments are not received in writing on issues raised, we would be taking up the case with Army Headquarters to hold in abeyance all future recruitment rallies and procedures in the state of Punjab, alternately conduct rallies in neighboring states."
The Punjab PM, Bhagwat Mann, retracted the development, in a tweet he said all the deputy commissioners have been instructed to provide full support to the army for the smooth conduct of the recruitment drive.
Furthermore, Mann in a tweet said "Any laxity shall be viewed seriously,"  he said that every effort will be made to ensure that the maximum number of candidates are selected from the state.
For smooth conduct of Agnipath recruitment drive army had asked for critical support which include police assistance for law and order, barricading to enable smooth entry of candidates, emergency medical support, food for 3000 to 4000 participants per day for 14 days water, mobile toilets and rain shelters at the recruitment venue.
As per official details, 27000 candidates are expected to participate in the rallies from six districts in Patiala.
In Ludhiana, one recruitment drive was held in August and currently an ongoing camp in Gurdaspur while the third one was to be held in Patiala from September 17 to 30.

Punjab Chief Minister Bhagwant Mann Sunday expressed shock after Punjabi singer Sidhu Moosewala was shot dead in Mansa district, and said nobody involved will be spared.
Moosewala was shot dead by unidentified assailants in Punjab's Mansa district, a day after his security cover was withdrawn.
"I am Shocked and Deeply saddened by the gruesome murder of Siddhu Moosewala. Nobody involved will be spared. My thoughts and prayers are with his family and his fans across the world. I appeal everyone to stay calm," Mann said in a tweet.
Deputy Superintendent of Police (Mansa) Gobinder Singh said that some unidentified assailants opened fire at Moosewala and several bullets hit him.

Later, Mansa civil surgeon Dr Ranjeet Rai told reporters that Sidhu Moosewala was brought dead to a civil hospital. He said that two others who sustained bullet injuries have been referred to another hospital.

Punjab Congress chief Amrinder Singh Raja Warring on Friday questioned the "stony silence" of Chief Minister Bhagwant Mann for not congratulating students for excelling in the national achievement survey conducted by the Centre.             According to a report of the NAS-2021, Punjab has emerged as the top performer among states.
It has got first rank in all subjects of Classes 3, 5, 8 and first position in mathematics subject of Class 10.
The NAS was conducted on November 12, 2021 by the Centre. The NAS is a national-level assessment survey which is conducted to obtain information about learning achievement of students.              
Warring on Friday slammed CM Mann for not congratulating the students and teachers of Punjab on getting top rank in the NAS.
"I am surprised over the stony silence of our Chief Minister Bhagwant Singh Mann as it is a matter of pride and glory for all the Punjabis," Warring said in a statement.  
"Or the government has turned stone deaf and cannot hear and bear anything other than the Delhi Model, which fell way behind the Punjab model," said Warring.            
The Punjab Congress chief said the "silence" of the chief minister and his party is obvious as they cannot afford to acknowledge the achievements of the Congress government.
"They must be shocked as to how they can sell a model that they claim is so successful when it fell way behind the Punjab model that they seek to improve," he said while taking a swipe at Delhi Chief Minister Arvind Kejriwal's oft-repeated claims about Delhi model of education.             Warring urged the chief minister that as a proud Punjabi, he should not have any hesitations in glorifying the Punjab model wherever he goes, whether to Gujarat or Himachal Pradesh.
"Instead of parroting Kejriwal's failed Delhi model, as was revealed in the recent NAS, you should proudly propagate the successful Punjab Model," Warring advised Mann.             "We do not want or expect you to acknowledge the achievement of the Congress government in improving the education system in the state, but at least have the moral courage to acknowledge the achievements of your own Punjabi teachers and students who have outshone everyone in the country, including those who study in Delhi," Warring told Mann.

Punjab Chief Minister Bhagwant Mann on Friday moved a resolution in the Assembly seeking immediate transfer of Chandigarh to the state, while accusing the Centre of trying to upset the balance in the adminstration of the Union Territory as well as common assets.
The one-day special session comes amid a political row sparked by Union Home Minister Amit Shah's announcement that central service rules will apply to the employees of Chandigarh.
Moving the resolution in the House, Mann asked the Centre to honour the principles of federalism enshrined in the Constitution and not to take any steps which may disturb the balance of the administration of Chandigarh and that of other common assets &ldquo;Punjab was reorganised through the Punjab Reorganisation Act, 1966 wherein, the state of Punjab was reorganised into the state of Haryana, Union Territory of Chandigarh and some parts of Punjab were given to the then Union Territory of Himachal Pradesh," the resolution stated.
"Since then a balance was maintained in the administration of common assets like Bhakra Beas Management Board, by way of giving management positions in some proportion to the nominees of state of Punjab and state of Haryana.Through many of its recent actions the central government has been trying to upset this balance,&rdquo; it said.
The central government has advertised the posts of members of BBMB to officers of all states and central government, whereas these posts were traditionally filled up by officers from Punjab and Haryana. Similarly, Chandigarh administration has always been managed by officers of Punjab and Haryana in the ratio of 60:40, the resolution said.
"However, recently central government has posted officers from outside to Chandigarh and has introduced central civil service rules for employees of Chandigarh administration, which goes completely against the understanding in the past.
"Chandigarh city was created as the capital of Punjab. In all past precedents whenever a state has been divided, the capital remain with the parent sate. Punjab, therefore, has been laying its claim for complete transfer of Chandigarh to Punjab," the resolution state.
In the past, this House has passed a number of resolutions urging the Central government to transfer Chandigarh to Punjab, Mann noted.
"For maintaining harmony and taking the sentiments of people into account, this House once again recommends to the state government to raise the matter with Central government to immediately transfer Chandigarh to Punjab,&rdquo; it said.
"This House also requests the central government to honour the principles of federalism enshrined in our Constitution and not to take any steps which may disturb the balance the administration of Chandigarh and that of other common assets like BBMB,&rdquo; said the resolution.
Earlier, after the session began,&nbsp;Congress MLA Rana Gurjeet Singh and his son Rana Inder Partap Singh who is an Independent legislator, were administered the oath of office.&nbsp;&nbsp; The House was adjourned for 30 minutes after the obituary references.
Union Home Minister Shah's announcement on Sunday last had evoked sharp reactions from the AAP, Congress and SAD leaders, with many of them saying that this was "another big blow to the rights of Punjab" after changes in the Bhakra Beas Management Board (BBMB) rules.
Shah had said the move will benefit Chandigarh UT employees in a big way&nbsp;as their retirement age will increase from 58 to 60 years and women employees will get childcare leave of two years instead of the current one year.
CM Mann had then said it goes against the Punjab Reorganisation Act and had also said that Punjab will fight for its&nbsp;rightful&nbsp;claim over Chandigarh.
The Centre had earlier changed rules for the selection criteria of BBMB members.
The BBMB, which is a statutory body under the Punjab Reorganisation Act, 1966 and manages the water resources of Sutlej and Beas, has a whole-time chairman and two members&mdash;member (irrigation) and member (power).
According to the convention, the member (power) is always from Punjab and member (irrigation) is from Haryana are selected from a panel of senior engineers.&nbsp;But the changes in the rules for selection criteria allowed anyone to apply for these posts.

Punjab Chief Minister Bhagwant Mann on Friday moved a resolution in the Assembly seeking immediate transfer of Chandigarh to the state, while accusing the Centre of trying to upset the balance in the adminstration of the Union Territory as well as common assets.
The one-day special session comes amid a political row sparked by Union Home Minister Amit Shah's announcement that central service rules will apply to the employees of Chandigarh.
Moving the resolution in the House, Mann asked the Centre to honour the principles of federalism enshrined in the Constitution and not to take any steps which may disturb the balance of the administration of Chandigarh and that of other common assets &ldquo;Punjab was reorganised through the Punjab Reorganisation Act, 1966 wherein, the state of Punjab was reorganised into the state of Haryana, Union Territory of Chandigarh and some parts of Punjab were given to the then Union Territory of Himachal Pradesh," the resolution stated.
"Since then a balance was maintained in the administration of common assets like Bhakra Beas Management Board, by way of giving management positions in some proportion to the nominees of state of Punjab and state of Haryana.Through many of its recent actions the central government has been trying to upset this balance,&rdquo; it said.
The central government has advertised the posts of members of BBMB to officers of all states and central government, whereas these posts were traditionally filled up by officers from Punjab and Haryana. Similarly, Chandigarh administration has always been managed by officers of Punjab and Haryana in the ratio of 60:40, the resolution said.
"However, recently central government has posted officers from outside to Chandigarh and has introduced central civil service rules for employees of Chandigarh administration, which goes completely against the understanding in the past.
"Chandigarh city was created as the capital of Punjab. In all past precedents whenever a state has been divided, the capital remain with the parent sate. Punjab, therefore, has been laying its claim for complete transfer of Chandigarh to Punjab," the resolution state.
In the past, this House has passed a number of resolutions urging the Central government to transfer Chandigarh to Punjab, Mann noted.
"For maintaining harmony and taking the sentiments of people into account, this House once again recommends to the state government to raise the matter with Central government to immediately transfer Chandigarh to Punjab,&rdquo; it said.
"This House also requests the central government to honour the principles of federalism enshrined in our Constitution and not to take any steps which may disturb the balance the administration of Chandigarh and that of other common assets like BBMB,&rdquo; said the resolution.
Earlier, after the session began,&nbsp;Congress MLA Rana Gurjeet Singh and his son Rana Inder Partap Singh who is an Independent legislator, were administered the oath of office.&nbsp;&nbsp; The House was adjourned for 30 minutes after the obituary references.
Union Home Minister Shah's announcement on Sunday last had evoked sharp reactions from the AAP, Congress and SAD leaders, with many of them saying that this was "another big blow to the rights of Punjab" after changes in the Bhakra Beas Management Board (BBMB) rules.
Shah had said the move will benefit Chandigarh UT employees in a big way&nbsp;as their retirement age will increase from 58 to 60 years and women employees will get childcare leave of two years instead of the current one year.
CM Mann had then said it goes against the Punjab Reorganisation Act and had also said that Punjab will fight for its&nbsp;rightful&nbsp;claim over Chandigarh.
The Centre had earlier changed rules for the selection criteria of BBMB members.
The BBMB, which is a statutory body under the Punjab Reorganisation Act, 1966 and manages the water resources of Sutlej and Beas, has a whole-time chairman and two members&mdash;member (irrigation) and member (power).
According to the convention, the member (power) is always from Punjab and member (irrigation) is from Haryana are selected from a panel of senior engineers.&nbsp;But the changes in the rules for selection criteria allowed anyone to apply for these posts.
