"America was built on the promise of possibility and second chances. As President, I have the great privilege of extending mercy to people who have demonstrated remorse and rehabilitation, restoring opportunity for Americans to participate in daily life and contribute to their communities, and taking steps to remove sentencing disparities for non-violent offenders, especially those convicted of drug offenses," Biden said in a statement on Thursday.
"That is why, today, I am pardoning 39 people who have shown successful rehabilitation and have shown commitment to making their communities stronger and safer. I am also commuting the sentences of nearly 1,500 people who are serving long prison sentences &ndash; many of whom would receive lower sentences if charged under today's laws, policies, and practices,&rdquo; he said.
This was the largest single-day act of clemency in recent times.
In December 2012, Dr Meera Sachdeva was sentenced to 20 years in prison and ordered to repay nearly USD8.2 million for fraud at a former Mississippi cancer centre she ran. She is now 63.
Babubhai Patel was sentenced to 17 years on 26 convictions for a healthcare fraud conspiracy, a drug conspiracy, and related fraud and drug violations in 2013.
Also in 2013, Krishna Mote, 54, was sentenced to serve life in prison after he was convicted of conspiracy to distribute more than 280 grams of crack cocaine and more than 500 grams of cocaine, and distribution of crack cocaine as an aider and abettor.
Vikram Dutta, 63, was in January 2012 sentenced in a Manhattan federal court to 235 months in prison after he was found guilty of conspiracy charges stemming from his use of his perfume distribution business to launder millions of dollars for a Mexican narcotics organisation.

The 81-year-old Democrat gave reporters the thumbs up and said "I feel good" as he cut short a trip to Las Vegas and flew to his beach home in Delaware to go into isolation, which will take him off the campaign trail for days.
Biden thanked well-wishers on X, adding that "I will be isolating as I recover, and during this time I will continue to work to get the job done for the American people."
The infection comes at a critical moment for Biden's campaign, with the president seeking to show he is up to the job after a disastrous debate performance against rival Donald Trump sparked concerns about his health and calls from some Democrats for him to step aside.
It is also the latest development in a tumultuous few days in an already frenetic White House race that saw Trump survive an assassination attempt at a campaign rally.
Biden was forced to cancel a speech to a union representing Latino workers who will be crucial for his election bid, having attended a campaign event earlier in the day and given a radio interview.
His spokeswoman Karine Jean-Pierre said Biden was vaccinated and boosted, was now taking the Covid medication Paxlovid and "continues to carry out the full duties of the office while in isolation."
White House doctor Kevin O'Connor said Biden had complained of suffering from a runny nose, a cough and "general malaise," and after attending the campaign event he tested positive.
"His symptoms remain mild," O'Connor said, adding that Biden's respiratory rate, temperature and blood oxygen levels all remained normal.
Biden was seen walking from his limousine to his plane at Las Vegas without a mask. "Good," he said when asked how he felt, "I feel good."
Janet Murguia, the president of the Unidos union for Latino workers, told the crowd about the diagnosis shortly before the White House announcement.

People waiting for the speech said Biden's health did not worry them despite the Covid diagnosis.
"I think he's strong and he's going to recover soon," Anne Vilagut told AFP.
But Biden's illness comes as concerns over the fitness of the oldest US president in US history reach fever pitch.
Asked what could make him rethink his presidential bid, Biden told the Black media outlet BET in an interview taped Tuesday in Las Vegas: "If I had some medical condition that emerged, if somebody, if the doctors came and said 'you've got this problem, that problem.'"
Biden has so far refused to drop out, and blamed his debate debacle, when he appeared tired and confused, on a bad cold and jet lag.
But US broadcaster ABC News reported Wednesday that Democratic Senate Majority Leader Chuck Schumer had told Biden over the weekend that it would be "better for the country if he were to bow out," in what would be a fatal blow.
A spokesperson for Schumer played down the report, saying: "Unless ABC's source is Senator Chuck Schumer or President Joe Biden the reporting is idle speculation."
"Leader Schumer conveyed the views of his caucus directly to President Biden."
The Washington Post and New York Times meanwhile reported that both Schumer and House Democratic leader Hakeem Jeffries had warned Biden that his candidacy puts the party's electoral prospects at risk.
White House spokesman Andrew Bates pushed back in a statement, saying: "The President told both leaders he is the nominee of the party, he plans to win, and looks forward to working with both of them to pass his 100 days agenda to help working families."
Earlier on Wednesday, Representative Adam Schiff of California became the highest-profile Democrat to publicly urge Biden to "pass the torch."
"A second Trump presidency will undermine the very foundation of our democracy, and I have serious concerns about whether the President can defeat Donald Trump in November," Schiff said in a statement to the Los Angeles Times.
Biden insists that Democratic voters support him, but a poll by the Associated Press and NORC Center for Public Affairs Research said Wednesday that nearly two-thirds want him to step aside.

This also puts an added burden on Israel while they go after Hamas, "but that does not lessen the need to operate and align with the laws of war, for Israel has to do everything in its power -- Israel has to everything its power, as difficult as it is, to protect innocent civilians", the US president said.

The flow needs to increase, he said, adding that the US is working very hard with its partners to make that happen.
At the same time, Biden said that Israelis and Palestinians equally deserve to live side by side in safety, dignity, and peace. "There's no going back to the status quo as it stood on October the 6th. That means ensuring Hamas can no longer terrorise Israel and use Palestinian civilians as human shields," he said.
"It also means that, when this crisis is over, there has to be a vision of what comes next. In our view, it has to be a two-state solution," Biden said.
It means a concentrated effort from all the parties, Israelis, Palestinians, regional partners, global leaders to "put us on a path toward peace", he said.&nbsp;

The new economic corridor, which many see as an alternative to China's Belt and Road Initiative, was jointly announced by the leaders of the US, India, Saudi Arabia, the United Arab Emirates, France, Germany, Italy and the European Union on the sidelines of the G20 summit in September.
The corridor comprises an eastern corridor connecting India to the Gulf region and a northern corridor connecting the Gulf region to Europe.

The budget was termed a "non-starter" by the Republicans who have a majority in the House of Representatives.
Biden at a rally in Philadelphia asserted that his budget reflects what "we can do to" lift the burden on hard-working Americans and it would reduce the deficit this year by USD 160 billion.
"To support working parents, my budget expands access to affordable childcare for millions of families. And it's going to invest in paid family medical leave," Biden said, adding that his budget also invests in elder care and home care and restores the child tax credit.
Biden said the budget will deliver funding to help the US lead the world again. "My budget also invests in critical issues that matter to families, increasing the supply of affordable housing, lower rental costs, and make it easier to buy a home, all of which will generate economic growth and prosperity," he said.
Asserting that he brought down the deficit of USD 1.7 trillion more than any president in American history, Biden said his latest budget is going to reduce the deficit by nearly USD 3 trillion over 10 years.
The budgetary proposals call for imposing a 25 per cent minimum tax on the wealthiest 0.01 per cent of households, quadrupling a one per cent surcharge on corporate stock buybacks, and restoring the top marginal income tax rate to 39.6 per cent. It proposes to raise the corporate income tax rate from 21 per cent to 28 per cent.
"No billionaire should be paying a lower tax than somebody working as a schoolteacher or a firefighter or any of you in this room. So, my plan is to make sure the corporations begin to pay their fair share. It used to be 35 per cent. We cut it down to 21 per cent. I think we should be paying 28 per cent," he said.
The opposition Republican party was very critical of the budget. "President Joe Biden's budget is a reckless proposal doubling down on the same Far Left spending policies that have led to record inflation and our current debt crisis,&rdquo; said Speaker Kevin McCarthy, Majority Leader Steve Scalise, Majority Whip Tom Emmer, and Republican Conference Chairwoman Elise Stefanik in a joint statement.

In Kyiv, Biden announced an additional half-billion dollars in U.S. assistance, including shells for howitzers, anti-tank missiles, air surveillance radars and other aid, but no new advanced weaponry.

President Joe Biden informed Congress on Monday that he will end the twin national emergencies for addressing COVID-19 on May 11, as most of the world has returned closer to normalcy nearly three years after they were first declared.
The move to end the national emergency and public health emergency declarations would formally restructure the federal coronavirus response to treat the virus as an endemic threat to public health that can be managed through agencies' normal authorities.
It comes as lawmakers have already ended elements of the emergencies that kept millions of Americans insured during the pandemic. Combined with the drawdown of most federal COVID-19 relief money, it would also shift the development of vaccines and treatments away from the direct management of the federal government.
Biden's announcement comes in a statement opposing resolutions being brought to the floor this week by House Republicans to bring the emergency to an immediate end. House Republicans are also gearing up to launch investigations on the federal government's response to COVID-19.
Then-President Donald Trump first declared the COVID-19 pandemic a national emergency on March 13, 2020. The emergencies have been repeatedly extended by Biden since he took office in January 2021, and are set to expire in the coming months. The White House said Biden plans to extend them both briefly to end on May 11.
&ldquo;An abrupt end to the emergency declarations would create wide-ranging chaos and uncertainty throughout the health care system &mdash; for states, for hospitals and doctors' offices, and, most importantly, for tens of millions of Americans,&rdquo; the Office of Management and Budget wrote in a Statement of Administration Policy.

President Joe Biden said Monday that the US would intervene militarily if China were to invade Taiwan, saying the burden to protect Taiwan is "even stronger' after Russia's invasion of Ukraine. It was one of the most forceful presidential statements in support of self-governing in decades.
Biden, at a news conference in Tokyo, said “yes” when asked if he was willing to get involved militarily to defend Taiwan if China invaded. “That's the commitment we made,” he added.
The US traditionally has avoided making such an explicit security guarantee to Taiwan, with which it no longer has a mutual defense treaty. The 1979 Taiwan Relations Act, which has governed US relations with the island, does not require the US to step in militarily to defend Taiwan if China invades, but makes it American policy to ensure Taiwan has the resources to defend itself and to prevent any unilateral change of status in Taiwan by Beijing.
Biden's comments were likely to draw a sharp response from the mainland, which has claimed Taiwan to be a rogue province.
A White House official said Biden's comments did not reflect a policy shift.
Speaking alongside Japanese Prime Minister Fumio Kishida, Biden said any effort by China to use force against Taiwan would “just not be appropriate,” adding that it “will dislocate the entire region and be another action similar to what happened in Ukraine.” China has stepped up its military provocations against democratic Taiwan in recent years aimed at intimidating it into accepting Beijing's demands to unify with the communist mainland.
