Major bureaucratic rejig in Bihar amid reports Nitish Kumar may join NDA

An official told PTI the transfers and postings made in the last few days were part of routine exercise.&nbsp;

The Bihar government on Friday transferred 22 IAS officers, which included five district magistrates (DMs), as well as 45 officers from the Bihar Administrative Service (BAS).
According to a notification by the general administration department, Patna DM Chandrasekhar Singh, a 2010-batch IAS officer, has been transferred to the chief minister's secretariat as special secretary. Singh was recently in the news for his war of letters with the state education department over closure of schools in Patna in view of cold wave conditions.
Singh has been replaced by 2011-batch IAS officer Shirsat Kapil Ashok, who is currently the IG (prisons).
Naval Kishor Choudhary (2013-batch IAS officer), currently Gopalganj DM, is the new Bhagalpur DM.
Bhagalpur DM Subrat Kumar Sen (a 2013-batch IAS officer) has been appointed as Muzaffarpur DM.
Arvind Kumar Choudhary (1995-batch IAS officer), presently posted as principal secretary (finance), has been given additional charge of principal secretary (rural development department).
Senthil K Kumar (1996-batch IAS officer), principal secretary, home department, is the new principal secretary of planning department.
Safeena AN (1997-batch IAS officer), principal secretary, minorities welfare department, has been appointed as member, revenue board.
Similarly, 45 officers of Bihar Administrative Service (BAS) have also been assigned new postings.
On January 23, 29 senior IAS officers were assigned new posting in a major bureaucratic rejig.
"Transfers and postings made in the last few days were part of routine exercise," a senior GAD official said.

&ldquo;I am delighted that the Government of India has decided to confer the Bharat Ratna on the beacon of social justice, the great Jan Nayak Karpoori Thakur Ji and that too at a time when we are marking his birth centenary. This prestigious recognition is a testament to his enduring efforts as a champion for the marginalized and a stalwart of equality and empowerment," he said.
Revered as 'Jannayak' by his followers, the iconic socialist leader was known for championing the cause of backward classes. He served as the CM from December 1970 to June 1971 and from December 1977 to April 1979. Thakur died on February 17, 1988. The highlight of his tenure was providing reservations for the backward classes in government jobs, a move that would eventually set the tone for the Mandal Commission report in 1990.

Bihar Chief Minister Nitish Kumar on Monday ruled out the possibility of a realignment with the BJP, asserting that he will "rather die than join hands" with his former ally.
The JD(U) leader also reminded the saffron party that while in alliance it used to get votes of all his supporters, including Muslims who have always been "wary" of the BJP's Hindutva ideology.
He also scoffed at the BJP's claim that it would win 36 out of the 40 Lok Sabha seats in the state next year.
Kumar reiterated that his return to the NDA in 2017, following "baseless" corruption cases against his deputy Tejashwi Yadav and the latter&rsquo;s father Lalu Prasad, was a "mistake".&nbsp;

A day after a video making rounds on social media in which it has been seen that Bihar CM Nitish Kumar was attacked by a man during a programme in the Bakhtiarpur town of Patna district on Sunday. The incident was captured in the CCTV camera.
The man is identified as Shankar Kumar Verma aka Chottu, a resident of Bakhtiarpur town, Police said. Though he was handed over to local police after the incident happened.
Following the investigation, the man is mentally disturbed. His relatives have told the authorities that his mental condition is not stable. Earlier he has tried to kill himself. His wife has left him moreover he lives alone with his children.
After the investigation process, Bihar CM instructed the officials not to take any harsh action against him instead he asked them to provide him medical treatment for his illness.

Mahto, an MLA from the Cheriya Bariyarpur Assembly constituency in Begusarai district, said "the sale and consumption of marijuana is also banned in the state but why is Nitish&nbsp;not leaving the addiction of marijuana?"

Bihar Chief Minister Nitish Kumar is not in the race for the post of the prime minister though he has all the qualities required to become one, his party, the Janata Dal (United), said on Sunday.
The party is an ally of the BJP at the Centre as well as in the state.
Asked about the matter, Kumar said called it "nonsense". "I neither want nor expect (this)."&nbsp;
"Nitish Kumar is not a candidate for the post of the prime minister. The JD(U) is the most trusted member of the National Democratic Alliance (NDA) and Prime Minister Narendra Modi is the leader of the alliance. But he (Kumar) certainly is a PM material," JD(U) General Secretary and spokesperson K C Tyagi told reporters after the party's national council meeting here.
&ldquo;We are in the NDA and firmly support the alliance. The party would welcome setting up of an NDA coordination committee to resolve various issues. During the period of Atal Bihari Vajpayee government, several works were done after setting up the coordination committee. "We will be happy if a similar coordination committee is formed again at the central and state levels for smooth functioning of the government and to put a stop to unwarranted comments made by leaders of alliance partners,&rdquo; Tyagi said.
To a question, he said the JD(U) will contest the assembly elections in Uttar Pradesh and Manipur in 2022.
"Our priority will be to form an alliance with the BJP (for the polls). If that does not happen, we will contest independently," the senior JD(U) leader said.
The party had not contested the UP assembly elections in 2017.
Rajiv Ranjan Singh, newly appointed JD(U) national president, had said on August 7 that the party is capable of contesting elections alone.
On the JD(U)&rsquo;s demand for caste-based census in the country, Tyagi said, &ldquo;A delegation led by the CM recently briefed the PM on the caste-based ensus and urged him to take an appropriate decision. The PM listened to the delegation. The caste census should be done at least once. It will be easy for the government to identify the poor other than Dalits and help formulate schemes for their welfare".
The caste-based census has not taken place in the country since British rule.
