The cities of Sao Sebastiao and Bertioga cancelled Carnival celebrations as search and rescue operations were carried out.

A deadly deluge has hit Brazil amid Carnival season, with some cities cancelling the festivities. Over 20 people died in floods and landslides in several cities in the northern Sao Paulo state, Brazilian authorities said on 19 February 2023.
The cities of Sao Sebastiao and Bertioga cancelled Carnival celebrations as search and rescue operations were carried out. A public calamity decree for Ubatuba, Sao Sebastiao, Ilhabela, Caraguatatuba, and Bertioga was issued.
&ldquo;Our rescue teams are not managing to get to several locations; it is a chaotic situation,&rdquo; said Felipe Augusto, the mayor of Sao Sebastiao. He posted in his social media channels several videos of widespread destruction in his city, including one of baby being rescued by locals lined up on a flooded street.
Sao Paulo state government said in a statement that precipitation in the region has surpassed 600 millimeters in one day, one of the highest amounts ever in Brazil in such a short period.
Bertioga alone had 687 millimeters during that period, the state government said.

Dog lovers gathered with their costumed pets to parade and compete in a costume competition in Rio de Janeiro Saturday, celebrating 2023 Carnival.
Some dog owners even matched their costumes to the ones worn by their furry friends.
&ldquo;They are very important to us. It&rsquo;s a moment for them to be together, all dogs together, playing, having fun during carnival,&rdquo; said &Eacute;dson Chianca, matching a Minnie Mouse outfit with his 12-year-old dog Saori.
Owners showcased their dog&rsquo;s costume during the competition, from snow white, &ldquo;super dog&rdquo; to sushi and Rio&rsquo;s traditional &ldquo;mate&rdquo; drink.
The parade has become a tradition of the carnival in Rio de Janeiro and prides itself in being the most democratic and inclusive party in the world.
The name "Bloc&atilde;o" is a mixture of "bloco" which refers to the traditional street parties and "c&atilde;o", "dog" in Portuguese, but could also mean a "big bloco."

The annual Notting Hill Carnival has returned to the streets of London for the first time since 2019, with more than 1 million people expected to take in the music, spectacular parades, dancing and food offerings at Europe's largest street party on Sunday and Monday.
 
The carnival, which celebrates Caribbean culture at the end of August every year, had to take place online for two years due to the coronavirus pandemic.
 
The carnival traces its history back to 1958, when Trinidadian human rights activist Claudia Jones began organizing a gathering to unify the community after a series of racially motivated attacks on West Indians in west London's Notting Hill neighborhood.
Actor Colin Salmon plays with the UFO Steelband and said that missing the Notting Hill Carnival was like "missing Christmas."
"For our family and our band it's literally one of the best nights, days of the year, weekends of the year, so it's good to be back and doing it really," he added.
The event has grown from a festival drawing several hundred people to a huge annual street party, with tens of thousands of performers in the parade and more than 30 sound systems.
Celebrations began on Saturday night, as more than 1,000 people gathered to watch a steel band competition in west London.
