In a scathing attack on Prime Minister Narendra Modi and the BJP, Congress leader Rahul Gandhi on Wednesday said those who call themselves &lsquo;deshbakt&rsquo; are scared of the &lsquo;X-ray&rsquo; of caste census.
Addressing the &lsquo;Samajik Nyay Sammelan&rsquo; here, Gandhi said it is his life&rsquo;s mission to ensure justice for the 90% of the population against whom injustice has been done.
&ldquo;As soon as our government is formed, the first thing that would be done is caste census,&rdquo; Gandhi said.
He also said that the Congress manifesto aims to give back 90% of Indians a small part of the Rs 16 lakh crore given to big businessmen as loan waivers.

Tabling the motion in the state assembly, tribal minister Ponnam Prabhakar said that the government aims to take up comprehensive door-to-door household survey for assessing social, economic, educational, employment, political, and caste status of the people with a special focus on the backward classes.
&ldquo;The House resolves to take up comprehensive door-to-door household survey (socio, economic, educational, employment, political and caste survey of entire Telangana (Kulaganana)) so as to plan and implement various socio, economic, educational, employment and political opportunities for the amelioration of socially and educationally backward classes of citizens and SC and ST mandated under Clause (4) and (5) of Article 15, Clause (4) of Article 16, Articles 38 and 39, Clause (6) of Article 243D and Clause (6) of Article 243T of the Indian Constitution,&rdquo; the resolution tabled by Backward Classes Welfare and Transport Minister Ponnam Prabhakar said, according to The Hindu newspaper.
The minister said that the Congress government&rsquo;s commitment for the welfare of the backward classes, adding that ghe Government would take cooperation of all the stakeholders including political parties, backward classes leaders and experts for finalising the modalities for taking up the caste survey.
&ldquo;This is not a secret exercise and will take up the exercise in a transparent manner. There is no scope for any doubts in the caste survey for the conduct of which we have decided to allot ₹150 crore in principle. Funds will not be a criterion for the exercise as the Government will increase the allocation whenever necessary,&rdquo; he said.
If implemented, Telangana would become the second Indian state after Bihar to have launched such a massive survey.

The Bihar caste survey has shown that the people belonging to the Scheduled Castes, commonly known as Dalits make up for 19.65% of the state population. The tribals or the members of the Scheduled Tribes account for 1.68%.
Considered the most disadvantaged socio-economic groups, the groups jointly comprise 21.33% of the population.
Among the Dalits, Dusadhs account for 5.31%, while Chamars or Mochis form 5.25% of the state's population.
In central government jobs or centre-funded educational institutions, 17% of seats are reserved for SCs, while 7.5% for STs.
According to the Indian Express, the EBCs are the biggest social group comprising 4,70,80,514 individuals or 36.01% of the state&rsquo;s population. The OBCs number 3,54,63,936 (27.12%), and the Scheduled Castes (SCs) 2,56,89,820 (19.65%).&rsquo;
Scheduled Tribes (STs) number only 21,99,361 (1.68%), the bulk of the tribal population having become part of Jharkhand after the bifurcation of the state in 2000. The &ldquo;unreserved&rdquo; category comprises 2,02,91,679 individuals (15.52%).
Bihar&rsquo;s population, according to the survey, is 13,07,25,310, compared to the 10.41 crore recorded in the 2011 census.

EBCs comprise 36.01% of the population, while the OBCs account for 27.12%. Of the OBC, Yadavs constitute 14.26%, while Kushwaha and Kurmi form 4.27% and 2.87% of the population surveyed.
The population of the general category stands at 15.52%. The survey further showed that the Scheduled caste comprises 19.65% and the Scheduled Tribe makes up for 1.68% of the population.
According to the data released by Development Commissioner Vivek Singh, the state&rsquo;s total population stood at a little over 13.07 crore.

The first phase of the much-awaited caste census in Bihar will start from January 7
The government will conduct the exercise in two stages. In the first phase, which will be over by January 21, the number of all households in the state will be counted.
In the second, starting from March, data pertaining to people of all castes, sub-castes and religions will be collected. Enumerators, whose training began on December 15, will also record information about the financial status of all people.
The exercise will be completed by May, 2023.
The state government will spend Rs 500 crore from its contingency fund for the exercise.
The general administration department is the nodal authority for the survey.
Asserting that caste-based census will benefit all sections of the society, Bihar Chief Minister Nitish Kumar on Friday said the purpose of the exercise is to carry out developmental work for the people who are deprived.

The Bihar cabinet on Thursday gave its nod for a headcount of all castes in the state, allocating a budgetary outlay of Rs 500 crore for the mammoth exercise and setting deadline of February 2023 next for completion of the survey.
Wheels have moved fast in the state where the cabinet nod comes barely a day after an all-party meeting was chaired on the issue by the chief minister.
The state government has embarked on the exercise in the wake of the Centre expressing its inability to undertake headcount of castes other than the SCs and STs as part of the Dalits.
This has led to some resentment in Bihar which has a sizeable population of the OBCs who also dominate the state’s politics. The state's bicameral legislature passed two unanimous resolutions, in 2018 and 2019, in favour of a caste census.
It has been the contention of Kumar, himself an OBC, and the main opposition RJD which emerged in the thick of the Mandal era that a fresh estimate of various social groups was essential since the last caste census was held in 1921, more than a hundred years ago.
Addressing the same press conference, Additional Chief Secretary of Cabinet Secretariat Department S Siddharth said "details like how many personnel will be engaged in the survey will be made known in the general administration notification”.
He also said district magistrates will be the "nodal authority at district levels".

The affidavit, filed by the secretary of the Ministry of Social Justice and Empowerment, said the Centre has already issued a notification in January last year prescribing the series of information to be collected during Census 2021 and it covers many areas including the information relating to Scheduled Castes and Scheduled Tribes but does not refer to any other category of caste.
The government said that the population Census is not the &ldquo;ideal instrument&rdquo; for the collection of details on castes and the operational difficulties are so many that there is a grave danger that the basic integrity of the Census data may be compromised and the fundamental population count itself could get distorted

BSP chief Mayawati on Friday said her party will support the central government both in Parliament and outside it, if it takes constructive steps for conducting census of the Other Backward Classes.
Her remarks come close on the heels of Bihar Chief Minister Nitish Kumar on Thursday seeking an appointment with Prime Minister Narendra Modi to discuss the tricky issue of caste-based census which the Centre has proposed to hold only for Scheduled Castes and Scheduled Tribes.
The CM said that he is waiting for the PM's response.
RJD Leader Tejashwi Yadav has asked the Nitish Kumar government to conduct the exercise &ldquo;on its own&rdquo; if the Centre refuses to budge from its stand.
The last caste-based census was conducted and released in 1931, while in 1941, the data was collected but not made public. In 2011, a socio-economic caste census was carried out but the data was again not made public on grounds of &ldquo;discrepancies&rdquo;.
