Deceased Agniveer Ajay Singh's family on July 4 said that they haven't received any ex gratia sum from the Centre or the Army, even after six months of their son's death, reported Indian Express.
The report further mentioned that Ajay Singh's father Charanjit Singh Kala, a labourer, said, "We have received ₹98 lakh from insurance cover claim. This includes a cheque for ₹48 lakh from the Army which is insurance cover, not ex gratia. Another ₹50 lakh has been received from a private bank which too is a claim of the insurance policy my son had. The Punjab government has given us a compensation of ₹1 crore. But the claim of Rajnath Singh that the Centre has given us ₹1 crore compensation is totally untrue. We haven&rsquo;t received any ex gratia compensation from the Centre or the Army yet."
Army also shared a post on X, which mentioned that of the total amount of about ₹1.65 crore, the family has been paid ₹98.39 lakh. However, the Army admitted that the gratia payment was still pending.
"Of the total amount due, family has been already paid ₹98.39 lakh. Ex gratia and other benefits amounting to approx ₹67 lakh, as applicable according to provisions of Agniveer scheme, will be paid on final account settlement shortly post due police verification. The total amount will be ₹1.65 crore approximately."
A war of words between Congress leader Rahul Gandhi and Defence Minister Rajnath Singh has been going on over the compensation paid to the family of Ajay Singh. In the recent Lok Sabha session, Gandhi alleged that Ajay Singh's family has not received any compensation from the Centre.&nbsp;

West Bengal Chief Minister Mamata Banerjee on Monday wrote to Prime Minister Narendra Modi, expressing &ldquo;strong reservation&rdquo; over the Centre excluding the state government from discussions with Bangladesh regarding Teesta water sharing and the Farakka Treaty.
Banerjee also urged the PM to not hold any such discussion with the neighbouring country without involving the West Bengal government.
&ldquo;I am writing this letter in context of the recent visit of Prime Minister of Bangladesh. It seems that water sharing issues relating to the Ganges and Teesta rivers may have been discussed during the meeting. Such unilateral deliberations and discussions without consultation and the opinion of the state government is neither acceptable nor desirable,&rdquo; she said in a three-page letter to Modi.
Bengal has a very close relationship with Bangladesh - geographically, culturally and economically, she noted.

It argued that legalising homosexual marriages would involve rewriting of an entire branch of law and therefore the Supreme Court should refrain from passing 'omnibus orders'.&nbsp;

Bribery can never be a subject matter of immunity and a parliamentary privilege is not meant to place a lawmaker above law, the Centre Thursday told the Supreme Court which reserved its verdict on reconsideration of its judgement of 1998 when it held that MPs and MLAs enjoy immunity from prosecution for taking a bribe to make a speech or cast a vote in the legislature.
Attorney General R Venkataramani and Solicitor General Tushar Mehta conveyed the Centre's stand before a seven seven-judge constitution bench headed by Chief Justice D Y Chandraachud.
&ldquo;This is my respectful submission that bribery can never be the subject matter of immunity unless even one out of 1000 cases (of bribery) takes place inside the house,&rdquo; Mehta told the bench, which also comprised justices A S Bopanna, M M Sundresh, P S Narasimha, J B Pardiwala, Sanjay Kumar and Manoj Misra.
Mehta urged the court to not go into the immunity aspect under Article 105 of the Constitution and said, &ldquo;The offence of bribery is complete when a bribe is given and accepted by the lawmaker. It can be tackled under the Prevention of Corruption Act.&rdquo; &ldquo;I am of the opinion that anything that is clearly proscribed by the statute, cannot have a refuge under these Articles (105 and 194). I do not think any responsible government or public authority can take that stand,&rdquo; attorney general Venkataramani said.
The top-most government law officer, however, added the elected representative must be free to perform legislative functions without being impaired or exposed to undue &ldquo;exertions and coercion&rdquo;.
&ldquo;Parliamentary privileges are not personal immunity but occupational immunity. They are provided to ensure that the duties of representatives may be carried out perfectly. This immunity is not meant to place a Member of Parliament above the law, but to protect him from possible groundless proceedings or accusations that may be politically motivated...,&rdquo; Solicitor General Mehta said.
At the outset, senior advocate Gopal Sankarnarayanan referred to several judgements and said the consistent point in all was that &ldquo;nobody enjoys protection against criminal prosecution".
He dealt with the submission that legislators needed immunity as they were often targeted for their acts inside the House.
&ldquo;So, while balancing this, you (SC) have to be careful of ensuring that legislators get the immunity which the Constitution intended... If we are doing that, then we have to have some kind of formulation or test on the basis of which we determine the immunity that is deserved,&rdquo; he said.
He then referred to the recent alleged hate speech made by BJP MP Ramesh Bidhuri in the Lok Sabha and said, "Unfortunately, Your Lordships must have seen a live example of this two weeks ago, when a gentleman hurled expletives in Parliament. I don't know if the phrase 'parliamentary language' can be used anymore after this.&rdquo; The parliament ensured that those words were struck off, but in my view, it was a crime, he said.
&ldquo;So an action of criminal defamation would not lie on the basis of the speech?&rdquo; the bench asked the lawyer.
The senior lawyer responded, &ldquo;In my view, No. Our hands are tied. Obviously, we find it repulsive. The court's hands are also tied because that is the deference we give to the parliamentary process.&rdquo; The bench said, possibly, the court cannot get into this and say that these offending words of the MP were &ldquo;unnecessary for the speech&rdquo;.
&ldquo;We expect responsible Parliament and parliamentarians to expect more stringent action,&rdquo; the senior lawyer said.
Another senior advocate Vijay Hasaria supported the reconsideration of the 1998 verdict and gave the example of pendency of more than 5,000 criminal cases against lawmakers.
The court told him it was dealing with the limited issue of bribery in relation to votes cast and speeches made in legislatures.
&ldquo;Privilege must be interpreted in a manner that will not let criminality among politicians or political class flourish, and will curb criminalisation of politics,&rdquo; he said.
The solicitor general focussed his submissions on the offence of bribery as defined under the Prevention of Corruption Act and said if the offence is completed outside the House, then the court does not need to go into the aspect of immunity enjoyed by a lawmaker for acts done inside the legislature.
&ldquo;Of course, this is on a very strong footing that bribery is complete outside the house,&rdquo; the bench said.
&ldquo;If offence is said to be complete independently under Section 7 of the PC Act then, there cannot be any question of privilege or immunity,&rdquo; Mehta reiterated, and added &ldquo;It is nobody's case that there should not be privilege or immunity. Performance of legislative duty fearlessly is the object of the provisions. But the only question is whether bribery should be covered by this privilege or immunity.&rdquo; The judgement in the case was reserved after two day-long arguments advanced by a battery of lawyers including the attorney general, solicitor general, Raju Ramachandran and amicus curiae P S Patwalia, who was assisting the court in the matter.
The seven-judge bench is reconsidering the 1998 verdict delivered in the JMM bribery case by a five-judge bench by which the MPs and MLAs were granted immunity from prosecution for taking bribes to make a speech or vote in legislature.
The apex court is revisiting the judgement 25 years after the JMM bribery scandal rocked the country.
On Wednesday, the court said it will examine whether the immunity granted to lawmakers from prosecution for taking bribes to make a speech or vote in Parliament and state legislatures extends to them even if criminality is attached to their actions.
The apex court had on September 20 agreed to reconsider its judgment, saying it was an important issue having a significant bearing on "morality of polity".
A five-judge bench of the apex court had decided to refer the issue to a larger seven-judge bench.
A five-judge constitution bench had in its majority verdict delivered in the PV Narasimha Rao versus CBI case held that parliamentarians have immunity against criminal prosecution for any speech made and vote cast inside the House under Article 105(2) and Article 194(2) of the Constitution.
The issue came under the Supreme Court's lens again in 2019, when a bench headed by then chief justice Ranjan Gogoi was hearing an appeal filed by Sita Soren, JMM MLA from Jama and daughter-in-law of party chief Shibu Soren, who was an accused in the JMM bribery scandal.
The Justice Gogoi-led bench had referred to a five-judge bench the crucial question, noting it had "wide ramification" and was of "substantial public importance".
Sita Soren was accused of taking bribe to vote for a particular candidate in the Rajya Sabha election in 2012. She had contended that the constitutional provision granting lawmakers immunity from prosecution, which saw her father-in-law being let off the hook in the JMM bribery scandal, be applied to her.
She had moved the apex court against the Jharkhand High Court order of February 17, 2014 refusing to quash the criminal case lodged against her.
The three-judge bench had then said it will revisit the SC verdict in the sensational JMM bribery case involving Shibu Soren, a former Jharkhand chief minister and ex-union minister, and four other party MPs who had accepted bribes to vote against the no-confidence motion threatening the survival of the P V Narasimha Rao government in 1993.
The Narasimha Rao government, which was in a minority, survived the no-confidence vote with their support.
The CBI registered a case against Soren and four other JMM Lok Sabha MPs but the Supreme Court quashed it citing immunity from prosecution they enjoyed under Article 105(2) of the Constitution.

The Aam Aadmi Party (AAP) on Wednesday extended its "in-principle support" to a Uniform Civil Code but said it should be brought in with a consensus after extensive consultations with stakeholders.
The government should hold extensive consultations on the proposal with all stakeholders, including political parties and non-political entities, AAP national general secretary (organisation) Sandeep Pathak said.
"The AAP supports UCC in principle. Article 44 (of the Constitution) also supports it," Pathak told PTI.
But the government should bring in UCC only when there is a consensus among the stakeholders, he said.
"We believe that on such issues we should go ahead with consensus. We believe that this (UCC) should be implemented only after there is a consensus among all the stakeholders," Pathak said.

The Centre on Thursday disputed in the Supreme Court the figure pertaining to alleged attacks on Christian institutions and priests, terming the data &ldquo;wrong&rdquo; and claiming the petitioners wanted to keep &ldquo;the pot boiling&rdquo; to sully the image of the country abroad.
The top court was hearing a PIL filed by Rev. Peter Machado of the National Solidarity Forum, Rev. Vijayesh Lal of Evangelical Fellowship of India, and others claiming violence against members of the Christian community.
A bench headed by Chief Justice D Y Chandrachud was earlier told by the PIL petitioners that from 2021 to May 2022, 700 cases of violence against members of the Christian community were reported and a majority of those arrested were followers of the faith.
Solicitor General Tushar Mehta, appearing for the Centre, referred to a report containing the case data received from states like Bihar and Chhattisgarh and said most of them related to disputes involving neighbours and, coincidentally, one of the parties happened to be a Christian.
He said the bench, also including Justices P S Narasimha and J B Pardiwala, had taken note of the matter based on the figures provided by the PIL petitioners which were wrong.
"The petitioner claimed that there are some 500 incidents where Christians were attacked. We sent everything to the state governments. We collated all the information we got. First, let us see Bihar. The total number of cases, which petitioners gave, is related to internal fights between neighbours where one of the parties happens to be a Christian.
"The figure given by them, which obviously persuaded your lordships, was not correct," the government's law officer said.
At the outset, he said, the union ministry of home affairs has collated the responses from all the states.
Altogether 38 such incidents were reported from Bihar, and as per the report, they pertained to fights between two neighbours of whom one happened to be a Christian.
Claiming that the petitioners wanted to keep the &ldquo;pot boiling&rdquo;, Mehta said such judicial proceedings being pursued by them will send out a wrong message to the public at large.
"This is how it is being displayed outside the country. This is the message that goes out to the public that Christians are in danger and are being attacked. This is wrong," the top law officer said.
&ldquo;Wherever there is a grave offence and arrests had to be made... arrests have been made,&rdquo; he said, asserting the numbers submitted by the petitioners were incorrect.
He said 64 arrests were made in Chhattisgarh alone where the state has created a helpline for reporting such incidents.
The petition said 495 attacks took place on Christians and their institutions in Chhattisgarh, but the report says they never happened, the law officer asserted.
The court took note of the report filed by the Centre and granted three weeks to the petitioners to respond to it after senior advocate Colin Gonsalves, appearing for them, said he received the government&rsquo;s affidavit late last night.
Earlier, the bench had directed the Centre to file a report on alleged attacks on Christian institutions and priests across the country as well as on the implementation of its earlier guidelines to curb hate crimes.

Union Food Secretary Sanjeev Chopra on Thursday said the government is hopeful of a record wheat production of 112.18 million tonne in 2022-23 crop year ending June despite inclement weather conditions in some parts of the country affecting grains quality.
The government has projected a record wheat production at 112.18 million tonne in the 2022-23 crop year (July-June). Wheat production had declined marginally to 107.74 million tonne in the previous year due to heat wave in some states.
'Because of the inclement weather in the last two weeks, there has been some damage to the wheat crop. But the production loss will be minimal. We are hopeful of achieving the overall production target of 112.2 million tonne,' Chopra said.
The secretary said quality norms for wheat procurement has been relaxed in Madhya Pradesh and the Centre will soon take a call on relaxing quality norms for wheat procurement in Punjab and Haryana.
The procurement by state-owned FCI and state agencies have already started in many states.
The Centre on Monday said about 8-10% of the wheat crop is estimated to have been damaged due to recent untimely rains and hailstorms in key producing states, but better yield prospects in late-sown areas are expected to make up for the production loss.
Despite the recent inclement weather, Agriculture Commissioner P K Singh had asserted that the country's total wheat production will touch a record 112.2 million tonne this year as per the second estimate of the agriculture ministry.

The Centre has asked IAS, IPS and IFS officers to intimate it, in case the total transactions in stock, share or other investments exceed their six months' basic pay during a calendar year, according to the latest order by the personnel ministry.
This intimation is in addition to similar information that needs to be shared by them under Rule 16 (4) of AIS or All India Services (Conduct) Rules, 1968.
These rules are applicable to the members of three All India Services - Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFS). '...With a view to enable the administrative authorities to keep a watch over the transactions in any stock, share or other investments etc. in respect of members of All India Services (AIS), it has been decided that an intimation may be sent in the enclosed proforma to the prescribed authority every year, if the total transactions in stock, share or other investments etc. exceed six months' basic pay of government servant during a calendar year,' said the order issued to secretaries of all central government ministries.
It referred to Rule 14 (1) of the conduct rules that says 'no member of the service shall speculate in any stock, share or other investments but this provision will not apply to the occasional investment made through stock-brokers or other persons duly authorized on the license under the relevant law'.
The rule further explains that frequent purchase or sale or both of shares, securities or other investments is deemed to be speculation under the sub-rule.

The Supreme Court on Tuesday commuted the death sentence of a man, who had kidnapped and killed a seven-year-old boy in Tamil Nadu in 2009, to 20-year imprisonment, saying there was "possibility of reformation" even though he has committed a ghastly crime.
Calling on the Centre to reflect and respond to the issue, the&nbsp; top court pointed out if execution of the death penalty by hanging is "humane".

The top court said even though the crime committed by the man is unquestionably grave and unpardonable, it is not appropriate to affirm the death sentence that was awarded to him.

Hours after the Home Ministry approved the Delhi government's Budget, Chief Minister Arvind Kejriwal launching a fresh at the Centre that its&nbsp;objection to the budget is unconstitutional, and the objections made are completely groundless.
Speaking at the Delhi assembly, the CM said that the Centre has kept a group of illiterate people from top to bottom, NDTV reported.&nbsp;
Furthermore, Kejriwal said the practice of sending the Delhi government's budget to the Centre for approval is against the basic structure of the Constitution and democracy.

The Centre on Thursday asked six states -- Maharashtra, Gujarat, Telangana, Tamil Nadu, Kerala and Karnataka -- to follow a risk assessment-based approach to prevent and contain the spread of COVID-19 infections, citing a possible localised spread of the virus.
"There are a few states which are reporting higher numbers of cases indicating possible localised spread of infection," Union Health Secretary Rajesh Bhushan has said in a letter to these states.
Bhushan advised these states to examine the situation of COVID-19 at micro-level and maintain focus on implementation of necessary measures for prompt and effective management of the disease, duly ensuring effective compliance with various advisories issued by the Ministry of Health.
Asking the states to keep a strict watch, he mentioned that India has observed a significant decline in the number of COVID-19 cases during the past few months.
However, since the past few weeks a rise in cases has been noted specifically in certain parts of the country with a total of 2,082 cases being reported in the week ending March 8 and the figure rising to 3,264 cases in the week ending March 15.
"There is a need to follow a risk assessment-based approach to prevent and contain the infection, without losing the gains made so far in the fight against the pandemic," Bhushan wrote.
He stressed on monitoring new and emerging clusters of new COVID-19 cases, influenza-like illness (ILI) and severe acute respiratory infection (SARI) cases in all health facilities or through dedicated fever clinics on a regular basis for detecting early warning signals of the spread of infection.
He also stressed on genomic sequencing for prescribed samples of international passengers, collection of samples from sentinel sites (identified health facilities), and local clusters of cases, proactive promotion to increase administration of precaution dose for all eligible beneficiaries and following Covid-appropriate behaviour particularly in enclosed spaces and in crowded spaces.
"It is essential that the state must maintain a strict watch and take pre-emptive action if required in any areas of concern to control emerging spread of infection," Bhushan said.
He mentioned that Maharashtra has reported an increase in weekly cases from 355 in the week ending March 8 to 668 in the week ending March 15. Further, the state reported a positivity rate of 1.92 per cent in the week ending March 15 which is higher than India's positivity rate of 0.61 per cent during the same period.
Gujarat has reported an increase in weekly cases from 105 in the week ending March 8 to 279 in the week ending March 15, the letter stated. Further, the state reported a positivity rate of 1.11 per cent in the week ending March 15.
Telangana has reported an increase in weekly cases from 132 in the week ending March 8 to 267 in week ending March 15. Further, the state reported a positivity rate of 0.31 per cent in the week ending March 15.
According to the letter, Tamil Nadu has reported an increase in weekly cases from 170 in the week ending March 8 to 258 in the week ending March 15. Further, the state reported a positivity rate of 1.99 per cent in the week ending March 15.
Kerala has reported an increase in weekly cases from 434 to 579 during the period. Further, the state reported a positivity rate of 2.64 per cent in the week ending March 15.
Karnataka has reported an increase in weekly cases from 493 to 604 during the period. The state reported a positivity rate of 2.77 per cent in the week ending March 15

The Supreme Court on Monday referred the pleas seeking legal validation of same-sex marriages to a five-judge constitution bench for adjudication, saying the issue is of "seminal importance".
A bench headed by Chief Justice D Y Chandrachud said the submissions on the issue involve an interplay between constitutional rights on the one hand and special legislative enactments, including the Special Marriage Act, on the other.
"We are of the considered view that it would be appropriate if the issues raised are resolved by a bench of five judges with due regard to Article 145 (3) of the Constitution. Thus, we direct the matter be placed before a five-judge Constitution bench," said the bench, also comprising Justices PS Narasimha and JB Pardiwala.
The court posted the matter for arguments on April 18 and said the proceedings will be live-streamed as is done in case of hearings before the constitution benches.

The Centre has opposed in the top court a batch of petitions seeking legal validation of same-sex marriages, claiming they will cause &ldquo;complete havoc&rdquo; with the delicate balance of personal laws and accepted societal values.
In an affidavit filed before the apex court, the government submitted that despite the decriminalisation of Section 377 of the Indian Penal Code, the petitioners cannot claim a fundamental right for same-sex marriage to be recognised under the laws of the country.

The Supreme Court on Friday refused to accept in a sealed cover the Centre's suggestion on a proposed panel of experts for strengthening regulatory measures for the stock market.
Observing that it wants to maintain full transparency in the interests of investors, a bench comprising Chief Justice D Y Chandrachud and Justices P S Narasimha and J B Pardiwala said it would rather not accept the Centre's suggestion in a sealed cover.
"We will not accept the sealed cover suggestion by you because we want to maintain full transparency," the bench said.
On February 10, the top court had said the interests of Indian investors need to be protected against market volatility in the backdrop of the Adani Group stock rout and asked the Centre to consider setting up a panel of domain experts headed by a former judge to look into strengthening the regulatory mechanism.
Till now, four PILs have been filed in the top court on the issue by lawyers M L Sharma and Vishal Tiwari, Congress leader Jaya Thakur and activist Mukesh Kumar.
Adani Group stocks have taken a beating on the bourses after the Hindenburg Research made a litany of allegations, including fraudulent transactions and share-price manipulation, against the business conglomerate.

The Centre has no objection to a proposal for setting up a panel of domain experts to look into strengthening the regulatory mechanisms for the stock market, the Supreme Court was told on Monday while it was hearing pleas relating to the Adani stocks rout after the Hindenburg report.
The central government, however, told a bench headed by Chief Justice DY Chandrachud that it wanted to give the names of the domain experts for the committee and the scope of its mandate in a sealed cover in larger interest.
Solicitor General Tushar Mehta, appearing for the Centre and SEBI, said that the market regulator and other statutory bodies are equipped to deal with the present situation arising out of the Hindenburg report.

Mehta apprehended that any &ldquo;unintentional&rdquo; message on setting up of the panel may have some adverse impact on the inflow of money.
The top court has now listed two PILs, alleging exploitation of innocent investors and "artificial crashing" of the Adani Group's stock value, for hearing on Friday.

In a statement, Congress General Secretary (Communications) Jairam Ramesh said that starting Sunday the Congress will pose three questions a day to Prime Minister Narendra Modi over the issue.
He said that amid the allegations against the Adani Group, the Modi government has maintained a "loud silence which smacks of collusion".
Ramesh said that in a response to the Panama Papers expose on April 4, 2016, the Ministry of Finance had announced that Modi had personally directed a multi-agency investigative group to monitor financial flows to and from offshore tax havens.

Five judges were appointed to the Supreme Court on Saturday with the Centre clearing the names recommended by the Collegium on December 13 last year.
Law Minister Kiren Rijiju tweeted to announce the appointment of Justice Pankaj Mithal, Chief Justice, Rajasthan High Court; Justice Sanjay Karol, Chief Justice, Patna High Court; Justice P V Sanjay Kumar, Chief Justice, Manipur High Court; Justice Ahsanuddin Amanullah of Patna High Court; and Justice Manoj Misra of Allahabad High Court as apex court judges.
Once they take oath early next week, the strength of the apex court will go up to 32 judges.
At present the top court is functioning with 27 judges, including the Chief Justice of India. Its sanctioned strength, including the CJI, is 34.
Their appointments come amidst strong observations by a Supreme Court bench questioning the delay on part of the government in appointing and transferring judges based on the recommendations of the SC Collegium.

A senior government functionary said the five appointments have nothing to do with the bench's observation and were made after the Cente took a considered decision.

Delhi Deputy Chief Minister Manish Sisodia on Saturday wrote a letter to the Centre seeking a grant of Rs 927 crore to take up special development work for the G20 summit in the national capital.
In a letter to Union Finance Minister Nirmala Sitharaman, Sisodia said it will not be easy for the Delhi government to spend an extra Rs 927 crore from its limited resources for the G20 summit preparations.
Sisodia, who also holds the finance portfolio, also said the Delhi government will extend full cooperation to the Centre for successfully hosting the G20 summit.
He asked the Centre to give the Delhi government Rs 927 crore for special preparations ahead of the summit.

Delhi government departments have prepared a plan for infrastructure development and various activities and programmes in the city. These include beautification work around the venues for G20 summit events and for hosting different activities and programmes at prominent places in the city, he said.
