Chhattisgarh has reduced Naxal violence by 47% and decreased fatalities by 64% from 2010 to 2024. Government initiatives, including infrastructure upgrades and substantial funding, have significantly contributed to this improvement in security and development.

Chhattisgarh has seen a reduction of 47 per cent in incidents of Naxal violence and a decline of 64 per cent in deaths of civilians and security personnel resulting from such violence during 2024 as compared to 2010, the government informed the Lok Sabha on Tuesday.
In response to a question, Minister of State for Home Affairs Nityanand Rai said the state recorded 267 cases of Left Wing Extremism (LWE) violence in 2024 as compared against 499 reported in 2010.&nbsp; He said the deaths of civilians and security forces has also declined by 64 per cent as compared to 2010 when 343 such deaths were reported as against 122 reported in 2024.
Rai said the state has received over 43 per cent of the Rs 1925.83 crore released to all LWE-affected states under the Security Related Expenditure (SRE) Scheme during the last five years.
The SRE scheme provides funds to LWE-affected states for capacity building through provisions of ex-gratia to the families of civilians and security forces killed in LWE violence, training and operational needs of security forces, rehabilitation of surrendered Naxal cadres, community policing and compensation to security personnel and civilians for the damage of properties in Naxal violence, he said.
"Under this scheme Rs 1925.83 crore have been released to all LWE-affected states during the last five years (from 2019-20 till date). This includes Rs 829.80 crore for Chhattisgarh," the minister said.
The state has also received 21.6 per cent of the total Rs 394.31 crore released to all LWE-affected states under the Special Infrastructure Scheme (SIS) during the last five years, he said.
The scheme aims to strengthen special forces, special intelligence branches (SIBs) and district police.
"This includes Rs 85.42 crore for Chhattisgarh. Seven hundred two fortified police stations (FPSs), including 147 for Chhattisgarh, have been sanctioned for LWE-affected states. Of these, 612 FPSs, including 125 in Chhattisgarh, have been constructed," he said.
&nbsp;He said that to give further impetus for development in most LWE-affected districts, funds are provided to the states under Special Central Assistance (SCA) Scheme to fill critical gaps in public infrastructure and services.
"Under this scheme, Rs 2384.17 crore have been released to all LWE-affected states during last five years (from 2019-20 till date). This includes Rs 773.62 crore for Chhattisgarh," he said.
Rai said Rs 654.84 crore have been given to central agencies during the last five years (from 2019-20 till date) for helicopters and addressing critical infrastructure in security camps in LWE-affected areas, under assistance to central agencies for LWE Management (ACALWEM) Scheme.

Chhattisgarh police took Naxalites by surprise and succeeded in surrounding them by launching their operation in Bijapur district, during which 31 ultras were killed, from neighbouring Maharashtra, officials said on Tuesday.In one of the biggest strikes against Naxalites in Chhattisgarh, security forces gunned down 31 ultras, including 11 women, on a forested hill in the Indravati National Park area on Sunday. Two security personnel were also killed and as many others injured in the gunfight. &ldquo;We had inputs about the presence of cadres belonging to Telangana state committee, west Bastar division and national park area committee of Maoists in the remote jungles of Indravati National Park area for a meeting ahead of their Tactical Counter Offensive Campaign (TCOC),&rdquo; a police official told PTI. Naxalites carry out the TCOC between March and June during which they step up their activities. Combat units of the Chhattisgarh police&rsquo;s District Reserve Guard (DRG), Special Task Force (STF) and Bastar Fighters were mobilised from different directions in the area on February 7, the official said. &ldquo;To strategically utilise the element of surprise, some of the teams were mobilised into the Indravati National Park from the launch pads of Maharashtra police in the neighbouring state,&rdquo; he said. On Sunday morning, patrolling teams zeroed-in on a hill where the movement of Naxalites was spotted. The exchange of fire broke out at around 8 am as security forces started encircling the hill, the official said. &ldquo;Naxalites split into two groups amid the gunfight. While one group, apparently comprising cadres of Telangana state committee, started retreating, the other group remained engaged in the gun battle,&rdquo; he said. The patrolling teams entering from Maharashtra side appeared to have taken Naxalites by surprise as they did not anticipate the movement of forces from that direction and were outnumbered. The intermittent exchange of firing lasted till around 4 pm, the official said. The strategy to change the approach routes helped in achieving a major success in the operation as 31 Naxalites were neutralised, the official said. The encounter site is nearly 80 km away from the Bijapur district headquarters and 40 km inside Chhattisgarh from Maharashtra border. Security personnel covered around 100 km on foot during the three-day-long operation, he said. Following the gunfight, security forces brought the bodies of Maoists with the help of makeshift sling for about five km following which support for air transport was sought, he said. &ldquo;It was not possible for security forces to carry the 31 bodies on their shoulders while walking on foot for about 45 km as they were already tired, being out on the operation since February 7. So, while evacuating bodies of the martyred jawans and two injured personnel, we also decided to airlift the bodies of Naxalites,&rdquo; he said. Some jawans, mostly women commandos, who were suffering from dehydration were also airlifted to Bijapur, the official said. Twenty four firearms and a huge cache of explosives have been recovered from the encounter site, he said. Five of the 31 Naxalites killed have been identified as dreaded cadres, carrying a cumulative bounty of Rs 25 lakh. Of the five, Hunga Karma, a divisional committee member of west Bastar division of Maoists, carried a reward of Rs 8 lakh, the official said. &ldquo;The west and south Bastar divisions of Maoists are their strongest formations in the region and in the last one year, several key cadres of the west Bastar division have been eliminated,&rdquo; the official said. Out of the 81 Naxalites gunned down in the state so far this year, 65 were killed in the Bastar division comprising seven districts, including Bijapur. Last year, 219 Naxalites were neutralised by security forces in separate encounters in Chhattisgarh, according to police.&nbsp;

The case dates back to January 29, 2021, when the teenage girl was raped and killed near Gadhuproda village under Lemru police station. Her father and 4-year-old niece, who were accompanying her, were also murdered. The victims, from the Pahadi Korwa tribal community&mdash;a Particularly Vulnerable Tribal Group (PVTG)&mdash;had been employed by Majhwar as cattle grazers. &nbsp;
The investigation revealed that Majhwar had been pressuring the girl to become his second wife. When she and her family resisted, Majhwar and his associates committed the horrific crime. Their arrest followed a missing persons report filed by the deceased man's son. &nbsp;
The court&rsquo;s judgment underscored the brutality of the crime, stating that the accused had targeted innocent and vulnerable victims to satisfy their lust, leaving no option but to impose the death penalty.

Earlier on Monday, two women Naxalites were killed, and one CoBRA jawan sustained injuries during the operation.

 The operation involved personnel from multiple forces, including the District Reserve Guard (DRG), Central Reserve Police Force (CRPF), CoBRA unit, and the Odisha Special Operation Group (SOG). Acting on intelligence reports about Maoist presence in the area, the forces launched the operation to neutralise the threat.
On Monday, security personnel recovered a significant cache of firearms, ammunition, and improvised explosive devices (IEDs), including a self-loading rifle, from the encounter site.
While the number of casualties currently stands at 12, officials have indicated that the toll could rise as the operation progresses. The combing and search efforts continue in the dense forest region, ensuring no Maoist operatives escape.
This operation underscores the ongoing efforts to curb Naxalite activities along the Chhattisgarh-Odisha border, a region often marked by insurgent violence.

The incident occurred in the wee hours in Basaguda police station area when a joint team of security forces was out on an area domination operation, a senior police official said.
Personnel belonging to the 229th battalion of Central Reserve Police Force (CRPF) and 206th battalion of CoBRA (Commando Battalion for Resolute Action), an elite jungle warfare unit of CRPF, were involved in the operation, he said.
As per preliminary information, the personnel inadvertently came in contact with the pressure IED, triggering the blast and causing injuries to two of them, the official said.
The injured constables, Mridul Barman and Mohd Ishaq, of the CoBRA 206th battalion, were evacuated and shifted to Basaguda CRPF camp where they were provided preliminary treatment, the official said, adding the duo was reported to be out of danger.
They have been referred to a hospital in state capital Raipur for further medication, he said.
Maoists often plant IEDs along the road and dirt tracks in forests to target security personnel during patrolling in the interior pockets of Bastar region, which comprises seven districts including Bijapur.
Civilians have also fallen prey to such traps laid by ultras in the past in the region.
On January 12, a 10-year-old girl was injured in Sukma district and two policemen suffered wounds in Bijapur district in similar incidents of IED blasts.
On January 11, a CRPF jawan received injuries in a similar incident in Bijapur.
On January 10, a villager was killed and three others were injured in two such incidents in Orchha area of the state's Narayanpur district.

A team of the Central Reserve Police Force (CRPF) and district police found the explosive device near Belpochcha village on the Konta-Golapalli road, an official said.
He said during a de-mining exercise on the route, security personnel spotted the IED planted beneath the road and averted a major mishap.
The explosive has been neutralised, he added.
Naxalites on Monday blew up the security personnel's vehicle using a 60-70 kg IED near Ambeli village under the Kutru police station area in Bijapur district.
Eight security personnel, four each from the state police's District Reserve Guard (DRG) and Bastar Fighters units, travelling in the SUV and the vehicle's driver died on the spot.

A vehicle carrying security personnel was targeted in an improvised explosive device (IED) blast by Naxalites in Chhattisgarh's Bijapur district.&nbsp;

Eight jawans of the District Reserve Guard (DRG) and a civilian driver were killed after Naxals blew up their vehicle with a powerful improvised explosive device (IED) in Chhattisgarh's Bijapur district on Monday, police said.
This was the biggest strike by Maoists on security forces in the state in the last two years and the first assault in 2025.
Maoists detonated the IED near Ambeli village under Kutru police station area at around 2.15 pm when DRG personnel from Dantewada district were returning in their Scorpio vehicle after an anti-Naxalite operation, Inspector General of Police (Bastar Range) Sundarraj P said.
All eight DRG jawans travelling in the SUV and the driver of the vehicle were killed on the spot, the official added.
The DRG is a unit of the state police and its personnel are mostly recruited from local tribal population and also from surrendered Naxalites.
Reinforcement was rushed to the spot and the bodies of the deceased were being evacuated, he said.
A search operation has been launched in the area by security forces, the IPS officer informed.
These DRG personnel were involved in an anti-Naxalite operation carried out for three days on the borders of Narayanpur, Dantewada and Bijapur districts by joint teams of security personnel, the IG said.
Five Naxalites were killed in the three-day-long operation and one DRG head constable also lost his life, he said.
After the operation, DRG personnel from Dantewada were returning to their base in the vehicle when the attack occurred in Kutru area, Sundarraj added.
The last site is around 400 km from state capital Raipur. Visuals from the spot showed a huge crater, more than 10-feet deep, splitting the concrete road after the blast.
The vehicle was completely destroyed in the explosion while dismembered bodies were seen placed on plastic sheets. A part of the vehicle was seen hanging on a nearby tree.
Expressing grief over the death of DRG personnel and the civilian driver, Chief Minister Vishnu Deo Sai said Naxalites are frustrated with the ongoing counter-insurgency operation in the Bastar region and therefore, have resorted to such cowardly acts.
Martyrdom of jawans will not go in vain, he asserted.
"The news of the martyrdom of 8 jawans and a driver in an IED blast carried out by Naxalites in Kutru of Bijapur district is extremely sad. My condolences are with the families of the martyrs. I pray to God to rest the souls of the martyred soldiers in peace and provide strength to the bereaved families," Sai said in a statement.
"Naxalites are frustrated with the ongoing anti-Naxal operation in Bastar and have committed such cowardly act out of frustration. The martyrdom of the soldiers will not go in vain. Our fight to end the menace will continue strongly," he added.

The clash occurred around 3 a.m. in the dense forests of south Abujhmaad during an anti-Naxalite operation carried out by a joint team of police and Central Reserve Police Force (CRPF) personnel.

At least seven Naxalites were killed in a fierce encounter with security forces in Narayanpur district, Chhattisgarh, on Thursday, according to a senior police official.
The clash occurred around 3 a.m. in the dense forests of south Abujhmaad during an anti-Naxalite operation carried out by a joint team of police and Central Reserve Police Force (CRPF) personnel. The operation was part of ongoing efforts to counter Naxalite insurgency in the region.
Security forces, including personnel from the District Reserve Guard (DRG) from Narayanpur, Dantewada, Bastar, and Kondagaon districts, alongside CRPF teams, were involved in the operation.
Once the firefight subsided, the bodies of seven Naxalites, all wearing uniforms, were recovered. Authorities have continued search operations in the area to ensure all Naxalite elements are neutralized.

Two personnel of the Central Reserve Police Force&rsquo;s jungle warfare unit CoBRA were killed after Naxalites blew up a truck with an improvised explosive device (IED) in Chhattisgah&rsquo;s Sukma district on Sunday, police said.
The Naxal blast took place around 3 pm near Timmapuram village between Silger and Tekalgudem camps of security forces, over 400 km from the state capital Raipur, a senior police official said.
An advance party of the 201st unit of Commando Battalion for Resolute Action (CoBRA) had launched patrolling from Silger camp under Jagargunda police station limits as a part of its Road Opening Party duty towards Tekalgudem, he said.
The security personnel were in a truck and on motorcycles, he said.
Naxalites triggered an IED blast targeting the truck that claimed the lives of constable Shailendra (29) and the vehicle driver Vishnu R (35), he said.
After being alerted about the blast, more forces were rushed to the spot and the bodies were being evacuated from the forest, he said.
A search operation is underway in the area, he added.&nbsp;

At least 12 Naxalites were killed in an encounter with security forces in Chhattisgarh's Bijapur district on Friday, Chief Minister Vishnu Deo Sai said.
The gunfight took place in the forest near Pidia village under Gangaloor police station limits when a team of security personnel was out on an anti-Naxal operation, police had said earlier.
"The exchange of fire in Gangaloor area has ended. Our security forces have achieved a major success as the bodies of 12 Naxalites have been recovered so far," the chief minister told reporters.
He congratulated the security forces and senior officials for the operation.
This is the third major blow to the Naxalites in Chhattisgarh in the last one month. On April 16, at least 29 Naxalites were killed in an encounter in Kanker district, while ten Naxalites were killed in another encounter with the security forces along the border of Narayanpur and Kanker districts on April 30.
As many as 103 Naxalites have been killed so far this year in separate encounters in the state's Bastar region.&nbsp;

Speaking to ANI, Vimla Singh, a member of one of these all-women self-help groups, talked about the significance of the initiative, saying, "We are going door to door, gifting tamarind leaves and yellow rice to the people to encourage voter participation. Since polling will start early at 7 am, we are handing out these items that are intrinsic to our culture and traditional practices in a bid to draw the maximum number of voters to the polling booths. It is like inviting people to a wedding or a community event. What could be better or more joyful than this? Singh said.

Nine people were killed, including three children, and 23 persons were injured after a goods vehicle they were travelling in collided with a stationary truck in Chhattisgarh's Bemetara district.
The accident took place late Sunday night near Kathia village when the victims were returning after attending a family function, a senior police official told PTI news agency on Monday.
The victims, natives of Patharra village, were returning after attending a family function in Tiraiyya village, the official said.
The goods vehicle collided with the mini truck that was parked by the roadside, the official said.
Those killed were identified as Bhuri Nishad (50), Neera Sahu (55), Geeta Sahu (60), Agniya Sahu (60), Khushbu Sahu (39), Madhu Sahu (5), Rikesh Nishad (6) and Twinkle Nishad (6), he said.
The injured persons were admitted to two hospitals. Later, four critically injured persons were shifted to All India Institute of Medical Sciences Raipur, he said.&nbsp;

As many as 29 Naxalites killed in encounter with security personnel in Chhattisgarh's Kanker district on Tuesday, police said.
Three security personnel suffered injuries in the fierce gun-battle and a large quantity of weapons was also recovered from the spot, they said.
The gunfight took place at around 2 pm in Hapatola forest between Binagunda and Koronar villages under Chhotebethiya police station limits, when a joint team of the Border Security Force (BSF) and the state's District Reserve Guard (DRG) was out on an anti-Naxal operation, a senior police official said.
"As per preliminary information, at least eight Naxalites were gunned down in the encounter. A huge cache of weapons was recovered from the spot," he informed.
The three security personnel injured in the gunfight were being shifted to a hospital for treatment, the official said.
Kanker lies over 150 km from Bastar, which goes to polls in the first phase of Lok Sabha elections on April 19.
Election authorities on Tuesday started moving polling personnel in helicopters to the Naxal-dominant area. Electronic voting machines (EVMs) have also been dispatched amid tight security.

The families of three men killed in a gunfight with police in Chhattisgarh's Kanker district two days ago have claimed they were not Naxalites and the encounter was fake, a charge denied by the police.
Kanker Superintendent of Police Indira Kalyan Elesela said there was no wrongdoing and that locals and family members of the deceased make such claims after every encounter under the pressure of Naxalites.
Police earlier claimed the three "Naxalites" were killed on a forested hill between Bhomra-Hurtarai villages under Koyalibeda police station limits on Sunday morning in an encounter with security personnel during an anti-Naxal operation.
The police then also said the three deceased were yet to be identified.
Some locals and family members of the deceased reached the Koyelibeda police station on Monday and accused the police of staging a fake encounter.
They identified the deceased as Rameshwar Negi, Suresh Teta, natives of Marda village, and Anil Kumar Hidko, from Pairvi village in the area.
Talking to reporters, Manohar Gavde, the sarpanch of Badargi village panchayat under which Marda falls, said the tribals are dependent on the forest for wood, leaves and other produce.
"Tendu leaf collection season is going to start and for the same purpose the trio had gone to the forest to collect ropes prepared with the barks and stems of trees and other things. They had gone for two days and therefore they were carrying rice and utensils for cooking food," he said.
They were not Naxalites and were killed in a "fake" encounter, Gadve claimed.
Hidko's wife Surja also claimed her husband had gone to the forest to collect rope and was carrying a torch and an axe with him.
"We are farmers and only work at our farm and home," she added.
Teta's wife also claimed the police staged a fake encounter and her husband was not a Naxalite.
When contacted, Kanker SP Elesela denied any wrongdoing and said if the family members suspect something amiss, then they can submit their claims during a magisterial probe (conducted after the encounters).
"The police have done nothing wrong. The encounter had happened and Naxal leader Raju Salaam and his military company were involved in it. After every encounter, such claims are made by local villagers and family members of the deceased under the pressure of Naxalites," he said.
The bodies will be handed over to the relatives after post-mortem, he said.
The police were ascertaining the records of the three killed "Naxalites" and their involvement in past incidents, the official said.

Vishnu Deo Sai, a prominent tribal face of the Bharatiya Janata Party in Chhattisgarh, will be state chief minister after he was elected as leader of BJP's legislative party during a meeting of 54 newly-elected MLAs on Sunday.
Incidentally, addressing a poll rally in the Kunkuri constituency last month, Union Home Minister and senior BJP leader Amit Shah had urged voters to elect Sai, promising to make the latter a "big man" if the party comes back to power in the state.
The BJP won 54 seats in the 90-member Assembly in the recently held polls, while the Congress was reduced to 35 seats from the 68 it won in 2018.
The BJP, which had suffered a huge setback in tribal-dominated seats in 2018, put up a good show this time, winning 17 of the 29 seats reserved for Scheduled Tribe (ST) candidates.
The saffron outfit won all the 14 assembly segments in the tribal-dominated Surguja region and eight out of the 12 seats in another Adivasi belt Bastar.
The BJP's comprehensive win in the two tribal turfs contributed in its resounding victory in the Assembly polls and return to power in the state after a gap of five years.
Sai started his political career as a village sarpanch and rose to become a Union minister and multiple-time Lok Sabha MP besides getting important organisational roles.
The newly-elected MLA from Jashpur district in the Surguja region perfectly fits in the BJP's scheme of things since Adivasis account for nearly 32 per cent of the state's population and are the second most dominant social group after OBCs.
Despite inheriting a rich political legacy of his family and holding key portfolios when he was a Union minister, the 59-year-old tribal leader is known for his humility, down to earth nature, dedication to work and determination to achieve goals.
Sai has headed the BJP's Chhattisgarh unit three times, displaying the central leadership's faith in his organisational skills.
Starting his political career as the sarpanch of an obscure village, Sai rose through the ranks and became a member of Prime Minister Narendra Modi's first Council of Ministers after the BJP formed its full majority government at the Centre in 2014.
Though he hails from a farming family based in a small village, Bagia, in the tribal-dominated Jashpur district, politics runs in the blood of the BJP leader.
His grandfather late Budhnath Sai was a nominated MLA from 1947 to 1952. His 'bade pitaji' (elder brother of his father) late Narhari Prasad Sai was a member of the Jan Sangh (BJP's predecessor) and served as a two-term MLA (1962-67 and 1972-77) and was elected as an MP (1977-79) and served as a Minister of State in the Janata Party government.
Another elder brother of his father, late Kedarnath Sai, was also a Jan Sangh member and served as MLA from Tapkara (1967-72).
Vishnu Deo Sai studied in a government school in Kunkuri and went to Ambikapur for graduation but quit studies midway and returned to his village in 1988. In 1989, he was elected as a 'panch' of Bagia village panchayat and next year became the sarpanch unopposed.
It is said it was BJP stalwart late Dilip Singh Judev who encouraged him to enter electoral politics in 1990. In the same year, Sai was elected as MLA for the first time on a BJP ticket from Tapkara (in Jashpur district) in undivided Madhya Pradesh. He retained the seat in the 1993 assembly polls.
In 1998, he unsuccessfully contested the Assembly polls from the adjoining Pathalgaon seat. Later, he was elected as MP from Raigarh Lok Sabha constituency four times in a row - 1999, 2004, 2009 and 2014.
Though the BJP fielded him in 2003 and 2008 Assembly elections from Pathalgaon in Chhattisgarh, which came into existence as a separate state on November 1, 2000, he lost on both occasions.
After the BJP formed its government at the Centre in 2014 under the leadership of PM Modi, Sai was made Minister of State for Steel and Mines.
He was among the then 10 sitting BJP MPs in Chhattisgarh who were denied tickets for the 2019 Lok Sabha polls.
The tribal politician served as the BJP's Chhattisgarh chief from 2006 to 2010 and again from January-August 2014.
After the BJP lost power in the state in 2018, he was again given the responsibility to lead the party in Chhattisgarh in 2020.
He was replaced with Arun Sao, an OBC leader, in 2022, just a year ahead of the Assembly polls.
Ahead of the polls in November this year, Sai was named a member of the BJP national executive in July. He was fielded from Kunkuri (Jashpur district) in the elections which he won by defeating Congress' sitting MLA UD Minj by a margin of 25,541 votes.
