The counting of votes for the 90-member Chhattisgarh Assembly Election has begun. The voting in Chhattisgarh was held in two phases - November 7 and 17. In the elections, candidates from Congress, BJP and BSP, among others were in the fray.&nbsp;
Congress marked a victory in the 2018 elections and with Baghel becoming the chief minister.
During Baghel's tenure, he launched several schemes like Rajiv Gandhi Kisan Nyay Yojana, Sanchar Kranti Yojana, Narva, Garwa, Ghurwa, Bari, and Nyay Apke Dwar, among others.&nbsp;
The exit polls that were released by several agencies on Thursday, hinted at a close fight between Congress and BJP with Congress having an edge.&nbsp;

A BSF jawan and two polling staff were injured in an IED blast in Chhattisgarh on the eve of polling.

Two polling personnel and a Border Security Force (BSF) jawan were injured on Monday in an IED blast triggered by Naxalites in Chhattisgarh's Kanker district a day ahead of the polling for the first phase of the assembly elections, police said.
The incident occurred at around 4 p.m. when four polling parties escorted by security personnel were heading to their respective polling stations under Chhotebethiya police station limits, a police official said.
A joint team of BSF and district police had set out from Marbeda camp escorting the polling teams to Rengaghati Rengagondi polling station, he said.
Near Rengagondi, a pressure IED exploded, leaving two polling personnel and BSF constable Chandraparakash Seval injured, he said.
The injured were shifted to Chhotebethiya Hospital for treatment where their condition was said to be out of danger, he said.
The rest of the polling teams have safely reached the Rengagondi polling booth which falls under the Antagarh assembly constituency.
A search operation is underway in the area, he added.
Antagarh is among the 20 constituencies which will go to polls in the first phase of two-phase elections on Tuesday.&nbsp;

Chhattisgarh: more women voters than men in 16 of 20 assembly seats

An Election Commission official said that there were 200 polling stations in 20 seats which were operated by women.&nbsp;&nbsp;

Women voters outnumber men in 16 out of the 20 assemblies where polling is being held in the first phase on Tuesday in Chhattisgarh, as per officials.
The total number of voters in the 20 constituencies are 40,78,681, comprising 19,93,937 men, 20,84,675 women and 69 third-gender persons, they said.
"In 16 seats, namely Mohla-Manpur, Bhanupratappur, Kanker, Keshkal, Kondagaon, Narayanpur, Dantewada, Bijapur, Konta, Rajnandgaon, Khujji, Pandariya, Kawardha, Bastar, Jagdalpur and Chitrakot, there are more women voters than men," a poll official said.
"In Kawardha, of the 3,31,615 voters, 1,66,843 are women. The number of male voters is 1,64,770, while there are two transgender persons. In the remaining four seats, Antagarh, Dongargarh, Khairagarh and Dongargaon, there are more men voters than women," he said.
Out of the 5,304 polling booths set up for the first phase elections, 200 are 'sangwari' polling stations managed by women staffers, while 20 each are managed by 'divyanjan' (persons with disabilities) and youth, the official said.
"Of the 69 transgender voters in the first phase, Jagdalpur seat has the maximum 29, followed by eight each in Antagarh and Bijapur, four each in Dongargarh and Narayanpur, three in Keshkal, two each in Kawardha, Rajnandgaon, Kanker, Kondagaon and Bastar and one each in Chitrakot, Dantewada and Konta," he said.
The eight transgender voters in Antagarh assembly segment of Kanker district will be able to cast their votes at a specially designed 'rainbow' model polling station, the official said.
"All eight transgender electors in Antagarh seat live in Pakhanjur area. That is why the 'rainbow' model polling station has been set up at Pakhanjur-3 not only to address the social apprehensions and stigma regarding the third gender but also to make them feel they are an important part of the democracy," Kanker Collector Priyanka Shukla told PTI.
The initiative is possibly the first of its kind in the country, Shukla claimed, adding that four transgender police personnel will also be deployed for security at this booth.
"This booth has 887 voters, comprising 421 men, 458 women and eight transgender persons," she said.
The polling station has been painted in seven colours of rainbow with tent works of same colourful designs, making it visibly attractive.
Voting in the remaining 70 seats in Chhattisgarh will be held on November 17 in the second and last phase of polling for the 90-member state assembly.&nbsp;

Bhupesh Bhagel on Mahadev betting app: ED's claim is 'BJP’s 2nd election manifesto'

The chief minister, who has been accused of being a beneficiary, said despite a lookout circular being issued against the promoters of the Mahadev betting app, they have not been arrested.

&nbsp;Amid allegations against him in connection with the &lsquo;Mahadev&rsquo; betting app, Chhattisgarh Chief Minister Bhupesh Baghel on Saturday asked why the Centre was &ldquo;not taking any action&rdquo; against its promoters.
Talking to reporters in Raipur, he described the ED&rsquo;s press note released on Friday over its money laundering probe into the betting app as the BJP&rsquo;s second election manifesto.
In its press note, the Enforcement Directorate (ED) claimed that a forensic analysis and a statement made by a &lsquo;cash courier&rsquo; had led to &ldquo;startling allegations&rdquo; that the promoters of the Mahadev betting app paid about Rs 508 crore to the Chhattisgarh chief minister so far, and that &ldquo;these are subject matter of investigation&rdquo;.
The ED also claimed that it had recovered Rs 5.39 crore cash from the courier, whom it identified as Asim Das.
&ldquo;These (BJP) people cannot fight directly so they resorted to ED and I-T to contest elections. Yesterday, two BJP manifestos were released. The first one was in Hindi on the letterhead of the BJP, while the other one was in English on the letterhead of ED,&rdquo; he said responding to a query on the betting app case.
Despite a lookout circular being issued against the promoters of the Mahadev betting app, they have not been arrested, said the Congress leader.
Baghel said allegations were levelled against him without carrying out any investigation.
&ldquo;In (Union home minister) Amit Shah&rsquo;s words, understand the chronology. The PM comes, the home minister comes and before that, the ED comes and then arrests (accused person) from a hotel. What was the Election Commission doing? How money reached here,&rdquo; the chief minister asked.
Baghel asked why &ldquo;Soni, Saurabh Chandrakar and Ravi Uppal (allegedly involved in the case)&rdquo; have not yet been arrested and the app is still not shut. &ldquo;It means that PM ji and his party people have links with them. It is my direct allegation,&rdquo; he added.
A charge sheet was recently filed by the ED in the Mahadev app case where a total of 14 accused were named including main promoters Sourabh Chandrakar and Ravi Uppal.
"Large scale hawala operations are done to siphon off the proceeds of betting to off-shore accounts. Large expenditure in cash is also being done in India for advertising of betting websites and self-aggrandisement necessary to attract new Users and franchise (panel) seekers," the agency had earlier said.

The Enforcement Directorate claimed Friday it has recorded a statement of a 'cash courier' who alleged that the promoters of the Mahadev betting app have paid Rs 508 crore to Chhattisgarh Chief Minister Bhupesh Baghel till now and that it is a "subject matter of investigation".
The courier, Asim Das, has been arrested by the agency after it recovered Rs 5.39 crore from him in the poll-bound state.
The Mahadev online betting app and its promoters are being investigated by the ED under the anti-money laundering law.
"From the questioning of Asim Das, and from the forensic examination of the phone recovered from him, and examination of an email sent by Shubam Soni (one of the high-ranking accused of Mahadev network) many startling allegations have come forth, namely, that regular payments have been made in the past and so far around Rs 508 crore have been paid by Mahadev APP promoters to Bhupesh Baghel, Chief Minister of Chhattisgarh," the ED said in a statement.

Yearly financial assistance to married women and landless agriculture labourers, paddy procurement at Rs 3,100 per quintal and cooking gas cylinder at Rs 500 to poor families are some of the key highlights of the BJP's poll manifesto for Chhattisgarh released on Friday, just four days ahead of the first phase of the assembly elections.
Filling one lakh vacant government posts in Chhattisgarh in two years and taking people of the state on a visit to the Ram temple, which is being constructed in Ayodhya, are also among the promises of the opposition Bharatiya Janata Party (BJP) mentioned in the manifesto.
Union Home Minister Amit Shah released the BJP manifesto titled 'Modi's Guarantee for Chhattisgarh 2023' during a function here at Kushabhau Thakre Parisar, the saffron party' state office in Raipur.
Speaking at the launch of manifesto, Shah said, "An election manifesto is not just a manifesto for the BJP, but a 'Sankalp Patra' (document of resolution) for us." Fulfilling our resolution, we (BJP-led central government) had established Chhattisgarh state (in 2000), he said.
"Chhattisgarh was transformed into a good state from being a BIMARU (laggard) state during 15 years of the BJP rule (2003-2018). Now I assure you on behalf of the BJP that we will work with the aim of making it a developed state in next five years," he added.
BIMARU is an acronym for Bihar, Madhya Pradesh, Rajasthan and Uttar Pradesh, a grouping of states that historically lagged in economic and social indicators.
Briefing about the promises in the manifesto, Shah said, "If BJP is voted to power in the state, 'Krishi Unnati Scheme' will be launched, under which 21 quintal per acre paddy will be procured (from farmers) at Rs 3100 per quintal." The payment against paddy procurement will be done in one time, he added.
The party-led government will also launch 'Mahtari Vandan Scheme', under which married women will be given a financial assistance of Rs 12,000 per year, he said.
Similarly, Deendayal Upadhyay Krishi Majdoor Yojana will be launched, under which landless agricultural labourers will be given Rs 10,000 per year, Shah said.
Women from poor families will get cooking gas cylinders at Rs 500 each, while students will be given monthly travel allowance for going to college through Direct Benefit Transfer (DBT), the Union minister said.
According to him, one lakh vacant government posts will be filled in two years if the BJP returns to power in the state.
Under the Pradhan Mantri Awas Yojana, funds will be sanctioned for the construction of 18 lakh houses, while every house will have tap water connection within two years under the 'Ghar Ghar Nirmal Jal Abhiyan', he said.
People of Chhattisgarh will be taken on a visit to Ram temple in Ayodhya, he said.
Elections to the 90-member Chhattisgarh assembly will be held in two phases - on November 7 and 17.

Bharatiya Janata Party (BJP) will release its election manifesto on November 3, with a special event featuring Union Home Minister Amit Shah in Raipur.
The program will take place at the BJP state office in the Kushabhau Thakre complex.
Amit Shah, along with Chhattisgarh BJP's state in-charge Om Mathur, state president Arun Saw, and former Chief Minister Raman Singh, will be present.
According to party sources, the BJP may focus on promises related to housing for the poor, regularisation of contract workers, and schemes similar to Madhya Pradesh's 'Ladli Laxmi' for Chhattisgarh. Education, healthcare, security, and employment guarantees are also expected to be crucial points in the manifesto.
The party has received nearly 200,000 suggestions in preparation for the manifesto. Arun Saw, the state president of the BJP, stated that the party would release the manifesto soon.
The BJP already claimed that their manifesto would reflect the aspirations of the people of Chhattisgarh, addressing issues such as comprehensive development, improved living standards, and economic progress for the state. The manifesto will cover all these aspects, reflecting the hopes of the people of Chhattisgarh.
In the run-up to the Chhattisgarh Legislative Assembly elections, the Congress has made 17 announcements so far, including loan waivers for farmers, loan forgiveness for women's self-help groups, a Rs 500 subsidy in gas cylinders, and the establishment of new industries for youth, along with school education.
These announcements are part of the Congress's effort to woo voters. On the other hand, the BJP has not made any announcements yet, with the first phase of voting just a few days away.
