2023-24 is set to be the year which sees the highest ever capacity addition of highway projects, as per a report by Mint. The govt expects to end this fiscal with a capacity addition that will surpass even the record construction levels seen in the pandemic year 2020-21. The govt has set a target to construct over 13,800 kms of highways in FY24 and has reached a level 7,685 kms until January this year. As per Anurag Jain, secretary of road, transport and highways ministry, overall construction should reach 12,500 km to 13,000 km this year, of which 9,500 km would be actual capacity addition and the rest will be road strengthening projects. He also said that actual annual highway construction should remain in 12,000-13,000 km range over the next decade.&nbsp; 
"Up to January 2024, we have seen a 10 per cent year-on-year growth while the increase in construction of four-lane highways is 16 per cent," he said, adding that the construction of four-lane and above roads now stands at two-and-a-half times the annual achievement of FY&rsquo;14.
Jain said the ministry is also confident of awarding highway projects worth Rs 10,000 crore by March end.
The NH network increased by 60 per cent from 91,287 km in 2014 to 1,46,145 km in the year 2023, government data showed.
The length of four lanes and above NH increased by 2.5 times from 18,387 km in 2014 to 46,179 km in November 2023, the secretary said.
He said MoRTH will come out with a modified Build-Operate-Transfer (BOT) project document in the next few days to attract interest of private companies for investments in the highways sector.

India's construction sector is poised to play a crucial role in the country's economic growth by employing a whopping 100 million people, according to a recent report by Knight Frank India. As the second-largest employment generator in India, the construction sector is estimated to engage around 71 million workers by the year 2023.
However, a significant challenge lies ahead for the industry as over 80% of the current workforce remains unskilled. Only 19%, approximately 1.3 million, are classified as skilled employees, which includes engineers, technicians, and clerical staff. Furthermore, there are 4.4 million core skilled workers, while 6.9 million have received vocational training.
The National Skill Development Council (NSDC) reveals that the real estate sector absorbs 87% of these workers, leaving the infrastructure sector with the remaining 13%. This raises concerns about the lack of a skilled workforce in both industries.
The report by Knight Frank sheds light on the need for skilled personnel, especially civil engineers. Between 2012 and 2021, approximately 8,96,864 core skilled employees, including civil engineers, entered the sector. It is projected that by FY2029-30, there will be a demand for around 17 lakh civil engineers, growing at a Compound Annual Growth Rate (CAGR) of 10.4%, with an annual increment of 1.8 lakhs.
To address this demand, India currently boasts nearly 3,200 universities and colleges offering full-time construction-related courses. However, further efforts are required to enhance the quality of education and training to produce a highly skilled workforce capable of meeting industry requirements.
The construction sector's significance in India's economic growth cannot be overstated. Over the past decade, the sector has demonstrated remarkable progress, with a CAGR of 11% in output from both infrastructure and real estate. Together with real estate services and dwelling ownership, the construction sector contributes a substantial 18% to the country's total economic output.
Moreover, foreign investors have shown immense interest in India's construction sector. Between FY 2012-22, the sector attracted an impressive cumulative FDI inflow of $35 billion, highlighting its potential for future growth.
Looking ahead, the output from India's real estate sector is projected to reach $1 trillion by 2030, a significant increase from the current $650 billion. Residential demand, commercial developments, retail expansions, hospitality ventures, and warehousing developments will drive this growth.
Shishir Baijal, Chairman, and Managing Director of Knight Frank India emphasized the essential role played by the construction sector in India's economic growth. He stated that India's economy has witnessed significant expansion over the years, and the construction sector's growth has been closely aligned with the country's GDP growth. To ensure optimal growth, Baijal stressed the need for a skilled and semi-skilled workforce to maximize productivity levels in the construction sector.

A Uttarakhand High Court on Thursday asked the state government to strictly implement the ban on construction in Joshimath. Hearing a PIL on the crisis, a division bench of Chief Justice Vipin Sanghi and Justice Alok Kumar Verma directed the government to form a committee of independent experts to look into the matter.
The court has directed the state government that the committee must include Disaster Management Authority CEO Piyush Rautela and MPS Bisht in it. The committee will present its report in a sealed envelope before the court within two months, the court has instructed.
During the hearing, counsel on behalf of the state government and National Thermal Power Corporation Limited (NTPC) said that the government is very serious about this matter.
"All construction work has been stopped in Joshimath and possible help is being given to the affected. The government is taking the help of Wadia Institute experts regarding landslides," the counsel added.

Pollution in Delhi-NCR: ban on non-essential construction work lifted as air quality improves

"The forecast by the India Meteorological Department and the Indian Institute of Tropical Meteorology does not suggest that the AQI would slip into the &ldquo;severe&rdquo; category in the coming days," the Commission for Air Quality Management (CAQM) said in an order.

With air pollution in Delhi-NCR ameliorating, the Centre's air quality panel on Wednesday directed authorities to lift the curbs imposed in Delhi-NCR under stage III of the Graded Response Action Plan, including a ban on non-essential construction and demolition work. Delhi's 24-hour average air quality index (AQI) stood at 343 at 4 pm, improving from 385 on Tuesday. An AQI between 201 and 300 is considered 'poor', 301 and 400 'very poor', and 401 and 500 'severe'.
"The forecast by the India Meteorological Department and the Indian Institute of Tropical Meteorology does not suggest that the AQI would slip into the &ldquo;severe&rdquo; category in the coming days," the Commission for Air Quality Management (CAQM) said in an order.
"It is therefore, felt that it is advisable to relax the stringent restrictions and roll back Stage-III of the Graded Response Action Plan (GRAP) with immediate effect in the entire national capital region (NCR)," the order read.
