Project Akashteer: Defence Ministry inks Rs 2,400 cr deal with Bharat Electronics

According to the Ministry of Defence, the first contract with BEL pertains to the procurement of the Automated Air Defence Control and Reporting System 'Project Akashteer' worth Rs 1,982 crore for the Indian Army.

In yet another boost to self-reliance in defence sector, the Ministry of Defence on Wednesday signed three contracts -- two with Bharat Electronics Limited (BEL), Ghaziabad and one with New Space India Limited (NSIL) -- at a total cost nearly Rs 5,400 crore, to bolster the defence capabilities of the country.
According to the Ministry of Defence, the first contract with BEL pertains to the procurement of the Automated Air Defence Control and Reporting System 'Project Akashteer' worth Rs 1,982 crore for the Indian Army.
The second contract with BEL relates to the acquisition of Sarang Electronic Support Measure (ESM) systems along with the associated Engineering Support Package from BEL, Hyderabad at an overall cost of Rs 412 crore for the Indian Navy.
The contract with NSIL, a Central Public Sector Enterprise under the Department of Space, Bengaluru pertains to the procurement of an advanced Communication Satellite, GSAT 7B, which will provide High Throughput Services to the Indian Army at an overall cost of Rs 2,963 crore, said the Defence Ministry statement.

The Supreme Court on Monday said the Ministry of Defence cannot take law in its own hands by issuing communication on payment of One Rank-One Pension (OROP) arrears in four installments.
A bench of Chief Justice DY Chandrachud and Justices PS Narasimha and JB Pardiwala asked the ministry to immediately withdraw its January 20 communication, which said OROP arrears will be paid in four installments.
Attorney General R Venkataramani said the Centre has paid one installment of OROP arrears to ex-servicemen but need some more time for further payments.
"First withdraw (your) January 20 notification on payment of OROP arrears, then we will consider your application for time," the bench told Venkataramani.
The bench said the defence ministry's January 20 communication was completely contrary to its verdict and it cannot unilaterally say it will pay OROP arrears in four installments. It asked the attorney general to prepare a note giving details of the quantum of payment to be paid, the modalities to be adopted and what's the priority segment for the payment of arrears.
"We want that there has to be some kind of categorisation and older people should be paid the arrears first. Over four lakh pensioners have died since the litigation started," the bench said.
The top court is hearing an application filed by Indian Ex-Servicemen Movement (IESM), through advocate Balaji Srinivasan, in which they have sought setting aside of the defence ministry's January 20 communication.
On February 27, the top court pulled up the defence ministry over the delay in payment of OROP arrears to eligible pensioners of the armed forces and sought an explanation from the secretary concerned for issuing the communication extending the timeline for payments fixed by the court.
On January 9, the top court granted time till March 15 to the Centre for payment of total arrears of OROP. But on January 20, the ministry issued a communication that the arrears shall be paid in four yearly installments.&nbsp;

Amid border aggression by China and proxy war by Pakistan, the Indian Army suffered from more than 7,000 vacancies in officer posts in 2022.
The data was revealed by Minister of State for Defence Ajay Bhatt in a written reply in Parliament on 6 February 2023.
On 1 January 2022, the number of vacant posts was 7,665, and it fell marginally to 7,363 on 15 December 2022. The number of vacant JCO and other officer posts was 1.18 lakh on 15 December.
In 2022-23, the defence expenditure was 14.08 per cent of the central government expenses, Parliament was informed.
The defence expenditure was ₹5,55,484 crores while the central government expenditure was ₹39,44,909 crores for the year 2022-23, according to the data shared by the government in the response.
The defence expenditure was ₹5,23,330 crores while the central government expenditure was ₹35,09,836 crores for 2020-21, the percentage being 14.91 per cent.
"It is seen from above data that Defence Expenditure as a percentage of Central Government Expenditure may appear to be decreasing due to increasing trend in the growth of Central Government Expenditure. However, Defence Expenditure is increasing in absolute terms, implying higher spending," the minister said in his response.

In a statement issued on Thursday, the ministry said the induction of these dual-role capable missiles is going to "significantly enhance" the operational capability of Indian Navy fleet assets.
BrahMos Aerospace Pvt. Ltd. (BAPL) is a joint venture between India and Russia, making crucial contribution to augment the new generation surface-to-surface missiles (SSMs) with enhanced range and dual role capability for land as well as anti-ship attacks, it said.  "Providing further impetus to Aatmanirbharta in defence production, the Ministry of Defence (MOD) signed a contract today with M/s BrahMos Aerospace Pvt. Ltd. (BAPL) for acquisition of additional dual-role capable Surface to Surface BrahMos missiles at an overall approximate cost of Rs 1,700 Crore under 'Buy-Indian Category'," the statement said. 
This contract is going to give further boost to indigenous production of critical weapon system and ammunition with active participation of indigenous industry, it added.

India unveiled a new scheme called "Agnipath" on Tuesday for the recruitment of soldiers in the Army, the Navy and the Air Force, largely on a short-term contractual basis, with an aim to cut the ballooning salary and pensions bill.
Defence Minister Rajnath Singh announced the new scheme at a media briefing, shortly after the Cabinet Committee on Security approved it.
"The Agnipath recruitment scheme is a transformative initiative that will provide a youthful profile to the armed forces," Singh said.
The revolutionary changes in the recruitment process will see the induction of the soldiers initially for a period of four years and some of them would be retained.
"Under the Agnipath scheme, Indian youngsters will be provided an opportunity to serve in the armed forces as 'Agniveer'," the defence minister said.

Navy chief Admiral R Hari Kumar said the scheme will ensure a wider talent pool for recruitment in the armed forces.
The<a href="https://www.editorji.com/india-news/agnipath-vs-short-service-commission-vs-permanent-commission-in-indian-armed-forces-explained-1655228750863" target="_blank"> "Agnipath" scheme</a>, earlier christened as "Tour of Duty", was launched in the presence of the chiefs of the three services.
The new scheme was announced after extensive deliberations on it over the last two years.
The soldiers to be recruited under the scheme will be called "Agniveer".
Currently, the Army recruits young people under the short service commission for an initial tenure of 10 years, which is extendable up to 14 years.
The scheme is aimed at slashing the salary and pension bills of the three services, which have been increasing rapidly.
The defence budget of Rs 5,25,166 crore for 2022-23 included Rs 1,19,696 crore for defence pensions.

In a major move to boost India's combat capabilities, the Defence Ministry on Thursday sealed a contract to procure 118 Main Battle Tanks Arjun for the Indian Army at a cost of ₹ 7,523 crore.
The defence ministry placed the order for the Arjun Mk-1A tanks with the Heavy Vehicles Factory in Chennai.
The MBT Mk-1A is a new variant of Arjun Tank designed to enhance fire power, mobility and survivability, infused with 72 new features and more indigenous content from the Mk-1 variant
"The order, worth ₹ 7,523 crore, will provide further boost to the ''Make in India'' initiative in defence sector and is a big step towards achieving ''Aatmanirbhar Bharat''," the ministry said in a statement.
It added that the tanks would ensure effortless mobility in all terrains, besides precise target engagement during day and night.

The tank has been designed and developed by the Defence Research &amp; Development Organisation (DRDO) by incorporating numerous upgrades on Arjun MBT, the in-service main battle tank with the Indian Army.

The Ministry of Defence in an affidavit told the Supreme Court on Tuesday that the Centre will issue a notification allowing women candidates to take the National Defence Academy (NDA) entrance exam in May 2022.
The top court, in a historic order last month had allowed women candidates to sit for the NDA entrance exam scheduled to be held on September 5.
The Ministry added in its affidavit that an expert study group has been formed to develop a curriculum, while a Board of Officers will frame a futuristic proposal for the training of women cadets at the NDA.
The affidavit noted that facilities like equitation, swimming, games and sports have to be developed for the female cadets as &lsquo;any dilution of physical training would invariably impact the Battle Worthiness of the Armed Forces adversely&rsquo;
The Ministry also submitted that new residential facilities would have to be developed to ensure a physical separation between the residential areas of men and women and added that modification to facilities such as bathroom cubicles would also be required for privacy.
