When midnight approaches in Delhi and a freezing fog settles over the Indian capital, thousands of homeless people spread torn mattresses and blankets on the streets to keep warm.
Those who can&rsquo;t afford blankets spend the night around a smoldering fire, burning garbage and discarded cardboard boxes. Others hunker down in a government shelter system.
It&rsquo;s a scene that repeats itself every year when India&rsquo;s capital experiences a harsh winter, blamed for killing scores of homeless people and leaving tens of thousands of others shivering on the streets.
Recently, New Delhi recorded a low of 5.5 degrees Celsius (41.9 Fahrenheit), with India&rsquo;s weather forecasting agency warning of a severe cold wave from Monday.
The piercing chill is an ordeal for the city&rsquo;s homeless, who curl their bodies on sidewalks and sleep as the traffic goes by. Even though the city&rsquo;s night shelters are a refuge to many who would otherwise find themselves sleeping near busy roundabouts and underpasses, most people there live in harsh conditions.
Many of the night shelters are overcrowded and have unclean toilets and no water.
India&rsquo;s 2011 census figures show about 47,000 of the city&rsquo;s residents were homeless.
Activists say that number is a vast underestimate and that New Delhi has more than 150,000 without permanent residences to sleep in.
Official figures also show the city&rsquo;s 195 homeless shelters can accommodate only about 19,000 people, leaving tens of thousands struggling to keep warm.

Delhi air in severe category: Varun Gandhi targets government agencies

Delhi&rsquo;s air quality deteriorated once again to hit the &lsquo;severe&rsquo; category Thursday morning with a 24-hour average AQI of 426 at 9 am.&nbsp;

With the air quality in Delhi-NCT worsening, BJP MP Varun Gandhi on Thursday questioned lack of "concern and coordination" among multiple government agencies in tackling the crisis.
Neither government nor people are serious about this monstrous problem, he said in tweets, claiming that hospitals are full of patients with breathing, heart and lung problems.
"Eight out of 10 children in Delhi-NCR have respiratory problems. After years of discussions, why is there a continuing lack of concern/coordination between multiple government entities," he asked.
Gandhi wondered if the cost of solving the problem is higher than lifetime respiratory care for 46 million people.

With the air quality deteriorating, the BJP and the AAP, which is in power in Delhi and Punjab where incidents of stubble burning have shot up, have blamed each other for the annual crisis.

The Delhi government had in September announced a complete ban on the production, sale and use of all types of firecrackers till January 1, 2023.

The air quality in Delhi on the morning after Diwali was recorded in the 'very poor' category but the situation was relatively better than previous years due to favourable meteorological conditions which diluted the effect of firecrackers and stubble burning.
The capital's air quality index (AQI) stood at 326 at 8 am on Tuesday.
The neighbouring cities of Ghaziabad (285), Noida (320), Greater Noida (294), Gurugram (315) and Faridabad (310) reported 'poor' to 'very poor' air quality.
An AQI between zero and 50 is considered 'good', 51 and 100 'satisfactory', 101 and 200 'moderate', 201 and 300 'poor', 301 and 400 'very poor', and 401 and 500 'severe'.
The relatively better air this morning doesn't mean it's good air. The PM2.5 levels at 30 out of the 35 monitoring stations in the capital were five to six times the national standard of 60 micrograms per cubic metre at 8 am.
PM2.5 are fine particles that are 2.5 microns or less in diameter and can travel deep into the respiratory tract, reaching the lungs and entering the bloodstream.
Though people burst firecrackers in several parts of Delhi despite a ban on them, the intensity appeared less as compared to the last two years.
The Delhi government had in September announced a complete ban on the production, sale and use of all types of firecrackers till January 1, 2023, including on Diwali, a practice it has been following for the last two years.
Farm fires raged across Punjab and Haryana on Monday but the wind speed was moderately unfavourable for the transport of smoke. Hence, the contribution of stubble burning to Delhi's pollution (around 10 per cent) was also "not very significant", said Gufran Beig, chair professor, National Institute of Advanced Studies, Indian Institute of Science.
Emissions from firecrackers and farm fires have contributed significantly to Delhi's PM2.5 pollution on Diwali over the years.
Their share this year was relatively less than previous years due to reduced firecrackers bursting and moderately warm and windier conditions which prevented rapid accumulation of pollutants.
Diwali was celebrated on November 4 in 2021 and on November 14 in 2020 when temperatures were considerably low and winds calm.
According to the Early Warning System of the Indian Institute of Tropical Meteorology (IITM), the air quality is predicted to remain in the 'very poor' category during the day (Tuesday) and is likely to improve slightly over the next two days.
Delhi recorded a 24-hour average AQI of 312 at 4 pm on Monday -- the second best for Diwali day in seven years.

Before this, the city recorded an AQI of 281 on Diwali in 2018.
Delhi had recorded an AQI of 382 on Diwali last year, 414 in 2020, 337 in 2019, 319 in 2017, and 431 in 2016, according to Central Pollution Control Board data.
On Sunday evening, the city reported a 24-hour average AQI of 259, which was the lowest for Diwali eve in seven years.
"The share of PM2.5 in Delhi's air has increased which is indicative of contribution from firecrackers and stubble burning," said Beig, also the founder project director of SAFAR, a forecasting agency under the Union Ministry of Earth Sciences.
"Though the active fire counts have doubled, the wind direction is north westerly and the wind speed is moderate (not very favourable for the transport of smoke from farm fires). Hence, the contribution of stubble burning is not very significant," he said.
Stubble burning is likely to account for 12 to 15 per cent of Delhi's PM2.5 solution on Tuesday, he added.
The Indian Agricultural Research Institute reported 1,019 farm fires in Punjab, 250 in Haryana and 215 in Uttar Pradesh on Monday evening.
The System of Air Quality and Weather Forecasting and Research (SAFAR) had earlier predicted that the air quality in Delhi will be recorded in the 'very poor' category if no firecrackers are burst.
In case firecrackers are burst like last year, the air quality may plunge to 'severe' levels on the night of Diwali itself, it had said.
Delhi Environment Minister Gopal Rai had earlier said bursting of firecrackers on Diwali in the city will attract a jail term up to six months and a fine of Rs 200.
He had said production, storage and sale of firecrackers here will be punishable with a fine of up to Rs 5,000 and three years in jail under Section 9B of the Explosives Act.
A total of 408 teams have been constituted to implement the ban. The Delhi Police has set up 210 teams under assistant commissioners of police, the Department of Revenue has set up 165 teams and the Delhi Pollution Control Committee has constituted 33 teams.

Delhi's air quality turned "very poor" on Monday morning as unfavourable meteorological conditions allowed accumulation of pollutants, and emissions from firecrackers and stubble burning compounded the situation.
On Sunday evening, the city reported a 24-hour average air quality index (AQI) of 259, which was lowest for the day before Diwali in seven years.
However, pollution levels crept up at night amid a drop in temperature and wind speed as people burst firecrackers in several parts of the national capital and the number of farm fires rose to 1,318, the highest this season so far.
Delhi's AQI stood at 301 at 8 am on Monday.
Twenty of the 35 monitoring stations in the city recorded the air quality in the "very poor" category, while the Anand Vihar station reported "severe" pollution levels (AQI 401).
The Delhi administration had on Saturday issued an order banning private construction in Anand Vihar and neighbouring areas considering the spike in air pollution levels there.
The neighbouring cities of Ghaziabad (302), Noida (302), Greater Noida (285), Gurugram (271) and Faridabad (256) reported poor to very poor air quality.
An AQI between zero and 50 is considered "good", 51 and 100 "satisfactory", 101 and 200 "moderate", 201 and 300 "poor", 301 and 400 "very poor", and 401 and 500 "severe".
SAFAR, a forecasting agency under the Union Ministry of Earth Sciences, had earlier predicted that the air quality may deteriorate to "very poor" on Monday morning (Diwali) due to calm winds and low temperatures which allow rapid accumulation of pollutants in the air.
It will continue to remain "very poor" if no firecrackers are burst, it said In case firecrackers are burst like last year, the air quality may plunge to "severe" levels on the night of Diwali itself and continue to remain in the "red" zone for another day, the System of Air Quality and Weather Forecasting and Research (SAFAR) had predicted.

The contribution of stubble burning to Delhi's PM2.5 pollution has so far remained low (up to five per cent) due to a slow transport-level wind speed. But, it is likely to increase to eight percent on Monday. &nbsp; Gufran Beig, founder project director, SAFAR, said the transport-level wind direction and speed is likely to become "very favourable" for transport of smoke from stubble burning from Monday afternoon.
"It will increase the share of stubble burning in Delhi's PM2.5 pollution to 15-18 per cent on October 25 and push the air quality into the 'severe' category," he said.
The Indian Agricultural Research Institute reported 902 farm fires in Punjab, 217 in Haryana and 109 in Uttar Pradesh on Sunday evening. &nbsp;According to the Centre for Research on Energy and Clean Air (CREA), intensive stubble burning is expected in the following weeks, further increasing Delhi's PM2.5 level which is around 110 microgram per cubic metre already.

The Delhi government decided to reopen educational institutions after the air quality levels in the city showed improvement last week.
The decision to halt physical classes came after the Supreme Court expressed concerns over high pollution levels and exposing school-going children to dangerous conditions. The top court had suggested a two-day lockdown as an immediate measure to the Centre to help in tackling air pollution.

The court warned the Delhi government that if it continued with its "lame excuses:, it will be forced to hold an audit of the govt revenue earnings and the "amount it is spending on popularity slogans".

The Supreme Court on Monday directed the Centre to call an emergency meeting on Tuesday to take measures like stopping non-essential construction transport, power plants and implementing work from home.
A bench, headed by Chief Justice N V Ramana, directed the concerned secretaries of Uttar Pradesh, Haryana and Punjab and Delhi to attend the meeting to make their submissions before the committee formed by it.
In a significant disclosure, Solicitor General Tushar Mehta told the court that farm waste burning was found to be accounting for just 10 per cent of the emissions on average through the year.
"So far, as stubble burning is concerned, broadly affidavits state that their contribution is not so much except for two months. However, at present a good amount of stubble burning is taking place in Haryana and Punjab," the bench also comprising Justices D Y Chandrachud and Surya Kant said.
"The affidavit filed by respondents and after hearing we come to the conclusion the major culprits of pollution are construction activity, industry, tansport, power and vehicular traffic apart from stubble burning in some parts. Even though some decisions were taken by the Commission for Air Quality Management in the National Capital Region and Adjoining Areas Act has not indicated precisely what steps they are going to take to control factors that are causing air pollution.
The top court also asked the state governments of Punjab and Haryana to convince the farmers for two weeks not to do stubble burning.
"We direct the government of India, NCR states to examine introducing work from home for employees," the bench said.

The Supreme Court on Monday directed the Centre to call an emergency meeting on Tuesday to take measures like stopping non-essential construction transport, power plants and implementing work from home.
A bench, headed by Chief Justice N V Ramana, directed the concerned secretaries of Uttar Pradesh, Haryana and Punjab and Delhi to attend the meeting to make their submissions before the committee formed by it.
In a significant disclosure, Solicitor General Tushar Mehta told the court that farm waste burning was found to be accounting for just 10 per cent of the emissions on average through the year.
The top court also asked the state governments of Punjab and Haryana to convince the farmers for two weeks not to do stubble burning.
"We direct the government of India, NCR states to examine introducing work from home for employees," the bench said.

"So far, as stubble burning is concerned, broadly affidavits state that their contribution is not so much except for two months. However, at present a good amount of stubble burning is taking place in Haryana and Punjab," the bench also comprising Justices D Y Chandrachud and Surya Kant said.
"The affidavit filed by respondents and after hearing we come to the conclusion the major culprits of pollution are construction activity, industry, tansport, power and vehicular traffic apart from stubble burning in some parts. Even though some decisions were taken by the Commission for Air Quality Management in the National Capital Region and Adjoining Areas Act has not indicated precisely what steps they are going to take to control factors that are causing air pollution.
The top court also asked the state governments of Punjab and Haryana to convince the farmers for two weeks not to do stubble burning.

The Delhi government has already announced the closure of physical classes in schools, colleges and other educational institutions, except those where exams are being conducted, for a week from Monday.
All government offices, agencies and autonomous bodies, except those involved in essential services, have been directed to ask employees to work from home. No construction and demolition activity is allowed in the capital till November 17.
