A visually-impaired Delhi University assistant professor, Sharmishtha Atreja, has been asked to pay ₹6.74 lakh for overstaying in a girls' hostel, where she had been living for over two years.
According to Indian Express, Atreja, who has been teaching Philosophy at DU since 2015, was allotted a room on the ground floor of the hostel in 2021 when she became a resident tutor.
However, she was asked to vacate after her tenure expired in August 2022. She was allotted another residence on Mall Road but Atreja said it was not on the ground floor and was inaccessible due her condition.
After she moved the Delhi High Court, she was allotted a different residence, this one on a ground floor. However, Atreja said the house is in a state of disrepair and there is no washbasin in the bathroom.
Meanwhile, the university is cutting 30% of her earnings every month as penalty for overstaying.
DU Proctor Rajni Abbi, however, said they are going easy on Atreja and that she owed a lot more than the nearly ₹7 lakh amount.

The Delhi Police has registered two FIRs after slogans to boycott elections were found written on walls at multiple places in the Delhi University area, officials said on Thursday.
Bhagat Singh Chhatra Ekta Manch (BSCEM) claimed responsibility for the slogans, such as "Ek hi raasta Naxalbari," written on the walls. The self-proclaimed youth organisation posted photos of the slogans on its Instagram page.
Police said they noticed the slogans written in the area during morning patrolling on Thursday.
"Accordingly, two FIRs under the Defacement Act have been registered," Deputy Commissioner of Police (north) Manoj Kumar Meena said.

Singh's services were terminated by Daulat Ram College in 2020. She has been protesting against alleged caste-based discrimination and harassment by the college administration. The matter is in court.
"Aazad along with his supporters and other students came to North Campus to hold a protest. The protesters were detained as they did not have permission to hold a demonstration," a senior police officer said.
Around 80 people, including Aazad, were detained and taken to Burari police station. They will be released after a few hours, he said.
Maya John, a member of Delhi University's Academic Council, said democratic space is fast shrinking within the university campus and outside, and this is "most unfortunate".
"What happened today is really condemnable... the way the authorities are clamping down on protests, leaving no democratic space for resistance," she said.
All democratic forces should unite to collectively resist administrative authoritarianism, repression and lack of accountability, John said.

A 19-year-old college student was allegedly thrashed by a group of fellow students after he refused to raise slogans in favour of their election campaign in southeast Delhi&rsquo;s Nehru Nagar area, police said on Wednesday.
The victim told police that he is a BA final-year student of the college located in Nehru Nagar and he was beaten up on September 5 when he was sitting near a water point.
Around 1.55 p.m., when some other students asked him to raise slogans for their election campaign. He refused to do so, following which the group started thrashing him, the complainant told police.
He further said that during the scuffle, he also lost his gold chain. Later, he informed police about the incident and they took him to AIIMS Trauma Centre for treatment, the FIR said.
Based on his complaint, an FIR was registered at Lajpat Nagar police station under sections 323 (voluntarily causing hurt), 341 (wrongful restraint) and 34 (common intention) of the Indian Penal Code on September 7, it said.
The matter is being probed, police said.

Explaining the move, DU's Vice-Chancellor said that Iqbal was the first to raise the idea of partition of India and the establishment of Pakistan.

Born in 1877 in Sialkot in undivided India, Iqbal wrote the famous song &lsquo;Saare jahan se achha&rsquo;. He is often credited with giving birth to the idea of Pakistan.
The chapter titled 'Modern Indian Political Thought' is part of BA's sixth-semester paper, officials said, adding that the matter will now be presented before the Executive Council of the university that will take the final call.
The Rashtriya Swayamsevak Sangh-affiliated Akhil Bharatiya Vidyarthi Parishad (ABVP), meanwhile, welcomed the development.
"A motion was brought regarding a change in the syllabus of political science. As per the motion, there was a chapter on Iqbal that has been removed from the syllabus," said an Academic Council member.
A unit on Iqbal titled 'Iqbal: Community', which is part of the syllabus was reviewed by PTI.
There are 11 units as part of the course with the objective to study important themes through individual thinkers.
Other thinkers that are also part of the course include Rammohan Roy, Pandita Ramabai, Swami Vivekananda, Mahatma Gandhi, and Bhimrao Ambedkar.
"The course has been designed to give students a glimpse into the richness and diversity within the Indian political thought," the syllabus mentions.
The course is aimed to equip students with a critical understanding of modern Indian thought, it adds.
"The thematic exploration of ideas is meant to locate the topical debates on important subjects on a historical trajectory and reflect over the diverse possibilities exhibited in the writings of the respective thinkers," it further stated.
Meanwhile, the ABVP welcomed the move, saying "fanatic theological scholar" Iqbal was responsible for India's partition.
"Delhi University academic council decided to scrap fanatic theological scholar Mohd Iqbal from DU's political science syllabus. It was previously included in BA's sixth-semester paper titled 'Modern Indian political thought," the ABVP said in a statement.
"Mohammad Iqbal is called the 'philosophical father of Pakistan'. He was the key player in establishing Jinnah as a leader in Muslim League. Mohammad Iqbal is as responsible for India's partition as Mohammad Ali Jinnah is," it added.

A university official, who did not wish to be named, said that the coinciding of the name change was a matter of chance, and that the varsity had come to the decision after a prolonged discussion with its Garden Committee.
"The competent authority of the University of Delhi has approved the name of the garden (opposite the Vice Regal Lodge) with the statue of Gautam Buddha in its centre as Gautam Buddha Centenary Garden," said Registrar Vikas Gupta, in a notification dated January 27.

The Gautam Buddha statue has been standing in the garden for at least 15 years.
The official said the garden was neither built by the Mughals nor has it a Mughal garden design.
A typical Mughal garden -- based on Persian architectural design -- features canals and pools along the axes, as well as fountains and waterfalls, and over time also came to incorporate such features as terraces, and water channels lined with concrete or blue tiles.
"The Mughal gardens have specific designs with a pond, running water, and two cones of fountains on either side. Mughal gardens have fruit and flower trees. You can see at the Taj Mahal and other places that the Mughal garden has fruit trees, especially of peach and litchi. None of these features are in this garden," the official told PTI.
The official highlighted that many botanists and people with knowledge of gardens have pointed it out.
Asked about the timing of the name change, the official said the university is going to host a flower show in March so they decided to change the park's name ahead of it.
"We want to prepare brochures and pamphlets for the flower show. The recommendation for the change in name was sent to Vice Chancellor 15 days back and it is a mere coincidence that the Mughal Garden name was also changed," the official added.
The iconic Mughal Gardens at the Rashtrapati Bhavan was renamed Amrit Udyan on Saturday.
The gardens, designed by British architect Edwin Lutyens, are thrown open to the public once a year. People can visit them from January 31 onwards this year.
Located in the sprawling premises of the Rashtrapati Bhavan in Delhi, Mughal Gardens, as it was known till Saturday, is spread over 15 acres and boasts to have over 150 varieties of roses and tulips, Asiatic lilies, daffodils, and other flowers.

Forty students staging a demonstration outside DU's Hansraj College against a "ban" on non-vegetarian food were allegedly detained by police on Friday, a students' organisation representative said.

According to the police, there were around 30 to 35 students protesting against the ban.
The Hansraj College unit of the Students&rsquo; Federation of India (SFI) on Wednesday called for a protest outside the college hostel against the &ldquo;discontinuation&rdquo; of non-vegetarian food at the institution "We began our protest peacefully. However, the college administration did not let us in. They have shut all gates and no officials are coming out to talk to us," SFI activist Sama said.
"We wish to submit a memorandum but they are not allowing us entry," she added.
Deputy Commissioner of Police (north) Sagar Singh Kalsi said, "The protesting students were asked to disperse from the spot, however, when they did not disperse, 14 to 15 students were detained and later released." The students had said Hansraj College stopped serving non-vegetarian food at its canteen and hostel after it reopened following the pandemic in February last year.
The SFI has claimed that there have also been instances where the Hansraj administration confiscated eggs from students who brought them to the hostel.
The majority of students of Hansraj are against this ban on non-vegetarian food and see this as an attempt to establish cultural hegemony, the student group said.
Hansraj College principal Rama Sharma has refused to withdraw the order despite facing widespread criticism and asserted the DU constituent college follows Arya Samaj's philosophy.
Speaking to PTI, Sharma has also claimed that 90 per cent of the students are vegetarian and they had earlier protested over non-veg food being served in the hostel.
"We are not going to withdraw the notice regarding non-veg food. It is an Arya Samaj college. We have our philosophy and that is why we won't serve non-veg food. We conduct 'havan' regularly. We follow our rules. It is written in the hostel prospectus that non-veg food will not be served in the hostel," she had said.

Delhi University has formed a 17-member committee to establish a centre for &ldquo;Hindu Studies&rdquo; to introduce courses about the &ldquo;history of Hindus" in the varsity, an official said.
The panel will be headed by DU Director of South Delhi Campus Prakash Singh.
Singh said a need was felt in the university for a Hindu studies centre.
&ldquo;There are around 23 universities across India that offer courses in Hindu studies. DU also thought it must also have a centre for Hindu studies," he told PTI.
"We have a centre for Buddhist studies but not a centre for Hindu studies. We thought let&rsquo;s see whether it is viable to open a centre for Hindu studies," Singh added.
He emphasised that the panel would focus on first checking the viability of the centre and then introduce courses accordingly.
&ldquo;First we will introduce courses in postgraduate and research and later we might introduce UG courses," Singh added.
The committee will decide how many courses will be introduced and whether courses will be introduced this year or next. The panel also plans to present the framework before the academic council in the near future, he further said.

Chaos broke out at the all-women's Miranda House College in Delhi on 16 October as a mob tried to scale the walls and enter the institute, according to reports.
A large crowd had gathered outside the college to attend a Diwali mela. When authorities realised that the premises was filled to capacity, the attendees were asked to leave.
Subsequently, many attendees, primarily men, went "entirely out of control", according to the college's Women's Development Cell. The men started entering restricted areas like classrooms, behaved rudely with college authorities, and invaded students' personal space.
Women students were subjected to harassment, catcalling, and inappropriate advances, according to the Women's Cell.
The college cell also admitted lapses on part of the fest organising committee, saying that there was "inexcusable" lack of foresight, inability to control the damage, and complete absence as chaos unfolded.

Accused Mehtab, a resident of Aman Vihar, is a graduate from Delhi University, they said.
A victim in his police complaint alleged that he received a call from an unknown number and the caller offered him a handsome remuneration for being a male sex worker. He said he ended up paying Rs 70,000 towards registration and other charges.
On the basis of technical surveillance, the caller's location was traced to Avantika in Rohini and the police found that the calls were being made from a call centre set up for this purpose.
Mehtab had employed eight women for calling targets and placing advertisements on internet and on porn websites. They also used to sell pills and spray that they claimed enhanced sex drive.
The woman used to call around 500 random numbers every day and they were able to lure at least 50 to 100 of them.
The women used to also ask the targets if they were interested in offering sexual services for a good remuneration. At least 10 to 20 men used to sign up on a daily basis, police said.
Mehtab had been running the call centre since July last year and has duped many people across the country, police said.
After cheating the targets, Mehtab and his team would block their numbers, police said.
Mehtab had earlier worked at a few call centres and gathered some idea from his work experience, they said.
Sixteen notebooks maintained to record the details of victims and their transactions, five bottles of pills and as many spray bottles were recovered, police said.

The Delhi University (DU) has decided to raise fees for its undergraduate courses from the academic session 2022-23 by introducing charges under new heads such as for varsity facilities and economically weaker section (EWS) support fund and revising some other components.
The university has added new sections to the fee structure like University Facilities and Services Charges, Economically Weaker Section Support University Fund and University Student Welfare Fund.
Besides this, the DU has also increased the charge under University Development Fund from Rs 600 to Rs 900.
A Delhi University Teachers' Association (DUTA) executive has estimated that the increase in the annual fee for a student will be around Rs 1,000. However, the university has said the fee hike will not be to that extent.
In a notification issued on July 26, the DU said the restructuring has been done to rationalise fees for admissions across various colleges of the university and to ensure uniformity in various heads of expenditure.
The varsity has also informed that the new fee structure will be implemented from the academic session 2022-23.
According to the university, there is no change in the tuition fee and Delhi University Student Union (DUSU) fund. Meanwhile, certain portions of the fee are to be decided by the colleges. These are College Student Welfare Fund, College Development Fund and College Facilities and Service Charge.
A DU official told PTI that a new section -- EWS Support University Fund-- has been added to the fee structure. Under this section, a student will have to pay Rs 100 annually.
"This is a new addition and the fund collected under this head will be used by the university for the welfare of the economically weaker section students," Director South Campus Prakash Singh said.
There is no overall big hike in the fee, Singh claimed.
"We have just organised it. There is no big change. Similar money was collected from students but now we have just added sections to specify to organise it," he said.
A college principal, meanwhile, said new sections like University Facilities and Services Charges have been added. "The section was not among the fee components earlier and now the university will charge Rs 500 under this head. Colleges also charge for using their facilities and services, like lab equipment," he said on the condition of anonymity.
The new fee structure is to be approved by the governing body of every college. "The university will decide how much they have to be charged. The fee will increase to a certain amount," he said.
DUTA executive Aanand Prakash said the varsity earlier used to charge Rs 600 towards the University Development Fund, now they have increased the amount to Rs 900.
"Besides this, new sections have been added. The fee will go up by a minimum of Rs 1,000. After the university hike, the college will also restructure the fee and this will further increase the fee. I don't understand why the university is feels the need to charge for the EWS fund when every college has the provision of charging students under this head," he said.

A Delhi University Teachers' Association (DUTA) executive has estimated that the increase in the annual fee for a student will be around Rs 1,000. However, the university has said the fee hike will not be to that extent.
In a notification issued on July 26, the DU said the restructuring has been done to rationalise fees for admissions across various colleges of the university and to ensure uniformity in various heads of expenditure.
The varsity has also informed that the new fee structure will be implemented from the academic session 2022-23.
According to the university, there is no change in the tuition fee and Delhi University Student Union (DUSU) fund. Meanwhile, certain portions of the fee are to be decided by the colleges. These are College Student Welfare Fund, College Development Fund and College Facilities and Service Charge.

A DU official told PTI that a new section -- EWS Support University Fund-- has been added to the fee structure. Under this section, a student will have to pay Rs 100 annually.
"This is a new addition and the fund collected under this head will be used by the university for the welfare of the economically weaker section students," Director South Campus Prakash Singh said.
There is no overall big hike in the fee, Singh claimed.
"We have just organised it. There is no big change. Similar money was collected from students but now we have just added sections to specify to organise it," he said.
A college principal, meanwhile, said new sections like University Facilities and Services Charges have been added. "The section was not among the fee components earlier and now the university will charge Rs 500 under this head. Colleges also charge for using their facilities and services, like lab equipment," he said on the condition of anonymity.
The new fee structure is to be approved by the governing body of every college. "The university will decide how much they have to be charged. The fee will increase to a certain amount," he said.
DUTA executive Aanand Prakash said the varsity earlier used to charge Rs 600 towards the University Development Fund, now they have increased the amount to Rs 900.
"Besides this, new sections have been added. The fee will go up by a minimum of Rs 1,000. After the university hike, the college will also restructure the fee and this will further increase the fee. I don't understand why the university is feels the need to charge for the EWS fund when every college has the provision of charging students under this head," he said.

The last date for registration of PG programmes is August 21 and for UG programmes is August 31.
"To make the admission process hassle-free, a dedicated portal for admissions will be launched soon. This will facilitate students to fill the forms, pay fee and check all details without any problem from the comfort of their home," the acting VC said.
The board exams were cancelled this year due to Covid and the Central Board of Secondary Education (CBSE) had said it will be adopting a 30:30:40 formula for evaluation of marks for class 12 students based on results of class 10, 11 and 12 respectively.&nbsp; "We have faith in the marking system of the CBSE and we will honour it. We are constantly in touch with our colleges regarding the modalities of cut-offs. A calendar regarding release of cut-off dates will also be issued soon," Rajiv Gupta, chairperson, admissions, who was also present at the press conference, said.
University's cut-off had been soaring for the past few years for UG courses. Last year, cut-offs has gone as high as 100 per cent for some colleges.&nbsp; The Lady Sri Ram College for Commerce had released its cut off-list at 100 per cent for some honours UG courses last year.
University officials present at the press conference said admission for the sports quota will be done on the basis of certificates like last year.
"We have had an intensive meeting of our education committee and have now come up with the dates for admission for this academic session," Joshi said.&nbsp; The admission process will be completely online like last year, he added.
Joshi said the registration process for MPhil and PhD will also begin on July 26 and the last date will be August 21.
"The admission to undergraduate courses will be merit-based, like previous year. There will be no change in the eligibility criteria for the candidates," he said.&nbsp; Like last year, the admission process will be completely online this year too and efforts will be made to make it smooth, he said.
The varsity has also decided that there will be no change in the registration fees for merit-based and entrance-based admissions.
The varsity said the first cut off will be released in the first week of September and academic session will begin latest by the second week of October.&nbsp; "We are hoping to release first cut-off list between September 7 and 10. Admission process is likely to be completed in September. We are anticipating the start of the new academic session from October 1 but if the process takes more time, then we are planning to start it latest by October 18 this year," Gupta said.&nbsp; Last year, the Delhi University's academic session started on October 18.
Later in the day, the varsity in a statement said centralised UG admissions will be done through one registration-cum-application form.&nbsp; "All the departments and colleges will use the same registration-cum-application form for admissions and candidates will not have to fill any other form.
"For PG programmes, candidates will be required to fill one registration form but pay separate registration fees if opting for more than one programme," the university said in the statement.
All candidates applying for M.Phil or Ph.D. programmes will have to fill a common registration form. In no case will the registration fee will be refunded, it added.
The Delhi University will also organise webinars to help candidates during the admission procedure.
"The admission branch is planning to organise webinars and upload tutorial videos to help candidates throughout the admission process. Announcement of these webinars will be published on the university website time to time.
"In addition, computer-based help desks in the form of Chat-Bots and emails will also be available 24*7 to answer queries of the candidates,&rdquo; the statement added.
