Maharashtra CM Devendra Fadnavis expanded his cabinet, swearing in 39 ministers in Nagpur. BJP took 19 berths, Shiv Sena 11, and NCP 9. Following Mahayuti's 235-seat win, delays arose over portfolio disputes, with BJP retaining key ministries like home.

Maharashtra Chief Minister Devendra Fadnavis expanded his cabinet, more than three weeks after the assembly election results were declared. A total of 39 ministers were sworn in during a grand ceremony at Nagpur, Mr. Fadnavis&rsquo;s constituency. With this, the cabinet is nearly at full capacity, with 42 out of 43 possible berths occupied.
The new ministers include 19 from the BJP, 11 from the Shiv Sena, and 9 from the NCP. Notable BJP leaders who took the oath include state unit chief Chandrashekhar Bawankule, Ashish Shelar, Ganesh Naik, Mangal Prabhat Lodha, Pankaja Munde, Girish Mahajan, Radhakrishna Vikhe Patil, Chandrakant Patil, and Nitesh Rane. From the Shiv Sena&rsquo;s Eknath Shinde faction, leaders such as Shambhuraj Desai, Dadaji Dagadu Bhuse, Sanjay Rathod, Uday Samant, Gulabrao Patil, and Sanjay Shirsat were inducted. The NCP&rsquo;s representation includes Aditi Tatkare, Dhananjay Munde, and Hasan Mushrif.
The swearing-in ceremony was attended by Deputy Chief Ministers Eknath Shinde and Ajit Pawar, along with Mr. Fadnavis, at the Raj Bhavan in Nagpur.
The expansion followed the BJP-led Mahayuti alliance&rsquo;s landslide victory in the recent assembly elections, where the coalition won 235 seats. The BJP emerged as the single largest party with 132 seats, while the Shiv Sena secured 57 and the NCP won 41 seats.
This development comes after a delay attributed to disagreements over portfolio allocation. The tussle primarily revolved around key portfolios like the home ministry. Despite being Deputy Chief Minister in the previous term, Eknath Shinde&rsquo;s faction aimed to secure significant portfolios, including home, which the BJP was unwilling to relinquish. Ever since Mr. Fadnavis&rsquo;s first term as Chief Minister, he has held the home portfolio, even during Mr. Shinde&rsquo;s tenure as Chief Minister.
Mr. Fadnavis, Eknath Shinde, and Ajit Pawar had taken their oaths earlier on December 5 in Mumbai, in a ceremony attended by Prime Minister Narendra Modi, BJP leaders, and allies. The cabinet expansion solidifies the BJP&rsquo;s leadership within the coalition, balancing representation from its alliance partners.

Cabinet Expansion and Portfolio Negotiations Fadnavis, who took office as CM on December 5 alongside Deputy Chief Ministers Eknath Shinde (Shiv Sena) and Ajit Pawar (NCP), leads the Mahayuti alliance that recently secured 230 out of 288 assembly seats. Maharashtra&rsquo;s Cabinet can accommodate up to 43 ministers, including the Chief Minister. However, portfolio allocation has proven challenging due to competing demands from the alliance partners.

BJP&rsquo;s Strategy on Key Ministries Sources suggest that the BJP aims to retain control over pivotal portfolios such as Home, Urban Development, and Rural Development, leaving fewer key ministries for allies. BJP is expected to keep 21-22 ministerial positions, including the CM&rsquo;s post, while allocating only select ministries such as Revenue, Housing, and Public Works to Shiv Sena and NCP. Four to five Cabinet positions may remain vacant.

Allies&rsquo; Demands Shiv Sena is reportedly adamant about securing the Home Department, which the BJP is unwilling to cede. The party is also vying for key portfolios like Urban Development, School Education, and Transport. Meanwhile, NCP is negotiating for significant roles in the Cabinet.
The complexity of the power-sharing agreement among the three parties underscores the challenges of coalition governance, as all stakeholders aim to balance their interests while delivering on electoral promises.

Hours after Bharatiya Janata Party's Maharashtra unit held a meeting in the state to discuss the Lok Sabha election results, state deputy CM Devendra Fadnavis in a press briefing offered to step down from the position in the government.
Fadnavis said, he takes responsibility for the party's poor show in the state where it party won nine Lok Sabha seats in the state, where its tally dwindled by 14 as compared to the 2019 parliamentary polls.
In the 2019 Lok Sabha polls, the BJP had won 23 seats in Maharashtra.
Significantly, Fadnavis' move comes hours after Amol Mitkari --NCP MLA and aide of Ajit Pawar claimed that the party was sidelined during the election campaign in the state.
Mitkari made big claims during a telephonic conversation with News18.
This time, the BJP and allies won 17 seats out of the 48 Lok Sabha seats in the state, with the BJP's tally dwindling by less than half compared to 2019, while the opposition Maha Vikas Aghadi (MVA) of Congress, Shiv Sena (UBT) and NCP (Sharadchandra Pawar) won 30 of the 48 seats.
The BJP-led NDA fell significantly short of its target of bagging 45-plus seats in Maharashtra, garnering just 17 seats.

Nationalist Congress Party chief Sharad Pawar on Thursday said "certain things were done" after the 2019 Maharashtra Assembly elections to expose the BJP and show how far it can go to gain power.
The veteran politician was responding to reporters' questions about BJP leader Devendra Fadnavis's claim that Pawar had agreed to form government with the BJP but backed out at the last moment.
Reacting to Pawar's latest statement, Fadnavis said he was glad that the NCP chief finally "admitted the truth", and more such disclosures would follow.
It was true that BJP leaders had met the NCP leadership and had discussions on several things, Pawar said here.
"But he (Fadnavis) himself said yesterday that I changed the decision (to go with the BJP) two days earlier (before the swearing-in) ...If I had changed the decision, what was the reason for going ahead and taking the oath of office, and that too so discreetly in the early morning," the NCP chief asked.
"Had they (Fadnavis and Ajit Pawar) had the NCP's support, wouldn't the government have survived? The government fell, and he had to resign," Pawar further said.
"Certain things were done (at that time) to expose before the public how far they (BJP) can go for power....There was a need to bring out that they could not live without power," the NCP chief said cryptically.
His father-in-law (Test player Sadu Shinde) was a googly bowler, and he himself (Pawar) was the chairman of the ICC, he said, adding, "so, without playing cricket, I knew where and when to bowl a googly." Pawar also said that instead of making unnecessary statements, Fadnavis, who is also home minister, should focus on ensuring women's security in the state.
Maharashtra deputy Chief Minister Fadnavis in a recent interview to a news channel claimed that Pawar had agreed to form government with the BJP in 2019. But the NCP supremo backed off after three-four days, he claimed.
After the 2019 Assembly elections in Maharashtra, the Uddhav Thackeray-led Shiv Sena (then undivided) snapped ties with the long-term ally BJP over the issue of sharing the chief ministerial post.
Later, Fadnavis was sworn in as chief minister and NCP leader Ajit Pawar as his deputy in a hush-hush early morning ceremony at the Raj Bhawan, but the government lasted only 80 hours.
Thackeray subsequently formed alliance with the NCP and Congress to form the Maha Vikas Aghadi government (MVA) which collapsed last June.
Reacting to Pawar's statements, Fadnavis told reporters on Thursday that he was very happy that Pawar had to tell the truth finally.
"I feel my googly has resulted in the truth coming out, but it is only a partial truth. I will bring out the remaining part of the truth,&rdquo; the BJP leader said.
It was Pawar's own nephew Ajit Pawar who "got clean bowled" due to the NCP chief's actions in 2019, he said, adding, "I will slowly bring out the truth from him (Pawar) only.&rdquo;&nbsp;

The police traced the 30-year-old caller to Kanhan town, around 30 km from the city, and have detained him, Police Commissioner Amitesh Kumar said.
The Nagpur police's control room received a call around 2 am from a man claiming that a bomb had been planted outside Fadnavis' house. However, the caller abruptly disconnected the call, he said.
A police team with a bomb detection and disposal squad (BDDS) and dog squad were rushed to the deputy chief minister's house near Trikoni Park in Dharampeth and a thorough check was carried out inside and outside the premises, but no explosives were found, the senior official said.
Fadnavis and his family are currently in Mumbai, he said.

Three years after he teamed up with Nationalist Congress Party leader Ajit Pawar in an overnight coup to form the government in Maharashtra, deputy CM Devendra Fadnavis on Monday said the exercise had NCP chief Sharad Pawar&rsquo;s backing.
&ldquo;We had an offer from the NCP that they needed a stable government and we should form such a government together. We decided to go ahead and hold talks. The talks happened with Sharad Pawar. &ldquo;In all fairness I want to state that Ajit Pawar took oath with me with honesty... but later on their (NCP&rsquo;s) strategy changed,&rdquo; Fadnavis said, during an event organised by TV9 news channel.
Responding to Fadnavis&rsquo; remarks, Sharad Pawar said, &ldquo;I felt that Devendra is a cultured person and a gentleman. I never felt that he will take recourse to falsehood and make such a statement.&rdquo;
The BJP had won 105 seats in the Maharashtra Assembly elections, the results of which were announced on October 24, 2019. The Shiv Sena, which was in an alliance with the BJP, won 56 seats. Despite having enough seats to form a government together, the two allies bickered over power-sharing &ndash; who will get the chief minister&rsquo;s post being the bone of contention &ndash; resulting in the Shiv Sena starting negotiations with the ideologically different Congress and NCP instead.
With no outcome in sight then, the Centre imposed President&rsquo;s Rule in Maharashtra on November 12. The Shiv Sena, Congress and NCP continued negotiations to form an alliance, and Sharad Pawar later announced that Uddhav Thackeray had been unanimously chosen to head the new government. Thus, the early morning oath-taking ceremony of Fadnavis and Ajit Pawar on November 23 came as a surprise.
In one of the biggest political surprises in Maharashtra, then Governor Bhagat Singh Koshyari swore in Devendra Fadnavis as the Chief Minister and Ajit Pawar as Deputy Chief Minister. The ministry lasted three days, after which Uddhav Thackeray was sworn in as the chief minister.

Soon after the fall of the MVA government, Pandey, a 1986-batch retired Indian Police Officer, was arrested in connection with a money laundering case linked to the alleged illegal phone tapping of NSE employees. He is currently out on bail.

Not only the former ally BJP, but even the rebels who ensured the fall of Uddhav Thackeray-led government in Maharashtra repeatedly called the ruling coalition an unholy alliance. The Maha Vikas Aghadi, the formal term, used to describe the alliance between Hindutva-affiliate Shiv Sena and its once bitter opponents Congress and Nationalist Congress Party was formed in during a most unsuspected political churn in India&rsquo;s political history.&nbsp;
Masterminded by PM Modi&rsquo;s political guru Sharad Pawar, the Aghadi, which literally means front, fell flat as a coup within the Sena, outsmarted even one of the shrewdest politicians from the Opposition camp.
<h2>The rise of the MVA</h2>
In October 2019, the BJP - Shiv Sena Alliance fought the Maharashtra Assembly Elections together, and won a comprehensive 161 seats. The NCP and Congress won 54 and 44 seats each. But the Hindutva allies, despite having a majority, failed to form a government as Sena called for a rotational chief minister arrangement. Pages of Sena mouthpiece Saamna carried criticism for incumbent CM Devendra Fadnavis and heaped praise for the Maratha leader Sharad Pawar.
The BJP, which was no longer a smaller partner in the alliance, stuck to its gun. The partnership broke on November 8 of 2019 with Sena leader, who edits Saamna, stating that his Maharashtra-based outfit didn&rsquo;t need BJP to form a government.&nbsp;
4 weeks of political see-saws, parleys and intense speculations culminated in Uddhav, the first person from the Thackeray clan agreeing to take a seat of power. The photographer son and reluctant son of Sena co-founder Bal Thackeray, was to become the 19th chief minister of the Western Indian state, but Devendra Fadnavis had a trick up his sleeve.
Pawar&rsquo;s ambitious nephew Ajit Pawar, a chief minister aspirant, showed up on news wire video feeds taking oath as Fadnavis&rsquo; deputy in the Raj Bhavan. The NCP chief either was unaware of nephew&rsquo;s mutiny or set up a trap for the BJP leader.
The Aghadi moved Supreme Court which ordered a floor test, like Uddhav Fadnavis too didn&rsquo;t take it and quit 80 hours after taking oath. Ajit, as many described him as Pawar&rsquo;s Trojan horse, returned to NCP fold.&nbsp;
Finally, a Thackeray became CM for the first time on November 28, 2019.

<h2>The fall of the MVA</h2>
The Sena adopted a softer stand on the core issue of Hindutva, the so-called unholy alliance had a largely smooth sailing till the Maharashtra Legislative Council polls on 20 June 2022. The BJP got the better of the Aghadi by winning more seats than predicted, as 12 Sena MLAs reportedly cross-voted in favour of the BJP.&nbsp;
Then came the news of senior aide of Uddhav, Eknath Shinde fleeing to BJP-ruled Gujarat with a pack of 11 rebel lawmakers. The message of rebels from a luxury hotel in Surat was explicit: they won&rsquo;t compromise on the Hindutva ideology laid bare by Bala Thackeray. In simple terms, Uddhav&rsquo;s softer Hindutva was unacceptable to them.&nbsp;
Emissaries were sent to placate the rebels; actions were taken but to no avail. Eknath Shinde, who was removed from key legislative post, in response called for patch up with old ally BJP and snapping ties with Congress and the NCP. &nbsp;
Amid an impasse, the rebels moved to a hotel in Assam, and their tribe grew to 40 legislators. Sitting over 2700 kilometers in India&rsquo;s commercial capital, Mumbai, Uddhav realized the patch up was impossible and showed first sign of demitting power. He shifted from the official CM residence in Varsha, to his ancestral home of Matoshree.&nbsp;
However, Aghadi kept the fight going with Deputy Speaker Narahari Zirwal from NCP sending disqualification notices to 16 rebels from the Shinde camp. He was acting on a petition filed by the Sena on June 24. Sitting in Guwahati, Shinde camp moved the apex court seeking to thwart speaker&rsquo;s move. In a reprieve for rebels the court stayed their disqualification, sought responses from all the concerned and scheduled a verdict on July 11.&nbsp;
While the political chess was on, Governor Bhagat Singh Koshyari was recuperating from coronavirus for much of the play, but as the game moved to the Apex Court, he had recovered from the deadly viral infection. Following the SC disqualification stay, Fadnavis met him in person, sought a floor test which he granted.&nbsp;
The Aghadi moved court which sided with the Governor. The apex court saw no merit in Aghadi&rsquo;s argument that the rebel MLAs who have defected cannot represent the will of the people, and thus a floor test cannot be conducted until the matter of their disqualification is resolved.&nbsp;
944 days after he took oath, Uddhav stepped down as the chief minister.&nbsp;

<h2>What lies next for the Shiv Sena?&nbsp;</h2>
The Sena draws its identity entirely from one family - the Thackerays. Founded by Bala Thackeray as a right-wing, pro-Marathi, and Hindu nationalist movement that birthed a political party, the Shiv Sena was led by the hardline leader for decades.&nbsp;
With Uddhav stating that he will return to Sena Bhavan, the seat of party&rsquo;s power in Dadar, and the rebels also claiming that they will continue to be Shiv Sainiks, an interesting battle over Bala Thackrey&rsquo;s legacy is bound to ensue much like the one that had ensued between Uddhav and his cousin Raj Thackeray when the Hindutva icon had passed away in 2012. &nbsp;

Prime Minister Narendra Modi expressed sadness at the tragedy. Madhya Pradesh Chief Minister Shivraj Singh Chouhan said that he was in touch with his Maharashtra counterpart. Maharashtra Deputy CM Devendra Fadnavis said that he was in touch with officials for rescue and relief work.

In both cases, it was this NCP leader - Sonia Doohan - who was at the centre of the action. In the latest incident, two NCP leaders were arrested from a Goa resort on July 2. It was the Taj Resort in Convention Centre in Goa where the rebel Sena MLAs were staying. NCP's Sonia Doohan, and Shray Kothiyal had tried to check into the hotel, but were arrested after being accused of using fake IDs. The two politicians were granted bail on 3 July.
The rebel MLAs had been tipped-off that a woman at the resort was asking about them, according to news reports quoting sources. The incident was compared to another episode two and a half years ago, when some NCP MLAs sneaked out of a hotel during the short-lived alliance between Ajit Pawar and BJP's Devendra Fadnavis.

Doohan said that in order to free the MLAs, she mapped a route inside the hotel which would not have CCTV cameras. Subsequently, one NCP MLA was taken out of the back gate which was linked to another hotel. When two more were being taken out, uproar broke out.
Doohan said that she had to leave her own car at the hotel, and take another vehicle to drive the 2 MLAs to Sharad Pawar's house in Delhi. Then, the fourth MLA was "rescued" at 2:30 at night.
So, who is Sonia Doohan, the protagonist in these escapades? She is the national president of the student wing of the Nationalist Congress Party.
She hails from Petwar village in Haryana's Hisar, and her family is engaged in farming. She studied at a village school, before graduating from Kurukshetra University. Doohan also trained to be a pilot in Pune, which is when she got involved in student politics.
After the latest incident, Doohan has claimed that police, Black Cat commandos, and political party workers detained her from the Goa resort at 5:30 am on July 2.
The NCP has come to Sonia Doohan's defence, claiming that their two leaders had gone to Goa as tourists, and not politicians. The party said that Goa's BJP government was keeping an eye on Doohan due to the 2019 episode, and the duo checked into the resort using Shray Kothiyal's ID. Eknath Shinde-led Maharashtra government passed its final test on Monday. In a specially convened Assembly session, the new government won the trust vote crossing the majority mark with 20 votes. 
After the death of one MLA, the Assembly's strength was reduced to 287 out of which the Shinde government received 164 votes of confidence. 
Upon winning Deputy Chief Minister of the 5-day old government Devendra Fadnavis gave a speech in the Assembly. Praising the new CM, Fadnavis said, 'A true Shiv Sainik is finally at the helm at the government,' adding that despite winning the people's mandate in 2019 with the BJP-Shiv Sena alliance, majority was deliberately taken away from them. 
'With Eknath Shinde, we have once again formed our government with Shiv Sena,' the former CM said. 
Brushing aside rumours of feeling unhappy for being demoted to a Deputy CM Fadnavis said, 'I would have even sat at home had the party told me - the same party that made me a CM.' Fadnavis also addressed the murmurs of a power struggle between him and Shinde, 'Today I tell you that there will never be a tussle for power in this govt, we'll continue cooperating.'
In a surprising twist, Fadnavis had announced last week that Shinde would be Maharashtra's new Chief Minister shutting down talks of him returning to his old post. However, minutes before Shinde took oath, BJP high command declared that Fadnavis would be sworn in as Shinde's Deputy, a post Fadnavis graciously accepted. 
'I had once said that I'll come back. But when I said that, several people mocked me. I've come back today and brought him (Eknath Shinde) along with me. I won't take revenge on people who mocked me. I'll forgive them, everything isn't taken to heart in politics,' he added. 
Playing with words of his critics Fadnavis said, 'People taunt that it's an ED govt. Yes, it's an ED govt-govt of Eknath Devendra.' 
Chief Minister Shinde and Deputy CM Fadnavis took oath on June 30, less than 24 hours after MVA government's CM Uddhav Thackeray resigned. Rest of the ministers of the 'ED government' are yet to be sworn in.

Thackeray (62) resigned Wednesday night, minutes after Supreme Court refused to stay Governor Koshyari's direction to his government to take a floor test in the Assembly on Thursday.
"I don't want to play these games. If those people who were brought up by Sena chief (Balasaheb Thackeray) want to rejoice the fact that they pulled his son down then it is my mistake that I put my faith in them. I don't want the blood of my Shiv Sainiks to spill on the streets and so I am stepping down from the CM's post as well as that of an MLC," said Thackeray in a televised address, that has garnered praise on the social media for his "grace and poise", as many described it.
Thackeray said that he was happy he was able to fulfill his father’s wish of renaming Aurangabad and Osmanabad. The Uddhav-led cabinet had cleared the proposal to rename the two cities on Wednesday.
His resignation was greeted with jubilation by BJP leaders who distributed sweets.
BJP’s Devendra Fadnavis, who is expected to make a comeback as chief minister after holding the post from 2014 to 2019, is scheduled to brief media later Thursday on the future course of action, which will include staking claim to form the next government.
Rebel Sena MLAs led by Eknath Shinde, who are now in a luxury hotel in Goa after spending over a week at posh resorts in Surat and Guwahati, are expected to return to Mumbai soon.
It is not yet clear if the Shinde-led group will merge with any party. Shinde Wednesday night reiterated that they are Shiv Sainiks and will remain in Shiv Sena.

Thackeray (62) resigned Wednesday night, minutes after Supreme Court refused to stay Governor Koshyari's direction to his government to take a floor test in the Assembly on Thursday.
"I don't want to play these games. If those people who were brought up by Sena chief (Balasaheb Thackeray) want to rejoice the fact that they pulled his son down then it is my mistake that I put my faith in them. I don't want the blood of my Shiv Sainiks to spill on the streets and so I am stepping down from the CM's post as well as that of an MLC," said Thackeray in a televised address, that has garnered praise on the social media for his "grace and poise", as many described it.
Thackeray said that he was happy he was able to fulfill his father&rsquo;s wish of renaming Aurangabad and Osmanabad. The Uddhav-led cabinet had cleared the proposal to rename the two cities on Wednesday.
His resignation was greeted with jubilation by BJP leaders who distributed sweets.
BJP&rsquo;s Devendra Fadnavis, who is expected to make a comeback as chief minister after holding the post from 2014 to 2019, is scheduled to brief media later Thursday on the future course of action, which will include staking claim to form the next government.
Rebel Sena MLAs led by Eknath Shinde, who are now in a luxury hotel in Goa after spending over a week at posh resorts in Surat and Guwahati, are expected to return to Mumbai soon.
It is not yet clear if the Shinde-led group will merge with any party. Shinde Wednesday night reiterated that they are Shiv Sainiks and will remain in Shiv Sena.
