The Punjab Government, under the leadership of Chief Minister Bhagwant Singh Mann, is not only working for the welfare of various communities but is also committed to the holistic development of children. In this regard, the Minister of Social Security, Women and Child Development, Dr. Baljit Kaur, has issued new guidelines for online registration for playway schools.
Sharing this information, Cabinet Minister Dr. Baljit Kaur explained that it is mandatory for these schools to have a play area, and it is also necessary for schools to have cameras installed.
Dr. Baljit Kaur appealed to parents to verify whether the school is registered before enrolling their children. Information regarding this will be uploaded on the official website of the Department of Social Security, Women and Child Development. She emphasized that the health of children aged 3 to 6 years in Punjab will not be compromised. Playway schools operating in a single room will be completely shut down.
The Cabinet Minister further stated that schools will ensure timely health checkups and maintain records of immunizations for children. &nbsp;Under the leadership of Chief Minister Sardar Bhagwant Singh Mann, the policy will now be effectively implemented at the ground level, with the launch of a robust online registration system for schools.
The Minister explained that playway schools will use games as a tool for early childhood development, which will enhance both the physical and mental growth of children. She also mentioned that to monitor children&rsquo;s health, parent-teacher WhatsApp groups will be established.

A panel of India&rsquo;s educational body NCERT has voted to recommend changing &lsquo;India&rsquo; to &lsquo;Bharat&rsquo; in school textbooks. Seven members voted unanimously for the recommendation.
Committee chairman CI Issac said &lsquo;Bharat is an age-old name,&rsquo; and invoked the Indian constitution&rsquo;s article 1. Apart from this, the body also decided to introduce the Indian Knowledge System in the curriculum for all subjects.
Issac said the name &lsquo;Bharat&rsquo; has been mentioned in ancient Hindu texts and scriptures like Vishnu Purana, which is believed to be 7,000 years old.
&ldquo;The term India started being used commonly only after the establishment of the East India Company and the battle of Plassey in 1757,&rdquo; he said, as per Hindustan Times.
Other changes suggested by the NCERT committee included the introduction of &lsquo;classical history&rsquo; and replacing it with &lsquo;ancient history&rsquo; in the textbook. Students will also be taught about &lsquo;Hindu victories.&rsquo;
&ldquo;Our failures are presently mentioned in the textbooks. But our victories over the Mughals and Sultans are not,&rdquo; Issac said, as per Hindustan Times.

Delhi Budget: AAP govt allocates Rs 16,575 crore for education

In the 2022-23 Delhi Budget, the education sector had received the highest allocation of Rs 16,278 crore.

The Delhi government will provide new tablets to all teachers, principals, vice-principals besides setting up new computers in 350 schools in the national capital in 2023-24.
The Delhi Budget presented by Finance Minister Kailash Gahlot on Wednesday allocated Rs 16,575 crore for the education department for the year 2023-24.
In the 2022-23 Delhi Budget, the education sector had received the highest allocation of Rs 16,278 crore.
Providing 20 new computers to each of the 350 schools under the Delhi Government and teaching of French, German, Japanese and Spanish in Schools of Specialised Excellence are the highlights of the Delhi's budget for education sector.
The minister said more branches of the Ambedkar Schools of Specialised Education will come up in 2023. In 2021, there were 20 schools of specialised education, which will be increased to 37 in 2023.

The Gujarat Assembly on Tuesday unanimously passed a bill which makes teaching the Gujarati language compulsory in all primary schools in the state, including those affiliated with CBSE, ICSE and IB boards.
If a school is found violating the provisions of the "Gujarat Compulsory Teaching and Learning of Gujarati Language Bill, 2023" for more than a year, the government would "direct the Board or institution" to disaffiliate the school.
The bill, tabled by state Education Minister Kuberbhai Dindor, was passed unanimously by the 182-member House as both the opposition parties - the Congress and the Aam Aadmi Party - supported its provisions.
As per the bill document, the schools which are currently not teaching Gujarati will have to introduce Gujarati as an additional language for classes 1 to 8 in phases from the upcoming academic year 2023-24.
"Every school shall follow textbooks prescribed by the Gujarat government for teaching Gujarati as an additional language. The state government will appoint a deputy director-level officer of the Education Department as the competent authority to implement the provisions of this bill," said Dindor.
If a school is found violating the provisions for the first time, it will be liable to pay a penalty of Rs 50,000, as per the bill document. The penalty will be Rs 1 lakh and Rs 2 lakh for subsequent violations.
"If a school continues to make contraventions to this act for over one year, the state government may direct the Board or institution to disaffiliate the school, to which such a school is affiliated," as per the provisions in the bill. The penalty will not be imposed without allowing the school concerned to put forward its explanation.

The first and most important demand is the budgetary allocation. The education sector is seeking at least 6 per cent of the country&rsquo;s GDP to be spent on education.&nbsp;
The sector also expects the Union Budget to touch upon enhancing education delivery and improvising on teacher training programmes like NISHTHA, Samagra Shiksha, SWAYAM, etc. Another demand is to lower the GST of ed-tech platforms. While Ed-tech platforms are being touted as the future of the education sector, a GST of 18 per cent is discouraging the industry&rsquo;s growth. The upcoming Union Budget should focus on reducing the GST to make digital learning affordable. According to Lejo Sam Oommen, MD, ETS India, the Union budget 2023 outlay must provision for &lsquo;Internationalization&rsquo; at State and Central Government Universities, while also making India a destination for foreign students. Exchange programmes between global institutions and Indian universities will augur well for learners who are presently devoid of international exposure.

In a first, Mahatma Gandhi made a special appearance at the United Nations, sharing his message on education at the world organisation as it commemorated the International Day of Non-Violence on the occasion of the Indian leader’s birth anniversary.
A special life-size hologram of Gandhi was projected during a panel discussion organised on Friday by India’s Permanent Mission to the UN and UNESCO Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP) at the UN headquarters here to commemorate the International Day of Non-Violence.
The International Day of Non-Violence is observed on October 2, the birthday of Gandhi. According to the General Assembly resolution of June 2007, which established the commemoration, the day is an occasion to "disseminate the message of non-violence, including through education and public awareness".
The resolution reaffirms "the universal relevance of the principle of non-violence" and the desire "to secure a culture of peace, tolerance, understanding and non-violence".
The panel discussion featured India’s Permanent Representative to the UN Ambassador Ruchira Kamboj; CEO of The King Centre, Atlanta Bernice King; and youth representative and digital education transformation champion Princess Hayu of Indonesia.
The discussion, moderated by UNESCO MGIEP Director Anantha Duraiappah, was focussed on ‘Education for Human Flourishing’.
It was part of the Ahinsa Lecture Series and kickstarted the 10-year celebration of UNESCO MGIEP. It was for the first time at the UN that a life-size hologram of Mahatma Gandhi led the panel discussion, a statement said.
A voice-over accompanying the Gandhi hologram shared the iconic leader’s thoughts on education.
“Literacy is not the end of education or even the beginning. By education, I mean an all-around drawing out of the best in the child and the man, body, mind and spirit. By spiritual training, I mean education of the heart,” Gandhi said.
Ahead of the panel discussion, a message by UN Secretary-General Antonio Guterres was read out.
In his message, Guterres said Gandhi’s life and example reveal a timeless pathway to a more peaceful and tolerant world, as the UN chief called on the international community to walk this path together, in solidarity, as one human family.
Director of the Mahatma Gandhi Digital Museum in Hyderabad Birad Yajnik told the event’s audience that the hologram was the second edition of the Gandhi hologram in 4k.
He recalled that the making of the hologram was a process that started in 2018 when Ambassador Kamboj was in South Africa.
In 2019, in association with the MGIEP, a dialogue with a hologram of Gandhi was envisioned. Ananda and his team researched the collected works of Gandhi and his thoughts on education.
“At our end, digitally graphic files were further sculpted, merged with motion graphics to produce a high-definition hologram that narrated the script,” Yajnik said, adding that this version led the panel discussion at UNESCO in Paris and later in New Delhi.
“The future of this hologram is to enable it with AI (Artificial Intelligence) voice engine that can engage the people of the world. The message of Mahatma Gandhi is a message of peace and love, a message that the world desperately needs today. And this would be our small effort to bring it to the youth of the world through the language of technology,” Yajnik said.
Guterres said in his message that the International Day of Non-Violence celebrates not only Gandhi’s birthday, but the values he embodied that echo across the decades: peace, mutual respect and the essential dignity shared by every person.
“Sadly, our world is not living up to those values. We see this through growing conflicts and climate chaos. Poverty, hunger and deepening inequalities. Prejudice, racism and rising hate speech. And a morally bankrupt global financial system that entrenches poverty and stymies recovery for developing countries,” he said.
The UN chief emphasised that the world can defeat these challenges by embracing Gandhi’s values and working across cultures and borders to build a better, more peaceful future for all.
“By investing in people’s health, education, decent jobs and social protection to prevent people from falling and catch them when they do. By ensuring access to financing and debt relief for all countries. By supporting developing countries as they build resilient infrastructure and protect populations from the impacts of climate change, while also accelerating the transition from planet-killing fossil fuels to renewable energy.
“By securing and upholding the rights and dignity of all people - especially the most vulnerable, and girls and women who are too often denied their basic rights. By taking concrete action for inclusion, recognising multicultural, multi-religious and multi-ethnic societies as a richness, not a threat,” he said.
The Gandhi hologram made three appearances during the panel discussion, showing him both sitting and standing as he spoke about the values of education.
“We assess the value of education in the same manner as we assess the value of land or shares in the stock market. We want to provide only such education as would enable the student to earn more.
"We hardly give any thought to the improvement of the character of the educated. The schools and colleges are really a factory of turning out clerks for the government. On the contrary, real education consists in drawing the best out of yourself. What better book can there be than the book of humanity,” the Gandhi hologram said.
Education should provide access, equity, quality and affordability, Kamboj said, adding that it is very critical to provide holistic development as well as upliftment and dignity for every individual.
Stressing the importance of resilience, Kamboj said while education is imparted in schools and colleges, “I wonder how much we teach our children how to deal with the ups and downs.” “That is also very critical...life doesn't always dish out the best moments, you have to learn to deal with the ups and downs and, therefore, I think education should also be transformative in the sense that you teach youngsters to be able to take setbacks as you also take your successes,” she said.

Tamil Nadu rolls out Delhi model school plan, Kejriwal launches scheme

As many as 26 Schools of Excellence and 15 Model Schools are covered under the scheme, apparently in the initial phase.

The Tamil Nadu government inaugurated on Monday the Schools of Excellence and Model Schools Scheme, which is broadly based on schools in Delhi with upgraded infrastructure.
In an event held at the state-run Bharathi Women's College, Delhi Chief Minister Arvind Kejriwal launched the scheme in Chennai in the presence of his Tamil Nadu counterpart M K Stalin.
As many as 26 Schools of Excellence and 15 Model Schools are covered under the scheme, apparently in the initial phase.
'Thagaisal Palligal' and 'Mathiri Palligal' are the official Tamil names for the SoE and Model Schools.
Stalin also launched the Moovalur Ramamirtham Ammayar memorial 'Puthumai Penn' (Modern Woman) Scheme, under which a monthly financial assistance of Rs 1,000 would be provided to girl students, who studied in government schools from classes 6-12, pursuing higher education.
As regards Kejriwal and the AAP, TN's plan provides one more opportunity to project his and his party-led government's 'successful' education/economic model being emulated elsewhere in the country. It would help the AAP to strengthen its narrative that it is no more a 'regional' party.
The upgraded infrastructure in state-run schools plan perfectly suits the DMK regime's "Dravidian model," which encompasses women empowerment and social justice.
The event may help AAP to score brownie points in future when it decides to seriously try its hand at electoral politics in Tamil Nadu. The AAP does not have a presence now in the state.
In April, along with Kejriwal, Stalin had visited government schools in Delhi and had praised the infrastructure in such institutions. He had then said his government would set up similar educational facilities in Tamil Nadu and invited Kejriwal for inauguration following completion of work.
In the Budget 2022-23, the state government had said the Moovalur Ramamirtham Ammaiyar Memorial Marriage Assistance Scheme is being transformed as the Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme.
The enrollment ratio of girl students from government schools in higher education is very low and the scheme's revamp was in recognition of that aspect.
Under the scheme, all girl students who studied from classes 6 to 12 in government schools would be paid Rs 1,000 per month directly into their bank account till the uninterrupted completion of their undergraduate degree, diploma and ITI courses.
The students would be eligible for this assistance in addition to other scholarships. Through this programme, approximately 6,00,000 girl students could potentially benefit each year. For this new scheme, an amount of Rs 698 crore was allotted in the budget.&nbsp;

August is an exciting month for new students, especially those who are going abroad. Universities normally start their terms in September, so students are moving to a new country and starting their new lives. But for Indian students looking to study in Canada, the excitement has been dampened by delays in their visas.
Thousands of students, who have enrolled in top Canadian universities, are unable to meet the start dates for their courses. Some of these students have already paid their course fees, around ₹40 - 50 lakh, and a few months of accommodation fees as well.

A mathematics teacher and a clerk of a residential school in Jharkhand's Dumka district were allegedly beaten by students after tying them to a tree for reportedly giving poor marks in Class 9 practical examination, police said on Tuesday.

As many as 11 students of the school out of 32 got Grade-DD, which is considered equivalent to fail, in the Class 9 examination, results of which were declared by Jharkhand Academic Council.

A mathematics teacher and a clerk of a residential school in Jharkhand's Dumka district were allegedly beaten by students after being tied to a tree for reportedly giving poor marks in Class 9 practical examination, police said on Tuesday.
The incident took place on Monday at a government-run Scheduled Tribe Residential School under Gopikandar police station area of the district.
As many as 11 students of the school out of 32 got Grade- DD (double D), which is considered equivalent to failing, in the Class 9 examination, results of which were declared by <a href="https://www.editorji.com/india-news/politics/jharkhand-bjp-leader-accused-of-brutally-torturing-house-help-suspended-1661870422619">Jharkhand Academic Council</a> (JAC) on Saturday, the police said.

After verification of the incident, I asked the school authority to lodge a complaint but it refused saying that it might spoil the careers of the students," Gopikandar police station in-charge Nityanand Bhokta told PTI. The teacher was identified as Suman Kumar, while the clerk was Soneram Chaure, police said. They also did not give any written complaint to the police, Bhokta said.
Gopikandar block development officer (BDO) Anant Jha, who also went to the school with Bhokta for the investigation said, there are 200 students in the residential school and majority of them were involved in the incident.

"The victim teacher was earlier headmaster of the school but later he was removed for reasons not known. It might be a case of rivalry among teachers. To maintain law and order of the school, classes for class-9 and class-10 have been suspended for two days and students were sent back to their homes," he said.
The students alleged that the teacher gave low marks to them in practical examinations, for which they failed in the exams. The clerk was allegedly responsible for uploading the marks online on JAC&rsquo;s site.
"The school management, however, failed to show the marks of practical examinations and the date on which the marks were uploaded online. It is still not clear whether the students failed in the theory paper or practical. Prima facie it seems, the students took the action only on a rumour," he said.&nbsp;

The National Testing Agency (NTA) on Saturday delisted 53 exam centres from conducting the Common University Entrance Test for Under Graduate (CUET-UG) admissions after exams had to be rescheduled over the past two days following 'technical glitches' at several centres.


The action was taken for 'non-compliance of protocols' and the centres were also warned of strict action in case of "sabotage".

The National Testing Agency (NTA) on Saturday delisted 53 exam centres from conducting the Common University Entrance Test for Under Graduate (CUET-UG) admissions after exams had to be rescheduled over the past two days following 'technical glitches' at several centres.
The action was taken for 'non-compliance of protocols' and the centres were also warned of strict action in case of "sabotage".
For the remaining schedule of the CUET-UG, no exam will be held at these delisted centres.
On Thursday, the first shift of the exam was cancelled in 17 states, while the second shift was cancelled at all 489 centres. On Friday, the exam was cancelled at 50 centres.
On Saturday, NTA anticipated a similar situation and cancelled the CUET-UG for the day at 53 centres and sent messages to candidates about its postponement on Friday night. These exams will now be held between August 12 and August 14.
The Minister for Education Dharmendra Pradhan was also forced to hold a review meeting along with officials of his Ministry, the University Grants Commission (UGC), All India Council for Technical Education and NTA after large number of complaints were registered from affected students and their parents.
&ldquo;It was found that some of the centres failed to comply with the laid down protocols. Any incidence of non-compliance/sabotage/ignorance will be viewed very seriously and strict action will be taken against those centres to ensure smooth conduct of examinations in future,&rdquo; the NTA said in a press statement.
Of the 53 centres, 32 are in Delhi.
&ldquo;We are working on a comprehensive plan for exams that have been rescheduled. We will intimate the exact schedule in a few days. We have also received representations from those seeking change in dates because of clash with other competitive exams and are looking into their requests,&rdquo; Mr. Joshi said. The NTA is yet to announce when the result will be declared, but the DG said that there will be no delay. &ldquo;We have enough space available,&rdquo; he said.
The NTA is conducting CUET -UG 2022 from July 15 to August 20 in two phases at 489 centres in 259 cities in India and nine cities abroad. The exam is being held in two shifts &mdash; morning and afternoon. Approximately 14.9 lakh students have registered for the exam.
Congress leader Rahul Gandhi hit out at the government on Twitter, saying the &ldquo;new education policy of amrit kaal&rdquo; was to have &ldquo;parikshaa pe charcha&rdquo; (Prime Minister Narendra Modi&rsquo;s interaction with students) before exams, &ldquo;no question paper, no discussion&rdquo; at the time of exams and &ldquo;after the exam a future in darkness&rdquo;. He said, &ldquo;today what is happening with students of CUET is the story of every youth in the country.&rdquo;

Lalan Kumar, an assistant professor at Nitishwar College in Bihar, returned his 3 years' salary amounting to nearly Rs 24 lakh because his "conscience did not allow" him to take his pay as no student turned up for a single class.

The 33-year-old professor signed a Rs 23,82,228 cheque to the registrar of BR Ambedkar Bihar University (BRABU) &mdash;a state university of which the Nitishwar college is a constituent.

Lalan Kumar, an assistant professor at Nitishwar College in Bihar's Muzzaffarpur, returned his salary amounting to nearly Rs 24 lakh that he had earned since joining the job in September 2019. He did so as his "conscience did not allow" him to draw his pay without doing what he was hired to do&mdash;teach, as no student turned up for a single class.
"My conscience does not allow me to take a salary without teaching... even during online classes, there were only a handful of students present for Hindi classes. If I take a salary without teaching for five years, it would be academic death for me. I heard my inner voice and decided to return my salary for two years and nine months to the university,&rdquo; said Lalan while speaking to the media.
The 33-year-old professor, on Tuesday, signed a Rs 23,82,228 cheque to the registrar of BR Ambedkar Bihar University (BRABU)&mdash;a state university of which the college is a constituent.&nbsp;
Nitishwar College has been affiliated to BRABU since 1976 and offers undergraduate courses in Arts and Science.
While Lalan's action is being praised by many including BRABU's registrar, the college principal, Manoj Kumar, has raised doubts over his motive and dismissed it as a mere 'tactic' to get transferred to the postgraduate department (PG).&nbsp;

Lalan, who has a PhD and MPhil from Delhi University, has applied to the PG department to be "more involved" in academics.
As the three parties involved spar over the issue, it has brought to the core the larger issue of students' absenteeism at colleges in Bihar.

The UK government on Wednesday said that it has partnered with businesses in India to offer 75 fully funded scholarships for Indian students to study in Britain. The scholarships will be issued for the term starting September marking India's 75th year of Independence. 
The announcement comes as British and Indian leaders from international business and government gather in London for the India Global Forum.
Till date this is the highest number of fully funded scholarships given by the United Kingdom for the one-year Master's programmes. HSBC, Pearson India, Hindustan Unilever, Tata Sons and Duolingo are some of the businesses supporting this initiative. 
The fully funded scholarship includes tuition, living expenses and travel cost for a one-year-postgraduate programme. A minimum of two years’ work experience is required for candidates to be eligible for the award.
The programmes on offer include Chevening scholarships for a one-year master's course, with the opportunity to study any subject at any recognised British university. 
The British Council in India will offer 18 scholarships to women in science, technology, engineering and mathematics (STEM). These scholarships will cover more than 12,000 courses across more than 150 UK universities. The organisation will also offer six English scholarships. 
HSBC India will fund 15 scholarships, Pearson will sponsor two, Hindustan Unilever, Tata Sons and Duolingo will sponsor one each as part of the 75 scholarships. 
Speaking at the forum, British high commissioner Alex Ellis described the scholarships as a great milestone. “Thanks to the exceptional support from our partners in industry, I am delighted to announce 75 scholarships for Indian students to experience the best of the UK. Nearly 30% of Chevening scholars in India come from smaller cities or are first generation students, making this an increasingly diverse programme,” he said. 
Chevening is the British government’s international awards scheme offered in 150 countries since 1983. India’s Chevening programme is the largest in the world with more than 3,500 alumni.
HSBC CEO Hitendra Dave said the objective of the “Chevening HSBC Scholarship” is to encourage young people with potential to become leaders and decision-makers by leveraging world class educational facilities.
Close to 1,08,000 student visas were issued to Indians in the year ending March 2022, almost double compared to the previous year, the British high commission said.

The UGC and the AICTE on Friday urged Indian students not to enrol themselves in any college or educational institution in Pakistan, failing which they will not be eligible to find a job or pursue higher education in this country.
The joint advisory issued by the University Grants Commission (UGC) and the All India Council for Technical Education (AICTE) comes within a month of the higher education regulator warning Indian students planning to pursue higher studies in China, saying it does not recognise "degree courses done only in online mode without prior approval".
The advisory against travelling to China for education came after the Chinese government suspended all visas since November 2020 because of COVID-19.
"All concerned are advised not to travel to Pakistan for pursuing higher education. Any Indian national or Overseas Citizen of India who intends to take admission to any degree college or educational institution of Pakistan shall not be eligible for seeking employment or higher studies in India on the basis of such educational qualifications (in any subject) acquired in Pakistan," the advisory read.
"However, migrants and their children who have acquired higher education degrees in Pakistan and have been awarded citizenship by India would be eligible for seeking employment in India after obtaining security clearance from the Ministry of Home Affairs," it added.
According to AICTE Chairman Anil Sahasrabudhe, Indian students need to be advised to which institutions and countries they should travel for education so that they don't land up with a degree without parity with Indian regulations.
Echoing his thoughts, UGC Chairman Jagadesh Kumar said, "UGC and AICTE issue such public notices in the interest of Indian students who would like to pursue higher studies outside the country." "In the recent past, we have seen how our students had to face difficulties because they could not go back to the foreign countries to continue their studies," he said.
The UGC had issued an advisory in 2019 against studying in institutes in Pakistan-occupied Kashmir.
