Cabinet Expansion and Portfolio Negotiations Fadnavis, who took office as CM on December 5 alongside Deputy Chief Ministers Eknath Shinde (Shiv Sena) and Ajit Pawar (NCP), leads the Mahayuti alliance that recently secured 230 out of 288 assembly seats. Maharashtra&rsquo;s Cabinet can accommodate up to 43 ministers, including the Chief Minister. However, portfolio allocation has proven challenging due to competing demands from the alliance partners.

BJP&rsquo;s Strategy on Key Ministries Sources suggest that the BJP aims to retain control over pivotal portfolios such as Home, Urban Development, and Rural Development, leaving fewer key ministries for allies. BJP is expected to keep 21-22 ministerial positions, including the CM&rsquo;s post, while allocating only select ministries such as Revenue, Housing, and Public Works to Shiv Sena and NCP. Four to five Cabinet positions may remain vacant.

Allies&rsquo; Demands Shiv Sena is reportedly adamant about securing the Home Department, which the BJP is unwilling to cede. The party is also vying for key portfolios like Urban Development, School Education, and Transport. Meanwhile, NCP is negotiating for significant roles in the Cabinet.
The complexity of the power-sharing agreement among the three parties underscores the challenges of coalition governance, as all stakeholders aim to balance their interests while delivering on electoral promises.

Maharashtra Chief Minister Eknath Shinde has shared his opinion on possible causes behind BJP's subpar performance in Lok Sabha election. Shinde said that BJP's '400-paar' slogan coupled with Opposition's claim that the party wants to change the Constitution created misconceptions in the minds of people.
&ldquo;We suffered losses in some places during the polls, because of the false narrative that was set&hellip; We suffered losses in Maharashtra. They set a false narrative that the constitution would be changed and reservation would be removed etc. But in fact, nothing of this sort was going to happen. The &lsquo;400-paar&rsquo; slogan created misconceptions and raised apprehensions in the minds of people that in future it will create issues,&rdquo; Shinde said at a meeting of the Commission for Agricultural Costs and Prices (CACP) in Mumbai, according to Indian Express.
Notably, the NDA won just 17 out of 48 seats in Maharashtra.

Maharashtra Assembly, in a day-long special session on Tuesday, passed a bill granting 10 per cent reservation for the Maratha community in educational institutions and government jobs.&nbsp;
The Maharashtra State Socially and Educationally Backward Act 2024 will be reviewed 10 years after the reservation comes into effect.&nbsp;
Chief Minister Eknath Shinde-led cabinet, earlier, accepted a report by the Maharashtra State Backward Class Commission recommending the reservation, after a socioeconomic survey of nearly 2.5 crore families.
One of the key findings in the bill tabled by CM Shinde underscores that the population of the Maratha community in the state is 28 per cent.
Out of the total Maratha families that are below poverty line, 21.22 per cent hold the yellow ration cards. It is higher than the state's average of 17.4 per cent.
The state government's survey undertaken between January and February this year also found that 84 per cent of the Maratha community families do not fall under the progressed category, hence they are eligible for reservation as per the Indra Sawhney case, as per the bill Out of total farmers' suicides in Maharashtra, 94 per cent are from Maratha families, the bill noted.

In a major disappointment for Maharashtra's former Chief Minister Uddhav Thackeray, Assembly Speaker Rahul Narwekar on January 10 held incumbent CM Eknath Shinde's faction as the real Shiv Sena.
Announcing the ruling, Narwekar said that Thackeray did not have the support of majority and had no power to remove Shinde.
The Speaker rejected Uddhav's plea to consider the party's 2018 constitution. He said that the constitution provided by Election Commission of India is the relevant one to determine which faction is the real political party.
"The 2018 amended constitution of Shiv Sena cannot be considered as valid as it's not in the records of the Election Commission of India. As per Supreme Court orders, I can not delve into any other factor on which the constitution is valid. As per records, I am relying on the 1999 constitution of Shiv Sena as the valid constitution," said the Speaker.
Ruling in favour of the Shinde faction, Narwekar said that the decision of majority is the party's will.

Maharashtra Chief Minister Eknath Shinde on Wednesday said the all-party meeting held earlier in the day decided that reservation should be given to the Maratha community without tampering with the existing quotas of other communities in the state.
Speaking to reporters here, Shinde also appealed to activist Manoj Jarange, who is on hunger strike for the Maratha reservation since October 25, to call off his fast and give the government some time.
&ldquo;It was decided unanimously at the all-party meeting that the state should make efforts for securing Maratha reservation without touching the existing quotas of other communities. I appeal and request Manoj Jarange to withdraw his fast and cooperate with the government. The state needs some time to prepare for the curative petition filed in the Supreme Court,&rdquo; Shinde said.
The government is working on two fronts -- issuing Kunbi caste certificates to Marathas from Marathwada (so that they can avail of OBC reservation) and preparing an error-free submission as part of the curative petition filed in the apex court, he said.
&ldquo;The all-party meeting also expressed its disappointment over the violent incidents reported in the last few days. Such violent acts would be a blot on the Maratha community's agitation for reservation. The state government needs some time to prepare a submission that will pass the legal test,&rdquo; he said.
&ldquo;The state government is making honest efforts so that the Maratha community gets reservation benefits. The backward class commission is working on a war footing. The reservation given by the government when Devendra Fadnavis was chief minister was upheld by the Bombay High Court but struck down by the Supreme Court on the grounds of some errors. We want to avoid a repetition of this situation,&rdquo; Shinde added.
Making an appeal to Jarange, the chief minister said he should trust the government's efforts. "Because of some violent incidents, the common man should not have any safety concerns. The entire Maratha community should support the state government,&rdquo; he said.&nbsp;

The top court said that after Shinde and his camp rebelled against Thackeray, the Maharashtra Governor was not justified in calling upon then-CM Uddhav to prove a majority in the Assembly in June 2022.
The judges also said that the Assembly Speaker's decision to appoint Bharat Gogawale of the Shinde faction as the whip of Shiv Sena was "illegal".
The court added that it cannot rule on Uddhav's plea to be restored as CM since he tendered his resignation voluntarily.

He expressed his gratitude to Uttar Pradesh ministers and Chief Minister Yogi Adityanath, whom he will be meeting later in the day in Lucknow.

It further said that the Governor's action should not precipitate the matter. His decisions could end up toppling a govt and it would be a sad spectacle for democracy.&nbsp;

Shiv Sena (UBT) leader Uddhav Thackeray on Sunday targetted the Election Commission over allotting the party's name and symbol to the rebel faction and termed the poll body a "slave" of people in power.
Dubbing the EC a "chuna lagav" commission weeks after losing the party name and election symbol "bow and arrow" to the faction led by Chief Minister Eknath Shinde, Thackeray said the poll body can never take away the party, founded by his father late Bal Thackeray, from him.
He said it was Bal Thackeray who stood with the Bharatiya Janata Party when it was politically "untouchable", and dared the former ally to seek votes in Maharashtra only in the name of Prime Minister Narendra Modi without invoking the Thackeray senior.
"You (the Election Commission) have taken away the party name and the symbol from us, but you can't take away Shiv Sena from me," the former chief minister said pointing out a huge turnout at a rally, his first after losing the party name and election symbol.
"I have nothing to offer to you. I have come to seek your blessings and support," he told the gathering.
Khed constituency in Ratnagiri district in the coastal Konkan region is the home turf of former Thackeray loyalist Ramdas Kadam, who has switched allegiance to the Shinde-led faction.
In a big blow to Uddhav Thackeray, the Election Commission last month allotted the name &lsquo;Shiv Sena&rsquo; and its poll symbol to the group led by Shinde who has the support of most of the MLAs of Shiv Sena.
Thackeray said he didn't accept the EC's decision.
"If the Election Commission is not suffering from cataract, it should come and see the ground situation. The EC is a 'chuna lagav' commission and a slave of those in power. The principle based on which the EC took this decision is wrong,' he said.
Thackeray said the party has appealed in the Supreme Court.
He said the BJP was trying to finish off Shiv Sena brutally and cruelly but won't succeed.
He said the move to destroy Shiv Sena was akin to the attack on the unity of Marathi people as well as Hindus.
"When BJP was untouchable in politics, Balasaheb Thackeray stood by that party," the former chief minister said.
He said earlier sadhus and sants used to be part of the BJP but the party is now full of opportunists.
"The largest number of corrupt people are in BJP. First, they (BJP) accuse the people in the Opposition of corruption. However, those accused of corruption are then inducted into BJP," he said.
Dismissing the criticism that he did not venture out of his house when he was the chief minister (November 2019-June 2022), Thackeray said, "I didn't go out because of the COVID pandemic but I worked from home, and my work was praised during the pandemic".
He said his supporters will decide whether they want him as the party president and not the Election Commission.
"People will have to decide whether they want me or Eknath Shinde. I will accept the verdict of the people but not of the EC. If people say they don't want me, I will leave just like I had left 'Varsha' (the official residence of Maharashtra chief minister after resigning from the post"), he said.
Targetting BJP, he said like Eknath Shinde who "stole" my (Uddhav Thackeray's) father, the BJP has "stolen sardar Vallabhbhai Patel and Subhash Chandra Bose because that party has no icons to bank on".
" When you see someone with a bow and arrow, he is a thief. Will you vote for him (a reference to Shinde)?" he asked the audience.
"Earlier, the BJP's dais used to be full of sadhus and sants but now it is full of opportunists. I dare the BJP to seek votes in Maharashtra only in the name of Prime Minister Narendra Modi and not Balasaheb Thackeray," Thackeray added.
He appealed to his supporters to make BJP bite the dust in the elections in Maharashtra.&nbsp;

In a fresh setback to Uddhav Thackeray and his followers, the opposing Eknath Shinde faction of the Shiv Sena was allotted the party office in Parliament House on 21 February 2023.
The Lok Sabha Secretariat allotted the office to Shinde's camp after it was recognised as the real Shiv Sena by the Election Commission, and granted the 'bow and arrow' symbol of the party, practically denying Uddhav Thackeray a claim on the party his father, Bal Thackeray, founded in 1966.
On 18 February, Shinde faction's floor leader Rahul Shewale had written to the Secretariat seeking allotment of the Sena office. Until now, both the Uddhav and Shinde factions had been using the office.
Meanwhile, the Thackeray faction moved the Supreme Court which has agreed to hear its plea against the EC ruling on 22 February.

The Thackeray faction has challenged the Election Commission's decision to recognise the Eknath Shinde camp as the real Shiv Sena. Senior advocate Kapil Sibal, appearing for the Thackeray faction, mentioned the matter before a bench of Chief Justice DY Chandrachud and Justices Krishna Murari and P S Narasimha on Tuesday.
&ldquo;If the EC order is not stayed then they will take over the symbol and the bank accounts. Please list it tomorrow before the Constitution bench,&rdquo; Sibal submitted.

The issue was mentioned on 20 February 2023 before a bench headed by Chief Justice of India DY Chandrachud for an early listing. The court did not pass any order, and asked the petitioner to approach the next day "through proper process".

The Uddhav Thackeray faction's MLAs got 23.5 per cent of votes polled in favour of the winning Shiv Sena candidates, the three-member Commission said.

Shiv Sena (UBT) leader Sanjay Raut on Sunday claimed a "deal of Rs 2000 crore" has taken place so far to "purchase" the Shiv Sena party name and its 'bow and arrow' symbol, two days after the Election Commission allotted them to the group led by Maharashtra Chief Minister Eknath Shinde.
Legislator Sada Sarvankar from the camp led by Shinde dismissed the claim and asked, "Is Sanjay Raut a cashier?" Maharashtra minister and Bharatiya Janata Party (BJP) leader Sudhir Mungantiwar also hit back at Raut saying such baseless comments were an attempt to malign independent institutions like the Supreme Court and the Election Commission of India.
Raut in a tweet claimed the Rs 2,000 crore was a preliminary figure, and that this was 100 per cent true.
He also told reporters that a builder close to the ruling dispensation shared this information with him.
The Rajya Sabha member said his claim was backed by proof which he would disclose soon.
