The Punjab SEC has appointed 22 IAS Officers as Election Observers for Municipal Corporation and Council elections. They will oversee law and order, election arrangements, EVMs, staff training, and ensure Model Code of Conduct enforcement.

In order to ensure that necessary arrangements for the conduct of free, fair and peaceful election have been made as per provisions of Law and to oversee the electoral process with strict vigilance, the State Election Commission, Punjab has deputed 22 IAS Officers as Election Observers in different Districts of the State. Out of these, five officers will oversee elections in 5 Municipal Corporations (with one officer in each Municipal Corporation).
Disclosing this on December 11, an official spokesperson of the Punjab State Election Commission said that remaining Observers will supervise Municipal Council/ Nagar Panchayat Elections in different Districts of the State. These Observers were directed to reach their allotted Districts latest by 11 AM on 12 December 2024 (i.e. last day of nominations) to review all arrangements and necessary activities pertaining to the elections.
He further informed that these Observers shall review law and order arrangements made by the District Administration with regard to elections, elections related complaints, quantity of elections material, commissioning of EVMs, training of polling staff, enforcement of Model Code of Conduct, Videography/CCTV arrangements etc. They would be available in their allotted Districts, till the counting process is over. This is for the information of general public, and candidates.

Chief Election Commissioner Rajiv Kumar on June 3 reacted to 'Laapata gentlemen' memes purportedly pointing to 'inaction' by the poll body during the election campaign. Kumar in a presser said that election commissioners were always present and never went missing, dismissing the memes that referred to them as 'Laapata gentlemen'.
Rajiv Kumar said, "Social media meme pages are calling us &lsquo;Laapataa Gentlemen'. But we were never laapata (missing), we were always here."
He further quipped, "Now memes can say the 'Laapata Gentlemen' are back.&nbsp;
The poll body's response to the memes came a day before Lok Sabha elections results.

Earlier on March 15, the apex court refused to stay the appointments of new election commissioners under a 2023 law that excluded the chief justice of India from the selection panel.

The Supreme Court on Thursday dismissed applications seeking a stay on the appointment of two new election commissioners, saying it would lead to "chaos" and "uncertainty" as the elections are round the corner.
Observing that the Election Commission is not under the "thumb of executive", the apex court also refused to grant any interim stay on the operation of the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Terms of Office) Act, 2023.
The top court said it will examine the main petitions challenging the validity of the 2023 Act and asked the Centre to file its response within six weeks and posted the matter for hearing on August 5.
"At the stage, we cannot stay the legislation or suspend it operation. It would lead to chaos and uncertainty and we cannot do it (stay) by way of an interim order. There are no allegations against the new election commissioners," a bench of Justices Sanjiv Khanna and Dipankar Datta told the petitioners who have challenged the new law.
The petitioners were also seeking a stay on the appointment of new election commissioners.
"We are dismissing the applications for stay on the appointment," the bench said.
Observing that it cannot be denied that election commissioners should be independent and fair, the bench said polls have been held since Independence and the country has had very good election commissioners in the past.
It noted that earlier election commissioners were appointed by the executive and now, they are being appointed under a law.
The top court said the 2023 verdict of its constitution bench nowhere said there has to be a member from the judiciary in the selection panel for appointment of election commissioners in the new law.
It said the intent of the 2023 verdict, which proposed a selection panel comprising the prime minister, the Leader of Opposition and the Chief Justice of India, was for a period till Parliament enacts a law.
The verdict was intended to nudge Parliament to enact law as there was a "vacuum" and it didn't say what kind of law should be made, the bench said.
During the hearing, the bench questioned the Centre over the procedure adopted for appointment of two new election commissioners. It said the selection committee should have been given more time to apply its mind on the appointment of election commissioners.
"The search committee for appointment of election commissioners should have been given a fair share of time to understand the background of candidates," the bench observed.
Retired IAS officers Gyanesh Kumar and Sukhbir Singh Sandhu were recently appointed as election commissioners.
The appointments came ahead of the Lok Sabha polls starting on April 19.
Under the new law, the selection panel has the prime minister as the chairperson, and the leader of opposition and a Union minister nominated by the prime minister are the two other members.
A five-judge constitution bench had in March 2023 ruled that the Chief Election Commissioner (CEC) and Election Commissioners (ECs) shall be appointed on the advice of a committee comprising the prime minister, the Leader of the Opposition in the Lok Sabha and the Chief Justice of India.&nbsp;

The Election Commission on 17th March released more information on the now-scrapped electoral bonds. This data on electoral bonds was received from political parties and was submitted to the Supreme Court in sealed covers.
According to the Election Commission, this fresh information pertains to the transactions that occurred before April 12, 2019. The data that was released last week was related to the electoral bonds issued after this date.
"The Registry of the Supreme Court has returned physical copies along with a digitised record of the same in a pen drive in sealed cover. The Election Commission of India has today uploaded the data received in digitised form from the registry of the Supreme Court on electoral bonds on its website," the EC said in a statement today.
The EC released the data a day after it announced the dates for the Lok Sabha elections to be held in seven phases from April 19 to June 1.

Election Commissioner Arun Goel resigned from his post on March 9 with immediate effect. Goel's tenure was supposed to end in 2027, but his sudden departure has come as a shock to many as political parties who are bracing up for the upcoming 2024 Lok Sabha elections.
"In pursuance of clause (1) of Section 11 of The Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023, the President is pleased to accept the resignation tendered by Arun Goel, Election Commissioner with effect from the 9th March, 2024," a notification from the Ministry of Law and Justice read.
With the exit of Goel, the three-member election panel is now down to one member Rajiv Kumar.
Goel, a 1985-batch IAS officer had taken voluntary retirement on November 18, 2022, and was appointed Election Commissioner a day later. His appointment had been challenged in the Supreme Court, which had asked the government what the "tearing hurry" was.&nbsp;

The Election Commission has asked Congress leader Rahul Gandhi to be more careful and cautious in his public utterances in the wake of his "panuti" (bad omen) and "pickpocket" jibes at Prime Minister Narendra Modi, sources said.
Acting on a Delhi High Court directive of December last year, the poll panel also asked Gandhi to follow its recent advisory for star campaigners and political leaders in the right earnest during election campaign.
In the advisory dated March 1, the Election Commission (EC) had warned that parties, candidates and star campaigners will face stern action, rather than just 'moral censure' for any violation of the Model Code of Conduct.
It also said that the star campaigners and candidates who have received notices in the past will face stern action for repeat violation of the model code.
The EC had issued a notice to Gandhi last year after the Congress leader used terms like "panauti" and "pickpocket" for the prime minister.
The commission was also asked on December 21 by the Delhi High Court to decide on the notice it had issued to Gandhi for these comments, saying the statement made by the Congress leader during a speech delivered in November 2023 was "not in good taste".
Disposing off the court directive, the EC has asked Gandhi "to be more careful and cautious in his public utterances in the future", sources said.
"After considering all facts in the matter related to remarks such as 'jebkatra' (pickpocket) and 'pannauti', including the court order and Gandhi's reply, the Election Commission has advised Gandhi to be more careful and cautious in future," a source said.
The commission has further directed Gandhi, as a star campaigner, to take into notice its March 1 advisory for all parties, star campaigners and candidates in right earnest while making public utterances.
The poll panel had issued a notice to Gandhi on November 23 seeking his stand about his speeches during his campaigns for the assembly elections in Rajasthan.
The former Congress president took the "pickpocket" dig at Modi during his poll speech, alleging that the prime minister diverts people's attention while industrialist Gautam Adani picks their pockets. This is how pickpockets operate, he had alleged.
The court order followed a petition that had also objected to certain other statements by Gandhi referring to the prime minister as "panauti".

CEO later clarified on X that the date was non-binding and stressed that it would only serve as a 'reference for officials to plan activities as per Election Planner of Election Commission of India'.&nbsp;
While the exact election date has not been announced, it is expected to take place in a phased manner between April and May.&nbsp;

In the run-up to the assembly elections in five states, the income tax department has seized more unexplained cash as compared to elections held in those states earlier, CBDT chairman Nitin Gupta said on Wednesday.
<h3>Agencies increase surveillance</h3>
Gupta said that prior to both state assembly and Lok Sabha elections, the enforcement agencies, including the I-T department, increased surveillance and also got information about unexplained cash and jewellery on toll-free numbers created for the purpose.
"The states where we are right now in elections we have seized more cash than what was seized in the corresponding time in the state assembly elections or Lok Sabha 2019," Gupta told reporters here.
He said pre-election monitoring of unexplained cash and surveillance is very intense and the entire activity is coordinated at the level of the Election Commission and state election authority.
According to sources, in poll-bound Rajasthan this year there has been a three-fold increase in the total seizure of illegal cash, liquor, drugs, gold, silver etc. Such seizures, which were Rs 322 crore in 2021 and Rs 347 crore in 2022, have risen to Rs 1,021 crore till October 2023.
Chhattisgarh, Telangana, Rajasthan, Madhya Pradesh and Mizoram are going to poll in November.
In July, the apex authority in indirect tax, the Central Board of Indirect Taxes and Customs (CBIC), issued a Standard Operating Procedure (SoP) for tax officers to implement the directions of the Election Commission with regard to the use of freebies, illicit cash, liquor and drugs to lure voters, and asked them to share information with other enforcement agencies.
As per the SoP, tax officers were asked to monitor the distribution of coupon-based or free fuel or cash for alluring prospective voters.
The GST and Customs officials were also asked to set up "flying squads and static surveillance teams" for the effective conduct of road and transit checks of vehicles, and verification of warehouses to curb illegal and prohibited activities.

Dubbing the EC a "chuna lagav" commission weeks after losing the party name and election symbol "bow and arrow" to the faction led by Chief Minister Eknath Shinde, Thackeray said the poll body can never take away the party, founded by his father late Bal Thackeray, from him.
He said it was Bal Thackeray who stood with the Bharatiya Janata Party when it was politically "untouchable", and dared the former ally to seek votes in Maharashtra only in the name of Prime Minister Narendra Modi without invoking the Thackeray senior.
"You (the Election Commission) have taken away the party name and the symbol from us, but you can't take away Shiv Sena from me," the former chief minister said pointing out a huge turnout at a rally, his first after losing the party name and election symbol.
"I have nothing to offer to you. I have come to seek your blessings and support," he told the gathering.
Khed constituency in Ratnagiri district in the coastal Konkan region is the home turf of former Thackeray loyalist Ramdas Kadam, who has switched allegiance to the Shinde-led faction.
In a big blow to Uddhav Thackeray, the Election Commission last month allotted the name &lsquo;Shiv Sena&rsquo; and its poll symbol to the group led by Shinde who has the support of most of the MLAs of Shiv Sena.
Thackeray said he didn't accept the EC's decision.
"If the Election Commission is not suffering from cataract, it should come and see the ground situation. The EC is a 'chuna lagav' commission and a slave of those in power. The principle based on which the EC took this decision is wrong,' he said.
Thackeray said the party has appealed in the Supreme Court.
He said the BJP was trying to finish off Shiv Sena brutally and cruelly but won't succeed.
He said the move to destroy Shiv Sena was akin to the attack on the unity of Marathi people as well as Hindus.
"When BJP was untouchable in politics, Balasaheb Thackeray stood by that party," the former chief minister said.
He said earlier sadhus and sants used to be part of the BJP but the party is now full of opportunists.
"The largest number of corrupt people are in BJP. First, they (BJP) accuse the people in the Opposition of corruption. However, those accused of corruption are then inducted into BJP," he said.
Dismissing the criticism that he did not venture out of his house when he was the chief minister (November 2019-June 2022), Thackeray said, "I didn't go out because of the COVID pandemic but I worked from home, and my work was praised during the pandemic".
He said his supporters will decide whether they want him as the party president and not the Election Commission.
"People will have to decide whether they want me or Eknath Shinde. I will accept the verdict of the people but not of the EC. If people say they don't want me, I will leave just like I had left 'Varsha' (the official residence of Maharashtra chief minister after resigning from the post"), he said.
Targetting BJP, he said like Eknath Shinde who "stole" my (Uddhav Thackeray's) father, the BJP has "stolen sardar Vallabhbhai Patel and Subhash Chandra Bose because that party has no icons to bank on".
" When you see someone with a bow and arrow, he is a thief. Will you vote for him (a reference to Shinde)?" he asked the audience.
"Earlier, the BJP's dais used to be full of sadhus and sants but now it is full of opportunists. I dare the BJP to seek votes in Maharashtra only in the name of Prime Minister Narendra Modi and not Balasaheb Thackeray," Thackeray added.
He appealed to his supporters to make BJP bite the dust in the elections in Maharashtra.&nbsp;

The Election Commission on Monday showcased the prototype of Remote Voting Machine for migrant workers to the representatives of opposition parties.&nbsp;
If implemented after stakeholder consultations, a RVM would enable migrant voters to vote from remote polling stations.
The meeting was attended by many opposition party leaders including Congress leader Digvijaya Singh and RJD leader Manoj Jha.&nbsp;
On Sunday, some opposition parties had decided to oppose the EC's proposal on remote electronic voting machine saying the proposal lacked clarity around the definition of migrant labourers.

As per the report filed by Congress, the party has spent over Rs 194 crore for campaigning and related expenditure in the five states.
The BJP and Congress are recognized national parties.
Parties contesting Lok Sabha and assembly polls are mandated to file their election expenditure reports before the EC in a stipulated time frame.

The Election Commission had received an RTI query by Pune-based activist Vihar Durve seeking information on the EC's correspondence with social media companies between 2019 and 2022.
Applying the third party clause under section 11 of the Act, the Commission sought the views of the companies on disclosing the correspondence.
In case of an RTI applicant seeking third party information, section 11 of the Act directs the Central Public Information Officer to take views of the third party concerned before disclosing the record.
The final decision on disclosure rests with the officer.
Durve had sought the details of "correspondence, record, information, emails (with the notings) etc made by the ECI with twitter, Facebook, WhatsApp, Instagram, Telegram, any other social media platform" exchanged between ECI and these companies between 2019 and 2022.
"Disclosure of any communication between ECI and Social Media platforms would attract Section 11 of the RTI Act, 2005 i.e third party disclosure. Third party is not in favour and made submission against disclosure," the ECI said in response to Durve’s query, while denying the information.
In the run up to General Elections in 2019, social media companies had agreed to a voluntary code which included a silence period of 48 hours before polling.
According to the code, no political campaign will be allowed to be run on social media platforms in the last 48 hours before polling ends. This period is referred to as "silence period" to allow voters take a considered decision without the heat and dust of campaign on whom to vote.
The code also facilitates transparency in paid political advertisements.
This was for the first time internet-based companies voluntarily adopted the norms for on-line poll campaign.

In case of an RTI applicant seeking third party information, section 11 of the Act directs the Central Public Information Officer to take views of the third party concerned before disclosing the record.
The final decision on disclosure rests with the officer.
Durve had sought the details of "correspondence, record, information, emails (with the notings) etc made by the ECI with twitter, Facebook, WhatsApp, Instagram, Telegram, any other social media platform" exchanged between ECI and these companies between 2019 and 2022.
"Disclosure of any communication between ECI and Social Media platforms would attract Section 11 of the RTI Act, 2005 i.e third party disclosure. Third party is not in favour and made submission against disclosure," the ECI said in response to Durve&rsquo;s query, while denying the information.
In the run up to General Elections in 2019, social media companies had agreed to a voluntary code which included a silence period of 48 hours before polling.
According to the code, no political campaign will be allowed to be run on social media platforms in the last 48 hours before polling ends. This period is referred to as "silence period" to allow voters take a considered decision without the heat and dust of campaign on whom to vote.
The code also facilitates transparency in paid political advertisements.
This was for the first time internet-based companies voluntarily adopted the norms for on-line poll campaign.

Chief Electoral Officer of Punjab, S Karuna Raju, said that Sonu Sood’s appointment was withdrawn on January 4 this year. In recent months, Sood had visited Punjab several times and met political personalities, including Chief Minister Charanjit Singh Channi and president of Shiromani Akali Dal Sukhbir Singh Badal.
Sood had also held a press conference announcing that his sister would be contesting the Punjab assembly election from Moga. However, he had not disclosed which party she would join.
The actor has however consistently denied that he would contest the polls likely to be held in March this year.
