Freelance journalist booked for spying on DRDO and Army: CBI

The CBI has registered an FIR against a freelance journalist for allegedly collecting sensitive information related to the Defence Research Development Organisation (DRDO) and the Army, officials said on Tuesday.

The CBI has registered an FIR against a freelance journalist for allegedly collecting sensitive information related to the Defence Research Development Organisation (DRDO) and the Army, and sharing them with intelligence agencies of foreign countries, officials said on Tuesday.
Following the FIR, the agency conducted searches on premises linked to Vivek Raghuvanshi, listed as India correspondent of a US-based portal on defence and strategic affairs on its website, and people close to him at 12 locations in Jaipur and the National Capital Region (NCR), they said.
The agency has booked Raghuvanshi under Section 3 (spying) of the Official Secrets Act read with Section 120-B (criminal conspiracy) of the Indian Penal Code.
A number of sensitive documents were recovered during the searches and sent for legal scrutiny, the officials said.
Sources said the agency has launched an exhaustive probe to find Raghuvanshi's accomplices in India and abroad.
He was allegedly collecting sensitive information and minute details about the progress of various DRDO projects, the CBI alleged.
He was also collecting details of future procurement plans of the Indian armed forces which could have adversely affected the country's strategic preparedness, the agency alleged.
"It is alleged that he collected and passed on sensitive details about the future procurement of Indian armed forces which reveal the strategic preparedness of the country besides classified communications and information relating to national security, details of the strategic and diplomatic talks of India with our friendly countries and sharing such classified information with intelligence agencies of foreign countries," the CBI spokesperson said

A bench of Justices M R Shah and C T Ravikumar remanded the matter back to the high court and directed it to decide the issue within four weeks.

The Supreme Court Friday quashed the Kerala High Court &nbsp;order granting anticipatory bail to four people, including a former Director General of Police (DGP), in a case of alleged frame-up of scientist Nambi Narayanan in the 1994 ISRO espionage matter.
A bench of Justices M R Shah and C T Ravikumar remanded the matter back to the high court and directed it to decide the issue within four weeks.
"All these appeals allowed. Impugned orders granting anticipatory bail passed by HC are quashed and set aside. All matters are remitted back to the HC to be decided afresh on it own merits. This court had not observed anything on merits for either of the parties.
"It is ultimately for the HC to pass orders. We request the HC to decide the anticipatory bail applications at the earliest preferably within four weeks from date of this order," the bench said.
The top court directed the registry of the high court to notify bail applications before the bench concerned within one week from today.

"Till then by way of an interim arrangement, and without prejudice to rights, it is directed that for a period of five weeks and till the bail applications are finally decided by HC on remand, the respondents may not be arrested subject to cooperation in the investigation," the apex court said. &nbsp;The judgement came on the CBI's appeal against the high court order granting bail to former Gujarat DGP R B Sreekumar, two former police officers of Kerala S Vijayan and Thampi S Durga Dutt, and a retired intelligence official P S Jayaprakash.

Foreign Ministry driver arrested for espionage by Delhi Police: PTI reports

Delhi Police's Crime Branch team has arrested a driver working in the Ministry of External Affairs on charges of espionage for allegedly leaking confidential details to a Pakistan-based person, news agency PTI reported quoting sources. 

The report said the driver was honey trapped by an ISI person who pretended to be a woman when he spoke with him.

Police, however, refused to share any details of the case citing concerns over national security.&nbsp;

"He was on the radar of the intelligence branch of the state police for some time and was detained on July 25 for questioning.

He was in touch with a Pakistani agent, a woman who introduced herself as Gurnur Kaur alias Ankita. Another woman named Nisha was also in touch with him," Mishra said.
He said that one woman (Ankita) had told him that she was posted in Military Engineering Service in Uttar Pradesh while the other (Nisha) told him that she was from Military Nursing Service.
"The women honey trapped him and sought information from him. The soldier shared classified information related to his regiment and videos related to army exercise. He also received money in lieu of it," he said.
Rana has been posted in the Indian Army since March 2018.

A US Air Force officer has warned that drone and satellite transmissions could easily be surveilled from the Chinese factory. Major Jeremy Fox reportedly said that passive receiving equipment like antennae could be used for spying.
These antennae would simply need to be tuned to the right frequencies to intercept drone and space-based communication. Transmissions to and from the base could easily be collected. To add to the threat, this passive signal collection would be undetectable by the US.
The Air Force officer raised alarm about the espionage threat in an internal memo. Major Fox reportedly said that data collection by China would "present a costly national security risk". He warned that the case may cause grave damage to US strategic advantages, and that it fits a pattern of Chinese subnational espionage. Major Fox accused Beijing of using commercial economic development projects to get close to Defense Department facilities.

However, the US Air Force has not taken an official position on the matter. The force called Major Fox's comments his personal effort to raise awareness of potential vulnerabilities.
But the soldier's worries have been mirrored by US politicians. Republican Senator Kevin Cramer, who represents North Dakota, said that he doesn't want the Chinese Communist Party doing business in his "backyard". Senator Cramer said America underestimates Beijing's capability to collect data and use it in "nefarious ways".
Chairman of the Senate Intelligence Committee, Mark Warner, is also worried about Chinese spying. Commenting on the North Dakota situation, the Democrat party leader said that America should be "seriously concerned" about Chinese investments near sensitive US facilities.
The allegations have agitated China. Fufeng USA's COO has insisted that there is no possibility of espionage from the North Dakota plant.The company has insisted that the $700 million project is just a corn milling plant The company says that it is helping the local community by creating 200 direct jobs, and other opportunities like logistics.
The Chinese government has also entered the debate, with an official telling the New York Post that Chinese firms investing abroad are told to obey local laws. Beijing criticised USA's 'generalisation of the concept of national security and abuse of state power". China also sought a fair and just environment for its companies in the US.
This case is not just important for America, but also pertinent for countries like India which have seen tension with China rise in recent years.
The Indian government has in the past raised the issue of Chinese companies being misused to threaten India's national security. A ban on multiple Chinese apps, including PUBG, was imposed due to alleged stealing and transmission of user data.
In such a situation, Delhi might need to keep an eye on Chinese investments in India, especially near military installations.

During investigation, it was found that Sharma was allegedly "honey-trapped" by a Pakistan-based woman with whom he shared sensitive documents related to personnel, national security and defence, police said.
On May 6, the Delhi Police Crime Branch arrested the sergeant for allegedly leaking the sensitive information through WhatsApp to the "agent of adversary country" after deceitfully obtaining information and documents from computers and other files, according to police.
According to police, Sharma had also received money from the agent for the leaked information.
On the basis of a complaint received by the Indian Air Force, a case under the Official Secrets Act was registered and the sergeant was arrested on May 6 and dismissed from service, they said.
During investigation, incriminating evidence such as electronic gadgets and documents were seized, they said, adding further probe is on in the matter.
