EU parliament suspends vice-president as lobbying scandal simmers

A vice president of the European Union's parliament was suspended from her duties on Saturday after being caught up in an investigation into influence peddling at the EU assembly allegedly involving officials from Qatar.
Eva Kaili, a 44-year-old Greek former TV news anchor, was suspended by her party in Greece and the EU assembly's Socialists and Democrats group Friday after Belgian police staged 16 raids across Brussels as part of a probe into corruption and money laundering at the parliament.
Four people were detained for questioning, and investigators recovered around 600,000 euros (USD 633,500) in cash and seized computer equipment and mobile telephones. Prosecutors did not identify the four but at least one was an EU lawmaker and one was a former member.

Authorities have not identified the Gulf country suspected of offering cash or gifts to officials at the parliament in exchange for political favours, but several members have linked the investigation to Qatar.
Parliament President Roberta Metsola &ldquo;has decided to suspend with immediate effect all powers, duties and tasks that were delegated to Eva Kaili in her capacity as vice president of the European Parliament,&rdquo; Metsola's spokesman said late Saturday.
The decision was taken &ldquo;in the light of the ongoing judicial investigations by Belgian authorities,&rdquo; he said, without providing further details.
The EU assembly is set to hold its last plenary session of the year in Strasbourg, France, beginning Monday.
The co-president of the Greens group, Philippe Lamberts, called for a parliamentary inquiry and for the issue to be put to debate this week, echoing calls from some other political groups.
The Greens &ldquo;strongly condemn corruption and bribery, cash and precious gifts cannot draw the political lines in this house,&rdquo; Lamberts said in a statement. He added that his group &ldquo;will vote against visa facilitation for Qatar in this week's plenary vote.&rdquo; The EU's executive branch, the European Commission, proposed in April that citizens from Qatar be granted short visa-free stays in the 27-nation bloc provided they have a biometric passport. The legislation has been working its way through the assembly.
Kaili's party in Greece, the Socialist Pasok-Movement for Change, publicly distanced itself from remarks she made in the EU parliament last month praising Qatar, which is currently hosting soccer's gala event, the World Cup.
She said the World Cup is &ldquo;proof, actually, of how sports diplomacy can achieve a historical transformation of a country with reforms that inspired the Arab world.&rdquo; Kaili also repeated what she said is an International Labour Organization view that &ldquo;Qatar is a frontrunner in labor rights.&rdquo; After Friday's raids, Belgian prosecutors said federal judicial police suspect that an undisclosed country in the Gulf region has been trying &ldquo;to influence the economic and political decisions of the European Parliament.&rdquo; It said this was allegedly done &ldquo;by paying large sums of money or offering large gifts to third parties with a significant political and/or strategic position within the European Parliament.&rdquo; In Italy on Saturday, Article One, a small center-left party, suspended former EU lawmaker Pier-Antonio Panzeri following reports he was caught up in the scandal.
In a statement posted on the party's Facebook page, Article One said it was &ldquo;disturbed&rdquo; by the reports but expressed full confidence in Belgian investigators. It added that it &ldquo;hopes that Panzeri can show he is not involved in something that is completely incompatible with his history and political commitment.&rdquo; Panzeri, who was inscribed in the Lombardy branch of Article One, was also once a member of the same political group in the EU parliament as Kaili, the Socialists and Democrats. A $60 price cap set on Russian oil agreed by the EU, G7 and Australia is not "serious" because it is "quite comfortable" for Moscow, Ukrainian President Volodymyr Zelenskyy said Saturday.
"Russia has already caused huge losses to all countries of the world by deliberately destabilizing the energy market," he argued in his nightly address, describing the decision on the price cap as "a weak position".
It is "only a matter of time when stronger tools will have to be used anyway", Zelenskyy added. "It is a pity that this time will be lost.
"The logic is obvious: if the price limit for Russian oil is $60 instead of, for example, $30, which Poland and the Baltic countries talked about, then the Russian budget will receive about a hundred billion dollars a year...
"This money will also be used to further destabilize precisely those countries that are now trying to avoid big decisions."
During the negotiations on where to set the price cap, Poland in particular tried to hold out for a lower level of $30, before finally agreeing on Friday to the higher ceiling. G7, EU agree oil price cap to reduce Russia war funding

The price cap is designed to make it harder to bypass the sanctions by selling beyond the EU.

The G7 and EU on Friday agreed a $60-per-barrel price cap on Russian oil in an attempt to deny the Kremlin of war resources, as President Vladimir Putin said more strikes on Ukrainian infrastructure were "inevitable".
The price cap, previously negotiated on a political level between the G7 group of wealthy democracies and the European Union, will come into effect with an EU embargo on Russian crude oil from Monday.
The embargo will prevent shipments of Russian crude by tanker vessel to the EU, which account for two thirds of imports, potentially depriving Russia's war chest of billions of euros.
"The G7 and Australia... reached consensus on a maximum price of 60 US dollars per barrel for seaborne Russian origin crude oil in line with" the European Union, the G7 said in a statement.

The G7 said it was delivering on its vow "to prevent Russia from profiting from its war of aggression against Ukraine, to support stability in global energy markets and to minimise negative economic spillovers of Russia's war of aggression".
Poland had refused to back the price cap plan over concerns the ceiling was too high, before its ambassador to the bloc confirmed Warsaw's agreement on Friday evening.
The price cap is designed to make it harder to bypass the sanctions by selling beyond the EU.
Poland's ambassador Andrzej Sados also said Brussels would take into account Polish and Baltic state suggestions for a "painful and expensive" ninth round of sanctions against Moscow.
The White House described the deal as "welcome news", saying a price cap will help limit Putin's ability to fund the Kremlin's "war machine".

New regulations were approved on Tuesday by the European Parliament that will implement a single charging port for mobile phones, tablets, and cameras in the European Union by 2024.
This will be a first of its kind in the world and is likely to have a greater impact on iPhone maker Apple than its competitors.
With this vote, the EU has officially adopted the USB-C connections used by Android-based smartphones, making it mandatory for Apple to redesign the charging port for the iPhone and other iOS devices.
Complaints from iPhone and Android users about needing to buy new chargers for their devices sparked the shift, which had been considered for years.
Although Apple is predicted to be among the most affected among major providers of electronic products to European customers, experts also anticipate a possible positive influence as it may encourage shoppers to purchase the company's newest gadgets rather than ones without USB-C.
Analysts predict that Samsung, Huawei, and other gadget manufacturers would be affected by the agreement because it includes e-readers, earbuds, and other technology.
There were 602 votes in favour of the proposal and only 13 votes against it among EU legislators.

The DMA will force companies that it deems as &lsquo;gatekeepers&rsquo; to perform new obligations. The act defines &lsquo;gatekeepers&rsquo; as companies with a market cap of at least &euro;75 billion and at least 45 million monthly users. This only applies to &lsquo;platforms&rsquo; like apps or social networks. If the companies flout these obligations, they could be faced with extremely steep fines, up to 20% of total worldwide turnover.

In part, the act targets messaging apps like WhatsApp, Facebook Messenger, and iMessage, which according to the EU must open up to interoperability with other messaging apps. There&rsquo;s also a requirement for users to be able to freely choose their browser, virtual assistants or search engines.
The DMA has yet to be tabled, or approved by the EU Parliament and Council. The EU&rsquo;s Commissioner for Competition, Margrethe Vestager, said that she expects the act to come into force sometime in October. She told The Verge that the act aims to make the tech sector more open and accessible.

"We have absolutely no desire and no plans to withdraw from Europe, but the simple reality is that Meta, and many other businesses, organisations and services, rely on data transfers between the EU and the US in order to operate global services," the firm said in a statement.

The US and EU&rsquo;s Privacy Shield online data sharing arrangement was invalidated by a top European court, and has left many global tech businesses in lurch.
Meta had earlier wrote in its Securities and Exchange Commission filing that &ldquo;If a new transatlantic data transfer framework is not adopted... we will likely be unable to offer a number of our most significant products and services, including Facebook and Instagram, in Europe.&rdquo;
Meta recently saw a US-record drop in market value after an earnings call that reported Facebook&rsquo;s first-ever drop in global user base.
