Petrol, Diesel excise increased by ₹2 per Litre

The government raised excise duty on petrol and diesel by Rs 2 per litre, now at Rs 13 and Rs 10 respectively. Despite this, retail prices remain unchanged due to recent international oil price declines offsetting potential cost increases.

The government on Monday hiked excise duty on petrol and diesel by Rs 2 per litre each but there will be no change in retail prices as the increase will be adjusted against the price cut that was warranted because of falling international oil prices.
The excise duty on petrol was hiked to Rs 13 per litre and that on diesel to Rs 10 a litre, an official order showed.
The increase in duties will "come into force on the 8th day of April, 2025," it said.
While any change in taxes are normally passed on to consumers, there will be no change in retail selling price of petrol and diesel as the excise hike will be set off against the reduction in retail prices that was warranted from fall in international oil prices.
International oil prices have slumped to their lowest since April 2021 as escalating trade tensions between the United States and China stoked fears of a recession that could cut oil demand.
Brent futures lost USD 2.43, or 3.7 per cent, to USD 63.15 a barrel on Monday while US West Texas Intermediate crude futures were down USD 2.42, or 3.9 per cent, at USD 59.57.
India is 85 per cent dependent on imports to meet its oil needs.
"PSU Oil Marketing Companies have informed that there will be no increase in retail prices of #Petrol and #Diesel, subsequent to the increase effected in Excise Duty Rates today," the oil ministry said in a post on X.
The Modi government during its 11-year rule hiked excise duty whenever international oil prices fell.
The government had between November 2014 and January 2016, raised excise duty on petrol and diesel on nine occasions to take away gains arising from plummeting global oil prices.
In all, duty on petrol rate was hiked Rs 11.77 per litre and that on diesel by 13.47 a litre in those 15 months that helped government's excise mop-up more than double to Rs 2,42,000 crore in 2016-17, from Rs 99,000 crore in 2014-15.
The government had cut excise duty by Rs 2 in October 2017, and by Rs 1.50 a year later. But it raised excise duty by Rs 2 per litre in July 2019. It again raised excise duty on March 2020, by Rs 3 per litre each.
Excise duty was raised by Rs 13 and Rs 16 per litre on petrol and diesel between March 2020 and May 2020.
But in the following years, it rolled back the Rs 13 and Rs 16 per litre excise duty hike as international oil prices soared. This helped bring down petrol prices from a record hike of Rs Rs 105.41 a litre in Delhi and highest ever diesel rate of Rs 96.67.
Just before general elections were announced last year, the government had cut petrol and diesel prices by Rs 2 a litre each.
Petrol currently costs Rs 94.77 a lire in Delhi and Rs 87.67 is the price for a litre of diesel.&nbsp;

Punjab Finance, Planning, Excise, and Taxation Minister Advocate Harpal Singh Cheema on Tuesday announced that the state's Excise and Taxation Department has reported a record-breaking Excise revenue of Rs 10,743.72 crore for the financial year 2024-25, marking an impressive annual growth rate of 16.36 percent compared to the previous fiscal year.
He said that the state&rsquo;s total revenue collection from VAT, CST, GST, PSDT, and Excise during FY 2024-25 stood at Rs 42289.97 crore, showcasing a growth rate of 12.47 percent crossing the Rs 40,000 crore threshold for the first time in the state's history.
Disclosing this in a press communiqu&eacute; issued here, Finance Minister Harpal Singh Cheema attributed the remarkable growth in Excise collection to the successful excise policies implemented by the Chief Minister Bhagwant Singh Mann-led Punjab Government.
He said that the state witnessed a notable rise of Rs 598.72 crore in Excise revenue, surpassing the target of Rs 10145 crore for FY 2024-25.
In March 2025, Punjab achieved a remarkable 30.67 percent growth rate in Excise revenue, collecting Rs 1477.04 crore, a significant increase from Rs 1130.37 crore in March 2024. He said that this achievement marks the first time the state has crossed the five-digit mark in Excise revenue.
Finance Minister Harpal Singh Cheema further revealed that the state has also witnessed a net annual growth rate of 12.99 percent in Goods and Services Tax (GST) collections, with a net annual collection of Rs 23,642.15 crore compared to Rs 20,923.37 crore in the previous fiscal year. &ldquo;
In March 2025, the state recorded a net GST collection of Rs 1,913.82 crore, reflecting an 8.63 percent growth compared to Rs 1,761.70 crore in March 2024&rdquo;, said the Finance Minister while adding that Punjab has also achieved an annual collection of Rs 7,353.32 crore from Value Added Tax (VAT), up from Rs 6,975.3 crore in the previous fiscal year, registering a growth rate of 5.42 percent.
Finance Minister Cheema attributed these achievements to the transparent excise policies implemented by the Chief Minister Bhagwant Singh Mann-led Punjab Government, and the enforcement activities of the Excise and Taxation Department which successfully curbed liquor smuggling from neighboring states.
He said that the department has also enhanced GST revenue by promoting tax compliance through initiatives such as the "Bill Liayo Inam Pao" scheme and by leveraging technological solutions, the Tax Intelligence Unit, and strengthened enforcement activities.
&nbsp;He said that the department has adopted a two-pronged strategy, which encompasses providing unwavering support to honest taxpayers while simultaneously cracking down on tax evaders, thereby ensuring a fair and transparent taxation system.
The Finance Minister emphasized that these efforts to boost the state's tax revenue have enabled the Chief Minister Bhagwant Singh Mann-led Punjab Government to present a historic "Badlda Punjab" budget, aimed at ushering in an era of economic and social development for the state.
He said that the state government would continue to opt for new initiatives to further improve the tax revenue without imposing any new tax burden on the people of the state.

Delhi LG suspends 11 officials for lapses in implementation of excise policy: Sources

Lieutenant Governor V K Saxena has suspended 11 officials, including then Delhi excise commissioner Arava Gopi Krishna and deputy excise commissioner Anand Kumar Tiwari, over "serious lapses" in the implementation of the Excise Policy 2021-22, sources said on Saturday.


The LG took the decision in view of the "serious lapses on the part of the officers concerned" in the implementation of the excise policy, including "irregularities in finalising the tender and extending post-tender benefits" to select vendors.

Lieutenant Governor Vinai Kumar Saxena suspended and initiated disciplinary proceedings against 11 officials, including former Delhi excise commissioner Arava Gopi Krishna and deputy excise commissioner Anand Kumar Tiwari, over "serious lapses" in the implementation of the Excise Policy 2021-22, as per sources.
Three ad-hoc DANICS officers and six officials of the Delhi government's excise department are also among those suspended, the sources at the LG office said.
The LG has taken the decision over "irregularities in finalising the tender and extending post-tender benefits" to select vendors," on the part of the officers.
The action was taken by Saxena on the basis of an inquiry report filed by the Directorate of Vigilance (DoV).

A Central Bureau of Investigation (CBI) inquiry has already been recommended by the LG into the alleged violation of rules and procedural lapses in the implementation of the Excise Policy 2021-22.
Under the policy, implemented on November 17, 2021, private firms were issued retail licences for 849 liquor vends across the city divided into 32 zones.
The policy was withdrawn by the Aam Aadmi Party (AAP) government on July 30, led by Chief Minister Arvind Kejriwal.&nbsp;
Meanwhile, Deputy Chief Minister Manish Sisodia on Saturday said he has written to the CBI requesting a probe into what he said was a sudden change in former lieutenant governor Anil Baijal&rsquo;s decision to open shops in unauthorised colonies.
The change in the L-G&rsquo;s decision on shops in unauthorised colonies caused &ldquo;thousands of crores of losses&rdquo; to the Delhi government, said Sisodia.

Preempting chaos due to liquor shortage in the city, Delhi government on Sunday decided to extend existing licences of liquor shops till August 31, officials said.
The private liquor stores numbering 468 in Delhi were scheduled to shut shop from Monday after expiry of their licences on July 31.
However, the liquor shops will open only after the excise department's order following the LG's nod, they said.
"The government has sent decision of its Cabinet to extend existing liquor vend licences for one month, up to August 31, to the Lt Governor. Orders allowing the liquor stores to remain open after July 31 will be issued after LG's approval," officials said.
Delhi government has decided to revert back to old excise regime and run liquor stores through its agencies after realising that the Excise Policy 2021-22 was not able to achieve the desired objectives of fetching greater revenues and the fact that it's implementation is under scanner for alleged violation of rules and procedural lapses, officials said.
The government stores of liquor will open for a period of six months from September 1 and till then the private vends will continue to operate, they said.
 "This was needed as the government has already decided to revert to old excise policy regime and run stores through its agencies, a process that could create shortage and chaos as the new shops will take days to open," said a government source.
The government on Saturday announced reverting back to old excise regime and run stores itself for six months. Under the Excise Policy 2021-22, 468 retail liquor stores were running in the city whose licences expired after July 31.
Many liquor vends in the city, however, were closed after selling out stocks through rebates and special schemes like buy one get two free.
"There is some more liquor and beer available and people are coming to get whatever they can. Those asking for specific brands have returned back empty handed also," said a liquor store manager in Laxmi Nagar.
The rush was more on Saturday but with liquor stores running out of stock, customers have now started looking to neighbouring Noida, Ghaziabad, Gurgaon and Faridabad for their quota. 
The Excise Policy 2021-22 extended by the government till July 31 was withdrawn in the backdrop of a CBI probe recommended by the Lt Governor into alleged violation of rules and procedural lapses in its implementation.  The policy was extended twice since April this year, as the government was still working on a revised excise policy for 2022-23 for which necessary approvals were yet to be taken.
Under the Excise Policy, government had issued retail licences for 849 vends across the city divided into 32 zones. Currently only 468 were running whose licences expired on July 31 as the policy has been withdrawn by the government.
There was no clarity over extension of other excise licenses including those for hotels, clubs and restaurants serving liquor and wholesale liquor operations that too seized to exist after withdrawing of the Excuse Policy 2021-22.
Deputy Chief Minister Manish Sisodia who also holds Excise portfolio had said announcing withdrawal of Excise policy on Saturday that the Chief Secretary was directed to ensure that there was no "chaos" in the city during the transition period before opening of government liquor stores.  The Chief Secretary was also asked for keeping check on sale of illegal alcohol in the city in the meantime, Sisodia had said.
