FIFA on Wednesday confirmed that Saudi Arabia will host the 2034 World Cup, underlining the Gulf kingdom's growing influence in world sport despite criticism of the country's human rights record.
At the same time, a virtual Congress of world football's governing body confirmed that Morocco, Spain and Portugal will be joint hosts of the 2030 World Cup, in which three games will also be played in South America.
The Saudi bid was waved through by acclamation during the meeting of FIFA's 211 national member associations, with no rivals standing in its way.
"It is a proud day, a day of celebration, a day that we invite the entire world to Saudi Arabia," said Abdulaziz bin Turki bin Faisal al Saud, the Saudi Minister of Sports.
"We intend to have an extraordinary version of the World Cup in our kingdom."
However, there was immediate condemnation from rights groups who insisted that handing the organisation of the tournament to the country puts the lives of construction workers at risk and "marks a moment of great danger".
FIFA had invoked its principle of rotating the World Cup between continents, which meant only bids from Asia or Oceania were welcome for 2034.
The unprecedented organisation of the 2030 tournament will involve three continental confederations in Europe, Africa and South America, while the next World Cup in 2026 -- the first involving 48 teams -- will take place across North America.
Controversially, the body gave potential bidders barely a month last year to submit candidacies, and Australia and Indonesia abandoned their interest.
That left Saudi Arabia as the sole candidate, clearing the way for the World Cup to return to the Gulf region so soon after Qatar hosted in 2022.
The kingdom's de facto ruler, Crown Prince Mohammed bin Salman, has been using sport for some time to amass influence and improve its global image -- critics say he is effectively "sportswashing" by diverting attention from Saudi Arabia's rights record.

The awarding of the World Cup to Saudi will make the issue of human rights a major talking point again, just as it was two years ago.
"We are inclusive and we are non-discriminatory, and we want to obtain positive social impact," FIFA president Gianni Infantino said in closing remarks.
"We are of course aware of critics and fears, and I fully trust our hosts to address all open points from this process and deliver a FIFA World Cup which meets expectations."
He added that "social improvements and positive human rights impacts" are "responsibilities of hosting a World Cup."
Rights groups highlight mass executions in Saudi Arabia and allegations of torture, as well as restrictions on women under the conservative country's male guardianship system. Free expression is severely restricted too.
FIFA's decision to award the tournament to Saudi Arabia "despite the well-known and severe risks to residents, migrant workers and visiting fans alike, marks a moment of great danger," Amnesty International and 20 other organisations said in a joint statement.
"Based on clear evidence to date, FIFA knows workers will be exploited and even die without fundamental reforms in Saudi Arabia, and yet has chosen to press ahead regardless," said Steve Cockburn, Amnesty's Head of Labour Rights and Sport.
England's Football Association meanwhile said it had received assurances from Saudi Arabia that LGBTQ fans would be "safe and welcome" at the tournament.

- 'Centenary celebration' -
The 2030 tournament will mark a century since the first World Cup was held in Uruguay, and as a result the unrivalled joint bid by Morocco, Spain and Portugal will also see the South American nation handed one game along with Argentina and Paraguay.
FIFA confirmed over a year ago that the joint proposal led by Morocco, Spain and Portugal was the sole contender for 2030, with all other potential candidacies having fallen by the wayside.
Four South American countries launched a joint bid in 2019, convinced that the centenary World Cup should entirely take place on the continent where it all began.
Meanwhile, Morocco replaced Ukraine as a partner for Spain and Portugal, while South America agreed to step aside in exchange for hosting three games.
Following these "centenary celebrations" in the southern hemisphere winter, the six teams involved will cross the Atlantic to play the rest of the tournament.
Spain, which hosted the 1982 World Cup, should be the main host as it boasts 11 of the 20 proposed stadiums.
Morocco -- after failing in five previous bids -- will become the second African nation to host the competition after South Africa in 2010.
Potential venues for the July 21 final include the Santiago Bernabeu in Madrid and Barcelona's renovated Camp Nou as well as the planned Hassan II stadium between Casablanca and Rabat, set to boast a 115,000 capacity.

Infantino had a home in Qatar to oversee preparations for the 2022 tournament and now spends time in Florida, where FIFA has offices at Coral Gables, ahead of the United States co-hosting the next men's World Cup with Canada and Mexico. Florida does not have a state income tax.
FIFA has budgeted for a total revenue of USD 11 billion in the four-year financial cycle from 2023 through 2026 with Saudi sponsors, including state oil firm Aramco expected to join longtime partners Coca-Cola, Adidas and Visa. The 2026 World Cup will be the first with 48 teams and include 104 games.
FIFA's typically conservative projection did not include income for the 32-team men's Club World Cup that launches next year in the US.
FIFA paid its CEO-like secretary general Fatma Samoura the same 1.9 million Swiss francs (USD 2.15 million) package in her final year in the job as in 2022. She got a salary of 1.3 million Swiss francs (USD 1.47 million) and 600,000 Swiss francs (USD 670,000) bonus before leaving in December.
Infantino has operated as an executive leader despite recommendations by a reforms panel &mdash; of which he was a member &mdash; created after corruption scandals in 2015 that the FIFA president should have a more figurehead role. The president of European soccer body UEFA, Aleksander Ceferin, also was paid a gross salary without bonus of almost 2.9 million Swiss francs (USD 3.26 million), according to its financial report published last month.
In comparison, chief executive Richard Masters of the English Premier League, the most lucrative domestic soccer competition, had a salary of 1.8 million pounds (USD 2.3 million) in 2022.
Most of FIFA's commercial income is tied to the men's World Cup and will be booked in the accounts for 2026.
In 2023, the Women's World Cup year, FIFA said it had revenue of USD 1.17 billion with USD 456 million from marketing deals and USD 267 million from broadcasting. Ticket and hospitality sales for the 32-team, 64-game women's tournament were USD 43 million.
FIFA said it spent and invested almost USD 1.75 billion in 2023, with USD 499 million going toward the Women's World Cup. Payments to participating teams, players and their clubs who released them rose to USD 152 million.
FIFA now pays each of its 211 member federations up to $8 million every four years, and that program was worth USD 470 million in soccer development funding last year.
Financial reserves fell slightly to almost USD 3.6 billion, FIFA said, describing the total as &ldquo;a very solid level.&rdquo; It should fall in each of the next two years and then rise again in 2026.&nbsp;

Rubiales is the Union of European Football Associations' vice president and was the European soccer body's most senior representative at the biggest game in women's soccer, though it has yet to comment on his conduct.
The Spanish soccer federation, which the 46-year-old Rubiales has led for five years, is due to have an emergency meeting Friday in Madrid where the agenda allows questions on the issue.
It is unclear if the meeting will shore up support for Rubiales or respond to widespread pressure from the Spanish government and soccer officials to remove him.
Rubiales, who led the Spanish players' union for eight years before taking over as federation president in 2018, is currently heading the Europe-led bid to host the men's World Cup in 2030.
Spain is bidding with neighbouring Portugal and Morocco, and also possibly Ukraine.

FIFA has launched an investigation into an official complaint filed against Zambia's head coach, Bruce Mwape, alleging sexual assault on a player during the Women's World Cup. The incident is said to have occurred during a training session in New Zealand on July 29, where Mwape is accused of inappropriately touching one of his players' chest.
A spokesperson from FIFA confirmed the receipt of the complaint, stating that they take any allegation of misconduct very seriously and have a well-defined process to address such incidents within football.
However, the Football Association of Zambia (FAZ) responded, saying they have not received any such complaint and expressed surprise at the allegations.
The alleged incident took place two days before Zambia's final group match against Costa Rica, in which they secured their first World Cup victory with a 3-1 win. The Zambian team, however, has returned home after finishing third in Group C, which resulted in their elimination from the competition.&nbsp;
Even last year, sexual abuse allegations against Mwape surfaced on social media, prompting the Football Association of Zambia (FAZ) to conduct an investigation. Although no official complaint was filed at that time, the FAZ recognized the gravity of the situation.
During the World Cup, Mwape faced persistent inquiries about the previous allegations. He vehemently denied any wrongdoing, firmly asserting that the accusations were baseless and false.
