The International Cricket Council (ICC) is mulling a dedicated fund of at least USD 15 million for Test cricket that will help increase the players' match fee and address the migration of talent to lucrative T20 franchise leagues.
The initiative, which was proposed by Cricket Australia (CA), has the support of BCCI Secretary Jay Shah, who is the front-runner to become the next ICC Chairman, and the England and Wales Cricket Board (ECB), a report in 'The Sydney Morning Herald' stated.
The fund would increase the minimum match payment for Test players and cover the cost of sending teams on overseas tours. It would support national boards like the West Indies that currently struggle to compete with the wages offered in global T20 competitions.
"The fund would ensure a minimum Test payment for all players, thought to be USD 10,000, and pay the costs of overseas tours for struggling countries," the report stated.
"It's fantastic to see some momentum behind the Test match fund," CA chairman Mike Baird, who floated the concept in January, said.
"We need to take away the barriers and encourage Test cricket to be the best of the best. To retain that history and that legacy, which goes alongside the newer forms of white ball cricket," he added.
The fund is unlikely to benefit the three wealthiest cricket nations -- India, Australia, and England -- since they already offer substantial salaries to their players.
However, how much money is available for Test cricket from the ICC is also likely to depend on a dispute with broadcaster Star, the report added.
The Star network wants to renegotiate a 2022 broadcast deal with the ICC and reduce its value to half of the original cost of over USD three billion.
The BCCI had introduced an incentive scheme for India's men's Test cricketers earlier this year to encourage players to prioritise Test cricket and reward consistent performances in the longest format of the game.
Under the new scheme, a player who plays at least 75 per cent of India's Test matches in its annual cycle, from October to September, will earn a whopping Rs 45 lakh per match in addition to the Test match fees of Rs 15 lakh.
The players who feature in the 50-75 per cent games bracket will earn a bonus of Rs 30 lakh per match. The non-playing members -- if selected in the squad -- will be paid half the amount.&nbsp;

The ICC has suspended Sri Lanka captain Wanindu Hasaranga for two matches and docked a fine of 15 per cent on the match fee of Afghanistan wicketkeeper-batter Rahmanullah Gurbaz for breaching its Code of Conduct during the third T20I in Dambulla.
The global governing body said in a release that Hasaranga has been banned after the spin bowling all-rounder accumulated a total of five demerit points within a 24-month period, which includes his latest breach of the ICC Code of Conduct.
"Sri Lanka&rsquo;s T20I skipper and second-ranked T20I bowler on the ICC Men's Player Rankings, Wanindu Hasaranga, has been presented with a two-match suspension after his total demerit points reached five within a 24-month period following his latest breach of the ICC Code of Conduct, for which he received a 50 per cent fine and three demerit points," the ICC said in a statement.
The incident involving Hasaranga took place towards the end of the third and final T20I on Wednesday when he approached the on-field umpire Lyndon Hanibal to criticise a decision regarding a full toss delivery not being adjudged a no-ball.
Hasaranga was thus found guilty of breaching the article 2.13 of the ICC Code of Conduct for Players and Player Support Personnel. The article relates to "personal abuse of a Player, Player Support Personnel, Umpire or Match Referee during an International Match".
With Hasaranga accumulating five demerit points, it converts to two suspension points, the ICC said.
"This means he will either get a ban for one Test match or two ODIs or T20Is, whichever comes first, for the player or player support personnel. Consequently, Hasaranga will be suspended from participating in Sri Lanka's first two T20Is against Bangladesh next month," the ICC said.
Gurbaz penalised =========== Afghanistan batter Gurbaz too was penalised for breaching Level 1 of the ICC Code of Conduct in the same match for having violated the article 2.4 of the code, which concerns &ldquo;disobeying an Umpire&rsquo;s instruction during an International Match&rdquo;.
This has resulted in one demerit point being added to Gurbaz&rsquo;s disciplinary record, which marks his second such offence in a 24-month period and the player accumulating two demerit points.
"The sanction was imposed on Rahmanullah for altering the grip of his bat on the field despite repeated warnings against doing so," the ICC said.
The ICC added that both the players have admitted to the offences and have accepted the sanction proposed by Chris Broad from the elite panel of match referees.
"The charges were brought forth by on-field umpires Lyndon Hannibal and Raveendra Wimalasiri, third umpire Ruchira Palliyaguruge, and fourth umpire Ranmore Martinez," the ICC said.
Sri Lanka won the series 2-1 with Afghanistan sealing a narrow three-run win in the final T20I.
Hasaranga was named the Player of the Series for his all-round show.

SLC was suspended in November for being in serious breach of its obligations as an ICC member, in particular, the requirement to manage its affairs autonomously and ensure that there is no government interference in the governance, regulation and/or administration of cricket in Sri Lanka.

The Board have been monitoring the situation since the suspension and is now satisfied that SLC are no longer in breach of membership obligations.
Sports Minister Harin Fernando tweeted about the lifting of the suspension.
He said an official statement would follow soon.

ICC CEO Geoff Allardice visited Colombo early this month and met both Wickremesinghe and Fernando.
The government said it was working on a new sports act that would not allow political interference in sports administration.

The International Cricket Council (ICC) effected a notable change in playing conditions, as per which the umpires henceforth will only assess the side-on replays for stumping without considering the caught-behind scenario during the Decision Review System (DRS) referrals.
The modification came into effect on December 12, 2023 and accordingly if a team wants to refer to caught-behind in the process of a stumping, it will now have to exercise a DRS option for the caught-behind appeal separately.

Now, the appeal for stumping will only display images from the side-on camera and the umpires will only consider them as they will not inspect for a snick.

The ICC has also brought in more clarity in concussion replacement rule. Now, the substitute player will not be permitted to bowl if the replaced player was suspended from bowling at the time of the concussion.
Similarly, the global governing body also has limited to four minutes the time set for on field injury assessment and treatment.
Along with these ICC rule changes, the BCCI has also decided to continue the &lsquo;Dead Ball&rsquo; and two bouncers per over rules that it implemented during last year&rsquo;s Syed Mushtaq Ali Trophy and Vijay Hazare Trophy in the Ranji Trophy beginning on Friday.

Australian opener Usman Khawaja has received a reprimand from the International Cricket Council (ICC) for sporting a black armband to show solidarity with Palestinians in Gaza during Australia's first test match against Pakistan. The ICC's rules prohibit players from exhibiting political, religious, or racial symbols or messages in international matches.
Khawaja, who was born in Pakistan and is the first Muslim to represent Australia in Test cricket, was found to have violated the ICC's clothing and equipment regulations, as confirmed by an ICC spokesperson to the Australian media.
The spokesperson explained, &ldquo;Usman displayed a personal message (armband) during the first test match against Pakistan without seeking the prior approval of Cricket Australia and the ICC to display it, as required in the regulations for personal messages.&rdquo; They added that this constituted a breach and the initial sanction is a reprimand.
This reprimand allows Khawaja to continue playing, albeit with a warning. If he repeats the action in the second test against Pakistan, which begins next Tuesday in Melbourne, he may face further penalties.

The ICC, acting as the Designated Anti-Corruption Official under the ECB Code, charged Samuels in September 2021. The tribunal reached a verdict of guilt in August this year. His ban officially takes effect on November 11, 2023.
Having played international cricket for nearly two decades, Samuels, now retired, underwent numerous anti-corruption sessions. Alex Marshall, ICC General Manager &ndash; HR and Integrity Unit, emphasized that despite his retirement, Samuels was a participant in the offences committed. Marshall believes that the six-year ban serves as a robust deterrent for any participant contemplating rule violations.
The charges against Samuels were extensive:
Article 2.4.2 (majority decision): He failed to disclose to the Designated Anti-Corruption Official the receipt of any gift, payment, hospitality, or other benefit that could bring him or the sport of cricket into disrepute.
Article 2.4.3 (unanimous decision): He failed to disclose to the Designated Anti-Corruption Official the receipt of hospitality with a value exceeding US $750.
Article 2.4.6 (unanimous decision): He failed to cooperate with the Designated Anti-Corruption Official&rsquo;s investigation.
Article 2.4.7 (unanimous decision): He obstructed or delayed the Designated Anti-Corruption Official&rsquo;s investigation by concealing information relevant to the probe.
This comprehensive set of charges reflects the serious nature of the breaches, and the ban aims to maintain the integrity of cricket and discourage future misconduct among participants.

Bowling teams in men's ODI and T20Is will be imposed a five-run penalty if the bowler exceeds the 60-second limit between overs for the third time in an innings, the sport's governing body ICC said on Tuesday.
It will be used on a trial basis initially.
The decision was taken at the International Cricket Council (ICC) Board meeting here.
"The CEC agreed to introduce a stop clock on a trial basis in men's ODI and T20I cricket from December 2023 to April 2024. The clock will be used to regulate the amount of time taken between overs.
"If the bowling team is not ready to bowl the next over within 60 seconds of the previous over being completed, a 5-run penalty will be imposed the third time it happens in an innings," said the ICC in a statement.
The ICC also made a change to its process of banning a pitch from international cricket. "Changes to the pitch and outfield monitoring regulations were also approved, including a simplification of the criteria against which a pitch is assessed and increasing the threshold for when a venue could have its international status removed from five demerit points to six demerit points over a five-year period," the ICC added.&nbsp;

The transformation in gender eligibility rules comes in light of cricket's inclusion in the 2028 Olympics, aligning with the guidelines set by the International Olympic Committee.

The decision, aimed at safeguarding the integrity and safety of the international women's game, was approved by the ICC Board after a thorough nine-month consultation process with stakeholders. The move prioritizes the protection of the women's game's integrity, safety, fairness, and inclusion.
"The new policy means any Male to Female participants who have been through any form of male puberty will not be eligible to participate in the international women's game regardless of any surgery or gender reassignment treatment they may have undertaken," stated the ICC.
This transformation in gender eligibility rules comes in light of cricket's inclusion in the 2028 Olympics, aligning with the guidelines set by the International Olympic Committee (IOC). The IOC has recommended sports to adopt regulations suitable for their discipline, leading to changes in several global sporting organizations.
The ICC, in collaboration with the Medical Advisory Committee, led by Dr. Peter Harcourt, firmly established these regulations for international women's cricket. While domestic-level gender eligibility remains within the purview of individual Member Boards, the ICC plans to review the regulations within two years.
Geoff Allardice, ICC Chief Executive, emphasized that the decision resulted from extensive consultations and scientific considerations. "Inclusivity is incredibly important to us as a sport, but our priority was to protect the integrity of the international women's game and the safety of players," said Allardice.
In a parallel development, the Chief Executives' Committee (CEC) endorsed a comprehensive plan to expedite the development of women match officials. This initiative includes equal match-day pay for ICC umpires across men's and women's cricket, along with ensuring one neutral umpire in every ICC Women's Championship series starting January next year.

The ICC Board on Tuesday shifted the next year's men's Under-19 World Cup from Sri Lanka to South Africa, 11 days after the world governing body provisionally suspended the cricket body in the island nation due to government interference.
In fact it was Sri Lanka Cricket (SLC) that had reached out to ICC and notified about the government interference in the running of cricket in the country.
SLC and the Sports Ministry have been at loggerheads for some time. The government has accused SLC officials of being involved in corruption and mismanagement.
"The U19 World Cup has been shifted to South Africa from Sri Lanka due to SLC's suspension. In fact, participating nations were apprised some days back after SLC got suspended. South Africa hosted the U19 WC in 2020. The decision got approval at ICC Board meeting in Ahmedabad," an ICC Board member told PTI.
"Sri Lanka's bilateral and domestic cricket will not be affected by this." SLC president Shammi Silva had recently warned that the country could lose the hosting rights of the U19 World Cup, scheduled to be held from January 13 to February 4, if the government's interference continued.
In a statement released on Monday, SLC had said," While SLC focuses on resolving the suspension issue, it appears that the minister of sports is pursuing a different agenda through media manipulation without pursuing legal avenues to address the allegations." "This raises concerns about its intention to influence public opinion and other stakeholders to achieve its objective of taking control of SLC through the misuse of his powers.
"SLC calls for a fair and unbiased examination of the facts and remains focused on its mission to uphold the integrity of cricket in Sri Lanka and is confident that the truth will prevail in due course."&nbsp;

During Sri Lanka's game vs Bangladesh, Mathews was given a 'time out' by the umpires after he failed to take strike within the stipulated time of two minutes following the dismissal of Sadeera Samarawickrama.
Umpires upheld Bangladesh's appeal despite Mathews' repeated pleas whose helmet was broken and had asked for a new helmet.&nbsp;

More than one lakh fans watched the action unfold at the Narendra Modi Stadium and only three Pakistani-American fans were in the stands to support the players from the neighbouring nation.
A section of fans had heckled Mohammed Rizwan with religious chants when the wicket-keeper batter was walking back to the pavilion following his dismissal, prompting the PCB to lodge a complaint with the game's governing body.
Pakistan's Director of Cricket Mickey Arthur had admitted that his players were overawed by the vociferous crowd during their seven-wicket thumping at the hands of India.
It is understood that ICC has taken cognisance of the complaint and is ascertaining its nature and the process it might follow.
"The ICC takes every complaint very seriously but code is about individuals. I don't know what exactly is PCB looking at but it will be very difficult to take any tangible action," a veteran official, who has worked in both BCCI and ICC told PTI on conditions of anonymity.
PCB's complaint about "inappropriate behaviour" needs to be seen in relative light.
"The ICC may identify individuals if there are charges of racism but if thousands of people are shouting a slogan, what can you do? No player was injured by any 'missile' hurled from the gallery. A partisan crowd is expected. That's the pressure of elite sport," he added.
As a part of standard protocol, the ICC exhibits its stand on racism and zero tolerance policy through billboards during its events.
A recent example of collective racism in sport is Brazilian football international Vinicius Junior's case when he threatened to walk off the pitch in the second half of a La Liga match between Real Madrid and Valencia last season after being targetted with racist slurs.
Since it was a case of collective chants of racism, the governing body of football in the country had sanctioned the partial closure of a stand at Valencia's home ground Mestalla Stadium for five games and a fine of 45,000 euros was imposed on the club.
The sanction was later reduced to three games of partial closure and a fine of 27,000 Euros after the club appealed against the decision. Seven people were in fact identified and detained by Spanish Police and banned from entering any stadium in Spain for three years in the country.

IOC president Thomas Bach, speaking after the second day of an executive board meeting in Mumbai, said officials had accepted a proposal by LA organisers for T20 cricket -- the game's shortest established international format -- to be included as one of five new sports together with baseball/softball, flag football (non-contact American football), squash and lacrosse.
But all the new sports will still need to be voted in by the IOC membership in a ballot due to be held on Monday before they are assured of a place at the 2028 Games.
