External Affairs Minister S Jaishankar on Tuesday stressed the importance of having an international order just like a domestic order.
He slammed the United Nations for making the Kashmir invasion a dispute and turning the attacker and victim at par and called for having a "strong and fair" UN. In his remarks at the Session on 'Thrones and Thorns: Defending the Integrity of Nations' at Raisina Dialogue on Tuesday, Jaishankar called the occupation of some parts of Kashmir by Pakistan "the longest standing illegal occupation" of territory by another country after the Second World War.
When asked about his earlier remarks, where he said, "If you don't have an order, then you are looking at a very anarchic world', Jaishankar responded, "Look, I think we do need an international order just like we need a domestic order.
Just like you need a society in a country, you need an international version of that and its not just big countries who will benefit if there is no order.
I would argue that any country which would take risks, which would have an extreme position, which would test the system will actually use the disorder to its advantage. I mean we have seen it in our own neighbourhood. You don't have to be a big country to be a risky country. I have smaller neighbours who have done a pretty good job.
So, first of all, we should all understand the importance of an order." "Now, the old order, it was an order, it was a product of its times.
But, why I felt its virtuals were exaggerated was I think the rule maker and rule taker had somewhat different perspective because I also said in the same interview that if you are at the receiving end of those rules or the application of those rules, we had issues and let me give you two or three practical examples.
You know, if you capriciously, you know, if it suits your interests, somebody is good, not good, well, I'll make up my mind how they're going to do and you apply that order to the same country on the same issues differently," he added.
He said that the Taliban was welcomed in the Doha process and Oslo. He stressed that when it suits to deal with the Taliban, it is okay and when it is not, it is called extremist.
"Take Afghanistan, so, the same Afghanistan, the same Taliban which was an outlier was welcomed in the Doha process, was welcomed in Oslo, apparently, at that time people were okay with it.
Today again we going back saying, Taliban is doing all these not so good things. Now, if they were doing all of that. what was discussed in Oslo and Doha. You know you had a British general who described them at that time as they are country boys with their own honour code.
Now, so when it suits you to deal with the Taliban, they are okay. When it is not, they are not okay. You are an extremist today, you wear a suit and tie, you are okay.
You know, I think I have a problem with that all," Jaishankar said. The EAM termed sovereignty and territorial integrity the "bedrock of global rules."
He also spoke on political interference, where he mentioned that when the West goes into other nations, it is "apparently in the perseverance of democratic freedoms." However, he noted that when other nations come into the West, it appears to have a "very malign intention."
Jaishankar said, "Let's give you a second example. We all speak of sovereignty and territorial integrity. All of us agree. It's a vital principle. It's a bedrock of global rules. After the Second World War, the longest standing illegal, I would say presence, occupation of a territory by another country pertains to India, what we saw in Kashmir. Now we went to the UN, what was an invasion was made into a dispute. So the attacker and the victim were put on par. Who were the culpable parties? UK, Canada, Belgium, Australia, USA. So, pardon me, I have some question marks on that one. Now, I can give you many more. We speak today of political interference. When the West goes out into other countries, it's apparently in perseverance of democratic freedoms. When other countries come into the West, it seems to have a very malign intention."
Calling for a strong and fair UN, EAM Jaishankar said, "So I think we need to have an order, there must be fairness. agree with you, Dominique, we need a strong UN, but a strong UN requires a fair UN.
A strong global order must have some basic consistency of standards. We have military crews to our east in Myanmar. They are no-no.
We have them even more regularly to the west. You know where? They seem to be okay. I think it's important to audit the working of the world for the last eight decades and be honest about it and to understand today that the balances, the share holdings in the world have changed. We need a different conversation. We need frankly in that sense a different order."
Slovakia's Minister of Foreign and European Affairs Juraj Blanar, former Sweden Prime Minister Carl Bildt, Liechtenstein's Minister of Foreign Affairs, Education and Sport, Dominique Hasler, Fiker Institute Founder Dubai Abulhoul participated alongside Jaishankar in this session.
The Raisina Dialogue, which is being held in Delhi from March 17-19, is hosted by the Observer Research Foundation in partnership with the Ministry of External Affairs.

India has long campaigned for a permanent seat on the United Nations Security Council (UNSC), arguing that the current structure, established in 1945, no longer reflects contemporary geopolitical realities.

India served as a non-permanent member of the UNSC in 2021-22, and while the council's permanent members&mdash;Russia, the UK, China, France, and the US&mdash;hold veto power, the US, UK, and France have shown support for India joining as a permanent member.

In recent months, India has also extended aid beyond Africa. Following Tropical Storm SARA, India sent 26 tons of humanitarian assistance to Honduras.
The shipment included medical supplies, disaster relief materials, and essential healthcare items such as syringes, IV fluids, and hygiene kits.
In a similar gesture of support, a consignment of bronchodilators, inhalers, and ventilators was dispatched to the Kurdistan region of Iraq in January to meet urgent healthcare needs. India's continuous support to Iraq dates back to 2003, when it committed USD 20 million in response to a UN appeal.

These workers, Mr. Grewal argued, have been overlooked despite their critical role in promoting health and hygiene across communities.
He lamented that the rights of these essential workers remain unprotected, a situation exacerbated by their employment under contractual terms.
Such arrangements, he noted, lead to their systematic exploitation, insecurity in employment, and insufficient wages. While acknowledging that Punjab has prohibited the contractual hiring of sanitary workers, Mr. Grewal pointed out the dismal conditions prevailing in other regions of the country.
He called upon the President to intervene and urge the Government of India to introduce legislation in Parliament that would abolish the contractual employment system for sanitary workers nationwide, thereby securing their rights and livelihoods.

In a significant development for India's regional diplomacy, External Affairs Minister S. Jaishankar highlighted the potential game-changing impact of the India-Myanmar-Thailand Trilateral (IMTT) Highway on India's engagement with the Association of Southeast Asian Nations (ASEAN).
Speaking at the Advantage Assam Summit in Guwahati, Mr. Jaishankar emphasized that the highway, once completed, would greatly bolster trade, business, health, education, and tourism among the three nations. However, progress on the 1,400-km highway has been hampered by internal strife in Myanmar.
Despite these challenges, India's 'Neighbourhood First' policy has made notable strides with countries like Bangladesh, Bhutan, Nepal, and Myanmar.
During the COVID-19 pandemic, India extended support to neighboring nations by shipping vaccines, showcasing its commitment to regional solidarity.
Mr. Jaishankar underscored the importance of strengthening ties with ASEAN, citing the extensive efforts made to enhance connectivity and cooperation.
He noted that Japan and South Korea have become valuable economic partners, contributing to development projects in India's northeast and promoting educational exchanges.
The IMTT Highway, which will connect Moreh in Manipur with Mae Sot in Thailand via Myanmar, is crucial for India's Act East policy. As of July 2023, about 70% of the construction work has been completed. Although initially slated for completion by December 2019, the project has faced multiple delays, and no new timeline has been set. Mr. Jaishankar urged the need for practical solutions to overcome obstacles in Myanmar and advance the initiative.
He further highlighted ongoing efforts to develop infrastructure such as roads, rail links, and power grids, emphasizing the vital role of regional cooperation for growth. Meanwhile, countries like Malaysia and Thailand have eased visa restrictions for Indians, and ASEAN members have improved air connectivity, indicating promising areas for future collaboration in education and skill development.

Starting his innings needing only 15 runs to reach the milestone, Kohli achieved it with flair, hitting a boundary off Haris Rauf. He went on to score his 51st ODI century in 111 deliveries.
India secured a dominant victory over Pakistan by six wickets, bolstering their chances of reaching the semifinals. Pakistan was bundled out for 241, with Saud Shakeel scoring 62 off 76 balls and captain Mohammad Rizwan contributing a slow 46 from 77 deliveries. Bangladesh and Pakistan lead the rankings at positions one and two with AQI levels of 140 and 115 respectively.
India follows closely at number three with an AQI of 111, categorized as poor. Completing the top five are Bahrain with an AQI of 103 and Nepal with an AQI of 100, the latter being in the moderate range.
Egypt ranks sixth as the sole non-Asian nation in the top ten, with an AQI of 91. The United Arab Emirates follows at number seven with an AQI of 90, trailed by Kuwait, Tajikistan, and Kyrgyzstan holding eighth, ninth, and tenth spots with AQIs of 89, 89, and 87 respectively.
Pollution levels in global cities: New Delhi tops the list
On the urban scale, Indian cities dominate the list of the world's most polluted cities for 2024. New Delhi tops this list with an average annual AQI of 169, falling in the "unhealthy" category. It is closely followed by Greater Noida at number two with an AQI of 166, Noida at three with an AQI of 161, Ghaziabad at four with an AQI of 159, and Faridabad at fifth with an AQI of 154. Gurgaon and Bhiwadi also feature prominently in the rankings.
Beyond Asia and Africa, Bosnia and Herzegovina's capital, Sarajevo, appears at number 26, making it the first European city on the list. Other entries include Macedonia at number 39, Peru standing at 40 for South America, with Turkey, sharing Asian and European borders, at 41. Mexico represents North America at position 43, followed by Montenegro, Serbia, and Guatemala within the top 50.
The Air Quality Index (AQI) scale defines levels from good (0-50), moderate (50-100), poor (100-150), unhealthy (150-200), severe (200-250), to hazardous (250-300 and above), delineating a worrying global trend.

According to a report by Dainik Jagran, these rules were initiated after incidents of excessive baggage unfolded during the tour Down Under. It was revealed that a particular player had the board finance more than 27 bags, surpassing 250 kg, on the tour. These bags not only contained 17 bats but also personal items belonging to the player's family and support staff. Despite BCCI's policy of separating family and staff luggage from the player's, this individual managed to have all items covered under his allowance.
Throughout the tour, the player's family accompanied him, with the BCCI bearing substantial logistics costs to transport their belongings from India to Australia and between cities in Australia. While the exact expense remains undisclosed, estimates suggest the board spent several lakhs on this arrangement.
This excessive baggage practice seemingly influenced other team members, necessitating BCCI's intervention to establish clear guidelines. Consequently, players are now mandated to travel via the team bus, eliminating personal travel arrangements during team duties.
As the Indian squad gears up for the ICC Champions Trophy in Dubai, further regulations have been enforced, prohibiting family members from joining players on this tour. He said that government-run Fish Seed Farms are producing over 14 crore high-quality fish seedlings annually, which are being provided to farmers at subsidized rates to boost the industry.&nbsp;
The Minister highlighted that 16 Government Fish Seed Farms, 11 fish feed mills, and seven laboratories are actively supporting fish farmers in the state. He revealed that fish seedling production increased to 14.74 crore by December 2024, compared to 13.90 crore in 2023. Punjab currently has 43,973 acres under fish farming, with an annual production of 1,81,188 tonnes of fish from natural waters, private, and panchayati ponds.&nbsp;

Encouraging the state&rsquo;s youth and women to take up fisheries as a profession, Khudian stated that financial assistance ranging from 40 percent to 60 percent of unit costs has been provided for various projects. So far, over &nbsp;Rs 27 crore &nbsp;has been granted to &nbsp;more than 500 beneficiaries &nbsp;under schemes supporting fish and shrimp farming, Recirculatory Aquaculture System (RAS), biofloc culture systems, fish feed mills, fish kiosks , and vehicle purchases for fish transport.&nbsp;
To ensure technical support, elementary training in fish and shrimp farming is being offered free of cost every month, along with expert guidance on pond preparation, seed stocking, fish rearing, and harvesting.&nbsp;
The Minister emphasized that Punjab is committed to a &ldquo;blue revolution&rdquo;, adopting modern aquaculture techniques and strengthening infrastructure to increase fish production and improve farmers&rsquo; incomes. The establishment of a new Government Fish Seed Farm in Killian Wali (Fazilka district) and a retail fish market in Ghalauri (Patiala district) are key steps towards this goal.&nbsp;
Khudian also acknowledged the achievements of six outstanding fish and shrimp farmers from Punjab, who were felicitated by the Fisheries Department (GoI) on Republic Day in New Delhi, recognizing their contributions to the sector&rsquo;s development.&nbsp;

Addressing a query regarding Pakistan's Inter-Services Public Relations (ISPR) statement accusing the Indian Army of being politicized, following remarks by Indian Army Chief General Upendra Dwivedi linking terror activities in Jammu and Kashmir to Pakistan, Jaiswal remarked, "The whole world knows, who is promoting terrorism. In India, when we have terror-related attacks, where it is coming from, we all know the genesis, the root of cross-border terrorism. So, in this context, when the whole world knows who is the progenitor of cross-border terrorism, to say that we are trying to politicize something etc is totally immaterial. Everyone knows that there are people, there are countries who are responsible for cross-border terrorism and we call upon Pakistan to take strict action to stop cross-border terrorism."
The ISPR issued its statement following General Dwivedi&rsquo;s assertion that Pakistan is the epicenter of terrorism, noting that 80% of terrorists operating in Jammu and Kashmir originate from Pakistan.&nbsp;
During the annual Army Day press conference on January 13, General Dwivedi attributed the violence in Jammu and Kashmir to Pakistan, stating that it continues to orchestrate terror activities.
"If the support is not forthcoming the way India is looking at it, this kind of terrorist infiltration will continue to be there," he explained. He also noted the positive impact of elections in the region, with nearly 60% voter turnout in both parliamentary and assembly elections. "It means that the local population is going with the peace. People of Jammu and Kashmir are shunning violence, and violence is being orchestrated by our Western adversary Pakistan," he said.
As a former Northern Army Commander experienced in counter-terrorism operations, General Dwivedi revealed that 15,000 additional troops were inducted in 2024, leading to a significant reduction in violence. "We have been able to neutralize 73 terrorists out of which 60% were Pakistan terrorists," he stated.

Commitments and Support During the meeting, India pledged further humanitarian assistance to Afghanistan, with priority placed on healthcare, medicine supply, and refugee rehabilitation. Over recent years, New Delhi has provided significant aid, including 50,000 metric tonnes of wheat, 300 tonnes of medicines, earthquake relief aid, vaccines, hygiene kits, and other essential supplies.
The Afghan foreign minister expressed gratitude for India&rsquo;s continued support and engagement with the Afghan people. India's Foreign Ministry reaffirmed its readiness to address the urgent developmental needs of Afghanistan. "In view of the current need for development activities, it was decided that India would consider engaging in development projects in the near future," a statement from the ministry confirmed. 
Regional Security and Strategic Projects Kabul assured India of its sensitivity to regional security concerns, emphasizing full cooperation on this front. Strengthening Sporting Ties Sports, particularly cricket&mdash;a shared passion in both nations&mdash;was also discussed during the talks. Both sides agreed to explore ways to strengthen their sporting connections.

Regional Tensions and Pakistan&rsquo;s Airstrikes The Dubai meeting followed India&rsquo;s strong condemnation of Pakistani airstrikes in Afghanistan earlier this week. On December 24, Pakistani airstrikes in Barmal district, Paktika province, killed 46 people, including women and children. This marked the second such strike in 2024, with a similar attack in March claiming eight lives, including children.
In response to the airstrikes, India issued a sharp statement: &ldquo;We unequivocally condemn any attack on innocent civilians. It is an old practice of Pakistan to blame its neighbors for its own internal failures,&rdquo; said the foreign ministry.

 Historical Context The Taliban, a predominantly Pashtun group, refers to itself as the Islamic Emirate of Afghanistan. Initially forming a government in 1996, the Taliban was ousted in 2001 by the US-led coalition following the 9/11 attacks. However, in 2021, the group regained power after the abrupt withdrawal of US forces, establishing itself as the governing authority in Afghanistan.
This meeting in Dubai marks a key effort by India and Afghanistan to navigate complex geopolitical challenges while strengthening mutual cooperation in the region.
