Jakarta is home to about 10 million people and has been described as the world's most rapidly sinking city, and at the current rate, it is estimated that one-third of the city could be submerged by 2050.
The main cause is uncontrolled ground water extraction, but it has been exacerbated by the rising Java Sea due to climate change.
Its air and groundwater are heavily polluted, it floods regularly and its streets are so clogged that it's estimated congestion costs the economy USD 4.5 billion a year, news agency AP reported. Jakarta is also prone to earthquakes.
Widodo's plan to establish the new city of Nusantara &mdash; an old Javanese term meaning &ldquo;archipelago&rdquo; &mdash; will entail constructing mostly everything from scratch.
Indonesian officials say the new capital city will be a &ldquo;sustainable forest city" that puts the environment at the heart of the development and aims to be carbon-neutral by 2045.
But environmentalists warn that the capital will cause massive deforestation, threaten the habitat of endangered species such as orangutans and imperil the homes of Indigenous communities.
The city is expected to be inaugurated on Aug. 17 next year to coincide with Indonesia's Independence Day. New capital authorities said that the final stages of the city, however, likely won't be completed until 2045, marking the nation's hundredth anniversary.

Indonesia's Parliament has passed a long-awaited and controversial revision of its penal code that criminalises extramarital sex and applies to citizens and visiting foreigners alike. A parliamentary taskforce finalised the bill in November and lawmakers unanimously approved it Tuesday.
After ratification, the new criminal code must be signed by the president, according to Deputy Minister of Law and Human Rights Edward Hiraeij. The criminal code will not apply immediately, but takes a maximum of three years to transition from the old code to the new one.
&ldquo;That (the new Criminal Code) has a lot of implementing regulations that must be worked out, so it's impossible in one year, but remember the maximum (transition period) is three years,&rdquo; Hiraeij said.

A copy of the amended criminal code obtained by The Associated Press includes several revised articles that make sex outside marriage punishable by a year in jail and cohabitation by six months, but adultery charges must be based on police reports lodged by their spouse, parents or children.
It also says the promotion of contraception and religious blasphemy are illegal, and it restores a ban on insulting a sitting president and vice president, state institutions and national ideology. Insults to a sitting president must be reported by the president and can lead to up to three years in jail.
Hiariej said the government has provided &ldquo;the strictest possible explanation that distinguishes between insults and criticism.&rdquo; The code maintains that abortion is a crime, but it adds exceptions for women with life-threatening medical conditions and for rape, provided that the fetus is less than 12 weeks old, in line with what is already regulated in the 2004 Medical Practice Law.
Rights groups criticized some proposed revisions as overly broad or vague and warned that rushing them into the new criminal code could penalse normal activities and threaten freedom of expression and privacy rights.
However, some advocates hailed it as a victory for the country's LGBTQ minority. Lawmakers during a fierce deliberation session eventually agreed to repeal an article proposed by Islamic groups that would have made gay sex illegal.
The code would also preserve the death penalty within the criminal justice system despite calls from the National Commission on Human Rights and other groups to abolish capital punishment, as dozens of other countries have done.
The penal code had languished for decades while legislators in the world's biggest Muslim-majority nation struggled with how to adapt its native culture and norms to the criminal code, a living legacy of the Dutch colonial administration.
A previous bill was poised for passage in 2019, but President Joko Widodo urged lawmakers to delay a vote on the bill amid mounting public criticism that led to a nationwide protests when tens of thousands of people took to the streets. Opponents had said it lacked transparency in the law-making process and contained articles that discriminate against minorities. Widodo had instructed Law and Human Rights Minister Yasonna Laoly to get input from various communities while lawmakers discussed the articles.
The new code says the death penalty is imposed alternatively with a probationary period. This means a judge cannot immediately impose a death sentence. If within a period of 10 years the convict behaves well, then the death penalty is changed to life imprisonment or 20 years' imprisonment.
The code also expands the current Blasphemy Law and maintains a five-year prison term for deviations from the central tenets of Indonesia's six recognized religions: Islam, Protestantism, Catholicism, Hinduism, Buddhism and Confucianism. Citizens could face a 10-year sentence under the bill for associating with organizations that follow Marxist-Leninist ideology and a four-year sentence for spreading communism.
Human Rights Watch said Tuesday that laws penalizing criticism of public leaders are contrary to international law, and the fact that some forms of expression are considered insulting is not sufficient to justify restrictions or penalties.
&ldquo;The danger of oppressive laws is not that they'll be broadly applied, it's that they provide avenue for selective enforcement,&rdquo; said Andreas Harsono, a senior Indonesia researcher at the group.
Many hotels, including in tourism areas like Bali and metropolitan Jakarta, will risk to lose their visitors, he added.
&ldquo;These laws let police extort bribes, let officials jail political foes, for instance, with the blasphemy law,&rdquo; Harsono said.

Several villages were blanketed with falling ash, blocking out the sun, but no casualties have been reported.
Thick columns of ash were blasted more than 1,500 metres (nearly 4,000 feet) into the sky, while searing gas and lava flowed down Semeru's slopes, traveling toward a nearby river.
People were advised to stay 5 kilometres (3.1 miles) from the crater's mouth, and keep off the southeastern sector area along the Besuk Kobokan river located about 13 kilometres (8 miles) from the crater.
Several hundred people were moved to temporary shelters or left for other safe areas, mostly woman, children and elders, said Joko Sambang who heads the disaster management agency in Lumajang, East Java province.&nbsp;

&nbsp;A strong, shallow earthquake toppled buildings and walls on Indonesia's densely populated main island on Monday, killing at least 162 people and injuring hundreds of others as residents fled into the street, some covered in blood and debris.
Officials were gathering information on the toll of those injured and killed by the quake in the remote area.
West Java Governor Ridwan Kamil said the number of confirmed dead had risen to 162.
&ldquo;The majority of those who died were children," he said.
Many were public school students who had finished their regular classes and were taking extra lessons at Islamic schools, he said.
Kamil said more than 13,000 people whose homes had been heavily damaged were being taken to evacuation centres.
Emergency workers treated the injured on stretchers and blankets outside hospitals, on terraces and in parking lots in the Cianjur region, about three hours drive from the capital, Java.
The injured, including children, were given oxygen masks and IV lines and were being resuscitated.

Prime Minister Narendra Modi on Wednesday said India's G-20 presidency will be inclusive, ambitious, decisive, and action-oriented, noting that the country is taking the charge at a time when the world is grappling with geopolitical tensions, economic slowdown and rising food and energy prices.
India was handed over the presidency of the influential bloc at the end of the two-day G-20 summit here which was hosted by Indonesia.
In his remarks at the closing ceremony of the summit, Modi said India will strive to ensure that the G-20 acts as a global "prime mover" to envision new ideas and accelerate collective action over the next one year.
"India is taking charge of the G-20 at a time when the world is simultaneously grappling with geopolitical tensions, economic slowdown, rising food and energy prices, and the long-term ill-effects of the pandemic," Modi said.
"At such a time, the world is looking at the G-20 with hope. Today, I want to assure that India's G-20 presidency will be inclusive, ambitious, decisive, and action-oriented," he said.
India will officially assume the G20 Presidency from December 1.
The next G20 Leaders' Summit at the level of Heads of State/Government is scheduled to be held on September 9 and 10 in New Delhi.
The prime minister said India's presidency of the G-20 is a proud occasion for every Indian and that the country will organize G-20 meetings in different cities and states.
"Our guests will get full experience of India's amazing diversity, inclusive traditions, and cultural richness. We wish that all of you will participate in this unique celebration in India, the 'Mother of Democracy'. Together, we will make the G-20, a catalyst for global change," he said.
Modi also listed India's priorities for the G-20.
"Over the next one year, we will strive to ensure that the G-20 acts as a global prime mover to envision new ideas and accelerate collective action," he said.
"The sense of ownership over natural resources is giving rise to conflict today, and has become the main cause of the plight of the environment. For the safe future of the planet, the sense of trusteeship is the solution," he added.
Modi noted that LiFE that is a 'Lifestyle for Environment' campaign can make a big contribution to this. "Its purpose is to make sustainable lifestyles a mass movement." The prime minister emphasised that the benefits of development are universal and all-inclusive.
"We have to extend the benefits of development to all human beings with compassion and solidarity. Global development is not possible without women's participation," he said.
Modi said the G-20 has to convey a strong message in favour of peace and harmony.
"All these priorities are fully embodied in the theme of India's G-20 Chairmanship -- 'One Earth, One Family, One Future'," he said.

The handing over ceremony comes at the conclusion of the two-day G20 summit which ended with the member states finalising the joint declaration.

Together, they account for over 80 per cent of the global GDP, 75 per cent of international trade and two-thirds of the world population.

Indonesia on November 15 will host the G20 leaders' summit, gathering the globe's most powerful figures together on the resort island of Bali instead of the traffic-clogged capital Jakarta.
Seventeen world leaders-bar Russian President Vladimir Putin, and the leaders of Mexico and Brazil will seek solutions to myriad global crises on the Muslim-majority country's mostly Hindu "Island of Gods".
Preparations for 20 national delegations, plus other prominent international figures including the heads of the United Nations and FIFA, are in progress, aimed at ensuring the summit passes without incident 20 years after a major bombing killed more than 200 people on the island.
"I have inspected the smallest aspects (of the venues) since this morning. We have checked everything, and I want to convey that we are ready to receive the G20 guests," Indonesian President Joko Widodo said this week, according to state news agency Antara.
The heads of state will move between their 24 designated hotels and the summit venue -- the Apurva Kempinski -- inside a security ring protected by the Indonesian military, with outer rings manned by the country's police force.
The military will deploy 12 warships, 13 helicopters and four fighter jets -- two F16s, a Sukhoi-27 and a Sukhoi-30 -- along with a Boeing reconnaissance aircraft, another Boeing aircraft for VIPs, and two Hercules cargo aircraft, including one for medical evacuations.
As well as facial recognition cameras, police will deploy hundreds of bodycams to protect the Nusa Dua area and 1,700 CCTV cameras will be in operation. Indonesian officials have liaised with US and Chinese delegations about their high-level security needs and said they are sharing intelligence with delegations about any threat to the event.

Bali sits along the infamous "Ring of Fire", the Pacific belt that makes Indonesia one of the most volcanically active countries on Earth. An underwater earthquake off the nearby island of Sumatra in 2004 triggered a tsunami that killed more than 170,000 in Indonesia alone.
The security force being deployed for the coming summit includes 1,500 officers on standby specifically for evacuation operations in the event of a natural disaster.
Police will use tactical vehicles, helicopters, mobile command vehicles and "all-purpose" vehicles to support the security operation and help evacuate leaders in the event of a flood or earthquake.
Balinese authorities have also restricted events including religious activities and traditional ceremonies throughout the summit, particularly for residents near the G20 venues, while many locals have been told to work and study from home.
State electricity firm PLN has even told Bali residents not to fly kites during the event for fear of knocking out power lines.

The band had been handing out freebies to fans just before the crush, a concertgoer told AFP. 'We are disappointed by those fans. We were warned to not push each other, even by the NCT 127 members, but they were so selfish. Just for good footage, they ignored other's safety,' she said.
The second day of NCT 127's concert will be organised on Saturday but giving away of goodies has been banned. A stricter measures will be taken to separate the fans and performers.
Last week, the Berdendang Bergoyang music festival in the city was cancelled after nearly 30 fainted due to overcapacity. The same day over 150 killed in a stampede at a Halloween party in Seoul, South Korea.

The Indonesian government has called on the nation's police to investigate and punish those responsible for the death of 174 people who were killed in a stampede in the city of Malang.
The tragedy happened after fans of home team Arema FC stormed the pitch at the Kanjuruhan stadium after their 3-2 loss to bitter rivals Persebaya Surabaya.
This incident turned out to be one of the worst disasters in sporting history, and the Indonesian government has directed the country's police to punish those responsible for the tragic demise of scores of people. At least two police officers also lost their lives during the disaster.
Many people have also accused the police officials of causing the death of several supporters since they were the ones who set off the panic by firing volleys of tear gas into the packed crowd. Several football fans in Jakarta had gathered outside the country's biggest stadium to revolt against the police officials.
The Indonesian president Joko Widodo ordered an official probe into the incident. However, several human rights groups have suggested an independent investigation, for they want the officials to be held accountable for the use of tear gas as well.
FIFA president Gianni Infantino had also called the disaster a "dark day" for football but said that the sporting body won't be taking any action against anyone.

DragonForce has launched an anti-India campaign called 'OpsPatuk' or 'strike back'. The hackers have apparently published social media credentials, and bank usernames &amp; passwords of Indians. DragonForce has been associated with Pakistani hacking groups in the past.
Another group whose name has emerged is 1877. It is apparently a grouping of Iraqi hackers who seem to have partnered with DragonForce for OpsPatuk. 1877 group attacked the ICAR website, among others.
Then there is One Hat Cyber Team, a group of hackers who apparently belong to Indonesia. The One Hat Cyber Team hacked the website of Thane Police, and demanded an apology over the Mohammad controversy.
The targets of these cyber criminals have been varied. Some of the websites which were attacked include those of the Indian embassy in Israel, the Maharashtra Judicial Academy, Thane Police, National Institute of Agricultural Extension Management, Indian Council of Agricultural Research, and Institute of Science, Nagpur.
Cyber crime is turning out to be a major threat for India. The country saw 1.8 crore cyber attacks and threats in the first three months of 2022, as per US-based cyber security firm Norton. Between January and March, India saw almost 60,000 phishing attempts, and over 30,000 tech support scams, according to the Norton study.
To fight off hacking attempts, website owners must examine vulnerabilities and plug loopholes. This would include fixing issues like default passwords, and unpatched or outdated servers.
