Just before the adjournment, BJP leader Sudhanshu Trivedi had started speaking on the discussion on a motion to thank the President for her address to the joint sitting of Parliament.

Rajya Sabha Chairman Jagdeep Dhankhar on Friday expressed anguish over Leader of the Opposition Mallikarjun Kharge trooping into the Well of the House during an opposition protest, saying it is for the first time that a person occupying the post has engaged in such conduct.
On Friday, the House witnessed three adjournments due to protests and sloganeering by the opposition.
Soon after laying of the listed papers on the table of the House during the morning session, Dhankhar informed that he has not accepted 22 notices by the opposition leaders to suspend the scheduled business of the day and take up discussion on the alleged irregularities in the NEET.
This led to protest by the MPs of the opposition parties. They started raising slogans and several of them entered into the Well, leading to adjournment of the proceedings.
Just before the adjournment, BJP leader Sudhanshu Trivedi had started speaking on the discussion on a motion to thank the President for her address to the joint sitting of Parliament.
When the House reassembled, there were almost similar scenes and the speech of Trivedi was disrupted.
At one point, Kharge too entered the Well of the House to join the opposition protest.
Dhankhar remarked that the act of coming into the Well by a leader of the opposition has happened for the first time in the history and become a "stain" for Parliament.
"I am pained and surprised that Indian parliamentary tradition will stoop to such low that the leader of the opposition will troop into the Well," he said, before adjourning the proceedings till 2 pm.
Later again, he referred to the incident.
"The kind of conduct, ignoble conduct, a conduct that will hurt every Indian, will put this institution to shame. We are here elected, get the prestige of being members of the upper house, the house of elders. If in this House we conduct ourselves in this unruly manner, it is most unfortunate," the chairman said.
The House later took up the discussions on the motion of the thanks before adjourning for the day around 6 pm.
Rajya Sabha will meet again at 11 am on Monday.

The Election Commission on Sunday issued a certificate announcing the election of NDA candidate Jagdeep Dhankhar as the 14th vice president of India. Chief Election Commissioner Rajiv Kumar and Election Commissioner Anup Chandra Pandey signed the "Certification of the Election" of Dhankar.
A signed copy of the certificate was handed over to the Union Home Secretary by senior Deputy Election Commissioner Dharmendra Sharma and Narendra N Butolia, senior Principal Secretary in the EC, the poll panel said. It will be read out at the time of oath taking ceremony of the new vice president on August 11.
The term of incumbent M Venkaiah Naidu ends on August 10. Dhankhar won with a huge vote share of 74.36 per cent, the highest in the last six vice-presidential elections, with 528 votes against Alva's 182 votes.

Dhankhar was born in an agrarian household in a remote village in Rajasthan's Jhunjhunu district. After finishing his schooling at Sainik School, Chittorgarh, he did graduation in Physics and then pursued LLB from the University of Rajasthan and became one of the leading lawyers in the state.&nbsp;
He practiced in both the Rajasthan High Court and the Supreme Court. He also headed Rajasthan High Court Bar Association.
In 1989, he forayed into politics and was elected to Lok Sabha from Rajasthan&rsquo;s Jhunjhunu the same year. He served as a minister of state for Parliamentary Affairs in the Janata Dal government led by Chandra Shekhar. From 1993-1998, Dhankhar represented the Kishangarh constituency of Ajmer district in Rajasthan Legislative Assembly.
Dhankar belongs to the politically important Jat community, a caste which influences votes in a number of north Indian states.

The West Bengal assembly on Monday passed a bill that sought to replace Governor Jagdeep Dhankhar with Chief Minister Mamata Banerjee as the chancellor of all state-run universities, amid opposition by the BJP legislators.
State education minister Bratya Basu, after introducing The West Bengal University Laws (Amendment) Bill, 2022 in the House, said there was "nothing wrong" in chief minister taking over as the chancellor.
"Why can't the chief minister be the chancellor of state universities if the Prime Minister is the chancellor of a central university- Visva Bharati? You can go through the recommendations of the Punchhi Commission...
"The governor, who is the present chancellor, has violated protocols on various occasions," Basu said.
The bill was passed after 182 members voted in favour of the legislation and 40 against it in the 294-member Assembly.
Opposing the bill, opposition BJP alleged that appointing the chief minister as chancellor would lead to direct "political interference" in the state's higher education system.
"The state government wants to control everything. The decision to appoint the CM as chancellor of universities is being taken to facilitate direct interference of the ruling party in the state's education system," BJP MLA Agnimitra Paul alleged.

Marking a fresh escalation in the tussle between West Bengal's Chief Minister and Governor, Mamata Banerjee claimed to have blocked Jagdeep Dhankar on Twitter.
Addressing a press conference, Banerjee accused Governor Dhankar of abusing government officials on Twitter.&nbsp;The CM alleged that the elected government was being turned into "bonded labour".&nbsp;She said she was getting irritated, and so blocked Dhankar on Twitter.

Following Banerjee's pronouncement, Dhankar took a dig at her by claiming that as Governor, he's mandated by law to ensure that no one "blocks" Constitutional norms.
A day earlier, the Governor had reportedly said that Bengal was becoming a "gas chamber for democracy".&nbsp;Dhankar had made the remarks while attending an event to mark the 74th&nbsp;death anniversary of the father of the nation, MK Gandhi.&nbsp;The Governor reportedly said that Bengal was getting drenched in blood due to violence, and becoming a laboratory for trampling of human rights. He also asked Banerjee to engage with him, instead of being confrontational.
Banerjee and Dhankar have had an acrimonious relationship since the latter's appointment in 2019.&nbsp;While the Trinamool Congress administration has accused the Governor of trying to interfere and block government work, Dhankar has claimed to be upholding Constitutional principles.
