Opposition parties on Tuesday submitted a notice to move a motion for removing Vice President Jagdeep Dhankhar for allegedly conducting the House in a partisan manner.
Congress leaders Jairam Ramesh and Naseer Hussain submitted the notice to Rajya Sabha Secretary General P C Mody.
The vice president is the ex-officio chairman of Rajya Sabha.
The sources said about 60 opposition MPs -- including from the Congress, RJD, TMC, CPI, CPI-M, JMM, AAP, DMK -- have signed the notice.
However, they said top Congress leaders who hold Constitutional posts have not signed the notice.
Congress President Mallikarjun Kharge, Congress Parliamentary Party Chairperson Sonia Gandhi and the floor leaders of various opposition parties are also not among the signatories, the sources said.
The notice, spearheaded by the Congress, comes in the wake of turbulent ties between opposition parties and the Rajya Sabha chairman.
"ALL parties belonging to the INDIA group have had no option but to formally submit a no-confidence motion against the learned Hon'ble Chairman of the Rajya Sabha for the extremely partisan manner in which he has been conducting the proceedings of the Council of States. It has been a very painful decision for the INDIA parties to take, but in the interests of parliamentary democracy they have had to take this step," Congress General Secretary (In-charge, Communications) Jairam Ramesh posted on X.
TMC MP and its Deputy Leader in Rajya Sabha Sagarika Ghose said, "Signed by all and being moved today against Vice President. We do not have the numbers to win, but it is a strong message to fight for parliamentary democracy. Nothing against individuals, this is a fight for institutions."
The opposition has been upset with Dhankhar over multiple issues, the latest being him allowing the members of the treasury benches to raise the Cong-Soros "link" issue in the Upper House.
The minimum required numbers for moving a motion to remove the vice president is 50.
Congress MP Digvijaya Singh had accused the Rajya Sabha chairman of being partisan.
INDIA bloc parties had in August this year also considered submitting a notice for moving a resolution to remove the vice president from his office.
According to Article 67(b) of the Constitution, "Vice-President may be removed from his office by a resolution of the Council of States (Rajya Sabha) passed by a majority of all the then members of the Council and agreed to by the House of the People; but no resolution for the purpose of this clause shall be moved unless at least fourteen days' notice has been given of the intention to move the resolution."

The Opposition INDIA bloc is set to introduce a no-confidence motion against Rajya Sabha Chairman and Vice President Jagdeep Dhankhar, citing dissatisfaction with his handling of parliamentary proceedings. The motion, backed by 70 signatures from MPs across several parties, underscores growing tensions between the opposition and the Rajya Sabha Chairman.
Parties including Congress, Trinamool Congress (TMC), Aam Aadmi Party (AAP), Samajwadi Party (SP), and others within the INDIA alliance are united in their push to move forward with the motion. Opposition leaders have long accused Dhankhar of being biased towards the ruling government, particularly accusing him of frequently interrupting their speeches, stifling debates on critical issues, and favouring the ruling party during contentious discussions.
This move comes after repeated complaints from opposition MPs, particularly during the Budget Session, where they claimed that their opportunities to speak were increasingly limited. A major flashpoint was the alleged disruption of Congress President Mallikarjun Kharge&rsquo;s speeches, with reports of his microphone being turned off during critical moments.
The opposition has also raised concerns over Dhankhar making personal remarks, which they argue violate the rules of the Rajya Sabha. They have cited Rule 238(2), which prohibits personal attacks in parliamentary debates, claiming this should also apply to the Chairman.
The latest escalation occurred during Monday&rsquo;s session when BJP members accused Congress leaders of conspiring with billionaire investor George Soros to destabilize the country. The allegations sparked intense exchanges, leading to multiple adjournments of the House. Chairman Dhankhar intervened, urging members to consider the gravity of the situation, while expressing concern over threats to India's sovereignty and integrity.
The Rajya Sabha will reconvene at 10:30 am on Tuesday, with the opposition&rsquo;s no-confidence motion expected to be a key point of discussion.

The ruling party has "weaponised" the suspension of MPs as a convenient tool to "undermine democracy, sabotage Parliamentary practices and throttle the Constitution", Leader of Opposition Mallikarjun Kharge said in a letter to Rajya Sabha Chairman Jagdeep Dhankhar.
In his reply to a letter written by Dhankhar, Kharge said the Chairman's letter "unfortunately justifies the autocratic and arrogant attitude of the Government towards Parliament." Replying to the points raised by Dhankhar, the senior Congress leader urged him to examine his concerns "objectively and with neutrality as the Chairman of the Rajya Sabha." "The ruling party has indeed weaponised the suspension of members as a convenient tool to undermine democracy, sabotage Parliamentary practices and throttle the Constitution.
"If anything privilege motions have also been weaponised to muzzle the voice of the Opposition. This is a deliberate design of the ruling dispensation to undermine Parliament itself. By suspending MPs, the government is effectively silencing the voice of the voters of 146 MPs altogether," Kharge said.
"You have also mentioned that disorder was deliberate and strategised and predetermined. I would like to submit that if anything, it is the mass suspension of the Opposition MPs from both Houses of Parliament that seems to be predetermined and premeditated by the Government and I am most sorry to say, executed without any application of mind, as can be seen by the suspension of an INDIA party MP who was not even present in the Parliament," he said.
While Dhankhar, in his letter, had said that his attempts to meet the Leader of Opposition were turned down, Kharge said he had sought a statement from the Union Home Minister Amit Shah on the security breach on December 14, before the suspensions started.
"I recognise it is well within your powers as Chairman to decide on these notices. However, it was regrettable that the Chair condoned the attitude of the Hon'ble Home Minister and the Government who did not wish to make a statement on the floor of the House.
"It was even more regrettable that the Hon'ble Home Minister made his first public statement before a TV channel when Parliament was in session and the Chair did not find that sacrileging the temple of democracy," Kharge said.
He said a Union minister allegedly informed an opposition parliamentarian that most opposition MPs will be suspended before the home minister is present in the Rajya Sabha.
"We would have expected the Chairman to have inquired if such a threat was indeed issued. Such comments grossly undermines the Chair who we believe is the final authority on conducting the House including suspension of members".
He added that by suspending the MPs, the government is effectively silencing the voice of the voters of 146 MPs altogether.
Kharge said as the custodian of the House, the Chairman should protect the people's right to hold its government accountable in Parliament.
"The Chairman should also kindly note that the government has escaped accountability on all crucial issues like serious border incursions by China, or continued unrest in Manipur or the recent intrusion in the Lok Sabha by visitors who had been facilitated entry by a BJP MP," he said.
"It would be distressing when history judges the presiding officers harshly for Bills passed without debate and not seeking accountability from the government. It is disappointing that the Hon'ble Chairman feels effecting suspensions facilitated legislative business by passing bills without discussion," he said.
Kharge added that he is in agreement with the Chairman that they need to move ahead.
He, however, stressed that the answer may not lie in a discussion in the Chairman's chambers, if the government is not keen on running the House.
Kharge said he is currently out of Delhi and it would be his "privilege and duty" to meet the Chairman as soon as he is back.&nbsp;

A day after Vice President Jagdeep Dhankhar appointed 8 senior officials from his personal staff to 20 different house committees falling under the control of the Rajya Sabha, the Opposition voiced its objection calling the development 'bizarre'.&nbsp;
The NDTV reported that several Congress leaders, speaking off the record, levelled allegations that the Vice-President's move is to 'keep a close watch on various committees, which clearly shows his no confidence in the existing mechanism.'
Eight members of Dhankhar's personal staff, including four posted in the Vice-President Secretariat, have been appointed on the 20 committees, an order issued by the Rajya Sabha Secretariat said on March 07.&nbsp;
Some among these 20 committees are headed by non-BJP and opposition MPs.
The Congress leaders further added that this clearly showed the Vice-President did not have confidence in the current officers who keep the Rajya Sabha secretary general updated regarding the developments in the various committees.&nbsp;
Among those appointed to the committees include the Officer on Special Duty (OSD) to the Vice-President, OSD to the Chairman and Personal Secretary to the Vice-President.
Sources in the Rajya Sabha Secretariat said there has not been any precedence of the chairperson appointing his staff to the committees.

The BJP on Saturday named West Bengal Governor Jagdeep Dhankhar, a Jat leader from Rajasthan with socialist background, as the ruling National Democratic Alliance's vice presidential candidate.
Making the announcement, BJP president J P Nadda lauded Dhankhar as a "kisan-putra" (son of farmer) who, he said, established himself as a "people's governor". The BJP parliamentary board in a meeting, attended by Prime Minister Narendra Modi and other senior leaders, picked the 71-year-old Dhankhar after deliberating over several names, Nadda said.
After the announcement, Modi tweeted, "Jagdeep Dhankhar Ji has excellent knowledge of our Constitution. He is also well-versed with legislative affairs. I am sure that he will be an outstanding Chair in the Rajya Sabha & guide the proceedings of the House with the aim of furthering national progress."
Soon after his name was announced, Dhankhar tweeted, "Thank you Narendra Modi ji for nominating me as the Vice President candidate for the vice presidential election." Since taking over as the West Bengal Governor in July 2019, Dhankhar has had several run-ins with the Mamata Banerjee government.
While his proactive conduct has drawn criticism from the state's ruling Trinamool Congress, the BJP has backed him.
Being a Jat, a backward community in Rajasthan, his elevation as vice president is likely to send helpful political message for the BJP as not many Jats besides former prime minister Charan Singh and former deputy prime minister Devi Lal have occupied high positions at the national level.
The BJP has had uneasy relations with Jats, a powerful agrarian community in Haryana, Rajsthan and western Uttar Pradesh, though the party has received their support in good numbers in the recent two Lok Sabha polls compared to assembly elections in these states.
BJP leaders noted that Dhankhar has been in public life for more than three decades, and his life story reflects the spirit of new India: "overcoming innumerable social and economic hurdles and achieving one’s goals".
Nadda said Dhankhar established himself as a respected lawyer in the Rajasthan High Court and later in the Supreme Court before making a mark in politics. He was elected to Lok Sabha from Jhunjhunu in Rajasthan in 1989 and had served briefly as a Union minister in the government led by Chandrashekhar. He joined the BJP later.
His election as vice president is almost a certainty as the BJP has a majority in the electoral college comprising members of Lok Sabha and Rajya Sabha. Out of Parliament's current strength of 780, the BJP alone has 394 MPs, more than the majority mark of 390.
The last date for filing of nomination papers for the poll is July 19 and the election is scheduled for August 6. Dhankar has been a keen cricketer enthusiast and is follower of spirituality and meditation, those familiar with him said. He was also involved with the grant of OBC status for Jats in Rajasthan.

The BJP on Saturday named West Bengal Governor Jagdeep Dhankhar, a Jat leader from Rajasthan with socialist background, as the ruling National Democratic Alliance's vice presidential candidate.
Making the announcement, BJP president J P Nadda lauded Dhankhar as a "kisan-putra" (son of farmer) who, he said, established himself as a "people's governor". The BJP parliamentary board in a meeting, attended by Prime Minister Narendra Modi and other senior leaders, picked the 71-year-old Dhankhar after deliberating over several names, Nadda said.
After the announcement, Modi tweeted, "Jagdeep Dhankhar Ji has excellent knowledge of our Constitution. He is also well-versed with legislative affairs. I am sure that he will be an outstanding Chair in the Rajya Sabha &amp; guide the proceedings of the House with the aim of furthering national progress."
Soon after his name was announced, Dhankhar tweeted, "Thank you Narendra Modi ji for nominating me as the Vice President candidate for the vice presidential election." Since taking over as the West Bengal Governor in July 2019, Dhankhar has had several run-ins with the Mamata Banerjee government.
While his proactive conduct has drawn criticism from the state's ruling Trinamool Congress, the BJP has backed him.

Being a Jat, a backward community in Rajasthan, his elevation as vice president is likely to send helpful political message for the BJP as not many Jats besides former prime minister Charan Singh and former deputy prime minister Devi Lal have occupied high positions at the national level.
The BJP has had uneasy relations with Jats, a powerful agrarian community in Haryana, Rajsthan and western Uttar Pradesh, though the party has received their support in good numbers in the recent two Lok Sabha polls compared to assembly elections in these states.
BJP leaders noted that Dhankhar has been in public life for more than three decades, and his life story reflects the spirit of new India: "overcoming innumerable social and economic hurdles and achieving one&rsquo;s goals".
Nadda said Dhankhar established himself as a respected lawyer in the Rajasthan High Court and later in the Supreme Court before making a mark in politics. He was elected to Lok Sabha from Jhunjhunu in Rajasthan in 1989 and had served briefly as a Union minister in the government led by Chandrashekhar. He joined the BJP later.
His election as vice president is almost a certainty as the BJP has a majority in the electoral college comprising members of Lok Sabha and Rajya Sabha. Out of Parliament's current strength of 780, the BJP alone has 394 MPs, more than the majority mark of 390.
The last date for filing of nomination papers for the poll is July 19 and the election is scheduled for August 6. Dhankar has been a keen cricketer enthusiast and is follower of spirituality and meditation, those familiar with him said. He was also involved with the grant of OBC status for Jats in Rajasthan.&nbsp;

High decibel drama unfolded on the first day of the budget session of the West Bengal assembly as <a href="https://www.editorji.com/story/tmc-targets-bengal-governor-over-vaccine-scam-says-photo-exposes-links-to-accused-1625163234530" target="_blank">Governor Jagdeep Dhankhar</a> could not complete his speech due to disruptions.
The governor walked out of the assembly after his speech was curtailed.
Dhankhar reportedly left the assembly, got in his car and headed to Raj Bhavan.
Legislative members from the BJP too staged a walkout. BJP legislators created a ruckus and also raised slogans of 'Jai Shri Ram'.
Dhankar's&nbsp;speech&nbsp;mentioned that all incidents of violence happened when law and order were under ECI. BJP protested this and stated that it was written by the state government and not the Governor.
The stage for a stormy session was set after Dhankhar raised a few issues over the inaugural draft speech sent to him by the state government.

Launching a fresh attack on West Bengal Governor Jagdeep Dhankhar, Bengal CM Mamata Banerjee on Monday called him a "corrupt" man whose name "was in the chargesheet of Jain Hawala case".

The governor's comments came after the National Investigation Agency arrested nine terrorists associated with a Pakistan-sponsored module of the al-Qaeda from several locations in West Bengal's Murshidabad and Kerala's Ernakulam early on Saturday. The governor alleged the state director general of police is distanced far from reality and his 'ostrich stance' is 'very disturbing'.

"State has become home to illegal bomb making that has the potential to unsettle democracy. Police @MamataOfficial busy in carrying out political errands and taking on the opposition. Those at helm @WBPolice cannot escape their accountability for this alarming decline in law and order," Dhankhar tweeted.
The governor alleged the state director general of police is distanced far from reality and his "ostrich stance" is "very disturbing".
"How far distanced is DGP @WBPolice from reality is cause of worry. His 'Ostrich Stance' is very disturbing.
Appreciate the role of policemen in general-they are working in difficult situations. Problem is with those at the helm who are unmindful of conduct and are politically guided," Dhankhar said in another Twitter post.
The governor, who has had regular run-ins with the Mamata Banerjee dispensation on several issues, had on earlier occasions accused the police and administration in the state of playing a partisan role and causing harassment to leaders and workers of opposition parties.&nbsp;
