The delimitation commission's proposal of giving Jammu six additional seats and just one to Kashmir is facing stiff opposition from the major political parties in the Valley. 
NC leader and former chief minister Omar Abdullah tweeted that the proposal was unacceptable and not justified according to the 2011 Census data.
PDP chief and former chief minister Mehbooba Mufti too tweeted against the proposal and said that it proves her apprehensions about the commission weren't misplaced. She also accused the commission of ignoring the population census. 
The J&K delimitaton has been tasked with redrawing assembly constituencies in the union territory based on the 2011 Census.
According to an NDTV report based on the 2011 Census, Kashmir has a population 68.8 lakh compared to than Jammu’s 53.5 lakh – that is 15 lakh more people.
In the former state of J&K, Jammu had 37 seats, Kashmir had 46 and Ladakh 4 seats.
Now, according to the delimitation commission’s proposal – Jammu would have 43 seats and Kashmir 47.
According to the NDTV report, once the new assembly constituencies are created, seats in Kashmir will have a population ratio of 1.46 lakh against 1.25 lakh in Jammu province.
Since delimitation is an exercise of redrawing boundaries of an assembly or Lok Sabha constituency based on population, parties from the Valley contend that Kashmir region should get more seats.

The commission is headed by retired Supreme Court judge Ranjana Desai and also comprises Chief Election Commissioner Sushil Chandra as an ex-officio member and the Jammu and Kashmir chief electoral officer.
The five associate members who attended the meeting are BJP MPs Jugal Kishore and Dr Jitendra Singh, and National Conference MPs Farooq Abdullah, Justice (Retd) Hasnain Masoodi and Mohammad Akbar Lone. According to India Today, they have been asked to submit their response to the commission by December 30
The commission has time till March 6 next year to redraw the boundaries and create new constituencies.
Reacting to the proposal, ex-J&K chief minister and NC leader Omar Abdullah tweeted that the distribution of the newly created seats is not justified by the data of 2011 Census and that recommendation is unacceptable.

Families of two civilians killed in the Hyderpora encounter in Srinagar held a protest here on Wednesday, demanding justice for the victims and the return of their bodies.
A controversy had erupted over Monday&rsquo;s encounter in Hyderopra following conflicting claims about the two deceased civilians as their family members contested the police's charge that they were "terror associates". According to the police, a Pakistani terrorist and his local associate Mohammad Amir, along with two civilians -- Altaf Bhat and Mudassir Gul -- were killed in the encounter, where an illegal call centre and a terror hideout were allegedly being run.
On Wednesday, the families of Bhat and Gul held a protest at Press Enclave in the city, demanding that their bodies be returned to them as they were not militants or OGWs.
Police had said the bodies of all the four killed in the encounter were buried in the Handwara area of north Kashmir's Kupwara district.
Speaking to reporters, Altaf Bhat's brother Abdul Majeed said as a 'numberdar' (revenue official), he remains in constant touch with the police and they would have informed him if his brother was involved in militancy.
&ldquo;He (Bhat) was doing business in Hyderpora Bypass for the last 30 years. He rented the building and we had furnished their (tenants) verification in police station Saddar. The police should have contacted us if there was anything (adverse),&rdquo; he said.
Majeed said his brother was a builder, a taxpayer and an innocent man.
&ldquo;You can verify in the whole locality. The police knew him, they used to visit his place every day, have tea with him, they can verify his credentials,&rdquo; he added.
Majeed said on Monday, the &ldquo;Task Force&rdquo; (J-K police's counter-insurgency unit known as the special operations group) came and took his brother thrice for searches in the building.
&ldquo;They took him upstairs and brought him down three times. They used drones. (It was) as if they were shooting a movie there. Unfortunately, an innocent Altaf was martyred,&rdquo; he said.
The family demanded justice and also the return of his body.
&ldquo;We appeal the LG, request him, that verify and if there is anything (adverse) against my brother, then they can hang me in public in the city centre.
&ldquo;He (Altaf) was innocent, a civilian and not a militant. We want answers, we want justice. We want his body. Why is the government, the terrorists, killing innocent people?&rdquo; Majeed said.
Mudassir Gul's wife Humaira Mudassir, while breaking down, said his husband was innocent.
The family also demanded justice and sought the return of their kin's body.
&ldquo;We want justice. Give justice to his wife, his mother and father. Give justice to his one-year-old daughter Inaya Mudasir,&rdquo; Humaira said.
Senior Awami Itehad Party (AIP) leader Sheeban Ashai, who joined the protest, said the civilians were used as human shields by the police.
&ldquo;I want to ask LG (Manoj Sinha) and India's Home Minister Amit Shah that two innocent civilians were killed under their watch. How were they killed in the crossfire? Why were they not provided with protective gear when the forces took them for searches? That means they were used as human shields. That is the biggest loophole in the police story,&rdquo; he said.
Ashai alleged that police have started a new trend since August 5, 2019 &ndash; when the Centre revoked J-K's special status &ndash; of picking anyone from his house, jailing him or killing him in encounter.
&ldquo;They (civilians) were killed in cold blood and look at the insensitivity and shamelessness of this government that they have detained even their dead bodies. I want to ask Sinha that is this the tradition in his UP?...why were the mortal remains not returned to their families?&rdquo; he said.
The AIP leader said the families of the two civilians will continue their protest and not leave the place till the bodies are returned.
&ldquo;No matter how many days, we will not leave from here till their bodies are returned,&rdquo; he said.
Ashai asked the people to come to Press Enclave to register their protest peacefully.
He also asked the Lt Governor to direct the police to return the bodies of the civilians.
&ldquo;We demand an inquiry headed by a retired high court justice in which two persons from civil society are also included. The facts of the case be kept in the public domain,' he said.
He said the killings were a &ldquo;cold blooded murder&rdquo;.
&ldquo;Why was no security forces personnel killed in the firing? I hope that, if he has even one per cent of humanity in his heart, then he should come here and sympathise with the families,&rdquo; he said, adding the administration should apologise for the killings.
Meanwhile, National Conference vice president Omar Abdullah said the civilians were killed because they were put in harm's way.
&ldquo;The police admit they took the building owner (Altaf) &amp; the tenant (Gul) in to the building &amp; used them to knock on doors. How then can these people be termed as militants? They are civilians who died because they were put in harm&rsquo;s way,&rdquo; Abdullah wrote on Twitter.
He said to &ldquo;vilify them as militants or OGWs is bad enough but to take the bodies away &amp; forcibly bury them in North Kashmir is a crime against humanity&rdquo;.
&ldquo;The bodies must be returned to the families so they can be buried. It's the only just thing &amp; it's the only humanitarian thing to do,&rdquo; he said.

Reports said 29-year-old policeman Tauseef Ahmad was fired upon by the unidentified gunmen in SD Colony area of Batamaloo&nbsp;in Srinagar&nbsp;from a close range.&nbsp;Ahmad&nbsp;was immediately rushed to nearby&nbsp;SMHS hospital where doctors declared him dead. He had served with anti-insurgency Special Operation Group of the Jammu&nbsp;and Kashmir Police.&nbsp;
Soon after the attack, security forces cordoned off the area and conduted searches but the militants managed to flee.&nbsp;Since past two months Kashmir has seen an escalation in violence with unarmed civilians being targeted by the terror groups.

Police have started stringent checking of documents of two-wheelers plying on the roads and many have been seized by police. However, IGP, Kashmir zone, Vijay Kumar had said these steps were purely related to terror violence.

A Lashkar-e-Toiba militant involved in the killing of a carpenter from Uttar Pradesh's Saharanpur recently was among two ultras killed, while three security personnel were injured in an encounter in Shopian district of Jammu and Kashmir on Wednesday, officials said.&nbsp; IGP, Kashmir zone, Vijay Kumar, said one of the slain ultras has been identified as Adil Wani, who was involved in the killing of the carpenter Sageer Ansari on Saturday last.
Giving details of the encounter, officials said security forces launched a cordon and search operation in Dragad area of Shopian district following information about presence of militants there.&nbsp; The search operation turned into an encounter after militants opened fire on the security forces who retaliated.
The officials said two ultras of The Resistance Front (TRF) , a shadow outfit of Lashkar-e-Toiba,&nbsp;have been killed while three security force personnel sustained injuries in the operation.
In a tweet, the IGP said, "One of the killed #terrorists has been #identified as Adil Ah Wani, active since 7/2020... So far, 15 terrorists have been #neutralised in 2 weeks".
"Killed #terrorist Adil Wani was #involved in #killing of a poor carpenter namely Sakir Ah Wani S/O Gulam Kadir Wani R/O Saharanpur UP. Adil Wani was District Commander Shopian of proscribed #terror outfit LeT(TRF)," Kumar tweeted.&nbsp; However, in another tweet, the Kashmir Zone Police clarified that the name of the carpenter was Sageer Ahmad Ansari.
"Kindly read, Sageer Ahmad Ansari S/O Bindo Hussain Ansari R/O Saharanpur, UP. Inconvenience regretted.@JmuKmrPolice," it said in the tweet.
Ansari was gunned down on Saturday in a south Kashmir village where he had been working as a carpenter for the last couple of years.

Three persons, including a mother-son duo, were detained for questioning during an ongoing search operation in the forest belt of Jammu and Kashmir's Poonch and Rajouri border districts where nine soldiers were killed in two separate gunfights with terrorists over the past week, officials said on Sunday.
A man along with a 45-year-old woman and her son, all residents of Bhatta Durrian forest, were taken into custody for questioning on the suspicion of giving logistic support to terrorists, the officials said.
It was a matter of investigation whether they provided food and shelter to the terrorists voluntarily or at gunpoint, they said.
Five Army personnel, including a junior commissioned officer (JCO), laid down their lives in a fierce gunfight during a counter-insurgency operation in Surankote forest on Monday. Four soldiers, including another JCO, died in another encounter in the Mendhar sector on Thursday evening.
The officials underlined that the area is mountainous and the forest is dense, which makes the operation difficult and dangerous.

A man along with a 45-year-old woman and her son, all residents of Bhatta Durrian forest, were taken into custody for questioning on the suspicion of giving logistic support to terrorists, the officials said.

Two non-locals were shot dead by militants in Srinagar and Pulwama districts of Jammu and Kashmir on Saturday, police said.
Arvind Kumar Sah (30), a resident of the Banka area in Bihar, was shot at by the ultras outside a park at Eidgah in Srinagar in the evening, a police official said.
He said Kumar died on the spot.
In another incident, militants fired at and critically injured Saghir Ahmad, a carpenter hailing from Uttar Pradesh, in Pulwama district, the official said.
Ahmad succumbed to injuries in a hospital, he added.
The killings come on a day when police claimed to have gunned down three militants in a span of 24 hours who were involved in last week's killings of members of minority communities.
The BJP has condemned Saturday&rsquo;s killings.
Party spokesman Altaf Thakur said the killings of two non-locals is highly condemnable and shocking.
He urged the police to nab the killers and punish them sternly.
Former chief minister and national Conference leader Omar Abdullah also condemned the killings.
"Strongly condemn the killing of street vendor Arvind Kumar in a terror attack in Srinagar today. This is yet another case of a civilian being targeted like this. All Arvind Kumar did was come to Srinagar in search of earning opportunities &amp; it's reprehensible that he was murdered," Omar tweeted.
People's Conference chairman Sajad Gani Lone termed the attacks as cowardly.
"This is pure terror. Yet again a non-local vendor shot and killed in Idgah. What a shame. How cowardly can it get," Lone tweeted.
