During a five-day plenary meeting of the ruling Workers&rsquo; Party that ended Friday, Kim called the US &ldquo;the most reactionary state that regards anti-communism as its invariable state policy.&rdquo; Kim said that the US-South Korea-Japan security partnership is expanding into &ldquo;a nuclear military bloc for aggression.&rdquo;
&ldquo;This reality clearly shows to which direction we should advance and what we should do and how,&rdquo; Kim said, according to the official Korean Central News Agency.
It said Kim&rsquo;s speech &ldquo;clarified the strategy for the toughest anti-US counteraction to be launched aggressively&rdquo; by North Korea for its long-term national interests and security.
KCNA didn&rsquo;t elaborate on the anti-US strategy. But it said Kim set forth tasks to bolster military capability through defence technology advancements and stressed the need to improve the mental toughness of North Korean soldiers.
The previous meetings between Trump and Kim had not only put an end to their exchanges of fiery rhetoric and threats of destruction, but they developed personal connections. Trump once famously said he and Kim &ldquo;fell in love.&rdquo; But their talks eventually collapsed in 2019, as they wrangled over US-led sanctions on the North.
North Korea has since sharply increased the pace of its weapons testing activities to build more reliable nuclear missiles targeting the US and its allies.
The US and South Korea have responded by expanding their military bilateral drills and also trilateral ones involving Japan, drawing strong rebukes from the North, which views such US-led exercises as invasion rehearsals.
Further complicating efforts to get North Korea to rid itself of nuclear weapons is its deepening military cooperation with Russia.
According to US, Ukrainian and South Korean assessments, North Korea has sent more than 10,000 troops and conventional weapons systems to support Moscow&rsquo;s war against Ukraine. There are concerns that Russia could give North Korea advanced weapons technology in return, including help to build more powerful nuclear missiles.
Russia and China, locked in separate disputes with the US, have repeatedly blocked US-led pushes to levy more UN sanctions on North Korea despite its repeated missile tests in defiance of UN Security Council resolutions.
Last month, Kim said that his past negotiations with the United States only confirmed Washington&rsquo;s &ldquo;unchangeable&rdquo; hostility toward his country and described his nuclear buildup as the only way to counter external threats.

North Korea has dialled up its weapons testing activities since early 2022 in a bid to modernise and enlarge its nuclear and missile arsenals.

North Korean leader Kim Jong Un joined his troops in training to operate newly developed battle tanks as he called for bigger efforts to prepare for war, state media reported on Thursday.
The North's tank training was seen as a response to the annual 11-day South Korean-US military drills that are to end later Thursday. The North views its rivals' exercises a rehearsal for invasion.
The North's training on Wednesday was designed to inspect tankmen's combat capabilities and involved the new-type main battle tank that Kim called &ldquo;the world's most powerful&rdquo;, the official Korean Central News Agency.
During the training, heavy tanks moved around various simulated harsh combat circumstances and fired rounds at targets. Kim mounted one of the new-type tanks and drove it himself, &ldquo;adding to the high militant spirit of the tankmen of our army,&rdquo; KCNA said.
North Korea's Defense Ministry earlier vowed to carry out &ldquo;responsible military activities&rdquo; in reaction to the ongoing South Korea-US military exercises in the South. Kim later supervised artillery firing drills.
The South Korean-US training involve a computer-simulated command post training and 48 kinds of field exercises, twice the number conducted last year.

'Gangster-like' hypocrisy: Kim's sister Kim Yo Jong slams US after failed mission

America, South Korea and Japan had quickly criticized the launch.

The powerful sister of North Korean Kim Jong Un on Thursday accused the United States of "gangster-like" hypocrisy for criticizing her country's failed launch of a military spy satellite and insisted a successful launch will be made soon.
Kim Yo Jong said North Korea's efforts to acquire space-based reconnaissance capabilities were a legitimate exercise of its sovereign right and restated the country's rejection of UN Security Council resolutions that ban it from conducting any launch involving ballistic missile technology.
Her comments on state media came a day after the rocket carrying the satellite failed. North Korea said the rocket lost thrust after a stage separation and crashed in waters off the Korean Peninsula's western coast.
Washington, South Korea and Japan had quickly criticized the launch. Adam Hodge, a spokesperson at the US National Security Council, said Washington strongly condemns the North Korean launch because it used banned ballistic missile technology, raised tensions and risked destabilizing security in the region and beyond.
In her statement, Kim Yo Jong briefly mentioned Hodge's comments before saying the United States "is letting loose a hackneyed gibberish prompted by its brigandish and abnormal thinking." "If the DPRK's satellite launch should be particularly censured, the US and all other countries, which have already launched thousands of satellites, should be denounced. This is nothing but sophism of self-contradiction," she said, using the initials of North Korea's formal name, the Democratic People's Republic of Korea.
She noted how the United States closely monitors the North through its own reconnaissance satellites and other aerial assets, calling the Americans a "group of gangsters" who would deem it as "illegal and threatening" had North Korea attempted to send a satellite into space by balloon.
"The far-fetched logic that only the DPRK should not be allowed to do so according to the (UN Security Council's) resolution' which bans the use of ballistic rocket technology irrespective of its purpose, though other countries are doing so, is clearly a gangster-like and wrong one of seriously violating the DPRK's right to use space and illegally oppressing it," she said.
"It is certain that the DPRK's military reconnaissance satellite will be correctly put on space orbit in the near future and start its mission," she added.
Citing what she described as US hostility toward the North, Kim reiterated that Pyongyang has no intent to reengage in negotiations with Washington, which have stalemated since 2019 because of disagreements over crippling US-led sanctions imposed over the North's nuclear weapons and missiles programme.
Wednesday's launch extended a provocative run in North Korean military demonstrations, including the test-firings of around 100 missiles since the start of 2022 that underscored Kim Jong Un's attempts to acquire dual ability to conduct nuclear strikes on both the US mainland and South Korea.
Wednesday's failed launch raised security jitters in South Korea and Japan, where residents in some areas were briefly urged to take shelter shortly after the launch. South Korea's military later salvaged an object presumed to be part of the North Korean rocket in waters 200 kilometers west of the southwestern island of Eocheongdo and plans to analyze the technology.
The International Maritime Organization's maritime safety committee adopted a rare resolution Wednesday denouncing North Korea for conducting launches without proper notification, which have "seriously threatened the safety of seafarers and international shipping." Japan's coast guard, which coordinates and distributes navigational warnings in the region, wasn't notified by North Korea until Monday, although such warnings should be made no less than five days in advance. The IMO said it "urgently calls upon (North Korea) to cease unlawful and unannounced ballistic missile launches across international shipping lanes." A military spy satellite is one of several high-tech weapons systems that Kim has publicly vowed to develop to bolster his nuclear deterrent in the face of US sanctions and pressure. Other weapons on his wish list include a multi-warhead missile, a nuclear submarine, a solid-propellant intercontinental ballistic missile and a hypersonic missile.
While North Korea with past long-range missile and rocket tests has shown it can put satellites in space, it's less clear whether its technology has advanced enough to meet its stated goal of using satellites to monitor US and South Korean military activities in real time.
The two Earth-observation satellites it placed in orbit in 2012 and 2016 never transmitted imagery back to North Korea, foreign experts say. And analysts say the new device displayed recently in state media appeared too small and crudely designed to process and transfer high-resolution imagery.
The UN Security Council imposed economic sanctions on North Korea over its previous satellite and ballistic missile launches, but it has failed to punish the North over its recent tests. The council's permanent members China and Russia have continuously rejected US-led efforts to toughen sanctions on Pyongyang, underscoring a divide deepened over Russia's war on Ukraine.

After an unusually quick admission of failure, North Korea vowed to conduct a second launch after learning what went wrong with its rocket liftoff. It suggests Kim remains determined to expand his weapons arsenal and apply more pressure on Washington and Seoul while diplomacy is stalled.
South Korea and Japan briefly urged residents to take shelter after the launch.
The South Korean military said it was salvaging an object presumed to be part of the crashed North Korean rocket in waters 200 kilometers (124 miles) west of the southwestern island of Eocheongdo. Later, the Defense Ministry released photos of a white, metal cylinder it described as a suspected rocket part.
A satellite launch by North Korea is a violation of U.N. Security Council resolutions that ban the country from conducting any launch based on ballistic technology. Observers say North Korea's previous satellite launches helped improve its long-range missile technology, though the latest launch likely was more focused on deploying a spy satellite. North Korea has already shown it may have the ability to strike all of the U.S. mainland after years of intercontinental ballistic missile tests, though outside experts say the North has yet to acquire functioning nuclear missiles.
The newly developed Chollima-1 rocket, which was carrying the Malligyong-1 satellite, was launched at 6:37 a.m. at the North's Sohae Satellite Launching Ground in the northwest. The rocket crashed off the Korean Peninsula's western coast after it lost thrust following the separation of its first and second stages, the North's official Korean Central News Agency said.

&ldquo;It is impressive when the North Korean regime actually admits failure, but it would be difficult to hide the fact of a satellite launch failure internationally, and the regime will likely offer a different narrative domestically,&rdquo; Leif-Eric Easley, a professor at Ewha University in Seoul, said. &ldquo;This outcome also suggests that Pyongyang may stage another provocation soon, in part to make up for today's setback.&rdquo; Seoul's military said it boosted military readiness in coordination with the United States, and Japan said it prepared to respond to any emergency.
South Korea's military said the North Korean rocket had &ldquo;an abnormal flight&rdquo; before it fell in the water. Japan's Chief Cabinet Secretary Hirokazu Matsuno told reporters that no object was believed to have reached space.
Adam Hodge, a spokesperson at the U.S. National Security Council, said in a statement that Washington strongly condemns the North Korean launch because it used banned ballistic missile technology, raised tensions, and risked destabilizing security in the region and beyond.
Hodge said the United States urges North Korea to return to talks and cease its provocative actions. He said the U.S. will take all necessary measures to ensure the security of the American homeland and the defense of South Korea and Japan.
The U.N. imposed economic sanctions on North Korea over its previous satellite and ballistic missile launches. But it did not impose new sanctions over recent tests because China and Russia, permanent council members now locked in confrontations with the U.S., have blocked attempts to toughen the sanctions.
Matsuno said North Korea's repeated missile launches pose serious threats to the peace and safety of Japan, the region and the international community. Japanese Defense Minister Yasukazu Hamada said Japan plans to keep the missile defense systems deployed to Japanese southern islands and in the southwestern waters in place until June 11, which is the end of North Korea's stated launch window.
The South's capital of Seoul issued alerts over public loudspeakers and cellphone text messages telling residents to prepare for evacuation after the launch was detected. Japan activated a missile warning system for Okinawa prefecture in southwestern Japan, in the rocket's suspected path. Both the alerts in Okinawa and Seoul were later lifted.
&ldquo;Please evacuate into buildings or underground,&rdquo; the Japanese alert said.
KCNA didn't provide details of the rocket and the satellite beyond their names. But experts earlier said North Korea would likely use a liquid-fueled rocket as most of its previously tested long-range rockets and missiles have done.
Though it plans a fuller investigation, the North's National Aerospace Development Administration attributed the failure to &ldquo;the low reliability and stability of the new-type engine system applied to (the) carrier rocket&rdquo; and &ldquo;the unstable character of the fuel,&rdquo; according to KCNA.
On Tuesday, Ri Pyong Chol, a top North Korean official, said the North needed a space-based reconnaissance system to counter escalating security threats from South Korea and the United States.
However, the spy satellite disclosed in the country's state-run media earlier didn't appear to be sophisticated enough to produce high-resolution imagery. Some outside experts said it may still be able to detect troop movements and large targets such as warships and warplanes.
Recent commercial satellite imagery of the North's Sohae launch center showed active construction indicating North Korea plans to launch more than one satellite. In his Tuesday statement, Ri also said North Korea would test &ldquo;various reconnaissance means" to monitor moves by the United States and its allies in real time.
With three to five spy satellites, North Korea could build a space-based surveillance system that allows it to monitor the Korean Peninsula in near real-time, according to Lee Choon Geun, an honorary research fellow at South Korea's Science and Technology Policy Institute.
The satellite is one several high-tech weapons systems that Kim has publicly vowed to introduce. Other weapons on his wish list include a multi-warhead missile, a nuclear submarine, a solid-propellant intercontinental ballistic missile and a hypersonic missile. In his visit to the space agency in mid-May, Kim emphasized the strategic significance of a spy satellite in North Korea's standoff with the United States and South Korea.
Denuclearization talks with the U.S. have been stalled since early 2019. In the meantime, Kim has focused on expanding his nuclear and missile arsenals in what experts say is an attempt to wrest concessions from Washington and Seoul. Since the beginning of 2022, North Korea has conducted more than 100 missile tests, many of them involving nuclear-capable weapons targeting the U.S. mainland, South Korea and Japan.
North Korea says its testing activities are self-defense measures meant to respond to expanded military drills between Washington and Seoul that it views as invasion rehearsals. U.S. and South Korean officials say their drills are defensive and they've bolstered them to cope with growing nuclear threats by North Korea.
Easley, the professor, said Kim has likely increased pressure on his scientists and engineers to launch the spy satellite as rival South Korea successfully launched its first commercial-grade satellite aboard its domestically-built Nuri rocket earlier this month.
South Korea is expected to launch its first spy satellite later this year, and analysts say Kim likely wants his country to launch its spy satellite before the South to reinforce his military credentials at home.
After repeated failures, North Korea successfully put its first satellite into orbit in 2012, and the second one in 2016. The government said both are Earth-observation satellites launched under its peaceful space development program, but many foreign experts believed both were developed to spy on rivals.
Observers say there has been no evidence that the satellites have ever transmitted imagery back to North Korea.&nbsp;
