Railways land-for-jobs case: ED summons Lalu for first time, son Tejashwi also asked to join probe

The ED has once questioned Tejashwi for about eight hours in this case on April 11 but this is the first time it has summoned Prasad for joining the probe.

The Enforcement Directorate has summoned Bihar deputy chief minister Tejashwi Yadav and his father and RJD chief Lalu Prasad for questioning in the railways land-for-jobs money laundering case probe, official sources said on Wednesday.
While Tejashwi (34), has been asked to depose before the federal probe agency at its office in Delhi on December 22, Prasad (75), has been asked to appear next week on December 27 to record their statements under the Prevention of Money Laundering Act (PMLA).
The ED has once questioned Tejashwi for about eight hours in this case on April 11 but this is the first time it has summoned Prasad for joining the probe.
The summons comes following the questioning of an alleged "close associate" of the Lalu Prasad family, Amit Katyal. He was arrested by the ED in November.
The alleged scam pertains to the period when Prasad was the railway minister in the UPA-1 government.
It is alleged that from 2004 to 2009, several people were appointed to Group "D" positions in various zones of the Indian Railways and in lieu, these people transferred their land to the family members of the then railway minister Prasad and a linked company named A K Infosystems Private Limited.
Katyal was the director of this company when it acquired land from candidates "on behalf" of Lalu Prasad, the ED had earlier claimed in a statement.
"The registered address of the company is D-1088, New Friends Colony, New Delhi, which is the house belonging to Lalu Prasad Yadav and his family members," the agency had alleged. "Several other lands were also acquired by Amit Katyal in the said company in return for giving undue favours by Lalu Prasad Yadav when he was minister of railways," the agency said.
After acquiring the land, it said, shares of the said company were "transferred" to the family members of Lalu Prasad in 2014.
The ED case, filed under the criminal sections of the PMLA, stems from a complaint lodged by the Central Bureau of Investigation (CBI).
Prasad, his wife Rabri Devi and Tejashwi have been granted bail by a trial court in October after the CBI filed a charge sheet against them in this case.
The RJD is a constituent party of the INDIA bloc of opposition parties that is planning to take on the BJP in the upcoming general elections of 2024.
According to the CBI, no advertisement or public notice was issued for appointment, but some residents of Patna were appointed as substitutes in different zonal railways in Mumbai, Jabalpur, Kolkata, Jaipur and Hazipur.
As a quid pro quo, the candidates, directly or through their immediate family members, allegedly sold land to Prasad's family members at highly discounted rates, up to one-fourth to one-fifth of the prevailing market rates, the CBI alleged.
Over the last few months, the ED has recorded the statements of the Rashtriya Janata Dal (RJD) supremo's wife and former Bihar chief minister Rabri Devi, their daughters Misa Bharti (RJD MP in Rajya Sabha), Chanda Yadav and Ragini Yadav in this case.

The CBI had given an assurance to the Delhi High Court last week that it would not arrest Yadav this month. According to the RJD leader's counsel, Maninder Singh, Yadav had conveyed to the federal agency that he would require some time to appear before its sleuths as the ongoing Bihar Assembly session is scheduled to conclude on April 5.
On March 15, a special CBI court granted bail to Yadav's father Lalu Prasad, mother Rabri Devi -- both former Bihar chief ministers -- sister Misa Bharti and others in the land-for-jobs "scam" case.
The CBI's investigation against the Yadav family and others is part of its ongoing probe into documents and evidence that surfaced after the first chargesheet was submitted and also into the alleged roles of the accused that could not be completed by the time the initial report was filed, according to officials.
The officials also said the fresh round of questioning of the accused is taking place as part of the "further investigation" based on fresh inputs gathered during the agency's ongoing probe.
The CBI has alleged that during Lalu Prasad's tenure as the railway minister in the UPA government from 2004 to 2009, favourite candidates were appointed in the railways in violation of norms and procedures, without any advertisement or public notice. The agency has claimed that substitutes from Patna were appointed in various zonal railways located in Mumbai, Jabalpur, Kolkata, Jaipur and Hazipur.

&nbsp;The Central Bureau of Investigation has got the Centre's sanction to prosecute former railways minister Lalu Prasad Yadav in connection with the land-for-jobs scam, officials said on Friday.
The agency submitted the sanction before a special court on Friday, they said.

In its charge sheet filed before a special CBI court here, the agency has also named Prasad's daughter Misa Bharti, former general manager of Central Railways Sowmya Raghvan, former CPO Railways Kamal Deep Mainrai, seven aspirants appointed as substitutes and four private individuals.

Ahead of the JD(U)-led grand alliance's floor test in Bihar Assembly, the Central Bureau of Investigation (CBI) on Wednesday launched search operations against leaders of the RJD, a partner in the alliance, in connection with the &ldquo;land-for-jobs&rdquo; case it is investigating against former Bihar chief minister and RJD supremo Lalu Prasad Yadav and his family.
The raids are reportedly being carried out at the premises of RJD treasurer and MLC Sunil Singh as well as two Rajya Sabha MPs from the party, Faiyaz Ahmad, and Ashfaque Karim.
Property associated with former RJD MLC Subodh Rai has also been reportedly raided by CBI officials.
In May 2022, the CBI had filed a corruption case against Lalu Yadav and his family members for allegedly accepting plots of land in exchange for jobs during his stint as Union Railways Minister.

According to the investigating agency, as many as 12 people were appointed in Group D posts in the Indian Railways from Patna in lieu of family members of Lalu Yadav getting plots of land.
As many as 16 people have been named as accused in the CBI's FIR including Lalu Yadav, his wife Rabri Devi, his daughters Misha Bharti and Hema Yadav.
