The issue arose when some members of the ruling alliance raised concerns about Banerjee's comments as soon as the House convened. Birla intervened, stating that such remarks were unfortunate and underscoring that personal attacks against any member were inappropriate, especially when directed at women. He emphasized that while disagreements were part of democracy, dignity and respect should always be upheld.
Banerjee&rsquo;s comments were made during Wednesday&rsquo;s discussion on amendments to the Disaster Management Act, where he accused the central government of failing to cooperate during the COVID-19 pandemic. Minister of State for Home Nityanand Rai countered, praising Prime Minister Modi&rsquo;s leadership, while Scindia supported him, highlighting India&rsquo;s global role in aiding other countries during the crisis.
Banerjee's remarks led to a verbal spat and an adjournment. When the House reconvened, Banerjee apologized, but Scindia rejected the apology, stating that while policy debates were welcome, personal attacks on him or on women would not be tolerated. Scindia emphasized the importance of maintaining self-respect and promised a response to any personal attacks.

The Adani bribery allegations, which involve over $250 million in bribes between 2020 and 2024, were brought to light by US prosecutors. The case concerns Adani's attempts to secure solar energy contracts from the Indian government under terms that could potentially generate over $2 billion in profits.
Meanwhile, the Opposition INDIA bloc parties submitted a notice in the Rajya Sabha on December 10, seeking the removal of Vice President Jagdeep Dhankhar, accusing him of partisan conduct as the Chairman of the Upper House. While the motion to remove Dhankhar would require a simple majority in the 243-member Rajya Sabha, the opposition lacks the numbers needed to pass it. However, opposition leaders maintained that the motion was an important step to uphold parliamentary democracy.
The Rajya Sabha was adjourned till noon as both opposition and government members exchanged heated accusations over the no-confidence motion against Dhankhar.

But, what is the significance of Parliamentary records? Should it matter to the people if remarks made by their representative in the House is omitted from the documentation of proceedings? Why are comments expunged from the records?
Rules of Procedure and Conduct of Business mandates detailed records of parliamentary proceedings, including copies of bills tabled, motions proposed, minutes of debates, voting records, and committee activities. A full transcript of all deliberations by MPs, including every speech, comment, question, reply and objection must be maintained. Decisions and rulings of the chair must get documented. The House Secretariat also takes into evidence the documents and digital submissions made by members.
These records are stored and made available to the public through the Parliament Library, that is now available digitally. The idea is to ensure transparency, public scrutiny and accountability. The records serve as reference for legislators and officials, and as evidence of India's Parliamentary history for generations to come.
Rules of Parliament also gives the Speaker the discretion to expunge any words or expressions used in debate that are considered defamatory, indecent, unparliamentary, or undignified. The expunged portions are deleted from the records and cannot be reported by media houses, although they may have been live telecast. These comments are no longer available to the public.
Since legislators enjoy immunity from court proceedings for their statements in Parliament, it is up to the Speaker to ensure that MPs maintain discipline and dignity in their speech and actions. But the presiding officer must also ensure there's no overreach amounting &nbsp;to the silencing of a representative of the people.

The proceedings of the Lok Sabha were adjourned for the day on Friday as the opposition demanded a discussion on the alleged irregularities in the conduct of the medical entrance exam NEET.
Leader of Opposition Rahul Gandhi said the NEET issue is a very important issue for the whole country and they want a dedicated discussion in the House on the matter. Hence, the adjournment motion should be accepted, he said.
However, Speaker Om Birla said he could not allow it as the House was about to take up the discussion on the Motion of Thanks on the President's address to the joint sitting of both Houses of Parliament on Thursday.
Birla and Parliamentary Affairs Minister Kiren Rijiju told opposition members that they can discuss the matter during the course of the Motion of Thanks on the President's address.
"You can raise all matters in the debate on the Motion of Thanks on the President's address. You will get enough time. But I can't allow you to raise any other issue during the debate on the Motion of Thanks. It was already decided and mentioned in the bulletin too," he said.
Birla said there are certain norms of Parliament that have to be followed and committees have to be formed to which Congress MP Gaurav Gogoi said students are not aware of it. They are only demanding justice.
As members from the Congress, TMC and DMK parties stormed the Well, Rijiju said it is for the first time that the opposition is seen demanding a discussion on an issue before the House takes up the Motion of Thanks on the President's address.
"I assure the opposition we will answer any issue that you raise during the Motion of Thanks discussion," Rijiju said.
As members continued with sloganeering, Birla said the people have elected members to this House so that they can raise and discuss issues, and not disrupt the proceedings.
"There is a difference between protest on the road and protest inside the House... You (Opposition) don't want House to run? You don't want to discuss NEET during Motion of Thanks discussion?" Birla said.
As the House continued to see uproar, Birla adjourned the proceedings till Monday.

Ahead of the Lok Sabha poll results, investors have poured money into Exchange Traded Funds (ETF) that buy stocks of Indian companies. Foreign institutional investors have also significantly invested in Indian equities in both cash and derivatives markets on Monday.
This comes as most of the exit polls on Saturday predicted that Prime Minister Narendra Modi will retain power for a third straight term, with BJP-led NDA winning anywhere between 350-401 seats.
<h3>Surge in ETFs investment</h3>
As per Bloomberg, India recorded the biggest inflow of $307.5 million across emerging markets for the week ended May 31. This was led by iShares MSCI India ETF garnering $192.9 million followed by the WisdomTree India Earnings Fund that pulled in $82.6 million.
Foreign Institutional Investors by buying over 1.2 lakh index futures increased their long-short ratio from 14% to 28.26%. The long-short ratio represents the amount of a security available for short selling versus the amount actually borrowed and sold.&nbsp;
As per Moneycontrol, the shift came amid robust short covering on June 3, following exit polls results that was released on Saturday. On Monday, the Indian benchmark indices opened at a record high. At the close both sensex and nifty surged over 3%.
Bloomberg quoted Ashish Chugh, head of global emerging-market equities and a portfolio manager at Loomis Sayles &amp; Co and said that if Modi secures another win, markets expect the government to push through policies that could further boost India&rsquo;s economic growth, which is already among the world&rsquo;s fastest.
&ldquo;If the exit polls are correct, the margin of victory for the BJP led NDA alliance should be quite strong,&rdquo; Chugh told Bloomberg. &ldquo;This implies a continuation of Modi&rsquo;s pro-growth, investor-friendly policies which has made India one of the best equity markets globally over the past decade since Modi came to power.&rdquo;

'Chak De India' actor Vidya Malavade and singer-composer Amit Trivedi were unable to vote in the fifth phase of the Lok Sabha Elections in Mumbai. Both artists expressed their disappointment on Instagram, sharing that they were unable to cast their votes despite arriving at their respective polling booths.
Vidya shared a video message on Instagram seeking help after being denied the chance to vote in the Lok Sabha elections. The actor explained that, despite not having received her voter ID card, she went to the polling booth with her Aadhar card. Accompanied by her elderly parents, Vidya was on the verge of tears as she shared her frustration and disappointment in the video.
Singer-composer Amit Trivedi was also denied the right to vote. In a video posted on X, he expressed feeling 'helpless' after authorities at his polling booth claimed that his voting serial number didn't exist. Despite multiple checks, he was still unable to cast his vote.
&lsquo;I went for voting today and the moment I reached the booth, , I showed them a receipt ( it had booth number mentioned on it) ..as you can see &lsquo;Akramank; 1080&rsquo;, the officer has put a cross on it. Now this was given to me by the officers present outside. I had my voter&rsquo;s id and aadhar card in place. In the both I was told 1080 number is not present only, so go back to where you got your receipt and get it fixed . So I went back and there was a huge queue, after waiting there for 30 minutes. I reached the person and he checked some books and paper and that search went on for another 30 minutes and ultimately he said &lsquo;sorry sir! Nahi hai you can&rsquo;t vote,&rsquo; he said in the video.

In April, South actor Soori encountered a similar issue when he couldn't vote because his name was missing from the voters' list. In a video, he expressed his frustration, saying, &lsquo;I don&rsquo;t know who to blame; it&rsquo;s disheartening that I couldn&rsquo;t vote.&rsquo;
Many other citizens also reported that their names were missing from the voters' list.
Lok Sabha 2024 election results will be out on June 4.

More than 39% voter turnout was recorded across 11 states and union territories till 1 pm on May 7 in the third phase of the Lok Sabha election.
West Bengal recorded the highest turnout with 49.27%, followed by Goa at 49.04%, Madhya Pradesh at 44.67% &nbsp;and Chhattisgarh at 46.14%. Maharashtra continued to register low voter turnout with 31.55%.&nbsp;
Voting for 93 constituencies began at 7 am. Over 1,300 candidates, including around 120 women, are in the fray.
All eyes are on &nbsp;Gujarat, Karnataka, and Madhya Pradesh, where the BJP had won an overwhelming majority of these seats.&nbsp;
Among the bigwigs are Union ministers Amit Shah who is contesting from the Gandhinagar constituency, Jyotiraditya Scindia from Guna, Mansukh Mandaviya from Porbandar, and Pralhad Joshi from Dharwad.
More than 17 crore people, including 8.39 crore females, are eligible to vote and 1.85 lakh polling stations manned by 18.5 lakh officials have been set up.
With the BJP bagging Surat unopposed, 25 seats in Prime Minister Modi's home state of Gujarat will go to polls on May 7, besides 11 seats in Maharashtra, 10 seats in Uttar Pradesh, the remaining 14 of the 28 in Karnataka, seven in Chhattisgarh, five in Bihar, four each in Assam and West Bengal, and all two in Goa.
The Union Territory of Dadra and Nagar Haveli and Daman and Diu (2 seats) and nine seats in Madhya Pradesh, including Betul where elections were deferred, will also go to polls on Tuesday.
PM Modi and Shah will cast their vote at booths in Ahmedabad city under the Gandhinagar Lok Sabha seat in Gujarat.
Former Madhya Pradesh chief ministers Shivraj Singh Chouhan (Vidisha) and Digvijaya Singh (Rajgarh) have also returned to the Lok Sabha electoral fray this time.
A riveting contest is on in Maharashtra's Baramati between Sharad Pawar&rsquo;s daughter Supriya Sule and Sunetra Pawar, wife of the veteran leader&rsquo;s estranged nephew and Maharashtra Deputy Chief Minister Ajit Pawar.
In Uttar Pradesh, the current phase is important for the Mulayam Singh Yadav family, with Samajwadi Party chief Akhilesh Yadav's wife Dimple Yadav aiming to retain the Mainpuri Lok Sabha seat.

Voter turnout touched nearly 40% till 2 pm in most of the 13 states and union territories in the second phase of the Lok Sabha election on Friday. Tripura continued to register strong voting as it registered the highest with 54.26%, while the lowest voter turnout was witnessed in Maharashtra at 31.77%.
Voter turnout in Kerala was 39.26%, in Karnataka it was 38.23%, and in Uttar Pradesh it was 35.73% till 2 pm. &nbsp;
Elections for the second phase are being held for 20 seats in Kerala, 14 seats in Karnataka, 13 in Rajasthan, eight each in Uttar Pradesh and Maharashtra, seven in Madhya Pradesh, five each in Assam and Bihar, three each in Bengal and Chhattisgarh and one each in Jammu and Kashmir, Manipur and Tripura.
Key candidates for this round include the BJP's Union minister Rajeev Chandrashekhar &nbsp;-- up against Congress's Shashi Tharoor from Thiruvananthapuram; actors Hema Malini, and Arun Govil from 1980s iconic serial Ramayan, senior BJP leader Tejasvi Surya and Lok Sabha Speaker Om Birla, &nbsp;Congress's Rahul Gandhi, KC Venugopal, Bhupesh Baghel. and Ashok Gehlot's son Vaibhav Gehlot.

German Ambassador Philipp Ackermann said his country is observing world's biggest election with admiration.&nbsp;

German Ambassador Philipp Ackermann on Monday said his country is observing with admiration the world's biggest election that is starting in India on April 19, and that no matter who wins it, "more of India" will be seen on the international stage.
Addressing a gathering at an event hosted by a leading private university here, he also said the Indian Presidency of the G20 "gave us a little taste of that".
In his speech, he cited the Iran-Israel conflict, the Russia-Ukraine conflict and many other ongoing or unresolved conflicts around the world.
"In the midst of this very, very difficult situation, I can't remember the world being in such a difficult times than now. We see from Europe, from European Union's perspective, clearly how much India is rising. We observe with admiration the world's biggest election that is starting on Friday. This is quite an exercise, this is a festival of democracy," Ackermann said.
The envoy said "no matter what happens in these elections, no matter who will be winning this election, I think we will see more of India on the international stage".
"The G20 Presidency gave us a little taste of that. India claims a seat at the big table, and we, Germans and Europeans, think rightfully so. Whether it's the UNSC or elsewhere, India is, and has to become more visible and recognised," he added.
India's year-long presidency of the influential bloc had begun on December 1, 2022, leading up to the G20 Summit last September where the New Delhi Declaration was announced.
"The New Delhi G20 Leaders' Summit held on September 9-10 brought the deliberations under our G20 Presidency to a successful culmination. With G20 including all P5 countries, and accounting for 85 per cent of global GDP, 75 per cent of world trade and 2/3rd of world population, it was the highest profile international gathering in the history of independent India," reads a synopsis on G20 Indian Presidency website.
The theme -- 'One Earth, One Family, One Future', drawing upon its age-old belief of "Vasudhaiva Kutumbakam", was endorsed by all. "With over 200 meetings in 60 Indian cities in all our 28 states and 8 UTs, across 40 different mechanisms including Sherpa and Finance Track Working Groups, as well as Engagement Groups, the size, scale and scope of India's G20 Presidency was unprecedented," it says.
The German ambassador said it is a role "India deserves", like no other country. "But it is a role, one should not forget that comes with high hopes also. More than ever, India will be assessed by many. Not only the countries of the so-called 'Global South', but its international appearance and policies will be vetted," Ackermann said.
And, now many governments are reaching out to India, including the German government, "as we expect India to play a bigger role in international politics", he said.
"But, you should not forget, it is a difficult undertaking, the job is not easy, and hopes and expectations are different. Let's say Russian expectations from India are different from US expectations of India. How will India manage to find its way in this new sort of role," the envoy said.
The event was hosted by the OP Jindal Global University and the envoy delivered his address on 'India-Europe Partnership in a Multipolar World'.
"It is in India's interests to develop a strong and solid partnership with Europe, including with Germany. I think we are very much on the way... Both India and Europe have a profound interest in maintaining the international rules-based order," he said.
